Support investments in sub-projects of CBOs - social and economic activities. Build capacities of PRIs and line departments to be inclusive of the poor Improve access to education for girls to reduce the incidence of child labour Support to persons with disability Convergence of all anti-poverty programs, policies, projects and initiatives at state, district, mandal and village levels. PROJECT COMPONENTS: The project is financed by communities, World bank, State Government and Commercial Banks. Project components are a. Institutional building. b. Community Investment Fund. c. The project APRPRP has been started functioning in the District w.e.f., June The old groups and newly formed groups are strengthened through the continuous facilitation support given by IKP Staff such as community co-ordinators and APMs along with social capital formed at the village level such as community activists, community resource persons, Village book keepers, Mandal level book keepers etc. The defunct groups were also revived and old groups were strengthened. On account of continuous intensive training and capacity building initiatives the groups have become more active and self sustainable. DPMU has taken initiative for federation of SHGs into VOs and VOs into Mandal Samakhyas which also helped in strengthening institution building of CBOs. All Mandala Samakhyas were federated to Zilla Samakhyas which is apex body of CBOs in the District. The DPMU is continuously monitoring and evaluating the performance of the SHG s and their federations and developed their vision and micro credit plans and specific efforts are being undertaken to achieve Institutional, Livelihood and Financial sustainability. For continuous monitoring of CBOs SHG / VO / MS transaction sheets have been specifically developed by Karimnagar DPMU and being documented on monthly and quarterly basis. 3

4 The Zilla Samakhya the federation of the Mandal Samakhyas monitors life and health insurance schemes, livelihood support activities, Micro Credit Bank Linkages and other activities. 6 SOCIAL DEVELOPMENT: 29 Mandal Samakhyas / Vos have been released social CIF of Rs Lakhs to benefit the community towards training to youth, Gender developments, civil amenities like providing drinking water to the POP /Poor by extension of pipeline, miniwater tanks, Dhobighats, sports kits, mini libraries., Animals water troughs etc., MARKETING : PREFACE : The Marketing in Rangareddy District has been started way back in 2003 with just one product i.e. Procurement of Neem as direct Marketing and extended its function in procurement of various agricultural products like Green Gram, Castor, Red Gram, Maize and Paddy. The Marketing wing is planning to make ubiquitous to all the poor farmers in the Rangareddy District in procurement of different categories of agricultural products with an objective to eliminate the unfair trade practices by local traders prevailed. MARKETING INTERVENTIONS BY VILLAGE ORGANIZATIONS I. OBJECTIVE OF MARKETING The target groups are members of SHG from Farm sector who are poor. To enable the poor producers to obtain the best price for their agricultural commodities. To minimize the cost of inputs To create Marketing facilities both Front End and Back End. II. AIM OF MARKETING To stabilize price in the markets. To be competent in village i.e. to get better price even in local markets /middle men. Precise weighing. Prompt payment. Reduce marketing expenses in market yard. To create/build confidence in the farmers. BENEFITS OF MARKETING A) DIRECT BENEFITS Farmer will get market price in the village itself. Direct marketing i.e. avoids intermediaries. Precise weighing, correct and prompt payment.

