To The Reader One of the most promising yields of our accession to the European Union is the ever growing presence of the fundamental principles operating in the Union s Member States: partnership, subsidiarity, concentration, additionality, programming as everyday practice in Hungary. Regional development policy has played and is playing a pioneering role in introducing and learning about these basic principles. A critical condition for the operation of these principles is to form the appropriate institutional background and knowledge on all levels of regional development. The 1997 Phare Regional Development Programme is a key element in the implementation of these objectives. Its importance is reflected among a number of measurable results embodied in various objects in the very fact that national, regional, county and local organisations could obtain practical experience concerning the feasibility of principles they read and learnt about, their difficulties, conditions and requirements during their practical work. The institutional system we established, the wide and widely varied range of partnerships, the successful solution of a series of innovative problems have generated new skills, knowledge and partners for all of us, which will provide important support in our continued work. This knowledge and experience we gathered will be a useful tool strengthening all of us in the coming years, when we have to stand fast in new tasks and new organisations. The beauty of regional development work is that it is always there, everywhere as an indispensable element whatever the development task at hand. Let me thank to everyone whose useful, professional and supportive work made all this possible in the implementation of the now closing 1997 Phare Regional Development Programme. The Gate Opens: Greetings from the Union This book, which analyses the Regional Development Programme HU9705, is of particular importance to Hungarians. Regional funding is second only to agriculture as a source of EU support in Member States, and indeed shares with it many issues which Hungary is working though as part of its accession process. Regional funding in EU Member States is well-established, the first regional development funding having started in 1975. But the 1997 Phare regional development programme in Hungary was something of a conceptual revolution, for two reasons. Firstly, from 1998 Phare resources would be concentrated on preparing for accession, so the government was already keen to learn what structures and systems would be needed to make best use of future membership. Secondly, the region as the basis for development planning was unknown in Hungary which was accustomed to the county system. In signing off HU9705, therefore, both the Commission and the Hungarian authorities were breaking important new ground. The programme focused on two of Hungary s poorest regions and included several innovative features: decentralised implementation; integrated development actions, and a wide range of actors, including local government, NGOs, educational institutions, business organisations, cooperatives and farmers. Applicants and beneficiaries were encouraged to develop partnerships, and management skills were developed at both authority and beneficiary level. As this book shows, the programme enabled regional development agencies to develop skills in project and programme design and management. Staff were trained as the programme went on, and new staff were hired to cope with the expanding workload. Regional development councils have obtained valuable experience in project selection and prioritisation while beneficiaries have learned how to manage procurement according to EU rules as well as the skills of consortium-building, teamwork and partnership. The principal areas tackled under the programme - business development, human resource development and rural development - are those which will feature centrally in Hungary s National Development Plan. I am convinced that this is no mere accident. I consider that this programme has had and will have resonances beyond the two regions it has helped, and stands as a model for the vital work of Hungary s regional development. The HU9705 Regional Development Phare Programme Re-launched in December, 1997, the 1997 Phare Regional Development Programme was the fourth in the row of Phare regional development programmes. Just like in the case of former regional Phare programmes, the strategic objective of the programme of 1997 was to promote the accession to the European Union. In the field of regional development, this objective is primarily interpreted as the task of creating policies, institutions and mechanisms in line with the EU system through the implementation of development projects selected for grant schemes, and of preparing the country for receiving and efficiently adopting potential support of the future provided by the Structural Funds. As a result of the above, the primary objective of the Phare Regional Development Programme of the South- Transdanubian Region and the North-East Hungarian Region approved as a part of the country programme of 1997 was to reduce economic and social differences among the regions as well as to further develop the institutional system of regional development. Similar to former programmes, available resources could be used concentrated exclusively on disadvantaged regions (industrial crisis areas with high unemployment rate, backward rural regions) of the supported target regions. On the basis of objectives, the North-East Hungarian Region (counties of Borsod- Abaúj-Zemplén, Heves, Nógrád, Hajdú-Bihar, Jász-Nagykun-Szolnok, Szabolcs-Szatmár-Bereg) and the South- Transdanubian Region (counties of Baranya, Somogy, Tolna, Zala) were identified as target regions. The programme has three sub-programmes: 4 Industrial restructuring Providing business infrastructure, development of centres of logistics and commerce, improvement of technological basis, promotion of the practical application of R&D results, financial projects Labour market and human resource development Development programmes for university education and distance learning, other vocational training programmes, programmes for promoting the realignment of disadvantaged groups Rural development Development of products, village tourism, new forms of co-operation in the field of production and marketing, measures of forestation as well as innovative community building components.
