SECTION 1 - DEFINITION OF TERMS For the purpose of this tariff, the following definitions shall apply: 1-800 Access The means of accessing the Company's network by dialing 800-950-1077, 1-800-950-1077, 800-437-7010, or 1-800-437-7010. 800 Service An arrangement whereby a customer may subscribe to one or more local business lines and receive and pay for user-dialed calls from points in the other 49 States, and U.S. Territories. Access Line A dedicated arrangement which connects a customer location to a GCI terminal location or a GCI switching center. Administrative Change The modification of an existing circuit or service at the customers request which does not involve the physical rearrangement of a circuit or facility or the reprogramming of service features. An administrative change generally involves the adjustment of records or coordinating processes to include billing record changes. Authorization Code A multi-digit code, one or more of which are available to Measured Use Service customers to enable them to identify individual users or groups of users, and thereby allocate the costs of their long distance service. Authorized User A person, firm or corporation who is authorized by the customer to be connected to the service of the customer. An authorized user must be specifically named in the application for service and a station of the private line service must be located on his premises. Billing Record Change A change in customer billing address. Business Customer A single, recognizable business entity whose access line(s) are designatedby the Local Exchange Carrier as business line(s). Calling Circle As used in conjunction with the Friends & Family Program, a Calling Circle is a group of up to twenty-one (21) U.S. telephone numbers (excluding U.S. Territories), including the number of the Subscriber, and up to three (3) telephone numbers in international locations served by GCI (including U.S. Territories). Within the group of 21 U.S. telephone numbers (excluding the Subscriber) all Alaska telephone numbers must be presubscribed to GCI for intrastate service and all telephone numbers in the other 49 states must be presubscribed to MCI. Telephone numbers which are not capable of being presubscribed to an interexchange carrier, and telephone numbers which are associated with GCI or MCI 800 Service (other than those associated with Personal 800), or MCI 900 Service, payphone numbers, institutional telephone numbers, and numbers associated with GCI or MCI services other than switched services will not be eligible for inclusion in Calling Circles.

Cancellation of Order A customer initiated request to discontinue processing a service order, either in part of in its entirety, prior to its completion. Cancellation charges will be assessed for each circuit-end or dedicated access line cancelled from an order prior to its completion by GCI, under the following circumstances: (1) if the local telephone company has confirmed in writing to GCI that the circuit-end or dedicated access line will be installed; or (2) if GCI has already submitted facilities orders to an interconnecting telephone company. (This differs from a Disconnection.) Channel or Circuit A path (or paths) for electrical communication between two or more stations furnished in such manner as the Company may elect, whether by wire, radio, satellite or a combination thereof and whether or not by means of a single physical facility or route. Channel Mileage The Great Circle mileage between Company's termination points. Channel or Circuit Termination A channel termination associated with each type of circuit. Company GCI Communication Corp or its subsidiary, GCI Network Systems, Inc. Company Calling Card A billing arrangement by which a call may be charged to an authorized 14-digit Company-issued number. Collect call The procedure by which the charges for calls, upon request, may be reversed, that is, charged to the called station, provided the charges are accepted at the called station. CONUS The Contiguous United States Conference Call A call which connects three or more main stations or private branch exchanges, or combinations thereof, on one connection at the same time. Conference Call Originator The originating station on a conference call. Credit Card A valid credit card issued by VISA, Mastercard, or JCB.

