1 Homeland Security Grant Program Senior Advisory Committee Charter Overall Roles and Responsibilities The Senior Advisory Committee exists to build and implement homeland security initiatives that leverage DHS resources, as well as other Federal, State, local, private sector, faith-based community and, Tribal resources. Specific attention should be paid to how all available preparedness funding sources can be effectively utilized in a collaborative manner to support the whole community approach to emergency preparedness and management and to the enhancement of overall capabilities. Responsibilities The specific responsibilities of the Senior Advisory Committee include: Integrating preparedness activities across disciplines, the private sector, non-profit organizations, faith-based, community, and all levels of government, including local, State and Tribal, with the goal of maximizing coordination and reducing duplication of effort; Creating a cohesive planning network and framework that builds and implements preparedness initiatives which leverage DHS resources, as well as other Federal, State, local, private sector, faith-based community and, Tribal resources; Management of all preparedness funding sources to enhance effective utilization of and elimination of duplication of effort across all stakeholders and disciplines, and Ensuring that the application for State Homeland Security Grant Program funds align with the THIRA and work to fill capability gaps identified in the SPR. Meetings The Senior Advisory Committee will meet quarterly or when necessary. Members The Senior Advisory Committee will be comprised of representation from the following: Each of the seven Regional Homeland Security Councils, Kansas Highway Patrol, Kansas Division of Emergency Management, Kansas Adjutant General s Department, Homeland Security Advisor, Kansas Department of Agriculture, Kansas Intelligence Fusion Center, Kansas Department of Health and
2 Environment, Office of the State Fire Marshal, Office of Emergency Communications, State Citizen Corps Program, State Training and Exercise Officers, the Commission on Emergency Planning and Response, Fire Service Working Group, Incident Management Team Working Group, Law Enforcement Resources Working Group, Search and Rescue Working Group, Hazardous Materials Working Group, Public Health Emergency Preparedness Cooperative Agreement, Hospital Preparedness Program Cooperative Agreement, the North Central Region Planning Commission and the Mid-America Regional Council. The committee will be chaired by a member of a Regional Homeland Security Council in accordance with the Regional Council Coordinating Committee by-laws. Additional members may be added as necessary and appropriate. Organization The Senior Advisory Committee will review the THIRA and SPR during the first quarterly meeting of each year to identify gaps in core capabilities, prioritize those gaps and develop strategies to address each gap, with available resources to the maximum extent possible. In addition, each project funded by SHSP will be evaluated for effectiveness and desired outcome in regards to reducing a gap or sustaining a capability. Eighty percent of SHSP funding will be made available to each Regional Homeland Security Council as agreed to in the 2006 regionalization process by employing the funding formula that was revised and approved by the Regional Council Coordinating Committee in The State will retain the option of utilizing up to twenty percent of the funding award. All programmatic priorities identified and funded by SHSP will be presented to and vetted by the Senior Advisory Committee to ensure programmatic priorities are met, DHS resources have been efficiently leveraged, and duplication of effort has been reduced as much as possible and for overall transparency of the program. Meeting minutes will be documented, shared with all members of the committee and maintained with the Kansas Division of Emergency Management. The Kansas Highway Patrol, as the State Administrative Agency, will have final financial decision making authority only as it applies to the State Homeland Security Grant Program eligibility (guidance), authorization (AEL) and overall responsibility of utilizing program funding. The Kansas Highway Patrol, Kansas Division of Emergency Management and the Senior Advisory Committee chairperson will share the responsibility for
3 completing any and all administrative requirements associated with the Senior Advisory Committee. Reports The Commission on Emergency Planning and Response will receive a list of all SHSP funding priorities annually during the third quarter meeting. The Kansas Highway Patrol will be responsible for completing and presenting the report. Annual Committee Goals Evaluate past funded projects outcome on reducing a gap or sustaining a core capability. Increase program visibility to ensure whole community engagement. Developing a mentoring program for new committee members.
