3 New York City Funding Allocations Department of Youth and Community Development (DYCD) DYCD s Out of School Youth (OSY) program is for year old young adults who are not connected to school or work, or who need assistance upgrading their occupational skills. Funded through the Workforce Investment Act, these programs offer occupational skills training, assistance with job and college placement, GED preparation, and a wide range of supportive services designed to increase young adults success in the workplace and in their personal lives. Attrition rate varies for CUNY Prep students who enter college, however over 50% of those that enter leave within the first year. 6 New York City Funding Allocations Department of Youth and Community Development (DYCD) As part of Mayor Bloomberg's Center for Economic Opportunity, DYCD is providing the most job ready disconnected youth with short term paid internships, job placements, and follow up services. The Young Adult Internship Program (YAIP) is a 14 week internship program for low income New York City young adults aged who are not working and not in school. YAIP is composed of a 2 to 4 week orientation conducted by selected community based organizations followed by 10 to 12 week paid I internships that offer structured work opportunities. This year round program, serving approximately 1,360 youth per year, incorporates ongoing education, as well as other participant and employer supports. Upon completion of the internship, the organizations will provide nine months of follow up services and help place the participants in permanent jobs, training programs, or educational settings. The first milestone is that every enrollee completes the orientation period and begins an internship. The second milestone is that 75% of enrollees complete their internship. Milestone 1: For the four cycles that have been completed, 99% of all participants or 1,794 out of 1,812 were placed into internships. Milestone 2: For the four completed cycles 84% of all participants or 1,519 out of 1,812 completed their internships, exceeding our target by 293. Outcomes: Outcomes were established to set and measure the program s goal to reconnect young adults to education or the labor market. The first outcome is that 70% of the youth who enroll are placed in employment, education, advanced training, or the military within the first three months following the internship. The second outcome is that 60% of the youth who were enrolled remain engaged in employment, education, advanced training, or the military within the final three months of the follow up period. Outcome 1: 528 participants from the first two cycles were placed out of a goal of 633 (83% of goal was achieved). Outcome 2: 221 participants from the first cycle remained in a placement out of a goal of 269 (82% of goal was achieved).

7 New York City Funding Allocations DYCD CEO LITERACY PILOT DYCD, with support from the Center for Economic Opportunity (CEO), recently launched a new literacy services pilot targeting disconnected youth. The aim of the pilot is to significantly improve participants reading levels. Providers target youth between the ages of years old who are reading at the 4th to 6th grade levels. Participants receive pre GED basic skills instruction complemented by comprehensive support services such as job counseling and placement. The contract is May 1, 2008 June 30, 2009 (excluding one program that began on July 1, 2008). The programs have put together teams of instructional and counseling staff with experience serving youth who have not had successful high school experiences. Programs are working to place youth in part time jobs. Programs may offer Metro Cards, stipends or other small incentives as part of a plan to encourage and reward regular attendance and sustained participation. Each program is eligible for up to $10,000 in bonus awards for exceeding the target of helping 20 students make significant literacy gains. 8 New York City Funding Allocations New York City Department Of Education Office of Mulitple Pathways to Graduation (OMPG) OMPG's Learning To Work (LTW) Initiative includes 53 schools and programs. Breakdown: 22 Transfer Schools, 21 Young Adult Borough Centers (YABC), and 10 GED Programs. LTW has a total of 10,830 seat available (950 for GED Programs) and 4,685 funded internship slots. Access GED is a full time educational program for students who wish to pursue Learning to Work options, including paid internships and career exploration while they acquire the academic skills to pass the GED exam and enroll in college. Access and Community Based Organization personnel work collaboratively with all students to set and achieve individual academic, workplace, and personal goals. 10 Funding for the Young Adult Workforce Services - Where is the $$? New York City Council Funding Allocations Workforce Development for Young Adults Administered by Department of Small Business Services (DSBS) City Council in FY '08 provided $3 Million to DSBS for a workforce development program targeted toward youth aging out of foster care, disconnected youth, ex offenders and micro enterprise organizations in immigrant and low income communities. The City Council Program administered by DSBS targeting disconnected young adults between the ages of 18 and 24 began in FY '09. 11 New York City Council Funding New York City Works Funding administered by United Way of NYC on behalf of New York City Council NYCWorks, a $14 million New York City Council workforce development initiative administered by United Way, seeks to ensure that chronically unemployed and underemployed adults and out of school youth acquire both the hard and soft skills necessary to gain and retain employment. Focused on the city's most distressed neighborhoods, NYCWorks targets not only those who are temporarily unemployed, but those who have never held a job, the formerly incarcerated, out of school youth ages 17 21, and working poor who hold low paying jobs but still are unable to cover basic necessities. Launched in March 2006, NYCWorks involves 82 community based organizations serving high need neighborhoods in all five boroughs.