Customer The person, firm or corporation which orders service, and is responsible for the payment of charges and compliance with the requirements and regulations of the Company. Customer - Provided Terminal Equipment Terminal equipment, as defined herein, provided by a customer. Data or Facsimile Transmitting or Receiving Equipment Customer-provided equipment used in conjunction with message telephone service to transmits and/or receive data or facsimile through a customer-provided or Companyprovided data set. Dial Station Service where the person originating the call dials the telephone number desired and completes the message without the assistance of a Company operator, and the message is billed to the originating number. Disconnection A toll denial. Digital Data Service (DDS) Any forms of telecommunications using binary (or other) representations of data or analog level. Digitized voice or video involves sampling an analog waveform (from the mouthpiece of a telephone or the image sensor of a video camera), measuring the amplitude of each sample, and converting this measurement into a digital bitstream for transmission. Duplex Service Service which provides for simultaneous transmission in both directions. Exchange A unit established by a local exchange carrier for the administration of communication service in a specified area which normally embraces a city, town or village and its environs. It consists of one or more central offices together with the associated plant used in furnishing communication service within that area. Exchange Area The territory served by an exchange. Four-Wire Circuit A circuit using two one-way transmission paths, which include two carrier paths and two wire-pairs.

Great Circle Mileage between two points calculated by taking into account the curvature of the earth. Half-Duplex Service Service which provides for transmission alternatively in either direction, or for transmission in one direction only. Hertz A frequency unit equivalent to one cycle per second. Hometown Access Card A billing arrangement by which a call may be charged to an authorized 6-digit hometown access car number. Initial and Additional Period The interval of time allowed at the rate quoted for a connection between given points. The term "additional period" denotes the unit of time used for measuring and charging for time in excess of the initial period. Installation The establishment of a circuit, dedicated access line, port connection or other facilities for new or additional service. Interexchange Channel (as used in connection with private line services) That portion of a through channel which interconnects exchanges (or locations outside of exchanges in which stations or channel terminations Company office are located. Joint User A person, firm or corporation designated by the customer as a user of communication facilities furnished to the customer by GCI, and to whom a portion of the charges for such facilities is billed under a joint user arrangement. Kbs (kilobytes per second) A bite rate expressed in thousands of bits per second. LEC Calling Card A billing arrangement by which a call may be charged to an authorized LEC issued number. Local Calling Area The area within which telecommunications service is furnished to customers under a specific schedule of rates. A local calling area may include one or more remote area switching areas or portions of switching service areas.

Local Channel Used in connection with private line services denotes that portion of a through channel within an exchange which is provided to connect the main station with an interexchange channel. Where a station is not located in an exchange, the location of the station is considered to be an exchange, for the purpose of this definition. Local Exchange Carrier (LEC) A company which furnishes local exchange telephone service. Local Exchange Service A service provided by local exchange carriers in their exchange areas. Member As used in conjunction with the Friends & Family Program, a Member is a GCI or MCI customer whose telephone number is included in a Calling Circle. A GCI or MCI customer may be a Member of an unlimited number of Calling Circles. Move Used in connection with the application of move charges for private line services denotes a change in the physical location on the same or different premises, when made at the request of the customer, of channel facilities and items of equipment provided by the Company. Message Telecommunications Service (MTS) The telecommunications service provided between two or more rate centers. Multi-line Customer A customer who has more than one telephone number associated with his/her account. Multi-line Business Subscribe A business subscriber that maintains more than one business telephone line form the serving local exchange carrier. One-Way Transmission The capability of transmission in only one direction.

Other Common Carrier A person, firm, corporation or other entity which subscribes to GCI's communication services and facilities and resells those communication services and facilities to the public for profit. Unless otherwise indicated herein, the term "other common carrier" when used in this tariff also means "customer" and includes entities which are brokers of the service (act as intermediaries for the purposes of reselling), those entities which are processors of the service (enhance the value of the service through substantial incurred costs), and those entities which are underlying carriers (own transmission facilities) Overtime Service An occasional service furnished immediately preceding regularly recurring periods of service. Person-to-Person The service where the person originating the call specifies to the Company operator a particular person, mobile station, department or office to be reached. Physical Change The modification of an existing circuit or service at the customer's request which involves the physical rearrangement of a circuit or facility or the reprogramming of service features. A physical change generally involves a change in the nature of the service or the manner in which it is provided. Premises The space occupied by a customer or authorized user in a building or buildings on continuous property not separated by a public highway. Private Line The channels, channel terminations, channel arrangements and equipment furnished to a customer as a unit, that is, without intermediate channel switching arrangements. Private Line Network Two or more private line units of the same type contracted for by one customer and reaching one or more common service points. The lines may be operated separately or they may be connected or connectible by means of switching arrangements. Rate Center A specific geographical location from which mileage measurement is determined for the application of message telephone charges. Restoration The re-establishing of Private Line Service by rerouting, substitution of component parts, or otherwise, as determined by the carrier(s) involved.

