4 Introduction The London 2012 Veterinary and Farrier Services Guide is a concise source of information about the provision of veterinary services at the London 2012 Olympic and Paralympic Games. It summarises the staff, services and facilities that will be available in order to ensure that the best possible support is provided to all horses competing in the Games, as follows: Jenny Hall Dates and times of key events. Detailed information on the veterinary and farrier services. It is essential that all teams, especially team veterinarians, familiarise themselves with the information contained within this guide, and that they provide contact details and the appropriate FEI Veterinary ID cards to the FEI Veterinary Department through their national federation. The information is accurate at the time of going to press. Any updates or changes will be posted on the noticeboard in the reception area of the Greenwich Park Veterinary Clinic. The relevant regulations may be downloaded from the following locations: FEI Veterinary Regulations (2012 edition): FEI Equine Anti-Doping and Controlled Medication Regulations (2012 edition): Import of veterinary medicines Medicines and other non-prohibited substances brought into the country for the purposes of veterinary treatment are the responsibility of the administering veterinarian and must comply with national regulations. Team veterinarians must be familiar with the rules on importing veterinary medicines into the United Kingdom (UK). The Veterinary Medicines Directorate (VMD) is responsible for the authorisation of veterinary medicines in the UK. FEI veterinary examinations Initial examinations will be carried out at the Equine Staging Facility under the direction of the LOCOG Equine Biosecurity Advisor, Professor Josh Slater. This examination will consist of a simple clinical examination, including checks of the horse s rectal temperature, pulse, respiration and general wellbeing, and is designed to identify horses suffering infectious or contagious disease. It will not be necessary to remove any protective equipment from the horses limbs for the purposes of the examination. At the same time, influenza vaccinations will be checked in the horses passports and must comply with the FEI Veterinary Regulations. 9 be carried out in the stables before each competition by the FEI Veterinary Commission at the times given below, when the horses will be examined, horse identifications will be checked and horse passports collected by the FEI Veterinary Commission. Biosecurity Once the initial biosecurity examinations have been completed, the responsibility for the monitoring of contagious or infectious diseases will be placed with the Persons Responsible and their staff and veterinary advisors, under the guidance of the FEI Veterinary Commission. The Veterinary Services team will be available at all times to provide advice and assistance on request. 11 Doping and medication controls for horses Doping and medication controls for horses will be carried out in accordance with the FEI Equine Anti-Doping and Controlled Medication Regulations, the FEI Equine Prohibited Substances List and the FEI Veterinary Regulations that are in effect at the time of the Games. The number of horses tested will be greater than at any previous Games. The selection of horses for sample collection may be made at any time during the competition period at the discretion of the testing veterinarians, who will work in close liaison with the President of the Ground Jury, the FEI Veterinary Commission and the FEI Veterinary Delegate. The testing process for horses will be led by the FEI Veterinary Department. In the event of the detection of an adverse finding, subsequent processes will be managed by the FEI Legal Department. Materials and substances that are suspected of having been used to treat horses in contravention of FEI Veterinary Regulations may also be subject to testing at any time. Treatments with any substance that would normally take place within designated treatment areas and with the permission of the FEI Veterinary Commission will be subject to a fine of 500 CHF. Materials and substances used for such treatments will be seized and tested for the presence of prohibited substances. Pre-Arrival Testing (PAT) Details about the Pre-Arrival Testing (PAT) programme will be published by the FEI Veterinary Department on the FEI website and will be disseminated to all participating national federations. PAT will be offered in cooperation with the HFL Laboratory in Newmarket, UK, the same laboratory that will be used for testing samples taken during the Games. 12 Key personnel FEI Veterinary Commission The FEI Veterinary Commission will be based in a separate office at the Veterinary Clinic from the time of the arrival of the first horse and throughout the Games. Members of the Veterinary Commission will be available to offer advice and assistance as required at all times. 