The core of the programme was provided by the Regional Pilot Programme Fund operating in the two target regions managing the sub-programmes mentioned above (in the value of approximately EUR 15 million in the North-East Hungarian Region and EUR 5 million in the South Transdanubian Region). Within the frames of the programme, another EUR 4 million was allocated for the cross-border co-operation (CBC) projects between Romania and Hungary. The complexity of the Phare programme of 1997 is also demonstrated by the fact that there are two financial projects providing reimbursable subsidies for small and medium sized enterprises, in the form of micro-credit (EUR 3.7 million) and venture capital (EUR 2.5 million). In addition to the various alternatives of subsidies, considerable resources were available for professional (regional development, financial) training as well as for technical assistance during the implementation of submitted applications as specified by Phare rules concerning public purchase. The operation of the Pilot Programme Fund was mainly the task of the Regional Development Councils (RDC). They performed this task through their working organisations, i.e. the Regional Development Agencies. The framework of the decentralised programme implementation was regulated by the Co-operation Agreement made between the National Agency for Regional Development (as representative of the Ministry of Agriculture and Regional Development) and the Regional Development Councils. The agreement delegated decision-making activities and responsibility to the regional level. The major element of this arrangement was the selection of beneficiaries and the direct approval of tenders under EUR 100 thousand. Tenders above EUR 100 thousand were co-ordinated by the National Agency for Regional Development and approved by the EC Delegation. The Agency was largely assisted by the Aid-Coordination Secretariat of the Office of the Prime Minister, mostly during the negotiations with the European Committee. Although the preparation of the programme showed strong delay, implementation could be started in the first quarter of 1999, and the projects to be supported were also selected. In April, 2000, the Committee modified the deadline for contracting to be 30th June, 2000. 123 grant contracts were made by the deadline, i.e. 91% of the resources available for the programme were contracted. This is a major achievement in itself, especially from the aspect that it can already be seen by the end of the programme that the disbursement period can also be closed with minor losses. The deadline for final payment was modified to be 31st December, 2002. Compared to former periods, the programme with a budget of EUR 34 million providing multiple EU resources accompanied by a co-financing of 25% from the government played pivotal role in the implementation of programmes enabling the evolving institutional system and its experts managing those programmes to collect practical experiences in the field of operation mechanisms of instruments of regional policy of the European Union so that they could prepare themselves for the management of Structural Funds in the future. 5 Tamás Lunk Deputy Programme Authorising Officer
Target Regions in the Mirror of the 1997 Phare Regional Development Programme The North-East-Hungarian Region The HU9705 Pilot Phare Regional Development Programme of the European Union identified the North-East Hungarian Region as one of its target regions. It was the first time that six counties as one region received significant Phare support within the frames of the programme. Formerly, only regional development support with county target groups were applied. The tenders and financial funds are very different from those traditionally used in Hungary as the order of procedure in the European Union is based on stricter and more transparent rules of competition. One aim of the HU9705 Regional Development Phare programme was just to present this type of tendering. Another aim in the background was to educate qualified specialist available in economic and administrative sectors by the time Structural Funds and the Cohesion Fund was opened up for Hungary after the accession. The Regional Development Council of the North-East Hungarian Region was created on 7th January, 1997 to coordinate regional development tasks reaching beyond the county borders, with the participation of the counties of Borsod-Abaúj-Zemplén, Heves, Nógrád, Hajdú-Bihar, Jász-Nagykun-Szolnok and Szabolcs-Szatmár-Bereg. The winners of applications submitted for the 1997 Phare Regional Development Programme were selected on a regional level. Relevant decisions were made by the Council on the basis of the development strategy of the region. As a result of that, more than EUR 13.2 million of Phare support was contracted by 89 applicants. In case of 27 projects, the Hungarian party provided another EUR 4 million. The position of the chairman of the Regional Development Council of the North-East Hungarian Region was occupied by chairmen of the county regional development councils operating in the responsible quarters of the Regional Development Council, according to the principle of rotation. In March, 2000, counties suspended this rotation principle in consort until the completion of the 1997 Phare Regional Development Programme to promote a more efficient operation. Consequently, the chairman of the Regional Development Council of the County of Heves remained the head of the Regional Development Council until the successful completion of the programme. Regional development work has been going on mutually supported by the six counties of the region, in co-operation with the North-Hungarian Region and the Region of Northern Great Plains created in 1999 each including 3 counties. 