4 Introduction This is a report on the kick-off meeting of the FP7 project Real-time database for high resolution Neutron Monitor measurements (NMDB), Grant agreement no.: , organized by Košice. This meeting took place on 13 September, 2008 at the Technical University in Košice. The purpose of this document is to present the objectives and main outcomes of the event. 7 2 Minutes Start of meeting: 09:00 CEST Head of meeting: Christian Steigies, CAU 2.1 Reception and discussion on formalities Christian Steigies welcomes the members of the consortium. Special greeting goes to our guest: Eduard Vashenyuk, PI of the Apatity NM station. Ilya Usoskin states that there are no delegates present of TAU and Almaty. Christian Steigies comments that he has not received a notification of the two groups and that therefore the absence of the two groups is without excuse. The consortium decides that our guest (Eduard Vashenyuk) may be present in the meeting also during votes and discussions. 2.2 Report WP1: Management NMDB Deliverable 1.2: Project Website BIRA timesheets, deliverables Deliverables per WP that are due during the first 12 months Deliverable 1.2: Project Website The deliverable 1.2 has been taken over by UOULU from BIRA in middle of May The delivery was due on 31 March The deliverable 1.2 has been finished on 22 May BIRA Status quo: BIRA has been asked on 12 June 2008 to leave the project, to supply all necessary documentation, input to financial report, and to return the remaining prepayment no later than 45 days after receipt of the letter 7

8 (some) documents have been sent, but no payment has been returned as of 12 September BIRA is claiming expenses of EUR. Unrealistic timesheets, four months work by Hilde de Witte, who had no contact to any project member, subcontracting Deliverables BIRA has been working on (2.1, 2.2) are only three manmonths in total reduce BIRA payment to more realistic keur BIRA needs to be removed from the Consortium as soon as possible to avoid further delays and losses. The contract with the European Commission (EC) needs to be amended to reflect this change. Approach/vote 1: The consortium accepts BIRAs withdrawal from the project (in case the remaining prepayment is returned to the coordinator until 30 September 2008) with 9 votes (without a dissentient vote). Approach/vote 2: The consortium declares BIRA a defaulting partner (in case BIRA does not return the prepayment in time), go to court, ask for damages, etc. with 9:0 votes. The deadline for the repayment by BIRA is 30 September After this date the coordinator will initiate approach 2, if no repayments have been made by BIRA. Christian Steigies will inform BIRA about this procedure. consortium will be informed about the progress. 9 Monitoring compliance by the Parties with their obligations Keeping the address list of members updated Collecting, reviewing and submitting information on the progress of the Project and reports and other deliverables to the European Commission Financial guidelines pages 38-41: keeping timesheets is mandatory (no estimates, list all hours, on daily basis) After the BIRA delay the coordinator requested quarterly timesheets to monitor the progress of the project However, due to EC regulations the sending of timesheets to the coordinator is not mandatory. Therefore, timesheets need not to be sent to the coordinator quarterly in the future. However, the keeping of timesheets is mandatory! The original timesheets with the signatures must be archived by the members. Most deliverables so far have been late, without notification! This clearly violates the consortium agreement! EC checks the project performance by keeping to the dates of the deliverables given in the Description of Work (DoW). Due deliverables have to be sent 5 working days before the deadline to the coordinator, so they can be forwarded to the EC in time. Instead of timesheets quarterly progress report from every partner about every deliverable that is currently being worked on (see GANTT chart DoW p16) must be sent to the coordinator in the future. The next progress reports are due on 26 November Report WP2: Architectural design Deliverable 2.1: Database prototype is online. The format for the prototype is fixed. The description of the table formats can be found under The units of neutron monitor count rates are in all tables: counts per second per detector. Deliverable 2.4: The final database documentation will be written by CAU. Delivery date: 31 December 2008 Deliverable 2.5: Discussion about possible changes in the database format will be held during midterm meeting in December CAU will carry out an analysis of the DB for potential performance problems by a database expert. 9

10 2.4 Report WP3: Guideline for data acquisition Christos Salarnis, NKUA, presents the report of WP3 Deliverable 3.2: Trial period. On 13 September 2008 eight NM stations regularly send data into the tables STATION ori of DB NMDB. The NM station Alma Ata will send data to the database after 31 October The station Apatity needs first an authorization. ESOISR: The station uses a DOS based registration system and currently has technical problems to send real-time data. Christos Salarnis will contact Lev Pustilnik to offer support. The data of MCRL will be sent to NMDB from end of September The data of MGDN will only be archived data, data can only be sent after one month or later. The data of Rome NM station will be sent to NMDB in real-time from 31 October NKUA will fill the information they have collected about the NM stations into the table NM station information of NMDB. A library about datataking systems will be opened on the NMDB webpage. All participants can contribute. Erwin Flückiger asks about quality control of NM data. Karel Kudela and Ilya Usoskin propose internal publications about the proceeding to control the quality of NM data. 2.5 Report WP4: User tools Aragats and UOULU will develop software to query NMDB, to make plots, to calculate statistics, and the corresponding frontends. Aragats and UOULU will come to an agreement which party will undertake which tasks. The delivery date of the user tools as well as for the documentation is end of month 12, i.e. 31 December Kosice will develop different software packages based on IDL (wavelet analysis, signal analysis, power spectrum analysis) 2.6 Report WP5: Applications / service Eugenia Eroshenko, IZMIRAN, presents the report of WP5 10

11 Kosice resumes the lead of deliverable 5.6 from URoma3. IZMIRAN resumes the lead of deliverable 5.5 from Kosice. 2.7 Report WP6: Training & dissemination A draft of the entire public outreach webpage will be available on the net latest on 31 December

12 3 Miscellaneous 3.1 Midterm meeting Kiel 3 5 December Christian Steigies, CAU, will give information about accommodation, travel to Kiel. Ashot Chilingarian, Aragats, proposes to make a scientific session during the midterm meeting on quality control of NM data and on alert systems.
