OVERVIEW What is a Webster Visa Prepaid Debit Card? A Webster Visa Prepaid Debit card ( the Card ) is a General Purpose Reloadable (GPR) prepaid debit card. You load money onto the card, spend it and load it again. You can make purchases or pay bills virtually anywhere Visa Debit cards are accepted. You can make free cash withdrawals at Webster ATMs or at other ATMs for a fee. It s easy to add money at Visa ReadyLink locations and participating Webster banking centers. Plus, you have access to online tools such as balance inquiries and alerts to help you manage your spending. The Card can be issued to you instantly at one of our participating banking centers, or through the mail if you order it online using our designated website. Only current Webster checking or savings account holders may order the card online. An instant issue card is issued at a participating banking center. After you reload your card 3 times, you will automatically receive a personalized card, embossed with your name that will be mailed to you. The card will be mailed within 7 to 10 days and will have a different card number than your instant issue card. Your funds will be available on your personalized/ embossed card once you have activated it and created a PIN. How does the Webster Visa Prepaid Debit Card work? Load your card You can load cash to your card at any of our participating banking centers, at stores displaying the Visa ReadyLink logo or online (if you have a Webster checking or savings account.) Use your card Shop online or in stores or withdraw cash at an ATM or banking center. Reload your card Add money to your card as needed, so you have funds to spend. Plus, you can set up online access at WebsterBank.com/prepaid to receive Account Alerts (refer to Fee Schedule), view your balance and recent activity, and transfer money to your Card from a Webster checking or savings account. What are the benefits of owning a Webster Visa Prepaid Debit Card? It's safer than cash, and you can rest easy knowing your money is FDIC insured. Since you can t spend more than is on the card, you won t be charged overdraft fees. No, the Card is a prepaid debit card that you manage by adding funds to it. How is the Webster Visa Prepaid Debit Card different from a gift card? The Webster Visa Prepaid Debit Card is reloadable, so you can continually add money to your card with cash or funds from a Webster checking or savings account. No need to purchase a new card when your card is empty simply reload it. Unlike many gift cards, your Webster Visa Prepaid Debit Card, allows you to: Make ATM withdrawals Get cash at participating Webster banking centers Check your balances Load money to your Card at participating banking centers or at Visa ReadyLink locations Please note: Not all services may be available at all ATMs. You are only permitted to withdraw cash or check balances from Webster ATMs. If you withdraw cash, or check balances at a non- Webster ATM, we may charge a non-webster ATM fee in addition to the charge imposed by the non- Webster ATM operator. Open a Card How can I get a Webster Visa Prepaid Debit Card? Stop in to a participating Webster banking center to purchase a Card. You will receive an instant issue card that you can start using right away. After you reload your card 3 times, you will receive a personalized card embossed with your name on it. It will arrive in the mail within 7-10 days. The personalized card will replace any previous card issued. Once you activate your new card, safely destroy your old card as it is no longer valid. Your instant card will automatically become inactive after 30 days of your embossed card's issuance. How do I activate my Webster Visa Prepaid Debit Card? To activate your card, call 1.866.242.0861 from any phone when you receive your card. 3
What can I do with the instant issue Webster Visa Prepaid Debit Card? The instant issue card you receive at the banking center will be fully functional once you activate the card and set up a PIN. Call 866.242.0861 to activate your card and set up a 4 digit PIN. Once you have set up your PIN, you may use the card at ATMs or make purchases that require a PIN number. You can use your card to shop virtually anywhere VISA debit cards are accepted. Once the card is activated you can enroll online with your card. How much does it cost to purchase a Webster Visa Prepaid Debit Card? There is $3.00 fee to obtain a Card. Can anyone get a Webster Visa Prepaid Debit Card? You must be at least 17 years old and provide satisfactory identification to be eligible for the Card. How many Webster Visa Prepaid Debit Cards can I own? You may own more than one Webster Visa Prepaid Debit Card; however, we may limit the number of cards issued to you at our sole discretion. Where will Webster mail my personalized (embossed) Webster Visa Prepaid Debit Card? We will mail your personalized card to the address you provided when you purchased the card at a Webster banking center. A personalized (embossed) card will automatically be sent to you after the third time your reload the card. It will arrive within 7-10 days. LOAD & RELOAD How can I add money to my Webster Visa Prepaid Debit Card? Visit a participating Webster banking center, or Visit a Visa ReadyLink location (http://usa.visa.com/ locators/readylink-locations.jsp) or Transfer money online from your Webster checking or savings account, Can I use the Webster Visa Prepaid Debit Card at an ATM? Yes. You can use your Card to get cash at over 300 Webster ATMs and other participating non-webster ATMs. Find Webster ATM locations by visiting WebsterBank.com/prepaid. Please refer to the Webster Visa Prepaid Debit Card Fee Schedule, as fees may apply. When I use my card at the ATM, will my account number be printed on the receipt? If you use an instant issue card, your receipt will show the last 4 digits of your instant issue card. If you use a personalized (embossed) card, your receipt will show the last 4 digits of your personalized (embossed) card and the last 4 digits of your original instant issue card. 4
