Qualifiers are described as a major deficiency in one or more of the following areas: Structural (roof, foundation, etc), Plumbing, Heating, Electrical, or Fire Safety GENERAL PROGRAM INFORMATION The objective of the program is to assist low-income households who live in substandard rental properties, by providing financial assistance to landlords to repair or rehabilitate the property to a minimum level of health and safety. The assistance is a fully forgivable loan, which does not have to be repaid provided the owner meets certain conditions. Units that qualify for the Rental RRAP program may also be eligible for the Rental RRAP for Persons with a Disability program which is a forgivable loan for modifications directly related to the disability.
Landlords may be eligible if they own three or more self-contained rental units; and intend to rent the units for permanent rental accommodation on at least a monthly basis to non-family members and can confirm the amount of rent being charged. A legitimate landlord and tenant relationship must exist. The landlord must obtain an income declaration from the tenant and agree to tell tenants what work will be done and how it will affect their rents. An inspector from the City of Brandon Planning Department, by way of a work description, will determine mandatory repairs. Inspection will be done according to RRAP guidelines and Manitoba Building Code. NOTE: THE PROPERTY OWNER MUST FUND THE COST OF MANDATORY REPAIRS IN EXCESS OF THE MAXIMUM FUNDING AVAILABLE. A mortgage or a promissory note in the amount of the forgivable loan secures the loan. Fire insurance coverage for the full replacement value of the property must be maintained. Loan approvals will be cancelled if work is not started immediately following the loan approval. The rents for assisted units before and after repair must remain at or below the median market rent established for comparable accommodation in the area where the property is located. The landlord must be willing to provide to Manitoba Housing and Renewal Corporation the income declaration from the tenants meeting the income requirements, and verification of income, before the final loan approval stage. Proof that property tax has been paid in full for the current year and that no monies are past due. 3. Status of Title report 4.
