OSEPA What is it about? The OSEPA project (Open Source Software in European Public Administrations) is co-funded by the European Commission through the Interreg IVC program. OSEPA aims to foster the relationship between European territories for the promotion of open source software in Public Administration at all levels of government. The project promotes networking, both virtually and face-to-face, and demonstrates the benefits to public organizations through contrasting experiences in European regions and municipalities. OSEPA explores the main qualitative and quantitative benefits resulting from FOSS adoption and use by public authorities. Within a two-year period, twelve best practices on FOSS usage by various organizations in different technical implementation fields have been identified and described in the Good Practice Guide. Best Practices Found Diffusion of open source software, Modena, Italy The use of open source software has been debated in the city council for the first time in 2004 and presented again in the following years. Main reasons: saving costs on software licence fees and diffusion of open source software culture. The first project included a migration from Microsoft Office to OpenOffice. The second project involved a replacement of mainframe with a Linux server. Best Practices Found MOODLE: e learning software platform, Nicosia, Cyprus In July 2008 the IT department, responsible for the development and support of software application within the Computer Science department of the University of Cyprus, took the decision to adopt the MOODLE platform as an alternative to the proprietary course management system previously used, blackboard. The adoption of MOODLE was overall successful, as there weren't any problems during the adoption of the software and not any migration was needed. Best Practices Found Migration to OpenOffice and adoption of ODF and PDF as standard document formats, Sweden In August 2009 the district council of the municipality of Alingsås decided to replace Microsoft Office with OpenOffice as standard office application and also to adopt ODF and PDF file formats as document formats for documents in a workflow and for fixed documents respectively. The municipality asked from suppliers of municipal management system to open up their applications for the open standard and drop the hard links to Microsoft Office.