6 With regard to the past years as a result of the efficient use of funds available for spatial and regional development, we can say that absolute numbers underline the significant development of the North-East Hungarian Region including 6 counties, however, the region is still among the socially-economically disadvantaged regions when compared to more developed regions of the country. South-Transdanubian Region The Act XXI/1996 on Regional Development and Physical Planning created a basis for the establishment of regional development councils. With this step, an institutional system could be created that is harmonious to the European policy concerning regional development. The South-Transdanubian Region institutionalised its regional integrity by the creation of the Regional Development Council of South-Transdanubia in 1998. The development of the counties constituting the region, however, has been intertwined not only as a result of the geographic proximity but also of the similar historical heritage, attitudes and economic growth. Due to its geographic location, the South Transdanubian Region is the southern gate of Hungary, hence, it plays essential role in foreign affairs of the country. The region shows a positive picture from the aspect of the density of enterprises. At the same time, investment activities are extremely poor the region is the last among the Hungarian regions on the basis of foreign investment per capita. Key industries of the region economic industries: agriculture, food industry, and electricity; processing industry: food and textile industry; servicing sector: real estate business, tourism related activities and education services. High quality technical infrastructure is of the preconditions of appropriate development. From this aspect, the region has not reached the acceptable level. The improvement of traffic conditions and access including roads, railroads and aviation is crucial from the aspect of the dynamic development of the region and reaching the level of EU countries. As a result of the 1997 Phare Regional Development Programme of the European Union, the South-Transdanubian Region could be a target region for EU funds already for the second time. Due to the programme, 52 applications were supported in the most backward regions. The total value of support granted exceeded EUR 6 million, whereas the value of induced investments amounted to approximately EUR 10 million. The Regional Development Council of South-Transdanubia managed arising problems during the Programme in an open and innovative way and made decisions attentively to aspects of feasibility. As a result of that, development ideas defined by potential beneficiaries in the spring of 1999 could become or shall become objective reality today. On the basis of the above, the absolute efficiency of the programme can be detected in the level of preparedness of the South-Transdanubian Region for accession, the evolution of partnership and the explicit improvement of former regional indicators. 7 Tamás Koltai President of the Regional Development Council of South-Transdanubia
The Implemented Programme According to Target Regions Pilot Regional Programme / Tender components After the initial Phare successes in the nineties, the 1997 Phare Regional Development Programme implemented the large-scale and crucial attempt relevant to the decentralised use of Phare regional development support within the frames of three major sub-programmes. The three sub-programmes and their components were created to ensure that the Programme concentrated on major development problems of the regions, pursued a complex management approach to problems in the target regions to be developed and established a decentralised institutional basis for programme management. The outcome of the programme demonstrate the benefits of the synergy of decentralisation, concentration and complexity since problems were successfully approached and managed in the development areas. The institutional and technical implementation of the programme required enormous energies from the participants. Although results were sometimes doubtful, the Programme as such could create an appropriate basis in the field of human capacity, management techniques and institution building that can be used when using pre-accession funds, Structural Funds and the Cohesion Fund in the coming years. During the selection of target regions for the 1997 Phare Regional Development Programme, it was widely considered which regions of Hungary called for a regional balancing to the larges extent, serving the effecting of EU principles. In North-East Hungary and South Transdanubia, the industrial crises caused by economic restructuring twinned with age-old critical phenomena of regions traditionally characterised by small villages, the structural crisis of agricultural areas and the masses of low skilled or not marketable unemployed people. Target regions showed all typical diseases of regional development, consequently, it became very important that decentralised development sub-programmes could manage to most urging problems. Sub-programmes defined on the basis of the above aspects were as follows: 8 Industrial Restructuring Labour Market and Human Resources Development Rural Development