Service Order Form A standard GCI order form which includes all pertinent billing, technical and other descriptive information which will enable GCI to provide the communication service as required. Service Point A place at which a station of the customer is located, or a place via which a channel is routed at the request of the customer. Single-line Business Subscriber A business subscriber that maintains only one business telephone line from the serving local exchange carrier. Speed Dial A signalling arrangement by which a Measured Use Service customer may elect to dial a pre-programmed number in place of a designated multi-digit number. Speed Line A signaling arrangement by which a customer may automatically signal a pre-determined multi-digit telephone number without the requirement of any dialed digits. Station The signalling unit and other equipment provided at a customer's premises which enables the customer to establish the communications connections and to effect communications through such connections. the term "station" as used in connection with private line services denotes the transmitting or receiving equipment, or combination transmitting and receiving equipment, at any location on a premises and connected for private line service, or when the service involves only channels, denotes a point on a premises at which a cannel is terminated. Subscriber As used in conjuction with the Friends & Family Program, a Subscriber is a GCI customer who undertakes to establish a Calling Circle by giving GCI a list of proposed Members and their telephone numbers (ANIs). A GCI customer can not be a Subscriber for more than one Calling Circle. Extension Station An additional telephone instrument connected to, and for use in conjunction with, the main station.

Main Station A telephone station with a distinct call number designation, directly connected to a central office. The term "main station" as used in connection with private line services denotes the station at a location which has been designated by the customer as the principal location or any other station which, at the request of the customer, is connected to the service by a separate local channel connection. Sub-Station Any other station on the same premises as a main station and which, at the request of the customer, is connected to the same service by an extension to a local channel connection. Also a termination of a private line in a switching center installed for a customer either on the customer's own premises or in an assigned location on the Company's premises.and termination of a private line in channel sub-dividing equipment. Also a termination of a private line in a local exchange carrier's central office for foreign exchange service, that is, a connection for local exchange or long distance message telephone services through a telephone exchange foreign to the local exchange in which the private line customer is located. Station-to-Station A service where the person originating the call dials or gives to the Company operator the telephone number of the desired station and does not specify a particular person to be reached. Sub Account Code A multi-digit code, five or more of which are available to users of Measured Use Services. Individually assigned codes may be used to segregate billing according to the customer's desires. Switching Service Area The geographical territory served by the switching center, usually including a town, village or other concentration of population. Telecommunication Relay Service Telephone transmission services that provide the ability for an individual who has a hearing or speech disability to engage in communication by wire or radio with a hearing individual in a manner that is functionally equivalent to the ability of any individual who does not have a hearing or speech disability to communicate using voice communication services by wire or radio. Such term includes services that enable two-way communication between an individual who uses a text telephone or other non-voice terminal device and an individual who does not use such a device.

Teleconference Account Codes Authorization codes sold to a provider of teleconferencing services, enabling its subscriber to directly access a teleconference bridge. Temporary Service Service furnished for an initial period of less than one month. Terminal Equipment Devices, apparatus and their associated wiring, such as teleprinters, telephone handsets or data sets. Text Telephone (TT) A machine that employs graphic communication in the transmission of coded signals through a wire or radio communication system. Transmission Speed Data transmission speed or rate, in bits per seconds (bps). Two-Way Transmission The capability of transmission in either direction or in both directions at once. Two-Wire Circuit A circuit using two one-way carrier transmission paths, which include one carrier path and one wire-pair. United States The 50 States including the District of Columbia, Hawaii and Alaska. EFFECTIVE: Beginning February 23, 1993
