DEPARTMENT OF BUILDING PERMITS & INSPECTIONS Fourth Quarter Review and Analysis - FY 203 The mission of the Department of Building Permits and Inspections is dedicated to the service of the Community by ensuring that the health, safety and welfare of the citizens of Salisbury are addressed through its responsibilities in the administration and enforcement of adopted building construction, plumbing, zoning and fire codes of the City of Salisbury. In its commitment to protect structures and those occupying such structures, the Building Department strives to afford an efficient and responsive environment by providing consistent, organized and courteous service to the public. The principal function of the Department is the administration and enforcement of the following codes and ordinances. International Building Code 2009: Governs the administration and inspection of all types of construction, alterations, equipment, repair and removal of buildings. The IBC also regulates fire safety, egress, and structural requirements. International Residential Code 2009: Governs the construction and alterations of single family dwellings, duplexes and townhouses. International Energy Conservation Code 2009: Governs and regulates minimum energy conservation requirements for new buildings City of Salisbury-Zoning Code: Regulates the use of land, building height, and area requirements for yards and other open spaces. Regulates existing nonconforming uses, establishes use districts, and maintains standards for development. National Standard Plumbing Code 2006: Establishes standards to insure that water and sewage facilities and fixtures are installed in such a manner to protect health. International Mechanical Code, 2006: Provides standards to safeguard life, health, and property by the regulation of the installation of mechanical systems and appurtenances, including ventilation, heating, air conditioning and refrigeration systems. National Electric Code 2009: Provides practical safeguarding of persons and property from hazards arising from the use of electricity. The NEC is published by the National Fire Protection Association and is used throughout the country and internationally for the installation of electrical conductors and equipment for both public and private premises. State of Maryland Fire Prevention Code 2006: Addresses the fire protection of construction and occupancy features necessary to minimize the danger to property and life from fire, smoke and fumes. The code also identifies the minimum criteria for the design of egress facilities to address prompt escape of occupants from buildings in emergency situations. The NFPA also contains the National Gas Code and The National Electric Code. State Accessibility Code: The code establishes minimum standards for those with physical disabilities to access and to use public facilities. City of Salisbury-Flood Plain Ordinance: Establishes and regulates special conditions for safe construction in areas designated by FEMA.