Industrial Restructuring The objective of the sub-programme is to dissolve the structure of traditional heavy industry struggling with crisis, to increase the attractiveness of areas with low level industry and to create a modern physical and intellectual environment favouring enterprising activities. This objective could tackle gravest economic and consequently social problems of the regions. As it is widely known, the northern region with its iron industry and mining was a heavy industry citadel of Hungary in the socialist era. The uranium and black coal mining of South-Transdanubia also represented a significant economic basis fundamentally determining the employment structure of the region. The situation created by collapse of eastern markets and the objectivity of market economy emerging after the political changes caused tragedies similar to an earth fall: traditional heavy industry expired or experienced a deep crisis. Not only the former physical industrial infrastructure became worthless but also labour itself. In the shadow of closed mines and salient smokestacks standing as memento, the employment of ten thousands of people had to be solved. It took decades and enormous programming efforts even for countries richer and more developed than Hungary to find proper solutions for such an urge for re-structuring. It was obvious that the 1997 Phare Regional Development Programme and its framework of EUR 14.46 million for industrial restructuring could not undertake to solve all the crisis. However, based on the principles of concentration and complexity, it might identify centres of crisis and promote solution through a combination of tools. Complex problem management was ensured by the combined application of three components: Business infrastructure development Investment promotion Establishment of innovation and technological centres As the grant scheme was quite limited in South-Transdanubia, only innovation and technological centres could be supported. The major objective of business infrastructure development was to create attractive physical conditions and a business-economic environment for enterprises. Within the frames of that, six industrial parks located in major towns of the region received support for various basic and additional facilities, two logistic centres and one country level commercial centre were established, and one congress centre was reconstructed from the support of the component. Industrial parks and logistic centres enhance investment intentions, the appearance of domestic and foreign capital and create opportunities for small and medium sized enterprises of the region to participate in supplier networks. The objective of investment promotion was to complement business infrastructure development by exhibitions, events and the production of marketing communication materials, real estate cadastres and investment packages enhancing the fame and attractiveness of the region and calling the attention of investors to potentials provided. On the other hand, the objective also helped entrepreneurs and municipalities living in the region to be aware of their own values and opportunities of utilisation. The eleven winning projects of this component completely cover the North-East-Hungarian Region and we are happy to state that it is concentrated not only on success but also on implementation in crisis areas. The component of supporting innovation and technological centres had the objective of making the research and development potential of the target regions to be one of the engines of re-structuring, implementing the joint requirements of modernity and the involvement of local resources, enhancing innovation and a better reaction ability to changes in the region. The results of the seven winning projects were manifold, from the regional system of innovation centres in small regions to future oriented objects, hearts of industrial parks (like Pécs, Eger). In addition to the utilisation of modern capabilities of major towns (e.g. Debrecen), two abandoned barracks received new functionality during the programme, significantly contributing to the technological development opportunities of backward regions with lacking industry. Experiences of the industrial restructuring sub-programme 10 Outcomes verified that the intervention fields of the sub-programme met urging economic problems of the target regions. Intervention fields ensured complexity and had synergic effects. The Programme as a whole and its re-structuring sub-programme allowed extraordinary flexibility in terms of the (experimental) combination of resources and the creation of supporting rate. The components also allowed submitting proposals based (also) on a wide range of partnership, consequently, not only municipalities but also associations of settlements, regional development councils, foundations for enterprise promotion and entrepreneurs can be found among partners and individual applicants. The scarcity of capital available for the regions is clearly shown by the fact that mostly municipalities undertook the establishment of industrial parks and logistic centres, hoping for the influx of investment.
