Implementing the Single Window Three enablers provide the means for Partner Government Agencies (PGAs) to participate in ACE Partner Government Agency (PGA) Message Set - Establishes a single, harmonized set of information to be collected electronically from international traders by CBP on behalf of PGAs Interoperability Web Services - Provides a system-to-system pipeline for data transfer between CBP and PGAs Document Image System (DIS) - Allows trade members to supply images of needed documents electronically during the cargo import and export processes The ACE portal provides PGAs with a graphical user interface (GUI) to view the data in ACE, search on that data and run reports. The ACE portal is a consistent interface across PGAs that differs only by their particular information and processing needs. 5

PGA Onboarding Process MOUs between CBP and PGAs address data to be shared Technical work depends on type of data exchange To-be vision determines business rules for development Legal / Policy changes with long lead times must be considered Outreach to trade partners is crucial! Pilots help all parties verify business process flow 6

PGAs Onboarding Plans Each PGA s Onboarding Plan document will establish: The PGA s decisions regarding its intended use of ACE enablers: Use of PGA Message Set, Document Imaging System (DIS), or a combination for data and document inputs. Use of Interoperability Web Service (IWS) or ACE portal for data access. Selection of ACE behavior related to events. Any need for a PGA to revise existing, or enact new policies or regulations. The PGA s plans to coordinate and communicate with trade customers and vendors, including providing training. Communication channels and Points of Contact (POCs) for the PGA to communicate with CBP s technical and business teams. PGA s plans to engage in pilot or a small scale operation of the PGA s ITDS solution to test and fully understand systematic / operational impacts 7

Animal and Plant Health Inspection Service (APHIS) Automated Commercial Environment (ACE) International Trade System (ITDS)

Mission To protect the health and value of American agriculture and natural resources. To promote the health of U.S. agriculture in the international trade arena, APHIS develops and advances science-based standards with trading partners to ensure America's agricultural exports, worth more than $150 billion annually, are protected from unjustified restrictions. Along with our partners at the Department of Homeland Security (DHS) Customs and Border Protection (CBP) Agriculture Programs and Trade Liaison Staff (APTL), we ensure that commodities traded internationally are free of animal and plant pests and diseases through the inspection and certification of agricultural commodities being shipped into and out of the country.

CBP conducts all other inspections and makes admissibility determinations at ports of entry Homeland Security Act of 2002 Agriculture Quarantine Inspection functions in the ports of entry were transferred from USDA to DHS Memorandum of Agreement between APHIS and CBP APHIS handles policy Safeguarding American Agriculture Agriculture Quarantine Inspection Functions APHIS handles policy and Veterinary Services Veterinary Medical Officers perform inspections of live animals at ports of entry Plant Health Safeguarding Specialists perform inspections and conduct treatments for propagative material at ports of entry

Goals Maximize electronic collection of 1295 data elements found on 46 Licenses, Permits, Certificates, and other documents (LPCO s) Utilize data to further identify commodities, certify health, provide import conditions, and instructions for inspection Reduce overall paperwork Ultimately connect APHIS systems with ACE More efficient decision-making by Federal Agencies Reduction in time required for clearance of legitimate goods Reduction in time and costs to both trade and Federal Agencies

Partner Government Agency (PGA) Activities Commercial Targeting and Analysis Center (CTAC) provides a real-time collaborative environment for sharing of information across Federal participants Border Interagency Executive Council (BIEC) Process Coordination Committee works to enhance collaboration, standardization, transparency, and accountability BIEC Risk Management Committee works to identify areas for adaptability, practicality and customization of processes while enhancing data quality Customs Operations Advisory Council (COAC) Messaging Committee works to streamline and enhance messaging between trade and Federal Agencies BIEC and COAC External Engagement Committees conducts outreach to all stakeholders impacted by ACE/ITDS

PGA Message Set Guidance Draft document submitted and posted to CBP.GOV Additions and edits will be ongoing based on OMB guidance PGA Message Set, Appendices, Business Rules 70% complete Discussion with ACE Business Office and APTL anticipated within 30 days Discussion with trade representatives will then be initiated
