9 VA BASELINE RATE PUBLICATION No. VA-00 ORIGINAL PAGE SECTION A - GENERAL APPLICATION AND INSTRUCTIONS ITEM I PURPOSE AND APPLICATION.. PURPOSE. This Department of Veterans Affairs (VA) BASELINE RATE PUBLICATION No. VA-00 (VA No. VA-00) is designed to afford carriers a simple method of expressing and filling Freight-All-Kinds (FAK) rate tender(s) for VA shipping activities. Its purpose is to provide the standardization necessary to achieve a fully automated system for rating and routing traffic, without requiring substantive changes in the manner in which rates for this traffic have traditionally been stated. 0. APPLICATION. The baseline rates and minimum charges contained in this publication shall serve as a basis for carriers to submit actual rates and charges for a Minimum Charge (MC), Less Than Truckload (LTL), or Truckload (TL) shipments from, to, or between all point in CONUS, Hawaii, Alaska, and Puerto Rico.. GOVERNING RULES. 0 Rates and charges offered to the Department of Veterans Affairs using this publication will be subject to the rules, accessorial services, and accessorial charges contained in Department of Veterans Affairs (VA) RULES TENDER No. VA-0 (VA No. VA-0) and supplements or reissues thereto.. VA BASELINE RATES AND MINIMUM CHARGES. 0 The rates and charges shown in this publication were originally established by the General Services Administration (GSA) at a baseline level above, below, or equal to motor tariff bureau class 0 rates as of January,, were subsequently realigned on April, 0, and increased by. percent on September, and currently reflect the same rates and charges found in the GSA Baseline Rate Publication No. 00-C dated September,. This is not in any way to be construed as the setting of rates or charges by VA. Carriers must independently establish their own levels of Minimum Charge (MC), 0 Less Than Truckload (LTL), or Truckload (TL) rates by utilizing a percentage above, below, or equal to the

METHOD OF INCREASING TABLE OF BASELINE RATES AND MINIMUM CHARGES. The method that shall be used to increase the VA No. VA-00 baseline rates and minimum charges in future reissues of this publication may be adjusted by multiplying the rates and charges by a percentage carried to four decimal places. The resulting product will be rounded to two () decimal places. Numbers five () or larger will be rounded to the next higher number.. APPLICATION OF GENERAL RATE INCREASES. The baseline rates and charges contained in this publication will be adjusted on an as needed basis. 0 ITEM REVISING PUBLICATION PROVISIONS AND METHOD OF CANCELING ORIGINAL OR REVISED PAGES. This publication will be revised by the Department of Veterans Affairs, Office of Acquisitions and Materiel Management, Distribution Programs Division (C), Vermont Avenue, NW, Washington, DC 00, through either the issuance of page revisions (original or revised) or the reissuance of the document on an "as needed" basis. Fractions of a cent resulting from the application of a carrier's independently established percentage(s) of the baseline rates and minimum charges shown in SECTION B of this publication, shall be disposed of as follows: A. Fractions of less than one-half of one cent shall be omitted; and B. Fractions of one-half of one cent or greater shall be increased to the next whole cent. 0 ITEM 0 EXPLANATION OF VA BASELINE RATES AND MINIMUM CHARGES. The rates in SECTION B, ITEM 0, TABLE OF BASELINE RATES AND MINIMUM CHARGES herein, are shown in Cents per. kilograms (cents per hundredweight [cwt]). The minimum charges in SECTION B herein are shown in dollars and cents.
12 VA BASELINE RATE PUBLICATION No. VA-00 ORIGINAL PAGE ITEM 0 BASE EXPLANATION AND APPLICATION. Each distance base (kilometers [miles]) established in conjunction with the distance table of rates contained in SECTION B, ITEM 0, TABLE OF BASELINE RATES AND MINIMUM CHARGES herein shall apply to all distances within the grouping (i.e.,. kilometers [ miles] through and including. kilometers [0 miles]). All distances shall be computed by use of the applicable Household Goods Carriers Bureau Mileage Guide (s) as shown in ITEM, GOVERNING PUBLICATIONS IN THE VA RULES TENDER No. VA-0 herein, or supplements or reissues thereto or any combination of both guides. ITEM 0 METRIC CONVERSION. The weights and measurements expressed in this publication, are being changed to indicate only metric measurements. This change will be continued in the four steps (paragraphs A through D) established in the predecessor GSA Standard Tender of Service Publication No. -E dated September,. A. In the first step in the edition of the GSA No. 00, the appropriate 0 weight or measurement (inches, feet, miles, or pounds) was first expressed after which the metric equivalent (centimeters, meters, kilometers, or kilograms) was parenthetically shown. B. The second step in the edition of this document (GSA No. 00), the exact opposite with first the appropriate measurement in centimeters, meters, kilometers or kilograms after which the customary weight or measurement in inches, feet, miles, or pounds was parenthetically shown. The metric conversion in this step did not require tenders to be predicated upon metric measurement. Only when the fourth step, below, is 0 implemented, will carriers be required to submit their tender filings based upon metric measurements. C. The third step in implementing the metric conversion will be to round the metric weights and measurements expressed in paragraph B to a whole number and, in turn, to translate the "whole" metric number to equivalent U.S, weights and measurements. In some instances, the conversion process may result in U.S. weights and measurements with mixed numbers, i.e., a number containing a whole number and a fraction. 0 D. The fourth and final step of the conversion process will be to display only the metric system of measurement eliminating the customary U.S. weight and measurement in parenthesis. Please see APPENDIX D in the VA TOS No. VA- for the Metric Conversion Table.
