1 * NB Eligible projects include irrigation and./ or water reuse equipment damage from Cyclone Yasi & Cyclone Anthony Guidelines May 2011 The Dairy & Fodder Water for Profit (DFWP) program has been successful in securing funding through the Queensland Government s Department of Environment and Resource Management, to assist producers to rebuild and repair irrigation systems which were damaged through the recent December 2010 / January 2011 extreme weather events (including damage sustained from Tropical Cyclone Yasi & Anthony). The DFWP program will provide eligible dairy and fodder producers with the opportunity to apply for a Flood Damage Irrigation Repair Grant (FDIRG) to assist with the cost of rebuilding and / or repairing damaged irrigation and water reuse systems. The FDIRG will provide a subsidy of 50% of the cost of damage incurred up to a maximum of $5,000 per enterprise. The scheme will operate from June 2011 til 1 st November Total funds available for the Grants are limited. Applicants can only receive a subsidy if funds are available in the DFWP FDIRG funding pool. Eligibility Criteria Applicants must meet the following criteria to be eligible for grants under this program: Applicants must be commercial licensed dairy producers or commercial fodder producers 1, having an ABN and registration for GST. The applicant s property on which the flood damage repairs are to be carried out must be located within a Government Declared Natural Disaster Zone under the Natural Disaster Relief and Recovery Arrangements (NDRRA) 1 Under this program, commercial fodder producers must sell more than $100,000 worth of fodder annually, or utilise more than 100 ML of irrigation water annually, growing fodder which is sold for animal consumption. Fodder producers may be asked to provide documentation to verify that the enterprise meets these criteria. Dairy & Fodder Water for Profit FDIRG Guidelines 1

2 Eligible Projects & Guidelines Applicants must contribute a minimum of 50% of the total cost of the project as a cash contribution. In kind contributions, such as labour, cannot be included in the applicant s cash contribution. Only purchases made between 1 st December 2010 and 1 st November 2011 will be eligible for funding. Eligible projects include any repairs and / or replacement of damaged or lost components of irrigation and water reuse systems, including but not limited to: Irrigation and effluent pumps Irrigation mainlines Irrigation equipment such as centre pivots, travelling irrigators Turkeys nests or dams used for storing irrigation water or effluent Applications must be limited to replacing irrigation and water reuse equipment which was lost or damaged during the extreme weather conditions experienced between December 2010 and February Applicants may be asked to supply evidence to support the claim of damage to irrigation systems through providing photographs, quotes and/or tax invoices. Lodging an Application Eligible dairy and commercial fodder producers need to complete a current DFWP FDIRG Application form (version May 2011). Incomplete applications will be returned to the applicant. Applicants are required to sign a declaration on the application form. Applicants who disagree with a decision made by FDIRG Management Committee may submit a written appeal to the DFWP Project Manager, QDO, PO Box George St, Q Approval If your project is approved, an approval letter will be sent to you and you can begin work on your project. 3 Conditions of Approved Projects There are a number of conditions for approved projects which applicants must be aware of. These include: i. Once approved, applicants have 90 days to complete approved projects. If a project cannot be completed within this timeframe, applicants must write to the DFWP Project Manager explaining the reason for the delay and requesting an extension to enable completion of the project. Failure to do so will result in the approval being withdrawn and a new application would be required to access assistance under this program. The FDIRG Management Committee will have sole discretion in determining whether an extension of time is to be granted. ii. Equipment purchased with assistance from the FDIRG program must remain on farm and not be used for off farm contracting work. iii. Prior to payment of the FDIRG subsidy, inspections may be carried out to confirm the irrigation or water reuse works have been installed in accordance with the application. iv. Projects will be randomly audited to verify that the works have been completed to the extent described in the application, including sighting of invoices and receipts. In addition, proof of damage incurred due to extreme weather conditions may be sought. Any cases of misuse of funds provided through the FDIRG program will require the refund of monies paid to the applicant. v. If goods are returned to the supplier by the applicant, any grants paid to the applicant are to be refunded to the Project Manager. Payment Payment will be made to approved applicants when the QDO Project Manager receives tax invoice/s and receipts for the project works completed. Other Points to Note 1) A maximum of $5,000 (excl. GST) per enterprise under the FDIRG is available per eligible enterprise, subject to all criteria being met. 2) If the maximum FDIRG subsidy allowed per farm is not taken up in the initial application, a subsequent application to make up the balance would be allowable. 3) Several items can be included in one application.
