2 Purpose of a 5 Year Financial Plan To determine the Council s financial needs over the next five years to fund ongoing operations and Council growth as envisioned in the Council s strategic plan What a 5 Year Financial Plan is Not A five year financial plan is not a detailed operating budget extended out for five years Why a Five Year Horizon Scouting follows a five year strategic plan but only budgets for one year. Successful enterprises have a financial plan that is consistent in both time frame and goals with the strategic plan. By taking a long-term look the Council is able to plan and implement financial programs with enough lead time to have greater assurance of success. If a Council is in financial distress a longer term plan will provide a road map that shows the way to solvency (usually a multi-year endeavor) Grapevine, TX 2
3 What is the Purpose? What is the Process? What is the Toolkit? What is the Next Step? Process 1. Translate milestones in the Council five year strategic plan into financial resources required by year 2. If applicable, determine Council financial needs from sustainability studies prepared by the National staff 3. Council volunteers should utilize the Five Year Financial Planning Model with Area volunteer and Council staff support 4. Determine if model output provides suitable financial results and repeat as necessary 5. Review results with Area volunteers and the Area Director to seek critical feedback 6. Determine what Council needs to do operationally and organizationally to match the five year financial goals 7. Gain Council Board approval of the resulting Financial and Operating plans What is the Purpose? What is the Process? What is the Toolkit? What is the Next Step? Grapevine, TX 3
4 A Financial planning model has been developed which will provide assistance to Councils as they develop their five year financial plans. Model The Model flows from a Council s actual 5 year operating history and current budget to a 5 year operating plan. To aid in planning and analysis, trends for the past five years are calculated and displayed. The Model requires annual growth assumptions for each of the five planning years in each revenue and expense category. Operating Revenue line items are standard BSA Fund One items taken directly from Comparative Statement of Operations. All net sources of funds are included. Expense line items are simplified into Employee Compensation Expense and Other Expense. The Model generates Operating Investment Income based on input from the Endowment Fund spending policy. It is a tool that leads to a set of questions, discussions, organizational structure and operational plans within a Council designed to meet the Council s financial goals. What is the Purpose?
