For partial months, leave accrues at the rate of 1/2 day for any period of six days or less. The account balance of accrued leave must be reduced to 60 days (75 days through September 30, 2015) at the end of the fiscal year. 10 USC 701 (d) DoD 7000.14-R, Vol. 7A, Ch. 35, Para. 350102B DoDI 1327.06, GLOSSARY, Part II, Accrued Leave Active Duty The term "Active Duty" means full-time duty in the active Service of the United States. Such term includes full-time training duty, annual training duty, and attendance, while in the active Service, at a school designated as a Service school by law or by the Secretary of the military department concerned. Such term does not include full-time National Guard duty. Page 3 of 9

10 USC 101 (d)(1) Commander A commissioned or warrant officer who, by virtue of rank and assignment, exercises primary command authority over a military organization or prescribed territorial area that under pertinent official directives is recognized as a "command." DoDI 1332.30, Glossary, Part II, commander Convening authority The convening authority is a unit or organization commander authorized to convene boards to address non-punitive and punitive actions, to include investigations, article 15s, and court-martial actions. MCM (2012), Part II, R.C.M. 306 Court-martial A trial held in a court consisting of commissioned officers and some enlisted personnel for the trial of members of the armed forces or others within its jurisdiction. General, Special, and Summary are the three types of Court-Martial. 10 USC 822 Deceased A casualty status applicable to a person who is either known to have died, determined to have died on the basis of conclusive evidence, or declared to be dead on the basis of a presumptive finding of death. E2.20 Educational Assistance Education Assistance must be taken to mean the direct provision of any course of advanced education by the Secretary concerned, reimbursement by the Secretary concerned for any course of advanced education provided by another department or agency of the federal government, or the payment, in whole or in part, by the Secretary concerned for any course of advanced education provided by any public or private educational institution or other entity, but such term does not include the payment for any course of advanced education which is paid for under Chapter 106 or 107 of Title 10. 10 USC 2005 (d)(2) Excess Leave Leave granted that exceeds accrued and advance leave and for which the Service member is not entitled to pay and allowances. Generally, a negative leave balance at the time of release from active military duty, discharge, first extension of an enlistment, desertion, or death shall be considered excess leave regardless of the authority under which the leave resulting in the negative balance was granted. DoDM 1000.13, Vol. 1, Glossary, Part II, member MGIB-SR Educational Assistance Allowance Increase for Critical Skills MGIB-SR Educational Assistance Allowance Increase for Critical Skills is a supplemental educational incentive of up to $350 for each month that the Services may offer to encourage MGIB-SR eligible members to fill critical specialties, skills, or units. E2.1.13 Montgomery GI Bill Selected Reserve The Montgomery GI Bill Selected Reserve (MGIB-SR) is a program, under regulations prescribed by the Secretary of Defense, to encourage membership in units of the Selected Reserve of the Ready Reserve to provide educational assistance to members of the Selected Reserve of the Ready Reserve who agree to remain members of the Selected Reserve for a period of not less than six years. 10 USC 16131 (a) Officer A commissioned or warrant officer. 10 USC 101 (b)(1) Physical Evaluation Board The Physical Evaluation Board (PEB) is responsible for determining whether a member of the armed forces is fit for duty. The PEB is responsible for determining a member's fitness and disability percentage ratings. The PEB may be directed by the Secretary concerned to evaluate or reevaluate any member if the Secretary has reason to believe that a medical condition of the member renders the member unsuitable for continued military service. 10 USC 1214a (c)(1) DoDI 1332.38, Encl. 4, Att. 1, Para. E4.A1.1.2.11.4 Reserve Component The Reserve Component includes the Army National Guard of the United States, Army Reserve, Navy Reserve, Marine Corps Reserve, Air National Guard of the United States, Air Force Reserve, Coast Guard Reserve, and the Reserve Corps of the Public Health Service. DoD 7000.14-R, Vol. 7A, Glossary, Reserve Components Secretary Concerned Secretary concerned is: - the Secretary of the Army, with respect to matters concerning the Army; - the Secretary of the Navy, with respect to matters concerning the Navy, the Marine Corps, and the Coast Guard when it is operating as a service in the Navy; - the Secretary of the Air Force, with respect to matters concerning the Air Force. 