What the sbestos Works & Services (S1) framework arrangement includes LHC s sbestos Works & Services framework arrangement provides public sector officers across England and Wales with easy access to consultants and specialists asbestos contractors. Buildings and properties covered by this framework: housing and properties including common blocks of housing properties public and communal buildings NHS and educational establishments all types and classifications of buildings used by public sector Contracting uthorities Services offered Workstream 1 Services offered Workstream 2 sbestos management services covering: management and supervision of asbestos removal/remediation projects including air sampling, monitoring and air testing (lternatively providing assistance and advice to the client s asbestos team in the management of projects and associated services) undertaking and preparing third party Gap nalysis of client s in-house procedures review and update Client s sbestos Risk Register preparation of surveys and risk assessments as part of a client s compliancy requirements including annual reviews as required reviews and updates of client s sbestos Management Plan linking the sbestos Risk Register and Management Plan with the client s Repair or Property Order System training of and informing the client and its staff relating to existing and/or future changes in regulations and duties under the Control of sbestos Regulations, other related legislation and Codes of Practice providing advice to the client and consultants and contractors appointed by the client. undertaking asbestos management, refurbishment and demolition surveys including the execution of combined surveys i.e. R&D and management carrying out individual bulk sampling of suspect materials on an ad-hoc basis providing professional and concise asbestos reports in accordance with HSG264 including material risk assessments and the provision where required of reports to meet specific asbestos operating templates of clients providing reports as an Excel file in the correct format compatible with meeting the client s asbestos database providing analysis of asbestos bulk samples through the use of a UKS accredited ISO 17025 laboratory, whether samples taken under the contract with the client or by others including the client s organisation day to day asbestos surveys including those required by a client to be executed within 48 hours of issue of orders from the client out of hours asbestos surveys emergency asbestos surveys accelerated provision for undertaking surveys and bulk sampling and providing the client with results and reports, including providing verbal results of sample testing by phone with report to follow preparing sbestos Risk ssessments. ir sampling and air monitoring services: undertaking air monitoring/air tests at the removal of asbestos and for reassurance issuing four stage clearance certification that is compliant with HSG248 providing all air monitoring certificates in electronic format with agreed time frames auditing licensed asbestos removal contractor s method statements and site operation providing background, leak and smoke testing as required provision of scope/specification of work for remediation works out of hours air sampling and air monitoring services emergency air sampling and air monitoring services accelerated execution of air monitoring/air tests and provision of all certification documentation to the client. 2

Works offered Workstream 3 Non-licensed Works: removal of asbestos and undertaking associated works in accordance with HSG 210 Task Sheets preparing risk assessments as required by HSG 210. sbestos management services excluding supervision of removal projects: undertaking and preparing third party Gap nalysis of client s in-house procedures review and update client s sbestos Risk Register preparation of surveys and risk assessments as part of a client s compliancy requirements including annual reviews as required reviews and updates of client s sbestos Management Plan linking the sbestos Risk Register and Management Plan with the client s Repair or Property Order System training of and informing the client and its staff relating to existing and/or future changes in regulations and duties under the Control of sbestos Regulations, other related legislation and Codes of Practice providing advice to the client and consultants and contractors appointed by the client. Notes in relation to management services (1) The scope of services for Workstream 2 of the framework S1 excludes the management and supervision of asbestos removal/remediation projects or providing assistance and advice to the client s asbestos team in the management and supervision of projects (2) The management and supervision of asbestos removal/remediation projects are covered in Workstream 1. Licensed works: local environmental cleaning full decontamination emergency and out of hours response services provide onsite attendance making safe any suspect or known asbestos containing materials, local environmental cleaning and disposal of materials encapsulation works removal and disposal of asbestos containing materials using appropriate control measures and under appropriately controlled conditions drilling holes and cutting asbestos containing materials and removal and disposal of waste removal of asbestos containing appliances, dismantling boilers and removal opening up of ducts collection of bagged waste provision of plywood temporary reinstatement provision of all enclosures supply and erect temporary hoarding and fencing arrange for and have undertaken all air testing by a UKS accredited laboratory independent of the Licensed Contractor or the Group to which the Licensed Contractor belongs and as approved by the client undertake four stage clearance and issue certification providing that the area is safe for re-occupation. Provision of all documentation to the client arrange for and have undertaken periodic reassurance air testing using an accredited UKS laboratory, including the issue of an air monitoring certificate providing that the area is safe for re-occupation. Provision of all documentation to the client all Licensed Works must be carried out by a specialist HSE Licensed sbestos Contractor who must also be a member of RC or other similar approved accredited body and have full environmental registration and an appropriate Waste Carrier s License. 3

The tender ward criteria weighting The LHC S1 framework arrangement has been established in strict compliance with UK Public Sector procurement rules for use by any public sector body in the UK as detailed in the LHC buyer profile (/buyerprofile). England and Wales (excluding London) Contract Notice for Services: 2103/S 147-255916 and Contract Notice for Works: 2013/S 147-254938 were published in the OJEU in July 2013 with 13 successful tenderers appointed in September 2014. London Contract Notice for Services: 2013/S 129-222514 and Contract Notice for Works: 2013/S 129-221012 were published in the OJEU in July 2013 with 12 successful tenderers appointed in pril 2014. Calling off from this framework Specific projects can be called-off under this framework, as described in procedures available from LHC on request, by: mini-competition between all capable appointed companies or directly award to a single company without reopening competition.
