1. INTRODUCTION At the request of Jeremy Spalvieri, EHS Coordinator with Chesapeake MidCon Compression, L.L.C., chemical and noise monitoring was conducted at Carlsbad, New Mexico. Monitoring was performed on August 5, 2010. 2. HEALTH EFFECTS AND EXPOSURE LIMITS 2.1. NOISE MONITORING Noise is usually described as sound which carries no significant information and whose intensity can vary randomly over time. Unprotected exposure to harmful levels of noise can cause hearing loss. Noise at high levels can be a safety hazard due to annoyance and interference with communication. The Occupational Safety and Health Administration (OSHA) limit for noise is 90 dba as a Time Weighted Average (TWA) defined as an 8 hour shift. The action level is 85 dba for an 8 hour shift (TWA) and is used in determining workers who must be included in a Hearing Conservation Program per 29 CFR 1910.95. A Hearing Conservation Program consists of written program, annual audiograms, annual training, use of personal protective equipment, monitoring and recordkeeping. 2.2. CHEMICAL AIR MONITORING 2.2.1. Introduction In the industrial environment, Occupational Safety and Health Administration (OSHA) Permissible Exposure Limits (PELs) and American Conference of Governmental Industrial Hygienist Threshold Limit Values (ACGIH TLVs) are used as exposure limits. PELs are similar to the TLVs and are used by industrial hygienists as guidelines or recommendations. The TLV is used when it is lower than the PEL. PELs/TLVs are defined as airborne concentrations of substances and represent conditions under which it is believed that nearly all workers may be repeatedly exposed day after day without adverse health effects. There are 3 different types of PEL/TLVs. The Time Weighted Average (TWA) refers typically to 8 hour samples. The TWA is calculated using the following formula: TWA calculated Time f / cc1) ( Time2 f / cc ) ( Time 480 f / cc ) ( 1 2 n n The Short Term Exposure Limit (STEL) is the maximum concentration to which workers can be exposed for a short period of time (15 minutes). Ceiling limits (C) are concentrations which must not be exceeded anytime during the workday. For personal samples, the sampling media was attached to the employee's lapel and the pump was worn on the employee's belt. 2.2.2. Health Effects and Exposure Limits Health effects of the various constituents are as follows: 2
Benzene - Short-term (acute) exposure to benzene can cause irritation to the eyes, nose, throat, and skin. It can also cause central nervous system disorders such as dizziness, euphoria, giddiness, headache, nausea, weakness, convulsions, and paralysis. Long-term (chronic) exposure has produced anorexia, nervousness, irritability, dermatitis, labored breathing, and irreversible injury to the blood. Forming organs (aplastic anemia and leukemia). Current studies suggest that low benzene exposures (about 10 ppm) have been associated with an increased risk of leukemia. The OSHA eight hour TWA PEL is 1 ppm with an action level of 0.5 ppm. OSHA also has a 15-minute STEL of 5 ppm. Ethyl Benzene - Exposure to ethyl benzene may cause irritation of the skin and mucous membranes. It may also cause transient eye irritation at concentrations of 200 ppm. OSHA and ACGIH have set limits of 100 ppm as a TWA. There is also an ACGIH TLV of 125 ppm as a STEL. Toluene - The most common effect of overexposure to toluene is irritation of the mucous membranes and central nervous system depression (headaches, lassitude, light-headedness, uncoordination, fatigue, decreased reaction time, etc.). Unlike closely related compound benzene, toluene does not appear to be toxic to the bone marrow. The ACGIH TLV for toluene is 20 ppm with a skin exposure designation. The OSHA PEL is 200 ppm as a TWA and 300 ppm as a ceiling limit. Xylene - Concentrations of 200 ppm are irritating to the eyes, nose, and throat. Extremely high exposures have resulted in kidney and liver damage. The ACGIH TLV is 100 ppm that was set to minimize the irritant effects of xylene and reduce the risk of central nervous system depression or chronic injuries; the OSHA standard is also 100 ppm. There is also an ACGIH TLV of 150 ppm as a STEL. Hydrogen Sulfide -Hydrogen sulfide is a toxic, flammable colorless gas with a distinct "rotten-egg" smell. Inhalation of high concentrations can cause dizziness, headache, and nausea. Exposure to higher concentrations can result in unconsciousness, coma, and death. Chronic exposure can damage memory, nerve tissue, facial muscles, and eyes. Hydrogen sulfide poses a serious fire hazard when accidentally release. The gas is heavier than air and may spread long distances. The OSHA PEL is 20 ppm as a ceiling limit. The ACGIH TLV is 1 ppm, with a STEL of 5 ppm. Flammability Percent Lower Explosive limit (% LEL) in excess of 10% is of concern depending on what type of work is being done and where the work being done. 3. SAMPLING AND ANALYTICAL METHODS 3.1. PERSONAL NOISE MONITORING Full shift personal noise monitoring was performed using various models of Quest noise dosimeters. Dosimeter microphones were placed on the lapel of workers 3
near the ear. Dosimeters were calibrated before and after use. The dosimeters were set up for hearing conservation: 90 dba criterion level, a weighted, slow response, 5 db doubling rate and 80 dba threshold. 3.2. CHEMICAL AIR MONITORING The following analytical methods were used during laboratory analysis. Benzene, Toluene, Ethyl Benzene, Xylene (BTEX) was sampled using 3M Organic Vapor Monitors. NIOSH Method 1501 was the analytical method used. Personal monitoring of Percent Lower Explosive Limit (% LEL) and Hydrogen Sulfide was accomplished using a RKI direct reading, datalogging, 4 gas meter. The meter was calibrated before use. Hazard Monitoring Worksheets are contained in Attachment 1. All samples were sent via Chain of Custody form to Analytics Corporation for analysis. The American Industrial Hygiene Association (AIHA) accredits this laboratory. A blank was also prepared for each set of and type of constituent. 4. RESULTS 4.1. PERSONAL NOISE MONITORING Results are shown in Table 4-1. Results are shown graphically in Attachment 2. CONCLUSIONS 5.1. PERSONAL NOISE MONITORING No sample results were above the 8 hour exposure Action Level of 85 dba. 5.2. CHEMICAL AIR MONITORING All sample results were below the 8 hour PEL-TWA standards. 6. RECOMMENDATIONS 6.1. PERSONAL NOISE MONITORING The following recommendations are made: 1. Notify the workers who were part of the air monitoring of the results using the notification letters in Attachment 5. The information is considered confidential. 2. Post graphs without the names of the workers monitored so all employees can be notified of the results. 5