7 Avoids transport expenses. Avoids expenses in the market. BENEFITS Loss of labour day whenever they were to market (may be for selling or for payment) Avoids expenses at the time of selling (Food, Travel etc). A sort of confidence to farmer that he will get better price to his commodity any time. Commission to Village Organizations. Working days to committee members for certain period. Working days to Hamalies for certain period of time. Awareness in developing marketing techniques (women). In this situation there will be great demand for the product as there are many no. of buyers come forward. Marketing by VO s emphasizes it to benefit the farmers. Farmers are able to get Minimum support price for Maize and Paddy at village level itself. 2. Corpus fund will be added to the VO s through Marketing. Markfed and Civil Supplies Corporation are paying 1% commission charges towards procurement of Paddy and Maize by the IKP VO s. 3. The Marketing interventions by the VO s has addressed the village level imperfections like unfair trade practices, malpractice of the middlemen and traders are controlled / eliminated. 4. The income of POP / Poor farmers increased. 5. Income generation in Non-wage days. 6. Reduced expenditure in respect of storage & transportation. 7. Minimum support price is ensured. 8. 10 Comprehensive Food Security: The intension to provide Food security during lean days to the POP/Poor and to contain escalation of prices in off-season the Food Security scheme is implemented in two ways i.e., RCl & PDS. People cannot purchase rice at a time for 6 months hence it was decided to purchase paddy at the time of harvesting, convert it to rice and supply to the POP/ Poor SHG members so that good quality rice of the choice of the POP/Poor was supplied at cheaper price. Workshop was conducted to the M.S and VO members In Rangareddy District, under the Land purchase programme, the following extent of land was purchases and distributed to the 21 beneficiaries. (29) Mandals have been selected as per guidelines issued and notification has been issued for selecting paralegals. Accordingly, (9) paralegals have been selected and positioned in (9) Mandals. Now they are identifying the issues pertaining to the poor on the land in the villages. a. Identification of land related disputes in the villages with the help of CBOs. b. Acting as Co-ordinator between the Revenue Officers and the poor. c. Timely informing the proceedings to the poor which are conducting Revenue courts and civil courts. d. Gathering the required information from the poor for early salvation of the problems. e. Creating awareness in the villages about Revenue Acts and Rights. f. Help full in solving minor problems of the poor in addition to the Regular activities. g. More accessible to the community. 2. ROLE OF COMMUNITY SURVERYORS: a. Surveyor, Paralegals have to jointly inspect the land disputes like boundary settlements, stones, demarcation of survey No.s. b. Showing the Physical possession of the assigned lands. c. Preparation of proposals for unassigned land under occupation. 3. FRAME WORK FOR CONVERGENCE OF REVENUE AND IKP. a. Workshop has to be conducted for the Revenue Officials and IKP Staff with Paralegals by the Joint Collector, Ranga Reddy District b. The MROs has to attend the Mandal Samakhya meetings atleast once in a month. c. The Panchayat Secretary in the village has to attend the VO meeting. 11

12 d. Extend Co-Operation by PS to the community in solving land issues. e. Accessing the Revenue Records to the IKP staff whenever required. SOCIAL RISK MANAGEMENT Aam Aadmi Bhima Yojana (AABY): A Prestigious Scheme of the Central & A.P. State Governments, administered by LIC and implemented by the Community (Zilla Samakhya), a ray of hope and smile to the rural landless agricultural laborers households. Eligibility: Benefits: It is Group Insurance Scheme for the age group of years. The members should be head of the family (bread winner) or one earning member in the family of rural landless household. The members should be the rural landless agricultural labourers families who are dependent on agricultural labour as their primary source of livelihood. In the event of death of a members prior to the terminal date, the Sum Assured of Rs.30,000/- will become payable to the nominee. Accidental Benefit : In the event of death by accident or Total / Partial Permanent Disability due to accident. The following shall become payable. a) On death due to accident - Rs.75,000/- b) Permanent total disability due to accident - Rs.75,000/- c) Loss of one eyes or one limb in an accident - Rs.37,500/- A free add-on scholarship benefit for the children of the members of AABY is provided under this scheme. A scholarship at the rate of Rs.100/- per month will be given to maximum two children studying between 9 th to 12 th standard. This scholarship, however, is payable half yearly on 1 st July and 1 st January, each year. Premium: The premium under the scheme is Rs.200/- per member. 