Can I add money at Webster or non-webster ATMs? No, at ATMs, the Card can only be used to withdraw funds or check your card balance. Does the Webster Visa Prepaid Debit Card have a minimum or maximum balance requirement? There is a minimum load/reload limit of $20.00 There is a card maximum limit of $3,000.00 READY TO GO! How does the Webster Visa Prepaid Debit Card work? Once you purchase a Card at a participating Webster banking center, you can use it virtually anywhere Visa debit cards are accepted. You can shop online, pay bills or withdraw cash from an ATM. Can I use my Webster Visa Prepaid Debit Card immediately after adding money? You can use your Card immediately after you load cash at a participating Webster banking center or ReadyLink location and have activated your Card and set up a PIN. Please note: Funds may not be available for immediate use when transferred online from your checking or savings account. Can I use my Webster Visa Prepaid Debit Card in other countries? Is there a cost or fee for doing so? Yes, you can use your Card internationally virtually anywhere Visa debit cards are accepted. If your purchase is not completed in U.S. Dollars, it will be converted or exchanged to U.S. Dollars. The exchange rate will be applied either by the network that processes your transaction or the government-mandated rate in effect for the date that the network processes your transaction, which may be on a date that is different from when you actually used the card. In addition, a 3% Exchange Rate Adjustment Fee will be added to the converted amount. Can I get cash at the register when I am making a purchase with my Webster Visa Prepaid Debit Card? You can get cash back at a checkout terminal during a PIN-based transaction if the merchant supports it. Just select "debit" or "ATM" at the register. Is there a fee for using a non-webster ATM? Yes. There is a $2.50 fee. The non-webster ATM owner may impose an additional fee. See the Fee Schedule for details. Can I split a purchase, paying with my Webster Visa Prepaid Debit Card and a portion in cash? You may do so if the merchant allows it. Can my Webster Visa Prepaid Debit Card purchases be declined? Most merchants ask us to authorize your purchase. When we give authorization to a merchant, we will hold funds on your Card, generally for up to 3 business days (longer holds may apply), to pay for your purchase. For gas station purchases, up to $50 may be 5
temporarily reserved when you use your Card to pay at the pump. To avoid a declined purchase or incurring a hold greater than your actual purchase, pay for gas purchases at the cashier. Additionally, certain rentals (e.g. cars, trucks and boats) are not eligible purchases with the Card and will be declined. See complete Webster Visa Prepaid Debit Card Terms and Conditions for details. When swiping my card, should I select "credit" or "debit"? You have a choice and it is always up to you: If you select "credit," you will not need to provide your PIN and you may need to sign a receipt. If you select "debit" or "ATM," you will need to enter your PIN. You can use the "debit" option to withdraw cash with your purchase. Will I be credited if I need to return or exchange a purchase? Any credit for returned or exchanged merchandise must come from the merchant and is subject to their policies. It may take up to seven business days after we receive credit from the merchant to add it back to your balance. Can I pay bills or make payments with my Webster Visa Prepaid Debit Card? Yes. You can pay bills using your Card number at biller sites wherever Visa debit cards are accepted. Are there any limits on transactions? Yes. You may withdraw up to $500 cash per day from the ATM, and you may make purchases totaling up to $3,000 per day. (See the Webster Visa Prepaid Debit Card Terms and Conditions for details.) Can I build my credit rating by using the Webster Visa Prepaid Debit Card? No. The Card will not help build your credit rating. The Card is not a credit card so there are no payments that would be reported to credit agencies. MANAGING YOUR WEBSTER VISA PREPAID DEBIT CARD How can I manage my Webster Visa Prepaid Debit Card online using Webster Bank.com? You will be directed to https://www.consumercardaccess.com/ webstergpr The following will need to happen prior to creating your User ID You must activate your Card and create a PIN prior to creating your user ID. You will receive an automated phone call to the phone # you chose when you purchased your instant issue Card at the Webster banking center. A code will be presented on the computer screen and you will need to key that into the telephone key pad to proceed with the enrollment of your Card. Please note: Each Card must have its own User ID and Password (i.e. your instant card would have one and your personalized card would have one) 6
