4 Strength in Numbers The National Insurance Crime Bureau (NICB) exists today because three insurers determined in 1912 that by working together, rather than as individual companies, they could more effectively alert law enforcement agencies of their stolen vehicle losses and recover them more efficiently. From our earliest days, we recognized that no single not-for-profit organization, law enforcement agency or insurance company could solve fraud and theft problems on its own. When battling these crimes, we believe there is clearly strength in numbers. The NICB is, and always has been, a membership-based organization that relies on the support, trust and partnership of the property-casualty insurance industry and such self-insured organizations as vehicle rental companies, auto auctions, vehicle finance companies, transportation-related firms and strategic partners. Today, we are honored to have nearly 1,100 members joining us in the global fight against increasingly sophisticated and complex fraud and vehicle theft crimes. 2

5 Integrated to the Core The NICB s mission-driven uniqueness has guided us since our formation. And it s this mission that has been so powerfully effective during the past 100 years in attracting members, law enforcement agencies, regulators, legislators, and the public to become united with our efforts. Today s NICB has 360-plus employees working across the United States. We derive our revenues from assessments based on members direct-earned premiums. Insurance companies licensed in any of the 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, or the insular possessions of the United States, as well as auto rental and vehicle finance companies, auto auctions, parking service providers, transportation-related firms and certain self-insured organizations, are eligible to become NICB members. Our organization is guided by an Integrated Business Plan, or IBP, that allows the NICB to not only adapt to changing market conditions, but also stay ahead of criminals. Our long-term approach to fighting insurance crime deploys an integrated business platform based on five operational disciplines: Data Analytics, Investigations, Training, Legislative Advocacy and Public Awareness. Working with our Board of Governors, the NICB management team continually reviews and adapts the IBP s priorities and investments, tracks and reports implementation results, and measures the impact of NICB members investments. Further, each of our operational disciplines has defined strategies and measurement metrics which support our collective efforts in preventing, detecting and defeating insurance fraud and theft. 3

6 NICB Fraud-Fighting Disciplines Data Analytics Information gathering and sharing is a primary means of preventing, detecting and deterring insurance fraud and vehicle theft. Identifying and providing questionable trends, patterns, entities and organized rings to our members and the law enforcement community is a distinctive NICB hallmark. The NICB Data Analytics Department serves as the property-casualty insurance industry s focal point for collective crime-fighting analysis. Our skilled analysts gather, analyze and report industry trends and questionable claim activity to members and law enforcement agencies. Among other functions, our Data Analytics Department: Provides weekly case, strategic, task force and law enforcement alerts Creates and manages online databases Supports NICB members with analytical training, as well as as link analysis charts, time lines, and geographic and document analysis Researches and publishes studies on insurance fraud topics and statistics Conducts and publishes extensive crime trend analyses Investigations NICB investigative efforts focus on multi-claim, multi-carrier investigations of major criminal activity in concert with our members and law enforcement agencies worldwide. We are the nation s only private organization following a multi-carrier approach to fraud and theft investigations since organized rings simultaneously target multiple companies and cause significant economic damage in our country, not to mention the potential danger many of their schemes pose to the safety and lives of innocent people. Our nine regional Field Operations offices nationwide are staffed by more than 175 agents and analysts. Through an electronic claim referral process, NICB agents work with member company claims and special investigation unit (SIU) groups, as well as law enforcement agencies, to investigate suspicious insurance claims, prevent future fraudulent claims, and support civil and criminal prosecutive actions. Our investigative focus includes medical fraud, commercial fraud, vehicle theft and fraud, heavy equipment theft, cargo theft and workers compensation cases, as well as: Vehicle location and recovery Vehicle interdiction and international repatriation Participation in and leadership of insurance crime and vehicle theft task forces, including Major Medical Fraud Task Forces located throughout the United States Expert testimony Investigative publications and advisories Training Fraud and theft investigators require highly specialized training and education to detect and investigate suspicious insurance applications and claims, and uncover potentially largescale criminal conspiracies. The NICB Training Department offers our members and the law enforcement community a range of programs many included with your membership to support their fraud-fighting educational requirements. Whether a newly hired claims representative or veteran investigator, our training solutions provide members with the skills and expertise necessary to protect their corporate assets, as well as support their continuing education and mandatory fraud training requirements. NICB training solutions include: 4