15 Veterinary facilities Registration with the Royal College of Veterinary Surgeons (RCVS) All veterinarians participating in the Games must be registered with the Royal College of Veterinary Surgeons. For information on how to register, please contact Registration of team veterinarians and equine physiotherapists All team veterinarians and equine physiotherapists must register with the Veterinary Clinic and the FEI Veterinary Commission as soon as possible after their arrival at Greenwich Park. They must bring a copy of their RCVS registration document and number, and display their FEI Veterinary ID cards. Team veterinarians must provide contact details (including mobile telephone numbers) to both the Veterinary Clinic and the FEI Veterinary Commission in order that they may be contactable at all times in the event of an emergency. Team veterinarians will not be able to use any Veterinary Clinic facilities, submit samples for clinical pathology or obtain veterinary stock until they have registered. All veterinarians must carry their FEI Veterinarian ID cards in addition to their London 2012 accreditation. All equine physiotherapists must be registered under a registered veterinarian. Veterinary Clinic Location: Greenwich Park, London Olympic Games opening hours: 06:00 22:00 daily, 23 July 12 August 2012 (emergency services 24 hours daily) Paralympic Games opening hours: 06:00 22:00 daily, 24 August 6 September 2012 (emergency services 24 hours daily) The Veterinary Clinic at Greenwich Park is a temporary facility that has been established for the London 2012 Games. The Veterinary Clinic reception will be staffed between 06:00 and 22:00 every day during the periods detailed above. Throughout the Games, information on veterinary services will be disseminated to teams via team mailboxes and on a large noticeboard at the Veterinary Clinic reception. The clinic is housed in a fully integrated building with dedicated front-of-house and horse areas. The horse areas have been designed as multi-use facilities in London 2012 Olympic and Paralympic Games Veterinary and Farrier Services Guide 15
16 order to minimise the structure size and allow for multiple horse-care options. The clinic contains separate horse entrances and exits to allow for the establishment of a one-way traffic system for horse movements. The Veterinary Clinic offers the following facilities and services. Clinical pathology (see p17) Dispensary (see p18) Endoscopy Radiography Ultrasonography Stocks Padded recovery box Team veterinarians are welcome to use these facilities by appointment, and may review images in confidence, burn files to disk and/or store images on a dedicated server in the Veterinary Clinic. Teams should note that the clinic does not include an operating theatre or facilities for specialist imaging, such as scintigraphy or magnetic resonance imaging. These services may be accessed at facilities away from Greenwich Park by arrangement with LOCOG Veterinary Services. These facilities are LOCOG s referral hospitals, Bell Equine Veterinary Clinic, the Royal Veterinary College and Newmarket Equine Hospital. A motorised equine ambulance will be available at all times to transport horses from Greenwich Park to one of these referral hospitals if needed. If a horse leaves Greenwich Park, LOCOG will transport it in the road-going ambulances and will help with transport, accommodation and communications arrangements for the groom, rider and owner of the horse. Within the Veterinary Clinic, four treatment stables of two different sizes are available. In addition, the clinic contains an area for clinical evaluation equipped with stocks and a lead-lined room for radiography. Charges Charges will be levied for medications, supplements and other consumables, and for clinical pathology services that are administered outside Greenwich Park. On-site clinical pathology services will be free of charge for up to two samples per horse per day. Each Chef d Equipe, or Person Responsible, will be required to clear their team s account every seven days. Payment by Visa credit card is preferred; teams should note that no credit cards other than Visa cards will be accepted. All accounts must be settled in full before horse passports will be released at the end of the competition. 16 London 2012 Olympic and Paralympic Games Veterinary and Farrier Services Guide
17 Routine services During standard Veterinary Clinic operational hours (see p15), dedicated members of the Veterinary Services team will be available to perform the following services on request: Visit and examine horses in their stables. Examine horses in the Veterinary Clinic. Perform more detailed diagnostic investigations in the Veterinary Clinic on behalf of team veterinarians or persons responsible. Perform and interpret further diagnostic investigations on behalf of teams, provide clinical advice on the basis of the findings and undertake FEI Veterinary Commission-approved treatment. All services listed above must be booked in advance at the Veterinary Clinic, either by phone or in person at the Veterinary Clinic reception. Emergency services Emergency veterinary clinical services will be available 24 hours a day whenever there are horses in the stables. For emergency assistance, please phone the main Veterinary Clinic number, which will be diverted