GAPS 9.1 Approval of the Agenda MOTION: Hughes/O Brien That the Agenda for the March 18, 2015 Graduate Academic Program Subcommittee meeting be approved.

2 Graduate Academic Program Subcommittee Minutes 2 Meeting 9 March 18, 2015 GAPS 9.2 Approval of the Minutes, GAPS Meeting #8, February 18, 2015 Documentation for this item was included in the agenda package. MOTION: van der Hoorn/Hughes That the Minutes of the Graduate Academic Program Subcommittee Meeting #8 held on February 18, 2015 be approved. GAPS 9.3 Remarks of the Co-Chair and Academic Co-Chair The Co-Chair remarked on the full agenda for this meeting, and expressed appreciation for the work of the committee members. The Academic Co-Chair made no remarks. Action Items GAPS 9.4 Recommendation of the Name Change of certain specializations in the Master of Science (MSc) and Doctor of Philosophy (PhD), and the Creation of a new specialization in the MSc and PhD in the Faculty of Kinesiology Documentation for this item was included in the agenda package. Darren Stefanyshyn, Associate Dean (Graduate) in the Faculty of Kinesiology, was present to speak to this item. The proponent remarked that, since this item was last presented to the committee, the Faculty of Kinesiology has held extensive consultation with its graduate students, and received overall support from this group for the proposed changes. In addition, the proposal has been updated to include a table comparing the Faculty s programming with other Kinesiology Faculties in Canada. Discussion In response to a question, it was confirmed that, for the proposed specializations, there are four faculty members specializing in Health, Exercise & Sport Psychology, one in Innovation in Pedagogy and Sport Performance, one in Rehabilitation, and three in Sport Injury Epidemiology. Although there is a core of dedicated faculty members for certain areas, it is possible that the availability of faculty members for certain areas may change over time, leading to a future re-evaluation of the specializations.

3 Graduate Academic Program Subcommittee Minutes 3 Meeting 9 March 18, 2015 There is a Memorandum of Understanding (MOU) in development between the Faculty of Kinesiology and the Cumming School of Medicine to ensure that space will remain available for students in the proposed specializations in the Cumming School of Medicine courses The Sport Injury Epidemiology specialization will co-exist with the current Sport Medicine specialization, the graduation requirements are equivalent at the Masters level in the Faculty of Kinesiology, and the only difference between specializations is the research project focus It was also confirmed that the Faculty proposes to implement the changes for Fall 2015, and that because students do not apply for admission directly into a specialization, launching these specializations in this timeframe will not create administrative issues Decision Members requested the following changes be made to the proposal documents before the proposal is presented to the APPC for approval: That the MOU be presented with the proposal That the proposal include information explaining that the research project is the differentiator between the specializations MOTION: van der Hoorn/O Brien That the Graduate Academic Program Subcommittee recommend that the Academic Planning and Priorities Committee approve the change of name of the Physical Medicine and Rehabilitation specialization to the Rehabilitation specialization in the Master of Science and Doctor of Philosophy in the Faculty of Kinesiology, effective Fall 2015, as set out in the proposal provided to the Committee, with the suggested revisions to the proposal documents. MOTION: van der Hoorn/O Brien That the Graduate Academic Program Subcommittee recommend that the Academic Planning and Priorities Committee approve the change of name of the Health & Exercise Psychology specialization and the Sport and Exercise Psychology specialization to the Health, Exercise and Sport Psychology specialization, effective Fall 2015, in the Master of Science and Doctor of Philosophy in the Faculty of Kinesiology, as set out in the proposal provided to the Committee, with the suggested revisions to the proposal documents.

