Ohio Coalition of Associate Degree Human Service Educators Curriculum Endorsement Guidelines and Application I. Overview/Introduction: The Ohio Coalition of Associate Degree Human Service Educators (OCADHSE) has been instrumental in creating relevant, high quality education for Associate Degree of Applied Science Human Service graduates since 1989. This organization has had a significant role working with, the Ohio Counselor, Social Worker, Marriage and Family Therapist Board, in shaping legislation for both the Social Work Assistant Certification offered in Ohio. Our degree programs prepare graduates for immediate work utilizing skills necessary to provide services within the identified scope of practice for associate degree prepared individuals. The Coalition has enhanced the role of the Associate degree graduate in the human services profession. The OCADHSE has established a curriculum review process that identifies quality programs within the state of Ohio that meet high academic standards and lead to state sanctioned certification and licensure. Providing an Endorsement to these programs verifies that these academic standards and credentialing requirements have been met. Curriculum/Program Endorsement brings greater distinction and credibility not only to individual associate degree programs, but to community colleges throughout the State of Ohio. II. Purpose of Curriculum Endorsement: Endorsement by the OCADHSE verifies that the college s curriculum meets the requirements and standards as identified by the Counselor, Social Worker, Marriage and Family Therapist (CSWMFT) Board for the Social Work Assistant Credential. The Ohio Counselor, Social Worker, Marriage and Family Therapists Board accepts the OCADHSE endorsement as verification that a program meets the educational content required for certification. In addition to the identified minimum state curriculum requirements for certification and licensure, standards ensuring adequate instruction and practicum experiences have been established. III. Opportunities for Curriculum Endorsement: A. Social Work Assistant: Curriculum must meet the 30 semester credit hours of Social Work/Social (Human) Service and include course content in specified areas as required by the Counselor, Social Worker, Marriage and Family Therapist Board and the 14 semester credit hours of basic related coursework. The curriculum also includes a social services practicum experience.

IV. Endorsement Application Process: The Curriculum Endorsement Committee of the Ohio Coalition of Associate Degree Human Service Educators consists of 3 members and 2 alternate members who will serve as curriculum reviewers. This committee will meet three times per year to review applications. Colleges may submit their application packets any time, and these packets will be held until the next review is scheduled. These reviews will occur during the months of January, April, and September each year. Specific review dates will be established and published with the application materials. Curriculum endorsements will be granted for four (4) years. Programs that receive endorsement will be required to submit any curriculum changes to the Curriculum Review Committee to verify that standards continue to be met. V. Benefits of Endorsement: College/Institution: Ensures that a college s curriculum meets an acceptable standard that is applicable toward the SWA certification. This endorsement may be included in the college s promotional materials. In addition, the Counselor, Social Worker, Marriage and Family Therapist Board website may elect to include a list of each college with endorsed curriculum and a link to the college website Programs: Provide programs with specific benchmarks needed for curriculum requirements to maintain certification standards and leverage resources to meet these standards. Students: Assurance that they are in a program that meets statewide educational standards and provides for a greatly streamlined application process for the SWA eliminating their need to complete the education grids. Community: Ensures that endorsed programs adequately prepare professionals for entry level workers Profession: Promotes an increased level of competence and preparation among the human services workforce and increases likelihood of graduates seeking professional certification and licensure. VI. Eligibility Requirements: Associate Degree Human Service programs, in addition, the educational institution must be accredited by an accrediting agency accepted by the Board of Regents. Curriculum content that meets the aforementioned state certification and/or licensing requirements.

VII. Program Outcomes: To ensure that human service professionals are adequately prepared for the work for which they are being prepared, educational and program outcomes have been identified as essential in the areas of knowledge, skills and professionalism. Program outcomes may be varied, they should reflect these identified areas. (See appendix A: Examples of Program Outcomes) VIII. Faculty Credentials: Recognizing that the field of human and social services employs individuals from many professional backgrounds, educators within these degree programs also needs to reflect the various disciplines represented. Colleges need to demonstrate their process that ensures that the individuals teaching the courses have the appropriate credentials and experience for the content they teach. This demonstration may occur from professional certifications and/or licenses, as well as work experience. IX. Practicum Experience: Programs must include a social service practicum as a part of the associate degree program. Practicum experience must include hands-on work at a community agency providing direct service. Individuals must be supervised on-site by an individual with a bachelor degree or higher, or associate prepared supervisors with 5 years of work experience. X. Demonstration methods: Completed OCADHSE education grids Syllabi for all courses with learning outcomes highlighted and referenced in each course Program Outcomes Plans of Study Faculty resumes and/or policy/procedure for demonstration that faculty possess competence, experience and are teaching in an area in their of scope of practice or expertise Other optional demonstration documents: Program handbooks List of Practicum sites and practicum handbooks College catalog and/or relevant pages XI. Endorsement Agreement This agreement must be signed by the appropriate individuals at the college who represent the Program that is making application. This agreement will be kept on file by both the Coalition and the approved college. Any change in program responsibility and oversight will be communicated to the Coalition.