7 Standard and customized classroom fraud identification and prevention training at member locations Classroom-based training academies for member company investigators special investigations, medical investigations and insurance fraud analyst academies Educational programs, publications and training guides FraudSmart training for front-line claims adjusters Interactive fraud and theft indicators Interactive case studies developed in conjunction with the International Association of Special Investigation Units (IASIU) Online education through the NICB-directed National Insurance Crime Training Academy (NICTA). With insurance crime detection and prevention training available 24 hours a day, seven days a week at the NICTA curriculum has nearly 90 antifraud online offerings that include 30-plus tested courses, streaming video, and resource and reference documents. Each year, NICTA students enroll in nearly 50,000 online offerings, with many courses providing continuing education credits for claims adjusters and insurance agents/producers in states nationwide. Legislative Advocacy The NICB legislative advocacy discipline leads the property-casualty industry s anti-fraud and vehicle theft legislative and regulatory agenda. Among other roles, our Government Affairs Department promotes statutes, regulations and policies at all levels of government to help serve member interests. We work daily with NICB members, property-casualty insurance trade groups, fraud bureaus, legislators, regulators and other anti-fraud organizations to: Influence legislation and regulations that affect insurance fraud and vehicle theft Track fraud and theft legislation Devise effective anti-crime strategies Host fraud and theft summits that address regional and national crime issues Promote a strong anti-fraud environment nationwide, in conjunction with NICB public awareness initiatives Public Awareness The NICB public awareness discipline has several goals. From a public affairs perspective, we seek to educate and inform the public, news media, NICB members and their policyholders about insurance crime issues. Through extensive print, broadcast and online media programs, the NICB informs American consumers that we all pay the price for insurance crime and that they can become part of the solution. The Communications and Marketing Department is also responsible for our organization s promotion, image and brand reputation. Using a full range of graphic design, print, online, social media and video solutions, our marketing staff provides the strategic and creative resources needed to support our members while promoting the NICB and educating the American public. 8 Five Good Reasons: Benefits Overview Undoubtedly, the NICB s solutions offer dozens of benefits to members, ranging from the intangible satisfaction of being part of the fight against insurance crime, to highly measurable results delivered by our operational disciplines. While this brochure provides greater details about many but certainly not all of our solutions and their resulting benefits, NICB members can look to five overarching reasons for joining our fight: 1 2 Focus The NICB is the nation s only not-for-profit organization with the specialized fraud-fighting focus to support investigations, communication and information sharing between law enforcement agencies and the insurance industry. 10 MEMBER SOLUTIONS Fore WARN SM Alerts When fighting fraud and theft, knowledge is power. ForeWARN Alerts deliver that power to your inbox every week. ForeWARN is the NICB s online communication system that helps members to detect and prevent fraud. Using the ForeWARN search engine, NICB member special investigators can quickly query on a wide variety of identifiers to determine if an individual is involved in a ForeWARN Alert. Segmented into four categories, ForeWARN Alerts provide NICB members with 24/7 access to vital fraud-fighting information that can support the early detection and prevention of questionable claims, mitigate pending claims and bills, and improve the speed and effectiveness of their investigations. We disseminate more than 2,000 alerts annually to members strategic Alerts Contain timely information on the types of questionable or fraud-related activity that could affect the insurance industry, such as NICB-monitored scams or fraud patterns. case Alerts Advise members of current NICB cases and update their investigative status. Case Alerts also may request members for information which could assist an ongoing investigation. 11 Aggregated Medical Database Among the NICB s latest fraud-fighting initiatives is the creation of the country s first-ever aggregated database of medical bill data related to automobile and workers compensation insurance claims. This database is a byproduct of our Integrated Business Plan. From a broad perspective, the Aggregated Medical Database allows us to help identify fraud patterns and trends, as well as medical providers potentially engaging in questionable practices for further research, analysis, investigation and prosecution. Specifically, we use the Aggregated Medical Database to: Perform strategic analysis of medical bill data to identify new and evolving fraud trends Examine potential fraud from aggregated medical data not visible within smaller data sets Establish a baseline perspective of medical provider billing, and identify providers whose billing practices deviate from aggregated norms Build a repository of medical billing data to support NICB medical fraud investigations Publish MedAWARE SM Alerts for members on analytical findings to support industry efforts in combating provider fraud 9