37 USC 101 (5) Selected Reserve The Selected Reserve consists of those units and individuals in the Ready Reserve designated by their respective Service, and approved by the Chairman of the Joint Chiefs of Staff, as so essential to initial wartime missions that they have priority over all other Reserves. Most Selected Reserve members are required to participate in a minimum of 48 scheduled drill or training periods annually and serve on Active Duty for training at least 14 days annually. Member Accrued Combat Zone Tax Exclusion Leave Monthly Balance Date Member Accrued Combat Zone Tax Exclusion (CZTE) Leave Monthly Balance Date is the calendar date on which the leave balance for combat zone tax exclusion leave is calculated for a DoD Military Service member. Member Accrued Combat Zone Tax Exclusion Leave Monthly Balance Quantity Member Accrued Combat Zone Tax Exclusion Leave Monthly Balance Quantity is the number of leave days a DoD Military Service member accumulates while serving in a designated combat location. Member Accrued Regular Leave Monthly Balance Date Member Accrued Regular Leave Monthly Balance Date is the calendar date on which the leave balance for accrued regular leave is calculated for a DoD Military Service member. Member Accrued Regular Leave Monthly Balance Quantity Member Accrued Regular Leave Monthly Balance Quantity is the number of leave days a DoD Military Service member accumulates while on Active Duty (excluding combat zone tax exclusion leave accrual). Member Debt Repayment Determination Amount Member Debt Repayment Determination Amount is the dollar amount of an indebtedness in which a DoD Military Service member is required to return to the United States government. Member Debt Repayment Determination Date Member Debt Repayment Determination Date is the calendar date on which a determination is made regarding the amount of indebtedness in which a DoD Military Service member will repay. Member Debt Type Member Debt Type is the classification of a DoD Military Service member s indebtedness to the United States government. Member Leave Period Accrued Day Quantity Member Leave Period Accrued Day Quantity is the number of days of accrued leave used by a DoD Military Page 6 of 9

Service member during his/her leave period. Member Leave Period Day Quantity Member Leave Period Day Quantity is the number of chargeable days that comprise a DoD Military Service member's completed leave period. Member Leave Period Excess Day Quantity Member Leave Period Excess Day Quantity is the number of days of excess leave used by a DoD Military Service member during his/her leave period. Member Leave Period Type Member Leave Period Type is the classification of a DoD Military Service member's executed leave period. Member Legal Charge Disposition Member Legal Charge Disposition is the resolution of a charge identified in the Manual for Courts Martial in which a DoD Military Service member is the subject. Member Legal Charge Identifier Member Legal Charge Identifier is the classification of charges identified in the Manual for Courts Martial in which a DoD Military Service member is the subject. Member Pay Grade Member Pay Grade is the personnel class and pay level on which a DoD Military Service member's basic pay is based. Member Pay Grade Effective Date Member Pay Grade Effective Date is the calendar date on which a DoD Military Service member's basic pay becomes effective. Member Reserve Component Active Duty Start Date Member Reserve Component Active Duty Start Date is the calendar date on which a Reserve Component DoD Military Service member's period of active duty begins. Member Reserve Component Active Duty Stop Date Member Reserve Component Active Duty Stop Date is the calendar date on which a Reserve Component DoD Military Service member's period of active duty ends. Member Reserve Component Active Duty Type Member Reserve Component Active Duty Type is the classification of an active duty period for which a Reserve Component DoD Military Service member performs. Member Reserve Component Category / Training and Retired Category Designation Start Date Member RCC/TRC Designation Start Date is the calendar date on which a Reserve Component DoD Military Service member's RCC/TRC designation begins. Member Separation Program Designator Member Separation Program Designator is the classification of a DoD Military Service member's separation (retired, discharged, or released from Active Duty) from a DoD Military Service. Member Uniformed Service Branch Member Uniformed Service Branch is the subordinate organization within the United States Department of Defense in which a DoD Military Service member is affiliated. Member Uniformed Service Component Type Member Uniformed Service Component Type is a specific category of a Uniformed Service Branch in which a DoD Military Service member is affiliated. Member Uniformed Service Component Type Start Date Member Uniformed Service Component Type Start Date is the calendar date on which a DoD Military Service member's association with a specific category of a Uniformed Service Branch begins. Member Waiver Type Member Waiver Type is a categorization of exceptions to policy authorized for a DoD Military Service member. Obligation Length Obligation Length captures the amount of time a DoD Military Service member is obligated to spend in Military Service and is established or changed when a DoD Military Service member incurs an obligation of service. This may be recorded as a combination of days, weeks, months, and years.
