PAYMENT OF TELEPHONE SERVICES Cobar Shire Council is committed to providing an efficient and effective service to the residents and visitors of Cobar and surrounding communities. To assist in the service quality, Council will make available to those staff required to perform duties outside of normal business hours a mobile phone. The provision of a mobile phone will also aid in the accessibility of those staff that are not located within a Council office. Council in its endeavours to attract staff and maintain its service level within the community will also provide landline phones to specific staff members. This policy outlines Council s position in relation to the provision and payment of telephone services offered to its staff. PROVISION OF MOBILE PHONES Council will provide a mobile phone to those positions within Council that require the employee to: Act as an after hours contact person. Be on call. Perform duties outside normal business hours. Be located away from an office or who spend a majority of the working day away from an office. Council has identified the following positions as being eligible for access to a mobile phone: General Manager Director of Corporate & Community Services Director of Engineering Services Deputy Director of Engineering Services RTA Contracts Manager Operations Manager Plant Supervisor Workshop Leading Hand Electrician Water & Sewerage Supervisor Filtration Plant Operators (on call phone) Urban Maintenance and Construction Supervisor Rural Maintenance and Construction Supervisor Euabalong Maintenance and Construction Supervisor Plant Operators Grader (x 6) Director of Planning & Environmental Services Planning & Environmental Services Officers (x2) Ranger Maintenance Supervisor Building Maintenance/Relief WSO Waste Service Operator-Trade Waste Waste Service Operator-Domestic Waste Manager of Far West Family Day Care & In Home Services Cobar Shire Council Payment of Telephone Services Amended January 2009 File: P5-43 Page 3

Child Development Officers (x3) Manager of Tourism & Public Relations Manager Library Services Director of Nursing Youth Worker/Manager Youth & Fitness Centre Fire Control Officer (x4) Cobar Water Board labourer Special Projects Officer Community Projects Officer PAYMENT OF MOBILE PHONES Council will pay for all business calls. Business calls must be concise but long enough to get the job done. Private calls are permitted, however, they will be at the employee s own expense. Each month the employee will be issued a copy of the account for their mobile phone to identify personal calls. Council will issue a sundry debtor account to the employee for the cost of the private calls made. Payment of sundry debtor accounts must be made within 14 days from receipt of the account. PROVISION OF LANDLINE TELEPHONE SERVICE. Council has identified the following positions as being eligible for provision and subsidisation of a landline phone: General Manager Director of Corporate & Community Services Director of Planning & Environmental Services Director of Engineering Services Deputy Director Engineering Services Euabalong Maintenance and Construction Supervisor Urban Maintenance and Construction Supervisor Rural Maintenance and Construction Supervisor Plant Supervisor Water & Sewer Supervisor PAYMENT OF LANDLINE TELEPHONE SERVICE. Council will pay for all business calls and rental for the above staff. Business calls must be concise but long enough to get the job done. Council pays the Rental and $10.00/month. Exception: Council will pay the Rental and $25.00 for Director s and the General Manager and other expenses included in the Contract of Employment. REVOCATION OF TELEPHONE SERVICES. Council reserves the right to revoke the employee s use of the mobile phone for the following reasons: Cobar Shire Council Payment of Telephone Services Amended January 2009 File: P5-43 Page 4

Carelessness resulting in physical damage to the unit itself. Failure to provide security measures for the mobile phone to prevent it from being stolen and/or used by an unauthorised person. Failure to pay sundry debtor accounts for personal calls within 14 days of receipt of said account. Using the mobile phone in a manner contrary to Council s image, purpose or in a way that could bring Council into disrepute. Using the mobile phone to intimidate, harass or abuse a fellow staff member or any other person. Breach of any of the above will result in immediate confiscation of the mobile phone, with the employee liable for all personal calls up until the date of confiscation. Further, breach of this policy may result in disciplinary action in accordance with the Local Government (State) Award. IMPLEMENTATION AND REVIEW. Council reserves the right to review and amend this document in accordance with Council requirements including size and composition, recruitment and retention of employees.
