Statements of Qualification will be accepted by the City of Largo, Office of Management & Budget, Largo City Hall, 201 Highland Ave., Largo, Florida 33770, until 4:00 p.m., Local Time August 9, 2011 The anticipated scope of services includes, but is not necessarily limited to: Site Selection and Planning Space Needs Analysis Schematic Design Design Development Interior Design Services, including Assistance with FFE selection and coordination Construction Documents Technical IT Needs Analysis and Design Assistance with Procurement/Subcontractor Evaluation Construction Administration Services Energy/Operating Cost Analysis Assistance with securing grants and fund-raising Site Permitting Additional scope of services may include: Equipment Relocation Certification of Equipment Data Circuit Re-location Testing of Network Project Description and Design Criteria The City of Largo Information Technology (IT) Department currently operates a centralized data center and telecommunications switch infrastructure within the City Hall building located at 201 Highland Avenue, Largo, FL 33770. The City Hall building has been determined to not be hurricane survivable. Therefore, the City has decided to construct a new stand-alone building to house the centralized data center and telecommunications equipment. The estimated size of the new Data Center building is 2,500 to 3,000 square feet. The new facility should accommodate a minimum of 50% growth beyond current
equipment space needs. The building would be designed to withstand a Category 5 hurricane in accordance with applicable provisions of the Florida Building Code, have full emergency electric power generation capability, and not be located in a flood plain. The Municipal Complex site, where the City Hall is located, is in a flood plain; therefore, it is not a suitable location for the new Data Center. The building should be a minimum industry standard Tier 2 data center, with preference for Tier 3 infrastructure. The current Data Center at City Hall supports the following: 6 HP Computer Server racks (currently full) 60 HP DL380 and DL580 servers One C7000 blade chassis using 220 volt power 6 Data communications racks currently full (Of these, 3-4 will move to new Data Center) SAN data storage system (planned for FY 2012) Multiple outside vendor data circuits and fiber connections The current UPS device is housed in a separate room, and Inergen Fire Suppression is installed in the current computer room. The new facility will include the City telephone switch, currently taking up 3 racks in a separate room in City Hall. Current square footage: Server Room: 800 sf UPS Room: 200 sf Phone Room: 200 sf Staff area: 500 sf The design team needs to include not just an architectural firm and appropriate consulting engineers, but also an information technology consultant who can identify the technical infrastructure needs of the new Data Center and design its integration into the existing City data and telecommunications networks. The City would like to consider/investigate self cooling / self contained server racks in the new Data Center. The design contract will include two phases. The first will include the identification and analysis of alternative building sites and determination of the space and technology infrastructure needs of the new Data Center. The second phase will include design and construction administration of the facility and integration into the City data and telecommunications networks. Concurrent with this RFQ for design services, the City has also issued a Request for Qualifications for the selection of Construction Manager at Risk services. The CM firm will participate as a member of the design team and be responsible for keeping the project within budget. The project will be co-managed by Facilities Manager Glenn Harwood and IT Director Harold Schomaker. The City's project executive will be Assistant City Manager Henry Schubert. INSTRUCTIONS TO PROPOSERS REQUEST FOR QUALIFICATIONS (RFQ) RFQ#: 11-Q-375 Date: July 8, 2011 1. Purpose This Request for Qualifications (RFQ) was issued to obtain the services of a registered architect to assist the City in the design and construction of the new City of Largo Data Center. 2. Form of Proposal In preparing the Statement of Qualifications, interested architectural firms will need to organize their SOQ in the following format: Cover Letter Table of Contents A. Introduction - General background information. B. Qualifications - Identify proposed staff, their qualifications, and other resources relevant to the scope of work. In this section the architect must identify who would provide these consulting services should they become necessary: 1) site civil, 2) landscape, 3) structural, 4) mechanical, 5) electrical, 6) plumbing 7) interior design, 8) technology. C. Project References - Document experience in providing services similar to those being requested. Submission of OMB Form SF 330 (Architect-Engineer Qualifications and Related Services Questionnaire) is required. D. Other Relevant Information. 4. Submission and Receipt of Statements of Qualification a. Five (5) bound copies of the Statements of Qualifications (SOQs), one marked original and four (4) copies, plus one CD-ROM or DVD must be received before the specified time as designated in the Request for Qualifications. A list of firms who submitted SOQs will be furnished upon request. b. SOQs shall be submitted in a sealed envelope. The envelope shall show the hour and date specified for receipt of the SOQ, the contract number, and the name and address of the firm. c. The City of Largo is not responsible for the U.S. Mail or private couriers with regard to mail being delivered by the specified time so that an SOQ can be considered. d. E-mail and Facsimile (FAX) proposals will not be considered, however, SOQs may be modified by e-mail and FAX notice, provided such notices are received prior to the hour and date specified. e. Late SOQs will not be considered. f. All SOQ's must be signed with the firm name and by an officer or employee having authority to bind the firm by his/her signature. 5. Right to Reject Statements of Qualifications Right is reserved to reject any or all Statements of Qualifications. The City will not pay costs incurred by any proposer for the preparation of SOQs.