12 NICB AMA Physician Search NICB members who have SIU access and use ISO ClaimSearch can conduct an American Medical Association (AMA) Physician Masterfile Search. This database contains active and historical licensure information on medical doctors, doctors of osteopathy, as well as any associated disciplinary flags these individuals may have on file with state medical licensing boards, the Department of Defense (including the Army, Navy and Air Force), U.S. Health and Human Services, Drug Enforcement Administration and Veterans Administration. The AMA Physician Search includes data on AMA members and non-members, as well as graduates of foreign medical schools who reside in the United States and have met physician educational and credentialing requirements. This wealth of information and data helps NICB members conduct extensive and comprehensive analyses to support their medical fraud investigations. Most importantly for claims professionals and investigators, these physician records are never removed from the AMA Physician Masterfile, even after a physician s death. The AMA Physician Search includes information on more than 200,000 deceased physicians. 10

13 Major CaseS Insurance crime has long since outgrown its origins when thieves primarily stole cars for joyrides or in the commission of other crimes. Today s multi-million dollar fraud and theft crimes are increasingly global, complex and targeted at multiple insurers simultaneously. As a result, more comprehensive solutions are required in order to effectively fight them. The Major Case Program allows the NICB to allocate appropriate resources to successfully investigate large-scale cases that comprise more than $1 million of member company exposure. These investigations can involve multiple carriers and hundreds of claims, be spread across wide geographic areas, and have significant economic and community impact. Our Major Case Program creates member and societal benefits, including incarcerations, restitution to defrauded members, professional certification sanctions and dismantlement of large-scale criminal conspiracies. 11

14 Medical Fraud Task Forces Strategically located throughout the United States in areas experiencing extensive and ongoing medical fraud crimes, NICB Major Medical Fraud Task Forces convene members and law enforcement agencies to review cases and claims information, plan and implement investigations, conduct training, and support prosecutive actions. Staffed by NICB agents and analysts, each task force: Collects and analyzes questionable medical fraud claims information submitted by NICB members Disseminates strategic and tactical alerts to all NICB members about medical fraud in order to improve their claims management processes Plans and conducts investigations of suspected medical fraud cases, especially of individuals and rings committing personal injury protection (PIP) and workers compensation fraud, which are closely tied to medical fraud cases Identifies and submits information concerning suspected individuals and entities involved in medical fraud schemes to law enforcement agencies for possible prosecution, and to regulatory agencies to licensing sanctions In addition to these large-scale task forces, the NICB operates dozens of Mini-Medical Fraud Task Forces, which monitor major metropolitan areas affected by high levels of medical fraud crimes and questionable medical claims. These groups help to intensify efforts to mitigate the effect of medical fraud crimes on our members nationwide. 12

15 Vehicle Recovery Identifying, locating and recovering stolen, abandoned and impounded member company vehicles have been an NICB hallmark since our earliest years. More than 100 years later, we re still at it, but with 21st century technology and expertise at our disposal that allow our members to: 1. Recover and protect their assets in a timely fashion 2. Achieve significant savings by avoiding fraudulent claims payments 3. Decrease and avoid costly impound lot storage fees 4. Reduce their exposure to additional vehicle depreciation and vandalism 5. Capitalize on our vehicle recovery expertise and data-sharing agreements with law enforcement agencies nationwide Working with local, state and federal law enforcement agencies, the NICB uses a variety of investigative methods and information sources to support member needs. Among them is our data-sharing agreement with the FBI s National Crime Information Center (NCIC) stolen vehicle database. Using our mirror image of this database, we can quickly determine if an NICB member has reported the vehicle loss and, if so, immediately send a detailed recovery notice. Further, we have other data-sharing agreements that allow us to collect impounded vehicle information from law enforcement agencies. Through our Vehicle Impound Program, we cross-reference this data against NICB member vehicle theft records to determine matches and then alert members when we locate and recover their vehicles. NICB agents also work nationwide to identify and recover stolen vehicles, and support law enforcement agencies with their specialized investigative expertise. Each year, our agents are responsible for locating more than 18,000 member company vehicles valued at tens of millions of dollars. But that s just a portion of the recoveries that we facilitate. Through our access to the NCIC s database containing stolen vehicle and boat files, members are notified instantly if one of their ISO theft records match information entered into NCIC by law enforcement. This amounts to nearly 145,000 additional recoveries annually. 13

