Competition Rules and Technical Information FIVB Regulations which have been in force since 01 January 2005 and the Black Sea Games Statute are valid in the Black Sea Games Volleyball Competitions. According to the Black Sea Games Statute, Volleyball events shall be held with at least the participation of 4 countries. Any problem which is not mentioned here shall be dealt with as follows: - Black Sea Games Statute shall be valid in general issues - FIVB Regulations shall be valid in technical issues
4.1. Participation The players must be 17 years and under 17 i.e. born in 1990 and after. Players must have the nationality of the country they represent and bring their individual passport or ID cards issued by the national government authority. 4.2. Competition Format The teams of the ten participating countries shall be divided into three groups. Competition Management All technical preparations and regulations shall be under the responsibility of the Turkish Volleyball Federation. 4.4. Drawing of Lots On 02 May 2007, drawing of lots took place in Istanbul among the 10 countries participating in the related sports event. During the drawing of lots; Head of the 3 Groups was determined by drawing of lots and the ranking of the first 12 teams from 2007 Youth Girls European Championships was taken into consideration such as Russia being the 5 th, Turkey being the 6 th and Ukraine being the 12 th.
Rest of the teams was seeded into 3 (A-B-C) groups according to the alphabetic order by drawing of lots. 4.6. Players Uniform The uniforms must be in conformity with CEV Rules. Each team must have available 2 sets of playing uniforms. Players name on the shirts are mandatory. Participating teams may be requested to have publicity on playing uniforms in accordance with CEV Regulations. 4.7. Official Volleyball Rules and Balls The competitions shall be played in accordance with the FIVB Rules of the Game in force. The only ball to be used for all matches and in training is the MIKASA MVP-200. 4.8. Training Each team participating to the related event will have a training sessions of 1 ½ hours at the competition halls on the 2 nd of July 2007 and will have 1 hour training on the match days.

5. Competition and Training Halls 5.1. 6. Composition of Delegations 6.1. Composition of Teams The composition of a team in Volleyball discipline shall be as follows: 1 Team Leader 3 Coaches 1 Equipment carrier 12 players (female) Each participating team is invited to bring one International Referee. 6.2. Extra Delegates Extra delegates are not allowed in the 1st Black Sea Games. 7. Entries and Technical Meetings 7.1 Entries Entries to the First Black Sea Games shall be done in four steps as follows: 7.1.1. Pre - entries First entry forms were received from the related countries on 19 January 2007. 7.1.2. Entries by number Second entry forms will be received on 09 March 2007. 7.1.3. Entries by number and name (Final entries) In Final entry forms, the countries shall inform both their numbers and names of the participants by 08 June 2007. 7.1.4. Entry confirmation Entry confirmation shall be done during the technical meeting of each sport.
7.2. Technical Meetings 7.2.1. Preliminary Inquiry The preliminary Inquiry shall start at 09.30 am on 2 July 2007 and it shall be in every half and hour for each participating federation s team and it shall end at 15.30pm. 7.2.2. Technical Meeting Technical meeting for Volleyball Teams shall be at 16.00 pm on 2 July 2007 and shall take place in the Games Village. 8. Referees Each participating team is invited to bring one International Referee. 9. Arbitration and Protests The FIVB Rules and Black Sea Games Statue shall apply to competitions. 10. Anti-doping During the Games, doping tests shall be carried out randomly. Moreover, blood and EPO analysis shall be done. 11. Medical Services All players are obliged to present a Health Certificate issued on 1 st June 2007 or later. Necessary medical services shall be supplied at the following venues during the Games: 1. At the competition venues 2. At the training venues 3. At the Games Village 12. Prize Ceremony The prize ceremony shall take place at the end of the final in the competition Hall.
