Louisiana Behavioral Health Partnership Magellan Health Services will manage behavioral health services under contract to the Office of Behavioral Health in the Department of Health and Hospitals (OBH/DHH). This managed care system is known as the Louisiana Behavioral Health Partnership (LBHP). 4

View From Three Altitude Levels The Waivers and State Plan Amendments (SPA) create the authorities that allows the state to develop alternative services to the standard fee-for-service Medicaid program 1915(b) umbrella waiver implementing the LBHP 1915(c) CSoC services for children 1915(i) adults with serious mental illness The Service Description Manual (SDM) more concisely defines the allowable services within the LBHP program in Louisiana Services approved by Centers for Medicare & Medicaid Services that the LBHP is allowed to fund as of March 1, 2012 Licensing Standards describes services at the most detailed level for services requiring state license 13

Magellan and the Service Description Manual Magellan of Louisiana provider contracts are developed using the Service Manual Codes spreadsheet Magellan reimbursement schedules sent out with the contracts correlate to Service Manual Codes and rates Magellan can contract only with providers meeting requirements defined in the manual for specific services We look forward to partnership and dialogue with individual Louisiana providers 21

Who Are the LBHP-eligible populations? Children There are two populations of children and youth eligible for LBHP services: Children and youth with behavioral health needs eligible for services from OJJ, DCFS, DHH and DOE Children and youth with significant behavioral health challenges or cooccurring mental illness and addictions in, or at risk of, out-of-home placements, eligible for the CSoC Out-of-home is defined as: Detention, secure care facilities, psychiatric hospitals, residential treatment facilities, developmental disabilities facilities, addiction facilities, foster care and alternative schools homeless, as identified by DOE 30

Who Are the LBHP-eligible populations? Adults Adults in need of addictions treatment. Adults with a functional behavioral health need, including: Individuals with acute stabilization needs Individuals with serious mental illness (federal definition of serious mental disorder) Individuals with major mental disorder Adults who have previously met the above criteria and need subsequent medically necessary services for stabilization and maintenance This includes adults with co-occurring disorders of mental illness and addictions 31

Eligibility Requirements by Payer Source State funding: Each Louisiana department has requirements for eligibility based upon its authorizing legislation and rules Other federal funding: Block grants and Substance Abuse and Mental Health Services Administration (SAMHSA) grants have unique requirements Medicaid eligibility: CMS and states each set rules for Medicaid eligibility: Eligibility categories (e.g., aged, blind, disabled) Income (e.g., eligibility based upon poverty level) State plan and waiver authorities have different eligibility requirements 32

How Will We Know Who Is Eligible for the LBHP? Each funding agent (Medicaid, OBH, DCFS, OJJ, DOE, etc.) is responsible for determining eligibility based upon their mandates Magellan, as the SMO, will manage eligibility: The eligibility rules and information on eligible individuals are provided to Magellan by each department Magellan tracks and manages department-based rules and maintains eligibility information through its information technology Magellan has different methods to track eligibility: Magellan website features Member Services call center Clinical Advisor the EBHR used by Magellan providers 33

What Are the Eligible Services for each Population? Services for each population vary depending on the funding source Focus today will be primarily on Medicaid services Some basics about Medicaid: State Plans and waivers identify broad service categories, e.g., substance abuse rehabilitation services, physician services, licensed practitioner services The goal is to keep the Medicaid services as broad as possible to allow states to implement evidence- and research-based practices without having to amend the state plan or waivers The State Plan does have to specify staff qualifications, typically as defined by the state, based upon state rules, with some guidance from CMS (e.g., licensure requirement) 34

Medicaid Service Categories and State-Level Service Definitions State manuals provide more detailed service information: Service definitions Billing codes/units of service Referral guidelines Today, we will focus on the service categories in the Medicaid State Plan and waiver authorities and their flexibility to provide cost-effective alternative services. 35

What Services Are Included in the Louisiana Medicaid State Plan? Medicaid State Plan basic services available to all Medicaid-eligible populations: Under the State Medicaid Plan, all Medicaid-eligible adults and children are eligible for the following medically necessary services: Services provided by psychiatrist Inpatient psychiatric care Emergency room care Substance abuse (addictions) rehabilitation services All Medicaid-eligible children are eligible for medically necessary early and periodic screening, diagnosis and treatment (EPSDT) services Non-Medicaid-eligible individuals may receive the above services through SGF, block grants and/or private insurance 36

Looking up Eligibility in Clinical Advisor Clinical Advisor is a web-based application provided as an electronic behavioral health record (EBHR) and practice management system to Magellan s contracted providers Clinical Advisor has lookup features for eligibility through any of Magellan s funding sources covering the entire LBHP 40

Clinical Advisor Eligibility Client Look-Up The user will be able to search for clients. In the example above, only the Last Name was entered to find members. Other search criteria elements could also be entered to limit the number of members returned. From this page, the user would double click on the member they want to choose. Providers can search for members using specific variables or combinations of variables to limit the search results. In the example above, only the Last Name was entered, which returns a list of members with the name entered. To select a member, the provider double-clicks the member name.. 41