6. Evaluation Criteria and Presentations Statements of qualifications will be evaluated by a panel of representatives from the City Manager's Office, Public Works Department Facilities Management Division, and the Information Technology (IT) Department. This staff panel will invite up to five firms to a presentation/interview session. Presentations will be scheduled for 20 minutes, followed by a 40 minute interview period. It is expected that the persons who would be assigned to the project would attend these sessions, not just firm executives and marketing staff. Following the presentations, the staff panel will rank the firms, and submit the ranking to the City Commission for approval to negotiate a scope of work and fee with the top ranked firm. Evaluation criteria are as follows: Ability, capacity and skill to perform the contract or provide the service requested. Experience on similar projects Required Firm must have experience designing centralized data centers that serve public or private entities having multiple operating locations. Required -Firm must have experience working with construction management firms participating in both the design and construction phases of projects. Required Firm must have Florida design experience Experience in balancing cost and design. Experience of personnel assigned to the project. Experience working with facility users, advisory boards, staff, elected officials, and the public. Required Demonstrated experience working in a collaborative team environment with City staff and other stakeholders during the design process. Experience designing sustainable buildings, with emphasis on energy conservation. Location of office and personnel to be assigned to the project. 7. Contract Award Firms making presentations will be ranked using the evaluation criteria described above. The City anticipates entering into contract with the highest ranked firm, in accordance with the requirements of the Competitive Consultants Negotiation Act, Section 287.055, Florida Statues. The final scope of work and fee will be negotiated with the selected consultant. NOTE: The contract will be the City's Professional Services Agreement (attached). Firms unable to enter into the Professional Services Agreement as presented should not participate in the RFQ process. 8. Fiscal Non-Funding Clause In the event sufficient budgeted funds are not available for a new fiscal period, the City shall notify the vendor of such occurrence and contract shall terminate on the last day of the current fiscal period without penalty or expense to the City. 9. Conflict of Interest The bidder certifies that, to the best of his knowledge or belief, no elected/appointed official or employee of the City of Largo, a spouse thereof or other person residing in the same household, is financially interested, directly or indirectly, in providing the goods or services specified in this bid. Financial interest includes ownership of more than five percent of the total assets or capital stock or being an officer, director, manager, partner, proprietor, or agent of the business submitting the bid or of any subcontractor or supplier thereof providing goods or services in excess of ten percent of the total bid amount.
Additionally, the bidder, on company letterhead, must divulge at the time of bid submittal, any relative, other than those already specified, of an elected /appointed official or employee of the City of Largo who has a financial interest, as defined herein, in providing the goods or services specified in the bid. The City, at its sole discretion, will determine whether a conflict exists and whether to accept or reject the bid. 10. Licenses and Permits The Consultant shall secure all licenses and permits necessary to conduct business in the City of Largo and shall comply with all applicable laws, regulations and codes as required by the State of Florida or by the City of Largo. The Consultant must fully comply with all Federal and State laws, and County and Municipal Ordinances and Regulations effecting the performance of the work. 11. Public Entity Crimes A person or affiliate who has been placed on the convicted vendor list following a conviction for public entity crime may not submit a bid on a contract to provide any goods or services to a pubic entity, may not submit a bid on a contract with a pubic entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, for CATEGORY TWO for a period of 36 months from the date of being placed on the convicted vendor list. 13. Project Drawings and Documents All project related drawings shall be generated in Microstation V8, or AutoCAD 2004 or later. All project related documents, except drawings, shall be generated in formats that do not require the purchase of proprietary software for viewing and editing. Sample formats include: TXT, odt,ods,odp, and PDF.