17 GENDER: Paralegal activists were identified in 19 Mandals in Rangareddy District. The identified Paralegal activists in Kulkacherls, Gandeed, Basheerabad, Yacharam and Manchal Mandals were sensitized in Social issues. The people in 87 villages of 19 Mandals in Rangareddy District were sensitized in eradication of social practices with the help of Akshara Sadhana, Janavignanavedika. 159 Kishora Sangams are formed in the district with the girls of 8-16 years of age. Gender Social Action Sub Committees are functioning in Mandal Samakhyas and in Village Organizations as family counseling centers at village level. The village organizations of IKP have actively taken up anti-arrack movement in the villages and giving vide publicity on the bad effects of arrack. Kalajathaara training was given to 10 members on Banamathi-Chethabadi superstitions to take up awareness programs in the RR District. The Kalajathara was performed in the mandals. To prevent death of female infants / Children in Thandas of Kulkacherla Mandal and other (11) Mandals i.e., Mancahl, Yacharam, Maheswaram, Kandukur, Dharuru, Basheerabad, Yalal, Peddemul, Gandeed, Doma, Pargi Kalajathara have been conducted to educate and bring awareness on Gender activities. CRP teams also visiting to villages to create awareness on gender activities. As per the SERP guidelines, (10) MMS and (6) Thanda people were sent to Gramya Samstha of Nalgonda District to know the programmes taken up for preventing the death of female infants / Children. HEALTH ACTIVITIES: Under Health Activities (2) pilot Mandals Yacharam & Basheerabad have been taken up. Under Health Risk fund during the year an amount of Rs lakhs has been released to the District. Out of which Rs lakhs released to Yacharam and Rs lakhs to Basheerabad Mandals. 17

18 55 Health activists were identified in Two Pilot Mandals of Yacharam & Basheerabad. (4) Nutrition centers established on in Yacharam mandal (Gungal, Mondigourelly, Thakkalapally, Nazdik Singaram) for pregnant and lactating mothers. During the year Breast Cancer Screening test have been done at KIMS Hospital for (330) members from (6) Mandals i.e., Manchal, Yacharam, Chevella, Basheerabad, Pargi and Bantwaram. Health Camps have been conducting every year Yacharam and Basheerabad mandals with the help of Indo-American Cancer Hospitals, Hyderabad for SHG Women. Trainings were imparted to Health Activists on HIV AIDS, IMR, MMR, Pregnant Women / Lactating mother. Health Rs.10% per SHG member per Month. Training were imparted for village level Health sub-committee members for every month on 17 th & 18th. 4 Master Trainers were identified in Yacharam and Basheerabad Mandals. Total 422 Children have been participated in the Health Camp. Out of 422 children 169 are proposed for treatment and recommended to Multi Special Hospitals which are identified by Government. Model Village health sub committee members were sent to exposure visit to Jamkhed, Maharastra. District level team were sent to Karimnagar for Health Insurance programme. Kalajathara Training was given for 20 members for Yacharam and Basheerabad Mandals on Health and Nutrition activities from 16 th 20 th December and they are giving performance in the villages. Implimentation of Disability Component In Ranga Reddy District identified 5 Pilot Mandals under this component and implementing Disability Activities in 24 other IKP Mandals also. All the SHGs were federated into Village Organizations Mandal Vikalangula Samakhyas were formed.all 29 MVS are registered under the Andhra Pradesh cooperative Societies Act. 6. All the Mandal Vikalangula Samakhyas federated into Zilla Vikalangula Samakhyas. 7. The Mandal Vikalangula Samakhyas are reviewing the IGA, IB and CB Activities on par with the Mahila SHGs. 8. The Zilla Vikalangula Samakhya / Mandal Vikalangula Samakhya are pursuing the community based rehabilitation, such as early intervention, surgical, corrections, organization of identification camps distribution of assistive devices, meetings trainings on Disabilities etc., with the DAPs. 9. The Zilla Vikalagula samakhya and Mandal Vikalagula Samakhyas opened separate bank account for CIF and positioned the funds. 