5 SECTION A: EXECUTIVE SUMMARY U.S. Customs and Border Protection (CBP) has implemented Executive Order dated February 12, 2002, by developing programs designed to significantly increase the participation of Historically Black Colleges and Universities (HBCU s) in CBP-sponsored programs. CBP is striving to fully comply with all aspects of the Executive Order. Specifically, it is the policy of CBP to treat all employees, members of the trade and traveling public, and individuals detained for law enforcement purposes with dignity and respect. At CBP, we value diversity as a tool for achieving readiness and accomplishing our core mission. CBP s mission protecting the Nation is global in nature. CBP s workforce from Customs and Border Protection Officers, Border Patrol Agents, Air and Marine Agents and mission support staff must interact with a diverse population each and every day. Therefore, it is imperative that CBP build and maintain a talented and diverse workforce to protect and safeguard our multicultural society. By reflecting America s diversity, CBP s workforce can provide a wider range of ideas and solutions aimed at protecting and securing our nation. Accordingly, CBP remains committed to increasing the diversity of its workforce through outreach and recruitment activities with HBCU s. During Fiscal year (FY) 2010, CBP will seek to achieve the following goals and measurable objectives: To educate students regarding CBP s mission and vision, and career opportunities and placement requirements through partnerships with HBCUs and community organizations. To provide HBCU students with employment opportunities with CBP through summer internships across organizational levels. To continue exploring opportunities to increase the participation of CBP in HBCU activities and programs such as speaker seminars and speaker exchange programs. Internships CBP will increase the number of students participating in the Student Career Experience Program (SCEP) by encouraging local offices to establish relationships with HBCUs located near CBP business locations. CBP will continue its use of the Student Temporary Employment Program (STEP) by soliciting students from HBCUs to participate in the program. Recruitment CBP has allocated $2, for CBP recruiters to attend and participate in career fairs and other outreach activities sponsored by HBCUs and/or organizations affiliated with HBCUs. 5
6 SECTION A: EXECUTIVE SUMMARY CONTINUED Additionally, various college media sources will be utilized to advertise employment opportunities with CBP. Electronic mail messages will be sent to HBCU career placement offices to maximize employment opportunities. Training and Technical Assistance CBP will continue to build partnerships with HBCUs located throughout the United States. It is through these partnerships that CBP will enhance HBCU s criminal justice, chemistry, agriculture, biological sciences, and aviation curriculums by offering experienced CBP professionals as guest lecturers in their fields of study. CBP will likewise invite guest lecturers from HBCUs to CBP to participate in commemorative programs that promote Diversity and Inclusion. Comparison between FY 2009 and FY2010 During FY 2009, CBP allocated $109,095.00, which was 64% of the total amount allocated for IHE s to participate in HBCU career fairs. However, due to a reduced hiring requirement, less than 20% of the projected goal was actually achieved. Nonetheless, CBP engaged in several innovative activities during FY 2009 that will affect the continued development of its HBCU initiative for FY One of the activities includes collaborating with local non-profit community organizations such as the National Urban League, to leverage community outreach to HBCU s. CBP also engaged in a Virtual Job Fair to support efficiency initiatives beginning in June 2009 for approximately 60 days. CBP will continue to use this approach as we continue to grow, develop and expand our efforts to comply with this initiative. During FY 2010, CBP will continue its participation in career fairs with HBCUs. Schools will be targeted based on their proximity to CBP's field offices, school enrollment population, and academic majors offered at the schools that are relevant to the mission of CBP. Based on the Department s initiative to improve efficiency throughout the DHS components, CBP is planning to streamline its recruitment process by implementing an integrated recruitment strategy. The use of a networking database software, such as National Association of Colleges and Employers (NACE), blasts and orientation sessions by local recruiters will decrease the agency s spending but CBP will continue to attend career fairs at select colleges and universities. 6
