People First Is Utah s main self-advocacy organization for people with DD Logan Brigham City Provo Clearfield (PARC) Ogden South Valley South Valley Alumni American Fork Salt Lake City Utah State Development Center Spanish Fork Richfield Tooele Cedar City St. George Montezuma Creek Monument Valley Blanding Moab Price Vernal Roosevelt

Before 2004, People First was mostly supported financially by DSPD (DD services). Support Coordinators were charged with being local group advisors and state DSPD staff supported the State People First Board to plan and hold statewide quality of life conferences from 1997 to 2005.

Name of self- advocacy organization People First : local & state board Who provides the resource(s)? Utah Developmental Disabilities Council As of 1/1/11 Council awarded a contract to Family Advocacy that ties PF to the Grassroots Advocacy Partnership (GAP cross disability advocacy group) that provides small stipends for Regional Organizers (RO) throughout the state. These RO will help recruit, train, and support local PF groups. What resource(s) is provided? Staff support and small budget for reimbursement for transportation, supplies, food Goal of contract is to put together a nonprofit that will be able to do fund raising and move toward selfsustainability.

Local PF Groups were historically supported by case managers within the DD Services (State Employees) who now are private support coordinators. Some were willing to continue in advisor capacities and some were not. Council has funded special outreach to the Four Corner area of the state to provide resources for management and support of the 2 PF groups in the Navajo Nation.

Council Staff supported a statewide PF leadership Board and held leadership trainings and supports. Council used PF State Board to produce voting video resources, tips for running meetings, and tips for advisors available on Council website: www.utahddc.org Council budgets funds for Utah s elected Region 3 Representative to National SABE Board for Travel and Staff Support Council hosted a Region 3 Retreat at the National Ability Center in Park City recently. Council has sponsored several statewide retreats for PF State Board members

Council has provided opportunities for PF members to present within and out of state at national meetings. Council has provided scholarships and support for PF members to attend the National SABE Conferences since 2001 Statewide conferences were supported by DD Services until 2005 No Statewide self-advocacy conferences held since 2006

Finding and keeping advisors, especially since support coordination has been privatized. DD Services experienced cuts in services resulting in less emphasis supporting the selfadvocacy movement Council was the fall-back. The Statewide ARC of Utah previously supported a PF group in Salt Lake City, but the ARC closed its doors in 2007

Many Individuals have become recognized as leaders throughout the State and country. Self-Advocates have been elected as chairpersons for the Utah DD Council starting with Bryon Murray (VP to Chair in 2006-07) and followed by Kelly Holt (2008-2010) Utah encourages attendance at National SABE conferences and many self-advocate leaders have presented break-out sessions.

Push community living over funding institutional placements and have a respected voice in the system! Revitalization of local PF groups that will become self-supporting and become a successful non-profit with many different funding sources not just relying on DD Council support. Plan and hold Statewide and local Region Conferences.
