The Town Centre Renaissance Strategy (May 2010) contains the following statements:..to conserve the qualities of Town Centre while enhancing and improving the negative aspects of the function and appearance of the town. To create a vibrant town centre which balances the requirements of retail, residential, office and leisure uses around an efficient network of public transport and a high quality High Street Following on from the success of the High Street improvement scheme a vision for the future development of William Hunter Way should be produced The above are a clear indication of the stated need to develop the William Hunter Way site. This is also supported by the priorities listed under A Prosperous Borough in the Corporate Plan 2013-2016. Accordingly the Council has created the William Hunter Way project to address the above needs. To that end the following have been agreed in relation to the development of William Hunter Way. An options paper with recommendations was agreed at the Extraordinary Council Meeting 7 th April 2014. Option 6 (combined with de-risking the site) was agreed at the Extraordinary Council meeting A borough wide consultation was carried out between 1 st September 2014 and 5 th November 2014 and recommendations agreed at Ordinary Council 10 th December 2014. Nine letters have been issued to parties expressing interest in the WHW site. The final options paper is included at Appendix 1. 2.2 Project Management Services Council requires professional support to realise a project of this scale and complexity. For this reason they have decided to appoint an Independent Project Management Team, who can provide supporting expert advice and project manager services, to provide the necessary expertise to ensure the delivery of a successful project in terms of quality, cost, programme, risk and good governance. The Project Management Team will have a direct relationship with Philip Ruck, Borough Council s designated point of contact for the project. However, the Project Manager will also have regular liaison with the project working group and relevant committee who represent. place a significant value on the quality of the appointed Project Management Team with particular emphasis on their commitment and passion shown to the project, ability to engender good working relationships between teams and stakeholders and have significant experience in developing and managing effective communication and project protocols. Key will be a strong record of delivery in this type of project.
