Based on CAP-CP The Common Alerting Protocol (CAP) is a simple but general format for exchanging allhazard emergency alerts and public warnings over all kinds of networks. Common Alerting Protocol - Canadian Profile (CAP-CP) is to be used to create and transport public alerts and notices in Canada, for all hazards and public service disruptions.

CAP-CP Advantages Using the CAP-CP format, all public safety messages sent over AEA identify: Which government agency issued the message Nature of the alert Specific areas affected and the urgency, severity and certainty of each event as determined by the issuing public authority Messages can be any combination of text, audio and/or images and can be in English and/or French

Alberta Emergency Management Agency and NetAlerts Uses CAP-CP protocol AEMA operates the NetAlerts system Network distribution through VPN (WatchGuard) Dual redundant servers Sage Endecs can monitor both NetAlerts and NAAD systems simultaneously (Alert Ready)

Overview of AEA Network Internet WatchGuard

Sage ENDEC 3644 Front Panel Requires 2RU in 19 rack Power supply (included) is 120VAC input, 19VDC output Requires one Ethernet cable for network/internet Has GPIO relays for signaling/control of external devices Front panel speaker for monitoring alert audio

Endecs and SGC Selection The Sage Digital Endec requires a list of Standard Geographic Codes (SGC codes) to determine the coverage area for proper emergency alert broadcasting. The Canadian SGC codes are comprised of three levels: Provincial area (2 digit Alberta is 48) Census Division (CD, 2 digit 4801 = Division 1) CD codes will be sufficient for most transmitter coverage areas Census Sub Division (CSD, 3 digit, = Medicine Hat) Selecting CSD codes may be required if the transmitter covers only part of a CD area. This allows including the selected area in alerting without over alerting for adjacent areas outside the primary coverage.

Canadian SAGE ENDEC Deployments >900 SAGE ENDEC s are deployed across Canada: AEA deployed & operational Radio & TV Other large scale deployments: Nova Scotia EMO Yukon EMO NB EMO Bruce Power CBC Radio NEWCAP Radio Channel Zero (CHCH) Corus Bell Media ROGERS Media Independent broadcasters

What s next in Alberta? Extend Alberta Emergency Alert s reach Refresh infrastructure hardware Replace WatchGuard VPN s Infrastructure redesign Enhance community engagement New partnerships NAADS Common Look and Feel Wireless Public Alerting Continuing to support broadcaster participation

What s next in Canada? Changes with Environment Canada Reviewing Text to Speech Other Enhancements Common Look and Feel Direct to Public Alerting

Common Look and Feel CLF Guidance Document recognized as guidelines for public alerting Provides a link between users, broadcasters and others Work has started so your voice is important

Wireless Public Alerting New Handset Specs Pilot Project

What s this mean to CCBE? Alerting is evolving EC issues are being sorted out New role for issuers Contribute your expertise Looking for new partners (CLF) NAADS The public sees alerting as one entity Expect more advancements

Summary 1. Frequency and severity of events is increasing 2. Public s needs and expectations have changed 3. Alerting is about partnering to communicate effectively 4. People, Process and Technology - 3 pillars Recognition and trust The brand has to be built over time and reinforced Decentralized issuer model Dynamic technology Alerting is evolving
