2 Purpose of Early Childhood Identification & Services (ECID&S) To identify children with potential special education needs who require support to access their education To provide required educational services to children eligible for special education services To educate the community about child development and the importance of early intervention

3 Who does ECID&S serve? We screen children ages 20* months to 5 years old who are Fairfax County or Fairfax City residents. Special education services are provided to children ages 2* to 5 who have been identified as having a significant developmental delay in one or more of the following areas: Speech/language Fine and/or gross motor Social/emotional Vision Hearing *children must turn 2 no later than September 30 th of the current school year.

Early Childhood Assessment Teams (ECAT) Psychologists, Social Workers, Educational Diagnosticians, and Audiologists Responsible for the identification of students who may require special education 8 Assessment Teams: 3 at Dunn Loring 3 at Virginia Hills 2 at Rocky Run

7 Referral to Child Find for Screening Parent calls to one of the Assessment sites Parent gives demographic information to Administrative Assistant Intake Coordinator calls back the parent to begin to gather information Intake Coordinator and family create plan of recommended action

8 Plan of Recommended Action: no further follow up with parent required at this time providing informational handouts or referrals to community resources suggestions for parents to attend one time topic workshops scheduling and conducting developmental screening proceeding directly to Local Screening Committee for referral for developmental assessment

9 Developmental Assessment Assessments as recommended by the Local Screening Committee Assessments in a variety of areas of development including: achievement testing, developmental assessment, fine and gross motor evaluation, speech and language evaluation, social skills and behavioral assessment, adaptive skills assessment, audiological assessment, and social case history evaluation Parent interpretive conferences can be held to explain testing results Eligibility Committee Meeting is conducted to determine if a child requires special education services

10 If the child requires special services Early Childhood Curriculum Specialist sends information to a preschool special education teaching team A teacher calls and coordinates the facilitation of an Individualized Education Program (IEP) meeting IEP is developed with parents IEP is implemented

11 Early Childhood Special Education Instructional Teams Responsible for development, delivery, and evaluation of instructional program for students with identified special needs Early Childhood Resource Teachers (ECR) Approximately 55 ECR teachers who use Dunn Loring, Virginia Hills, Rocky Run or other school and community preschool sites as their office location Early Childhood Classbased Teachers (ECCB) Approximately 150 ECCB teachers at 48 sites

12 Early Childhood Special Education Instructional Teams (continued) PAC (Preschool Autism Class) Teachers Work in elementary schools with students identified with Autism 43 teachers at 26 sites Program for children with Hearing Impairment Work in elementary school with students identified with a hearing impairment Approximately 5 teachers Early Childhood Paraprofessionals Work with ECCB or PAC teachers

13 Early Childhood Resource Services (ECR) Provided in the home, community preschool, FECEP/Head Start or other child care location in Fairfax County Services provided by ECR teacher or ECCB teacher Services provided based on the needs of the student

14 Early Childhood Classbased Services (ECCB) Provided in an elementary school selfcontained classroom Up to five days a week Typically half days Home visits may be provided on an as needed basis

15 Early Childhood Preschool Autism Classes (PAC) Full day class A teacher and two instructional assistants Applied Behavior Analysis/Verbal Behavior emphasis Children who are on the autism spectrum continuum with a need for intensive level of service NOTE: Some children with Autism may not require a PAC level of service