21 Community based Rehabilitations activities organized by the IKP in convergence with line Departments and NGOs in the District. a) 20 Acres Government Land at Eenkatala Village,Mominpet mandal allotted to 5 Disabled SHGs in the village for the development of Mango Trees. b) One Printing and Binding unit sanctioned to Disabled SHG at Pudur mandal. c) Aids & Appliances are being mobilized at NIMH and supplied to Disabled persons d) Six (6) Neighborhood centers are opened in all five (5) intensive disabled pilot mandals and another one at Ghatkesar. e) MI program has been taken up in all five (5) intensive pilot mandals and 130 patients are giving free treatment and Medicines. f) Surgical correction operations are being taken up at Bhaskar Hospital.So far two (2) mandals are totally covered with 25 patients got operated. The management of Hospital conducting free surgeries and providing food on free cost to the patients and there companion. g) Fourteen (14) disabled students are admitted in Intermediate for pursue at studies at corporate colleges on free of cost. h) Zilla Vikalangula Samakhya has formed and registered under under Register of Society Act. i) The Zilla Vikalangula Samakhya Bhavan has been constructed with a cost of lakhs with help of GAIL (Gas Authority of India Limited). j) The ZVS has started its activity with effect from Nov/2005. k) Assessment camps were conducted to all the Disabled persons in the intensive pilot mandals and procured Spectacles from District Blindness Control Society and supplied on free of cost. l) The great achievement of the ZVS is that Three Municipalities i.e Vikarabad,Tandur and Sherlingamplly were allotted for the development of SHGs strategy.the ZVS is recognized as NGO and sanctioned 90% Budget for development of SHGs strategy in the Municipalities. m) All the Rural mandals in the district are covered for formation of Disabled SHGs,federated into village organizations and MMs.And also MVS are formed in all other 24 mandals. Activities in Other pilot mandals: SHGs strategy has been taken up in all other 24 pilot mandals. Three Comminity Development Workers are positioned In each mandal. VOs are formed and Bank accounts are opened. MVSs are also formed crores are released under CIF component.@ Rs lakhs released per mandal. All the MVS are federated into ZVS. 21

22 All other activities are taken up in these mandals and per with intensive pilot mandals. NEW PROPOSALS: It is proposed to open a computer Training center at ZVS Building for giving Training in PGDCA,D.T.P.Web Designing etc.,for giving training to Rural youth including Blind persons. It is also proposed to cover all the Disabled persons under Micro insurance policy under Jeevanmadhu Policy. It is proposed to linkage all the SHGs in the intensive pilot mandals with the Banks. 1. BENEFITS - ENTITLEMENTS TO THE PERSONS WITH DISABILITIES FROM GOVERNMENT OF AP (DW Dept) IN RANGA REDDY DISTRICT 1. Pensions:- 10,985 in the age group of 03 to 65 Persons with Disabilities are getting Rs.500/- Per Month. (The MPDO/Municipal Commissioner is competent for sanctioning 2. Economic Rehabilitation:- Rs.3,000/- as subsidy for the establishment of petty businesses is being sanctioned.application should be forwarded by the MPDOs. 3. Marriage Incentive Awards: - The Disabled Persons who marry with normal persons are eligible per Sanction of Rs.10,000/- as incentive award. EMLOYMENT GENERATION & MARKETING MISSION: No family should lack food, clothing and shelter. Every family should be able to live in hygienic surroundings and enjoy the benefits of a better quality of life this is the promise and essence of poverty eradication programme. As a part of this the Employment Generation & Marketing Mission (EGMM) is set up in the department of Rural Development to work on jobs in a focused manner. The EGMM will work in public private sector partnership mode, reaching out to different private sector partners at state and district level for trainings and placement based on the emerging market trends. The EGMM will focus on the following sectors: i) Service sector which includes retailing, transport, hospitality, tourism, white goods repair, transport, security: ii) Textiles iii) Construction iv) Security Guards

23 v) Defense, Para Military Employment opportunities to the tune of 1,00,000 have to be created for the rural and urban educated masses for the year in the State. This requires sustained and coordinated effort. The state level mission for employment generation as planning and advisory body is formed to achieve these objective engines through which these objectives are sought to be achieved. Employment would include the employment for the educated in rural and urban areas, and abroad employment in organized and un- organized sectors, self employment, entrepreneurship development with special reference to Micro enterprises and employment for artisans and the skilled persons.. The Department of Rural Development (DRDA IKP) will be the facilitator and work proactively to identify and priorities key sectors for employment generation. It will facilitate private investment in these sectors to create employment opportunities. The Government is committed to create favorable environment for private sector investment and participation in this endeavor. OBJECTIVES: To develop a vision and strategy for employment generation and to prepare a time bound action plan for implementation of the same. To suggest measures to derive synergy of the plans