1 MAPLA/DLDS Update Irene Padilla, State Librarian Public Libraries and State Networking (PLSNB) Branch Chief Dennis Nangle begins work today, January 23, 2012, as the new Public Libraries and State Networking Branch (PLSNB) Branch Chief. He is attending the required MSDE orientation this morning and will visit LBPH in the afternoon. Dennis will accompany me to many meetings and I hope you have a chance to meet him in the near future. Library for the Blind and Physically Handicapped (LBPH) Branch Chief Interviews were held in December for the LBPH Branch Chief position. We expect to announce the name of the new Branch Chief in the very near future. Deaf Culture Digital Library Task Force SB571 passed in the 2012 Legislative session mandated that a Task Force be formed to Study the Establishment of a Deaf Culture Digital Library. This study includes consideration of past initiatives to determine best practices for access to high quality library service for the deaf and hard of hearing in the areas of education, training, partnership, leadership, and communication and craft recommendations for consideration. In addition, the task force will identify potential funding sources for a Deaf Culture Digital Library through a public private partnership or the establishment of a Friends of the Library organization. The task force will also make recommendations regarding the coordination of a Deaf Culture Digital Library to educate individuals about deaf cultures in the United States and other countries, including reference material and links to other resources. The task force consists of the following eleven (11) members: Senator Karen S. Montgomery; Senator Joanne C. Benson; Delegate Bonnie Cullison; Delegate Eric G. Luedtke; Irene M. Padilla, Chair, State Superintendent s Designee; Paula Isett, Division of Library Development and Services, MD State Department of Education; Lisa H. Kornberg, Governor s Office of the Deaf and Hard of Hearing; Raymond M. Conrad, Representative of the Deaf Community; Emily H. Ferren, Maryland Library Association; Alec C. McFarlane, Representative of the Deaf Community; and Sylvie Soulier, Representative of the Deaf Community. The first meeting of this task force was held on January 7, The next meeting is scheduled for January 30 where we will ill review and approve draft recommendations for the Governor concerning the Deaf Culture Digital Library (see handout). The goal is to recognize Maryland Public Libraries as a community place where people will look as a first stop when seeking deaf resources, training and links. These recommendations recommend the establishment of a Deaf Culture Advisory Board, DCAB, to implement the strategic directions of the organization and to develop initiatives to further the knowledge of deaf culture. Presentation to the Joint Information Technology and Biotechnology Committee on the Status of E-Book Use in Maryland and Elsewhere The Joint Technology Oversight Committee held a hearing about the use of digital textbooks in Maryland and elsewhere. I was asked to provide an update on the status of E-book use in public libraries as part of the MSDE presentation.
