6 Introduction The IB works with universities in nearly 140 countries to promote broader recognition of the Diploma Programme for the 120,000 Diploma Programme graduates entering university each year. Since 1983, the IB has been recognized by the Association of Indian Universities (AIU) as an entry qualification (equivalent to + 2 qualification of an Indian Board) to all universities in India. The IB is committed to supporting the large proportion of students who wish to remain in India for their undergraduate studies and to creating pathways to enable more students (including NRIs) to consider this option. The aim of this booklet is to give you an overview of University recognition in India with statements and website links of universities in India with updated polices. This is a guide for all stakeholders to understand the recognition landscape in India. As higher education institutions in India respond to the growth of the IB, this booklet will be updated on a regular basis. Page 5
7 Global Programme Distribution In the Asia Pacific region, there are 460 schools in 28 countries offering one of the three IB programmes: 327 schools offer the Diploma Programme (DP); 110 schools offer the Middle Years Programme (MYP), and 205 schools offer the Primary Years Programme (PYP). Distribution of the three programmes in the 28 countries in Asia Pacific is listed below (table 1). There are 76 IB World Schools in India offering one or more of the three IB programmes. 25 schools offer the Primary Years Programme, 8 schools offer the Middle Years Programme and 70 schools offer the Diploma Programme. 8 Asia Pacific IB Diploma Programme Growth The total number of students who were registered for the IB Diploma in May 2010 was 105,000 around the world. Student registration in the IB diploma programme has grown at approximately 20% per year in the Asia Pacific region. This trend looks set to continue in the Asia Pacific context. 9 Global Indian Students Enrolment 2010 Over 12,000 Indian students have completed the IB diploma in the past twenty years. The Diploma programme in India has grown substantially, particularly in the last 5 years when the number of students participating in the programme in India has grown over 20% each year, doubling in student enrolment since In 2011, over 1700 Indian passport holders enrolled for the IB diploma programme. 10 Transcript request data for India diploma candidates In May 2010, 3,861 Indian students requested transcript requests for the purpose of university admissions. 11 Overview of higher education in India In India the central government is responsible for major policy relating to higher education in the country. It provides grants to University Grants Commission (UGC) and establishes central universities in the country. The Central Government is also responsible for declaration of Education Institutions as Deemed to be University on the recommendation of the UGC. There are 39 Central Universities under the purview of the Ministry of Human Resource Development, 251 State universities and 130 Deemed to be universities. The Central and State universities have faculties, academic departments, affiliated colleges, post graduate centers, and other recognized institutes under them. Entry to undergraduate courses is based on the performance in Class 12 examination and or Entrance test. Most of the professional institutes in India today prefer to conduct entrance exams for selecting candidates. The entrance tests are in the month of April/May or June. While some institutes participate in a common entrance exam, others may conduct their own individual entrance exams. Engineering: Technical education plays a vital role in human resource development of the country; there are 65 technical institutions in India, which include 15 Indian Institute of Technology (IIT s), 20 National Institute of Technology amongst others. Entrance to Indian Institute of Technology (IIT) is conducted through the Joint Entrance Examination (JEE). Besides JEE, there are other engineering entrance exams as well. The All India Engineering Entrance Examination (AIEEE) caters to the needs of the 18 National Institutes of Technology, alongside some other prominent engineering colleges. Medicine: There are different competitive exams for medicine; one of them is All India Pre- Medical/Pre-Dental Entrance Examination (AIPMT) for entry into Medical/Dental Colleges of India. Other professional courses: Law, Hotel Management, and Bachelor of Business Administration also have the entrance test. Please note: This is not an all comprehensive list, instead an attempt to give an overview of higher education in India. Page 10
12 Accreditation National Assessment and Accreditation Council, was established by the University Grants Commission to evaluate the quality of higher education in India. In addition to that, Professional councils are responsible for recognition of courses, promotion of professional institutions and providing grants to undergraduate programmes and various awards. There are 15 professional councils in India including All India Council of Technical Education (AICTE) which recognizes technical education in India and Medical Council of India (MCI) recognizes Medical education in India amongst others. Before enrolling for a professional course, students must check if the institute has the relevant accreditation. Evaluation of Foreign Degrees The Association of Indian Universities is a society which promotes university activities. The Evaluation division of AIU is responsible for the work relating to equivalence of degrees/certificates awarded by the accredited foreign universities/educational institutions. The Division also provides information to foreign students to facilitate their admission in Universities/other educational Institutions in the country. Page 11
13 Recognition of the IB Diploma Programme in India Since 1983 International Baccalaureate Diploma has been recognized by the Association of Indian universities as an entry qualification to all universities in India. The IBO produces and issues for universities a document detailing percentage equivalency along with the transcript of results. To request this service, students must notify their Diploma Programme (DP) coordinator of their intention to gain entrance into an Indian university. The coordinator will then submit the request using the Request for Results service on IBIS (secured website for IB coordinators). Students, particularly those applying for entrance to professional courses, can either apply to the AIU upon release of their results, specifying what professional courses they are applying for, or apply directly to the eligibility department of the university they wish to attend. Admission to most university courses is based on the academic achievement in Class 12 or entrance test. Entry requirements vary from university to university and course to course. Prior to commencing the DP, students and parents must be familiar with the required subject combinations and levels for the student's future career path; this should ensure students' eligibility for particular professional courses. A student interested in studying an undergraduate course must make direct contact with the college or university he or she would like to attend to check specific course and entry requirements. Recognition statement from Association of Indian Universities (AIU) Transcripts including past performance in Grade 10 & 11, predicted grades from the school and percentage equivalence. Grades to Percentage Equivalence document from IBO Copy of the University Recognition statement from the website or hardcopy if available Character Certificate Transfer certificate from School Migration Certificate and South Asian Transcript from IBO, when available. 18 Grades to percentage document November 2010 Indian Conversion Table required for Higher Education for students applying to Indian Universities To whom it may concern International Baccalaureate Diploma has been recognized by the Association of Indian universities as an entry qualification to all universities in India. The IBO produces and issues for universities a document detailing percentage equivalency along with the transcript of results. Upon declaration of results, the IBO gives the exact percentage for each subject on the transcript for the student.