and programs of various departments working directly or indirectly for employment generation. To advice on institutional and organizational mechanism for effective implementation of the action plan for employment generation. To regularly monitor and oversee employment generation action plans in the State and advise on the future steps to be taken. The initiate public debate on important policy issues related to employment generation and build consensus for policy reforms related to it. To advise on Human Resource Development through institution building and suggest a frame work for optimum utilization of the infrastructure available for training on a continuous basis and identify fresh requirements of infrastructure and the resources for training. To facilitate man power planning key sectors of the economy. To identify and advise on the regulatory aspects of training. JOBS AND TRAININGS IN RANGA REDDY DISTRICT: The people of Ranga Reddy District will be able to look forward to exciting opportunities in Agriculture. Industry and Service sector. Rural areas people will earn profitable livelihoods from a revitalized agriculture sector, find jobs on poultry forms, food processing or fishing units or be able to setup their own small scale enterprises. In cities they will be able to work in exports firms, garments, manufacturing, construction & real estate companies, travel agencies, tourism officers and software development firms 23

24 among may others. In both village & cities they will be able to set up retails outlets, restaurants and other such services. Selection of youth: The selection of youth is being done by the Mandal Samakhyas. The Jobs Resource persons (JRPs) & Job Valounteers (each mandal 1 JV) motivate, mobilize and scrutiny the youth as per the requirements mentioned in the circulars. So that the JRPs & JVs screen the candidates at the primary level and to send the really needed youth as per prerequisites of the recruiting agency like Physical standards in Security & Armed forces and Numerical abilities in financial sector. Publicity: Pamphlets and Posters are printed and circulated through out the district and days are fixed for every mandal. On the given data un-employed youth can approach Mandal Training Centers for registration. Monitoring: A web based software is developed and data entry is done regularly. Special Focus on interior & Backward Areas: Since district is effected with extremists, lot of focus is given to remote and interial areas. Information is being gathered from 859 Non RIAD habitations in the prescribed format. Already during the last 4 years around 11,408 youth trained in various skill development programmes and jobs are provided in Pvt & Govt. sectors. DRDA-IKP Partnership Programmes in the Ranga Reddy district Being a nodal agency of various employment generation schemes the DRDA-IKP has invited various partners to make this district as unemployment-free district. The programs are. 1.IKP-LABS Programme: A partnership program between IKP and DR.Reddy s Foundation-Livelihood Advancement Business School (LABS) is going on for providing jobs to the rural poor unemployed youth.

25 2. IKP WITH GOVT. TRAINING INSTITUTES: 1. SBH, RISET, Ranga Reddy for boys courses like Electrician, DTP operators, Hardware and networking and Driving etc. for girls courses like Tailoring cum Zardoshi work. 2. NYK is conducting Driving (Auto Start). 3. Durga bai Mahila Seshu Vikasa kendram (Mahila Pranganam) conducting Leather & Footwear and Pre Primary Teacher Training. 3. IKP-NAC (Construction Workers): IKP made a partnership programme with NAC, Hyderabad for generating construction technicians, as there is a huge potential in metro cities and also in abroad. 4. DRDA-AP, Housing Developing Corporation (Masons for Indiramma programme: As there is huge manpower is required to construct the houses under Indiramma programe. The DRDA is sponsoring masons to get trained at each Nirmithi Kendras and to take a part in construction of Indiramma houses partnership with APHDC. 5. IKP G4S Security Services, Hyderabad: Security services could be the big window opportunity for Ranga Reddy District Unemployed youth. The state of Andhra Pradesh already becomes a destination for IT, Biotech, Healthcare companies. Hence there a high demand for security services for their corporate and branch offices. To meet the demand the IKP has made a tie-up with G4S Securities, Perigrine Hyderabad. 6. Milliatary & Para Military Services: IKP trains youth for taking up of examination of military and Para military and provides them necessary support and information. 7. English Learning Center & IT Coaching Center: In order to improve spoken English Skills and enable them to get employment in IT & Retailing sectors. In the Ranga Reddy District selection of English teacher is completed and the centers are established at Vikarabad and Chilkoor. 25