16 Vehicle Interdiction With their global ambitions and origins, many large-scale vehicle theft rings don t stop at U.S. borders. However, the NICB Vehicle Interdiction Program aims to do just that. We created the Vehicle Interdiction Program to help intercept and stop U.S. vehicles from being illegally exported. Working in partnership with the U.S. Customs and Border Protection, the NICB has specially trained agents and investigative support staff at key ports and land border crossings nationwide to record vehicles presented for export and search databases to ascertain their validity and status. Our team reviews these records and matches them against various databases that track stolen vehicles, salvage, rental fleets, impounds and previous exports. As a result of the NICB Vehicle Interdiction Program, our members can: 1. Identify and interdict their stolen vehicles prior to export 2. Recover their stolen insured vehicles before exportation and subsequent false claims 3. Avoid paying fraudulent claims on exported vehicles 4. Avoid repatriation fees of their insured vehicles 14

17 Vehicle Repatriation As early as 1919, one of the NICB s predecessor organizations formed an alliance with Canadian law enforcement officials to stem the flow of stolen vehicles across America s northern border. And by 1926, we were working in Mexico to recover and repatriate insurers stolen vehicles that traveled southward. We re still at it. Created to locate, identify and return stolen NICB members insured vehicles from foreign countries, the Vehicle Repatriation Program deploys a dedicated group of agents and support staff who work with international law enforcement agencies to gather information and data related to stolen and impounded vehicles. We cross-reference this information against our databases, notify members when we locate their insured vehicles, and provide comprehensive documentation of the vehicle s location and condition. When members wish to repatriate their vehicles (for an additional cost not included in the annual NICB membership assessment), we work with established and credible organizations to recover the vehicle and support its safe return to the United States. Through the Vehicle Repatriation Program, NICB members can: 1. Recover their stolen and impounded insured vehicles from international locations 2. Decrease and avoid costly impound lot storage fees 3. Reduce their exposure to additional vehicle depreciation and vandalism 4. Capitalize on the NICB s long-standing relationships and contacts with international law enforcement agencies and recovery/towing providers to support their vehicles repatriation 15

18 Commercial Fraud The NICB Integrated Business Plan offers inherent flexibility that allows our organization to not only adapt to changing market conditions, but also stay ahead of evolving criminals and crime trends. For example, as a result of technology advancements, investigative capabilities, aggressive law enforcement and prosecution, legislative improvements and boosted public awareness, vehicle theft rates have continually decreased in the 21st century. While some vehicle theft criminals certainly went to prison thanks to our collective work, many migrated to other markets where they could ply their trade with lower risks and higher potential payoffs. As such, we have shifted NICB investigative resources to other insurance crime priorities affecting our membership, including fraud that targets commercial insurance lines. NICB efforts attack a wide array of criminal activities, including commercial slip and falls, staged vehicle accidents involving commercial vehicles, arson for hire, adjuster fraud, identity theft and product liability cases. Our Commercial Fraud Program features NICB agents with expert skills in commercial crimes. Working from Integrated Business Plan parameters and metrics, these agents are joined by NICB data analysts and other investigative support staff to support our members interests. In addition, our Field Operations and Training Departments integrate their expertise to provide members with training and educational support on commercial fraud topics to help them protect their assets and avoid being victimized by increasingly sophisticated criminal syndicates. 16

19 Specialized Equipment With its growing crime rates, specialized equipment theft is a major area of emphasis for NICB commercial investigative efforts and data analysis. We have strengthened our partnerships with several manufacturers of agricultural equipment, boats and power sports equipment by building the technical infrastructure to obtain their shipping and assembly records, warranty data and updated vehicle marking information that can prove crucial to NICB investigations and recoveries. We also enjoy a partnership with the National Equipment Register (NER) to access their extensive database of stolen specialized equipment and support our agents investigations, which results in hundreds of recoveries annually. Further, we provide training to manufacturers and law enforcement agencies on specialized equipment theft scams and identification techniques. Through these outreach efforts and information exchanges, we create faster and more effective diagnoses of criminal problems and promote more powerful solutions for NICB members. The NICB Specialized Equipment Program allows our members to: 1. Quickly recover expensive pieces of specialized equipment 2. Avoid paying fraudulent special equipment theft claims 3. Capitalize on our specialized equipment investigative expertise, partnership with NER and extensive network of law enforcement contacts 17

