RES Forum Survey on Outsourcing of Immigration Services We received 53 company responses to this survey examining RES member approaches to the outsourcing of immigration services. Key Findings Less than 6% of respondents manage all immigration matters in house, with 48% partly outsourcing and 46% fully outsourcing their immigration services Work permit, visa, and residence permit applications were all commonly outsourced among respondents Due to its complexities and the associated risks to the organisation, immigration services have commonly been outsourced amongst respondents for a long period of time (3% more than 6 years, and % more than years) 83% of respondents reported that HR was the responsible function within their organisation for authorising the outsourcing of immigration services The top three reasons for making the decision to outsource were to profit from the expertise of an external provider, to increase service quality and efficiency, and to reduce administration tasks 8% reported that they actually have profited from the expertise of the external provider, 57% have increased service quality and efficiency, and 49% have achieved a reduction in administration tasks Of the small number that do not currently outsource at all (less than % of the respondents), 8% of them are currently considering moving to an outsourced model Conclusions In this complex, ever changing area, organisations need to be increasingly aware of compliance and legal issues. Failing to apply for the appropriate work authorisations can have serious and far reaching consequences for both the employee in question and the organisation as a whole. Unlike for other areas of HR and global mobility services, where immigration is concerned, many organisations are unwilling to put their reputation at risk and as such appear to be outsourcing en masse. Answ ered: 3 Skipped: 5 # Date Outsourcing definitely brings a good dimension to compliance but service levels are varied between companies. I would recommend including clearly defined service levels in your outsourcing ontracts. 2 I have not found an immigration provider that is able to provide a consistent level of expertise or high level of service delivery globally.