to the duty veterinary surgeon when the desk is not attended. Alternatively, emergency assistance may be requested through any competition official or from the Venue Operations and Communication Centre (VOCC). Equine physiotherapy services A team of equine physiotherapists is available to treat horses by appointment. Equine physiotherapy appointments may be booked at the Veterinary Clinic reception. Other physical therapy practitioners with specialities including osteopathy, chiropractic treatment and acupuncture may also be booked through the Veterinary Clinic reception. Clinical pathology services The diagnostic laboratory in the Veterinary Clinic will provide clinical pathology services throughout the Games. A list of the full range of tests is available from the Veterinary Clinic reception. Team veterinarians must deposit clinical pathology samples at the Veterinary Clinic reception. Consumables with which to collect specimens may be requested at the Veterinary Clinic reception. A laboratory submission form must be completed in full for every horse, and must be sealed with the correctly labelled samples in a resealable plastic bag before being handed to staff at the Veterinary Clinic reception. 18 Hard-copy results will be posted for collection in the team mailboxes at the Veterinary Clinic reception. The turnaround times for laboratory samples will depend on the test requested. In the event of an emergency, after-hours clinical pathology services will be available through the Veterinary Clinic. Dispensary services A wide range of medications and other veterinary consumable items are available for purchase from the Veterinary Clinic during the standard opening hours (see p15). The full list of items and prices is available from the Veterinary Clinic reception. Medications will only be supplied directly to team veterinarians who have registered with the Veterinary Clinic. In order to purchase items from the dispensary, team veterinarians must follow these procedures: Ordering The team veterinarian must complete a Veterinary Clinic Requisition form, copies of which are available from both the Veterinary Clinic reception. The team veterinarian must submit the completed form to the Veterinary Clinic reception. The team veterinarian s signature will be verified before the order is processed. Collection When the order has been processed, it may be collected by the team veterinarian in the reception area of the Veterinary Clinic. When collecting the order, the team veterinarian will be required to sign the Requisition form to acknowledge receipt. Bandages and similar items may be collected by team staff other than team veterinarians. Refunds may be given on return of stock to the Veterinary Clinic on condition that the stock is still contained within its sealed pack and the seal is still intact. No refunds will be given on part-used stock items, but they may be returned to the Veterinary Clinic for safe disposal. 18 London 2012 Olympic and Paralympic Games Veterinary and Farrier Services Guide
19 Farrier facilities Forge Location: Stables compound, Greenwich Park, London Olympic Games opening hours: 06:00 22:00 daily, 23 July 12 August 2012 Paralympic Games opening hours: 06:00 22:00 daily, 24 August 6 September 2012 The stable compound at Greenwich Park contains a purpose-built forge, which will be staffed during the hours listed above. The forge contains the following facilities: Two individual shoeing bays Two double-burner gas forges Two work benches Various forging tools and supplies Farrier services LOCOG farriers will be available to provide general and specialist farrier services at the forge as requested. All services may be booked at the forge or at the Veterinary Clinic reception, and will be charged at commercial rates. Team farrier forge access Team farriers are welcome to use the forge by appointment. Times may be booked at the forge or at the Veterinary Clinic. Stock will be supplied to farriers for a nominal fee, and farriery tools may be loaned to team farriers depending on availability. 20 Cooling facilities Misting fans Misting fans and horse cooling equipment are available next to the horse washdown stables inside the stable compound in Greenwich Park, in order to help control the heat load in horses and cool horses when necessary. These fans will have misting capability on all days except 30 July 2012, the cross-country day of the Equestrian competition. Eventing: cross-country cooling services Misting fans and horse cooling equipment will be available to all teams in the cross-country finish area on 30 July 2012, the cross-country day of the Equestrian competition. In order to help teams familiarise themselves with the equipment, it will be located in the stables compound in the lead-up to the cross-country day. In addition to the cooling equipment in the finish area, mobile cooling teams will be located at strategic points around the cross-country course, and will be dispatched by cross-country control to help tired or heat-stressed horses on the course if necessary. 20 London 2012 Olympic and Paralympic Games Veterinary and Farrier Services Guide