20 Heavy Equipment Theft Devising solutions to heavy equipment theft crimes requires the NICB and our members to fight organized crime rings that frequently target construction sites to perpetrate their crimes. Stolen heavy equipment is often transported to ports and border crossings, then illegally exported before being reported stolen. The NICB has stepped up the fight against heavy equipment theft using all of our operational disciplines. For starters, we encouraged heavy equipment manufacturers to adopt a standardized worldwide product identification number system beginning with their year 2000 models. With this numbering format, which is similar to the vehicle identification number system used in automobiles, international law enforcement computer systems can better check, verify and track equipment reported stolen. We also provide stolen equipment reporting, offer comprehensive training for members on heavy equipment theft topics, publish equipment theft reports and crime trend analyses, create heavy equipment theft public awareness materials, and deliver specialized investigative support to NICB members nationwide that results in millions of dollars in annual equipment recoveries. This program provides NICB members with: 1. Fast identification, location and recovery of stolen heavy equipment 2. Coordination and information sharing among NICB agents and law enforcement agencies 3. Anti-theft deterrence through the product identification number system 4. Accurate and complete theft reporting 5. Greater education on heavy equipment crime scams and claim referral techniques 18

21 Cargo Theft After honing our vehicle theft investigation and analytical skills for the better part of our organization s first 93 years, we began to integrate this expertise into cargo thefts, a growing crime trend affecting our members commercial insurance interests. What we found was that thieves were stealing cargo contents, selling them on the black market, and using the proceeds to fund criminal and terrorist enterprises. By 2005, cargo theft crime in the United States accounted for an estimated $15-30 billion in direct merchandise losses. That year, we joined a group of law enforcement agencies to develop a National Cargo Theft Strategy, which included a proposal to create an FBI Uniform Crime Report code to collect cargo theft reports. This code change was subsequently signed into law in Since then, we have supported the advent and led the ongoing efforts of the National Commercial Vehicle and Cargo Theft Prevention Task Force, coordinated the annual National Cargo Theft Summit, and co-created the first-ever national information sharing system to combat cargo theft. Through the analytical system called CargoNet TM, the NICB and ISO networked existing databases and added secure reporting and analytical functions to enable more efficient, accurate and timely sharing of cargo theft information among transportation and supply chain companies, insurers and law enforcement agencies. NICB agents work nationwide on cargo theft investigations and participate on many regional cargo theft task forces, and our Training Department conducts membership training on cargo theft topics. With the Cargo Theft Program, NICB members can: 1. Locate and recover insured cargo 2. Identify and eliminate costly fraudulent claims payments 3. Reduce their exposure to additional cargo depreciation 4. Capitalize on the NICB s cargo theft investigative expertise, analytical capabilities and law enforcement relationships 19

22 Catastrophe Response Whether a catastrophe is man-made or made by Mother Nature, the NICB has solutions to these problems which place a tremendous strain on property-casualty insurers. We have played significant roles in supporting investigations of possible fraud associated with dozens of catastrophes, including the World Trade Center bombing, 9/11 attacks, Oklahoma City bombing, Hurricanes Andrew and Katrina, and many other storms and weather-related events which have resulted in hundreds of thousands of NICB member company claims. Catastrophe fraud is most often related to claims, property repairs and claims processes. The NICB offers a multi-faceted response to catastrophes based on the event s severity. For example, we may send local agents or teams of investigators to a catastrophe site to support law enforcement agencies and serve as investigative liaisons for members. In other cases, we establish command centers to help coordinate investigative efforts and provide vehicle identification expertise. NICB data analytics resources, such as our VINCheck SM service, are also highly useful after natural disasters so consumers avoid purchasing storm-damaged salvage vehicles. We also publish catastrophe advisories to alert members about potential fraud scams, many of which are perpetrated by criminals who arrive on-site after the initial damage period with offers to repair houses and commercial properties. Their resulting shoddy work and fraudulent claims contribute billions of dollars in losses to NICB members and can imperil the safety of innocent policyholders. 20

23 FraudSmart SM Training Stopping potentially fraudulent claims before they are paid is just plain smart. Yet taking this proactive step requires claims representatives who are educated on the latest insurance crime issues and schemes, red flag indicators and fraud-fighting technologies. Which is why we created FraudSmart training. Designed for front-line claims professionals, NICB FraudSmart training features one- to two-hour PowerPoint modules that allow our members to create personalized education programs based on their needs and knowledge levels. NICB agents and training experts deliver the courses to members at their worksites, with many of the modules approved for continuing education credits in certain states. On an annual basis, we deliver FraudSmart training to more than 15,000 member company attendees through 550-plus sessions. The FraudSmart course curriculum continually evolves and grows based on crime trends and NICB member needs.
