2 EU CONSUMERS CONFIDENCE During the last decades of the past century CONSUMERS CONFIDENCE in the Safety of Food Supply has been badly affected by repeated FOOD SCARES and CRISIS In late nineties a growing criticism, in particular from EP, led COM to present, July 1997, a GREEN PAPER ON FOOD LAW and to hold together with EP a JOINT CONFERENCE ON FOOD LAW AND FOOD POLICY (November 1997) M. 3 WHITE PAPER ON FOOD SAFETY The comments made by several member states, third countries, European and International organizations on the context of GP public debate on Food Law and Food Policy enabled COM to reflect on appropriate future measures to be taken resulting in the adoption of the WHITE PAPER ON FOOD SAFETY (2000) M. 4 RISK ANALYSIS The White Paper considered the foundation on which food safety policy must be based the application of the three components of Risk Analysis : Risk Assessment Risk Communication Risk Management M. Barreto Dias - ASAE

5 E F S A In White Paper COM considered the establishment of an independent European Food Authority to be the most appropriate response to the need to guarantee a high level of Food Safety. This Authority would be entrusted with a number of key tasks.. as well as networking with national agencies and scientific bodies M. Barreto Dias - ASAE

6 Later on Regulation 178 / 2002 Laying down the general principles and requirements of food law establishing the European Food Safety Authority and laying down procedures in matter of food safety Provides the basis of the assurance of a high level of protection of human health and life establishing common principles and responsibilities strongly based on science - RISK ANALYSIS not forgetting OLF and establishes EFSA M.