Social Worker Assistant Curriculum Endorsement Requirements: The OCADHSE Curriculum Endorsement committee will review programs who apply for the endorsement to ensure that minimum standards of preparation are met. A significant aspect of this review will be verifying that the curriculum meets the educational content requirements set forth by the Ohio Counselor, Social Worker, Marriage and Family Therapist (CSWMFT) Board. The Ohio Counselor, Social Worker, Marriage and Family Therapist (CSWMFT) Board requires 30 semester hours of social work/social service related coursework. The Ohio Coalition of Associate Degree Human Service Educators has established the following content requirements that must be contained within the 30 semester hours of Social Work/Social (Human) Service courses Introduction to Social Work (TAG approved course preferred) or Social Policy/Welfare (TAG approved course preferred) Interviewing/Introductory Helping Skills Counseling/Helping Skills/Methods Intro to Addictions (40 hours specified may meet the CDCA Phase I) Minimum of 210 hours of field hours in practicum (2 6 credit hours) The following content must be included / infused within the above or additional coursework needed to meet the 30- hour requirement: Ethics Documentation Skills Treatment planning Family Case Management Group Skills Although the Coalition is not mandating that programs include a course that meets Ohio Board of Regents Transfer Assurance Guidelines (TAG) for social work in this initial application, colleges are strongly encouraged to develop and include at least one social work approved TAG course. This will ensure quality and consistency in programs that prepare social work assistants as well as prepare students for greater transferability across the state.. In addition to the 30 semester hours of social work related courses, the CSWMFT Board requires an additional 14 credit hours of basic related coursework which may include the following: Psychology courses: General Psychology, Abnormal Psychology, Human Growth and Development, Child, Adolescent and Adult Psychology. Sociology courses: Introductory Sociology, Social Psychology, Cultural and Ethnic Diversity, American Sign Language (ASL) Criminal Justice / Corrections (courses related to working in the Court and Prison systems) Ethics (Philosophy courses) Human Biology Medical Terminology

** All social work / social work related courses listed on the education grid must be completed with a C- or better. Non social work / social work related courses such as math can be accepted with a D.

CURRICULUM ENDORSEMENT AGREEMENT Upon approval of this institution s Curriculum Endorsement Application, I agree to abide by all of the following terms set forth by the Coalition. I understand that the Coalition reserves the right to request additional information and may defer the request for endorsement, if it is not deemed appropriate or acceptable and that this institution may resubmit the application after such needed curricular adjustments have been made or additional documentation has been gathered. I understand that, upon approval, the endorsement status date will be the first day of the month my application is approved by the Co a litio n and will run until the first day of the month at the end of the four year endorsement period. I further understand that this institution may renew the endorsement status within six (6) months of the end of the four-year endorsement period. This institution agrees to open applicable classes to the Coalition or a Coalition designated individual to allow them to monitor the class. I further agree to cooperate with the Board should an official monitoring be required. This institution agrees to submit curriculum changes to the Coalition as they occur and understand that the curriculum changes will be reviewed by the Curriculum Review Committee to ensure that our curriculum remains in compliance with endorsement standards. This institution agrees to provide to students who complete this endorsed program a letter or certificate indicating that they have completed a Coalition endorsed program. This letter will then be submitted with the student s application in lieu of the education grid portion of the official application. This institution understands that the endorsement status may be revoked due to falsification of forms, failure to remain in compliance with the Coalition s endorsement criteria and policies, investigation and verification by the Coalition of written complaints or charges by consumers or others and refusal to comply with an investigation by the Coalition. If this institution s endorsement is revoked, we agree to cease using the Coalition s endorsement status and remove it from publicity materials distributed after the effective date of the revocation. We further understand that my application fee and accreditation fee are non-refundable fees. This institution understands that the Counselor, Social Worker, Marriage and Family Therapist Board(CSWMFT) has the authority to adjust educational requirements. Should this occur, the OCADHSE will adjust the requirements upon the institution s renewal application and the institution would need to demonstrate meeting the new requirements. Both the CSWMFT Board has the sole authority and responsibility for posting and/or linking OCADHSE endorsed institutions on their websites. It is the Coalition s responsibility, however, to inform the Board when an institution has received curriculum endorsement. (1)