4 Graduate Academic Program Subcommittee Minutes 4 Meeting 9 March 18, 2015 MOTION: van der Hoorn/O Brien That the Graduate Academic Program Subcommittee recommend that the Academic Planning and Priorities Committee approve the change of name of the Multi-media Applications in Learning specialization to the Innovation in Pedagogy and Sport Performance specialization, effective Fall 2015, in the Master of Science and Doctor of Philosophy in the Faculty of Kinesiology, as set out in the proposal provided to the Committee, with the suggested revisions to the proposal documents. MOTION: van der Hoorn/O Brien That the Graduate Academic Program Subcommittee recommend that the Academic Planning and Priorities Committee approve the creation of a Sport Injury Epidemiology specialization, effective Fall 2015, in the Master of Science and Doctor of Philosophy in the Faculty of Kinesiology, as set out in the proposal provided to the Committee, with the suggested revisions to the proposal documents. Secretary s Note: 9.5 and 9.6 were dealt with together. GAPS 9.5 GAPS 9.6 Recommendation of the Creation of a Studies in Learning Sciences Specialization in the Master of Education (Med), Master of Arts (MA), PhD and Doctor of Education (EdD) in the Educational Research program in the Werklund School of Education Recommendation of the Suspension and Closure of the Technology Specialization in the Educational Research program in the Werklund School of Education Documentation for these items were included in the agenda package. Sharon Friesen, Vice-Dean, Jennifer Lock, Associate Dean (Teaching & Learning), and Violet Baron, Director (School Operations), in the Werklund School of Education, were present to speak to these items. The proponents remarked that the proposed changes reflect advances in the field of Learning Sciences, and that the proposed specialization in Learning Sciences will replace the Technology specialization. Students will be grandfathered through the change in the specializations. Discussion pertaining to items 9.5 and 9.6 Members noted that the name of the proposed specialization is not referred to consistently throughout the proposal documents and asked that the proposal documents be revised to use the name throughout to Learning Sciences

5 Graduate Academic Program Subcommittee Minutes 5 Meeting 9 March 18, 2015 Members noted that the figures in the table in Section 1.3 (Enrolment Plan) appear to be incorrect. It was explained that the total anticipated number of graduates does not include those students completing a certificate or diploma, but that these students are counted as part of the Faculty s Full Load Equivalents (FLE s). Members requested that the table include a note of explanation about this discrepancy. It was discussed that the field of Learning Sciences has evolved to move from a focus on instructional design to a more interdisciplinary approach that includes collaboration with more cognitive sciences to study what are the determinants of a meaningful learning environment. It was explained that the majority of universities in Canada are moving in this direction, and that the Faculty has consulted with its students who are supportive of this change. MOTION: O Brien/van der Hoorn That the Graduate Academic Programs Subcommittee recommend that the Academic Planning and Priorities Committee approve the creation of a Studies in Learning Sciences Specialization in the Master of Education, Master of Arts, Doctor of Philosophy, and Doctor of Education in the Educational Research program in the Werklund School of Education, effective Fall 2015, as set out in the proposal provided to the Committee, with the suggested revisions to the proposal documents. MOTION: O Brien/van der Hoorn That the Graduate Academic Programs Subcommittee recommend that the Academic Planning and Priorities Committee approve the suspension, effective Fall 2015, and eventual closure of the Technology Specialization in the Educational Research program in the Werklund School of Education, as set out in the proposal provided to the Committee, with the suggested revisions to the proposal documents. GAPS 9.7 Approval of Changes to the English Language Proficiency Requirement for Admission to the Educational Research and Educational Psychology programs in the Werklund School of Education Documentation for this item was included in the agenda package. Michele Jacobsen, Associate Dean (Graduate Programs), and Pat Braul, Manager (Graduate Programs in Education), in the Werklund School of Education were present to speak to this item.

6 Graduate Academic Program Subcommittee Minutes 6 Meeting 9 March 18, 2015 The proponents remarked that the intent of the proposal is to align the graduate programs English Language Proficiency (ELP) admission requirements with those of the Faculty s undergraduate programs, and to ensure that graduate students have the level of ELP needed to be successful. Discussion It was explained that the discrepancy between the graduate and undergraduate admission ELP requirement was pointed out by Anuradha Sengupta, Associate Dean and Director (International Foundations Program) Raising the ELP admission requirement for graduate students should not negatively affect prospective students as the majority of the students already exceed scores for the ELP admission requirement Members discussed the philosophical issue of assuming that the ELP admission requirement for a graduate level program must be the same as or higher than that of an undergraduate program Members expressed concern that the proposal does not discuss whether there are different expectations for Masters and Doctoral ELP admission requirements Members noted that the ELP admission requirement for the undergraduate programs in the Faculty are determined by the Alberta Teachers Association Decision Members requested the following changes be made to the proposal documents before the proposal returns to the committee for further review: Include a table of all University ELP admission requirements for undergraduate and graduate programs in addition to including comparison data with other U15 institutions Address whether there are different ELP admission requirements for Masters and Doctoral students MOTION: O Brien/Gulbrandsen That the Graduate Academic Program Subcommittee approve the change to the English Language Proficiency Requirements for admission to all Educational Research and Educational Psychology programs in the Werklund School of Education, effective Fall 2016, as set out in the proposal provided to the Committee. POSTPONED