Once enrolled you can: Add funds to your Card at a Webster banking center, Visa ReadyLink location or from your Webster checking or savings account. Make cash withdrawals at ATMs. Make purchases with your card. View monthly electronic statements. (Fees apply for paper statements; see the Fee Schedule for details.) Set up Email or Text Alerts to help you manage your Card. How do I set up and manage my Account Alerts? Account Alerts are available to you and are simple to set up. Most Alerts can be sent to you via email or text message (fees may apply; refer to your Webster Visa Prepaid Debit Card Fee Schedule.). You can see a banker at a Webster banking center to sign up for certain types of Alerts, or you can enroll by logging on to Webster Online and selecting the "Account Alerts" link in the Customer Center to set up and manage your Alerts preferences. You can customize your Alerts by setting dollar amount thresholds for different transactions, including ATM withdrawals and Webster Visa Prepaid Debit Card activity. We'll automatically notify you when activity on your account triggers one of the Alerts you've specified. Delivery of Alerts may be delayed for various reasons, including service outages affecting your phone, wireless or internet provider, technology failures and system capacity limitations. Alerts can be used to notify you of many different types of activities including: Your daily card summary When your balance falls below an amount you specify When a card transaction exceeds an amount you specify How can I see where I used my Webster Visa Prepaid Debit Card? You can see where you used your card by viewing your activity online via WebsterBank.com/prepaid. Will I get a paper statement? You can view your statement and update your statement preferences online at any time. Paper statements are also available but fees may apply, refer to your Webster Visa Prepaid Debit Card Fee Schedule. How can I check my Webster Visa Prepaid Debit Card balance? There are several convenient ways to check your balance. Sign up for mobile text Alerts. Once signed up for text alerts, you can text "bal" to 24273 and we'll send a text back with your available balance (see Fee Schedule). You can logon to enroll at: https://www. consumercardaccess.com/webstergpr, or call 1.866.242.0861 or visit any Webster ATM to obtain your balance. 7
There is no charge from Webster but message and data rates may apply. Such charges include those from your communications service provider. Can a Webster Visa Prepaid Debit Card have a negative balance? A negative balance may occur if the final purchase amount the merchant submits to us is greater than the amount we originally authorized, or the merchant processes a transaction without prior authorization. You should immediately add more money to card to bring your balance above zero. Please note: if your account does not have enough to cover the monthly service fee, we will debit your card down to zero and not bring your card negative. There are no overdraft fees for Webster Visa Prepaid Debit Cards. ONLINE CARD AND PIN INFORMATION How do I set up online access? To set up online access to your card, visit https://www.consumercardaccess.com/webstergpr. If you have any questions, you can call customer service at 1.866.242.0861. How do I change or update my online profile? You can see and update your profile settings in the Customer Card Access site: https://www.consumercardaccess.com/webstergpr, or call 1.866.242.0861. What should I do if I forget my User ID and/or Password? Go to and click "Forgot User ID and/or Password." Then follow the prompts to retrieve your current log-on information or create a new User ID or Password. How do I request a new PIN for ATM access and in-store purchases? Call 1.866.242.0861 to request a new PIN. What should I do if I forget my PIN? Call 1.866.242.0861 to request a new PIN. What can I do to keep my PIN and password secure? Do not create an obvious PIN or password like your birthday or a pet's name. Never give your PIN to anyone and avoid carrying it with you. Change your PIN from time to time. Are there any fees for using the Webster Visa Prepaid Debit Card? Yes, there are fees associated with the Card. Please refer to the Webster Visa Prepaid Debit Card Fee Schedule for details. Does the Webster Visa Prepaid Debit Card expire? Yes. The card will expire on the date listed on your card. We will send you a new card approximately 60 days before it is set to expire. Can I dispute a Webster Visa Prepaid Debit Card transaction? Yes. To dispute a transaction, please call 1.866.242.0861. You will need to provide the following: Your name and account number A description and explanation of the error The dollar amount of the error Additional information may be requested and needed to process the transaction What if my card, PIN or password is lost or stolen? Am I protected against any fraudulent charges or identity theft? If your card is lost, stolen or damaged, call us immediately at 1.866.242.0861. Your Webster Visa Prepaid Debit Card comes with Zero Liability protection, which means that you will not pay for any unauthorized transactions as long as they are reported promptly. Yes, the funds credited to your Card may be covered by FDIC insurance. Please call 1.866.242.0861 for assistance. How do I close my Webster Visa Prepaid Debit Card? To close your Webster Visa Prepaid Debit Card, call 1.866.242.0861. The card cannot be closed if there are any pending transactions or any funds remaining on the card. Can I rent cars, trucks, or boats with my Webster Visa Prepaid Debit Card? No. Certain rentals such as these are not eligible with the card and will be declined at the point of sale.
