9 MISSION OF SOUTH CENTRAL LOUISIANA TECHNICAL COLLEGE The mission of the South Central Louisiana Technical College is to prepare individuals for improved quality of life, workforce success, and lifelong learning while addressing the needs of business and industry. PURPOSE OF THE STUDENT CATALOG/HANDBOOK The purpose of this Student Catalog/Handbook is to assist prospective and existing students, staff, and the community in understanding the academic and training opportunities available through SCLTC. It is also designed to assist new students in becoming acquainted with the campuses and program offerings within the college. The information provided in this catalog/handbook does not constitute a binding relationship between an individual and the college. South Central Louisiana Technical College reserves the right to modify the contents of this catalog/handbook at its discretion or as a result of systems or state policy. The major contents of this catalog/handbook are reviewed during orientation of new students. However, each student is responsible for adhering to the policies and procedures outlined within the catalog/handbook. HISTORY OF THE LOUISIANA TECHNICAL COLLEGE SYSTEM Louisiana's postsecondary technical education system is constitutionally governed by the Louisiana Community & Technical College System Board of Supervisors (LCTCS). The seventeen-member Board of Supervisors is appointed by the Governor. This board was established in 1999 by a constitutional amendment. Prior to 1999, the Louisiana Technical College System was governed by the Board of Elementary and Secondary Education and Board of Vocational Education. Since the 1930s, vocational education has been afforded to the citizens of Louisiana through a system of postsecondary technical education that also provides technical training to secondary high school students. Acts 208 and 209 of 1973 expanded the existing postsecondary technical education system from thirty-three (33) to fifty-three (53) technical institutions and provided for a coordinated and comprehensive statewide system of career education. An initial $100 million in capital outlay investment in Louisiana's technical training opportunities established Louisiana as a national leader in workforce preparation through postsecondary technical education in up-to-date facilities. Louisiana s vocational technical education system originally began as "trade schools" in the thirties and has evolved to vocational schools, vocational technical schools, vocational technical institutions, and at present, technical colleges. This revolution is the result of a redesigned curriculum that blends technical education and applied academics ultimately leading to a certificate, diploma, and/or the Associate of Applied Science Degree, the credential of preference by many businesses, industries, and labor interests. In 1995, the Board of Elementary and Secondary Education established a technical college system comprised of one technical college with forty-two (42) campuses that offers sixty-six (66) full-time training programs to approximately 50,000 students. The name change to Louisiana Technical College is reflective of the blending of technical and applied academic education. The system is presently providing a standardized curriculum for careers ranging from Automotive Technology to Biomedical Technology that affords students the ability of full transfer of credits from one campus to another. Act 506 of the 2005 Regular Legislative Session proposed a reorganization of the Louisiana Technical College System. LCTCS adopted the 21st Century Model for the Delivery of Technical Education effective July 1, The reorganization consists of eight Regional Technical Education Centers. Today Louisiana s technical institutions are comprised of seven autonomous Technical Education Colleges serving approximately 70,000 students. 2

10 HISTORY OF SOUTH CENTRAL LOUISIANA TECHNICAL COLLEGE During fiscal year , the Louisiana Legislature mandated the restructuring of the Louisiana Technical College System, creating regional centers comprised of a cluster of technical college campuses in a single area.