7 Graduate Academic Program Subcommittee Minutes 7 Meeting 9 March 18, 2015 GAPS 9.8 Approval of a Calendar Change for the MSc and PhD in Community Health Sciences in the Cumming School of Medicine Documentation for this item was included in the agenda package. Discussion Members noted that the half course equivalents referenced in Attachment 1 do not appear to be consistent with the content in Attachment 2 Decision As the proponent for this item was not present, the members agreed to postpone consideration of this item. MOTION: O Brien/van der Hoorn That the Graduate Academic Programs Subcommittee approve the Calendar changes for the thesis-based Master of Science and Doctor of Philosophy in the Community Health Sciences program, as detailed in the Program Summary and as recommended by the GAPS Calendar Working Group. POSTPONED GAPS 9.9 Approval of Changes to the Graduate Chapter of the Calendar Documentation for this item was included in the agenda package. The Co-Chair remarked that the GAPS has the authority to approve revisions to the graduate chapter of the Calendar. Discussion Regarding Section A. Admissions, Legal Services suggested that language be included to indicate that that there is no right to appeal an admission decision. Members suggested the phrase be re-worded to Admission decisions are not subject to appeal. Regarding Section A.3 Admission Categories This section has been revised to indicate that there are no longer special case admissions. The University now has programs in nearly all units, and the program approval process is more rigourous than in previous years. The Interdisciplinary Degree noted in this section is not the Interdisciplinary Graduate Program

8 Graduate Academic Program Subcommittee Minutes 8 Meeting 9 March 18, 2015 (IGP) that was suspended and closed in The IGP was used for admitting students who did not have a supervisor, and the Interdisciplinary Degree is used for students who want to pursue more than one area of study. Members noted that Section C.4 Program-Specific Fees does not list the Master of Pathologist s Assistant Program. It was explained that this program will be implemented in Fall 2016, and will be in the Calendar. Regarding Section D.1 Registration, Members suggested that reference to the annual progress report be removed as it is more appropriately referenced in Section G.3 Student Progress (Thesis-Based) Regarding Section D.3 Student Status, the language has been revised to clarify that it is possible to have a course-based research program and a thesis-based research program. Members suggested that a Master s research program be more clearly defined. Regarding Section D.3.c Change of Registration or Status, Members discussed minimum course enrolments and student status, and it was explained that students have full-time status unless the program permits part-time status, and that status is not dependent on the number of courses completed per year as it is with undergraduate programs. Regarding Section D.4 Time Limits Members suggested that the sentence structure be the same for the statements regarding time limits for Master s and Doctoral students as the information is consistent Regarding Section G.3 Student Progress (Thesis-Based) Members remarked that there needs to be flexibility for when students must file an annual progress report. It was explained that the annual progress report system is activated in May and that students are not required to submit the report in May, but at some point during the year, depending on the program s timelines. Members suggested this be revised for clarity. Members expressed concern that it may be technically possible for a student to withdraw from a program without the Supervisor knowing. The Faculty of Graduate Studies Office will look into this as it is an administrative issue. Regarding Section Q. Student Misconduct, it was agreed that this section be withdrawn as it was not intended to be included with this proposal MOTION: Harder/Hughes That the Graduate Academic Programs Subcommittee (GAPS) approve the changes to the Graduate Chapter of the Calendar, as detailed in the documents provided to the Committee, and as recommended by the GAPS Calendar Working Group, with the suggested revisions.