In case of business infrastructure development and the support of innovation and technological centres, the project size is about EUR 300-400 thousand, i.e. representing significant investment activities. Projects implemented within the frames of investment promotion are of course of a smaller scale a couple of thousand Euros, whereas projects related to innovation and technological centres usually exceed EUR 400 thousand. Decentralised components targeted at re-structuring were associated by central elements of the Programme, namely, the micro-credit and venture capital funds to be described later as well as the consultation programme for small and medium sized enterprises and technical assistance in the field of project planning and implementation. The success of restructuring efforts funded by this Programme must be evaluated from two aspects. Through its direct indicators realised, the sub-programme created physical infrastructure for future enterprising activities, promoted regional-economical marketing, approached science to practice and future production. In addition to actual benefits and results, another crucial aspect of efforts is that each and every elements of the sub-programme work for the future, representing a power or potential stimulating growth, yielding dynamic and measurable results. 11
Presentation of Model Projects Model Projects of North-East-Hungarian Region Implementation of a Regional Wine Trade Centre at Tokaj The European demands for quality Tokaj wines have been showing an upward trend and parallel to it, it is improving the image of Tokaj wines both in Hungary and abroad. As a result, an increasing number of domestic and multinational companies implement major capital investments in enology at the Tokaj-Hegyalja region. This project is aimed at creating an international trade and business centre in North-East Hungary and developing business infrastructure focusing on the co-ordination of trade, investment and marketing activities related to Tokaj wines and other vinicultural zones of the region. The innovative nature of the project is without question since no such establishment has existed in this region. The beneficiary of the project is Tokaj Kereskedelmi Központ Kft. (Tokaj Trade Centre Ltd.) and the partners involved in the implementation include Degenfeld Bt., Tokaj Renaissance Society, and the Municipality of Tokaj. The total budget of the project is EUR 868,052, where the support granted by the Phare Programme was EUR 416,000 euro. The Centre has found an excellent location at the Degenfeld Palace in the centre of the town. FK Raszter Épít_ipari Rt. made the reconstruction of this building. Tokaj Kereskedelmi Központ Kft. provided the IT equipment and office machines as well as the furniture. A marketing communication strategy was developed under this project with the consequent design and implementation of marketing communication tools. This project has been completed with training course on sales and EU accession, meetings for businessmen and regional viticulture expositions. Thanks to the excellent potentialities and business infrastructure of the location, a number of business meetings were held here for the representative of both viticulture and other industries. The most outstanding programmes have included the initiation ceremonies of the Order of Wine Knighthood, the reception of a delegation from the UNESCO Conference visiting Hegyalja. In addition, very soon the reconstructed building will be the venue for an event to be attended by eminent representatives of the Masters of Wine and a number of wine-makers. 12 The implementation and operation of this Centre has already made a positive impact in this region. There is a continuous need for high level services and infrastructure and this may be the basis for long term development projects. Both the material and human resources are available. Based on the marketing communication strategy, there is a wish to create a tradition for viticulture and winemaking symposiums at Tokaj-Hegyalja. In addition, a number of methodologies could be used to make more popular the temperate and intelligent consumption of wine promoting in this way a better presence of winemaking companies and the expansion of the consumer base. This project wishes to use trade and marketing tools for promoting an outstanding product that is part of both the national heritage of Hungary and must have a place within the world heritage. Investment Promotion Programme for North-East Hungary The strategic goals of the North-East Hungarian Development Region focus on economic growth through the promotion of investment projects. This focus is needed because the inflow of working capital to this region is rather low. The productive potentiality and competitiveness of the economy may be boosted in the shortest run and with maximum efficiency by means of investments representing state-of-the-art technology. Since the promotion of investments is a common interest for all the counties included in this development region, the five affected counties have partnered to implement this programme. The long-term goal of the project is to promote the economic growth of the North-East Hungarian Region by increasing the number of foreign investments. As indirect goals, the project seeks enhancing the image of the region and calling the attention of prospective investors to the potentialities offered by the region. The gestor of the project is the Regional Development Board of the Szabolcs-Szatmár-Bereg County and further beneficiaries of the project include the Regional Development Boards of Borsod-Abaúj-Zemplén, Hajdú-Bihar, Heves, and Jász-Nagykun-Szolnok counties. The beneficiaries provided data and development approaches to support the contracted experts the compile a strategy and a publication. Furthermore, they provided the location for workshops and expert meetings. The overall budget of the project was EUR 95,000 the Phare Programme granted a support of EUR 76,800. In the course of the implementation, the project will produce an investment promotion strategy for the North-East Hungarian Region and a folder containing five publications in three languages (Hungarian, English and German) presenting the specific investment opportunities of the region and its counties. The strategy developed under this project would show the way towards the structural and HR developments that are indispensable for a sustainable growth, will make a proposal for the implementation of an IT basis supporting a network based on the partnership of the planning regions. As for investment promotion, both this strategy and the operative programme shall be unparalleled in Hungary since no region has compiled such a document to date. These materials will provide effective support to the region and to its counties in the investment promotion and regional marketing efforts. They will stimulate partnerships and will create an opportunity for implementing a unique image. By creating the conditions for investment promotion, this project will add to the productive potentialities and competitiveness of the economy of these two regions. 13 Gabriella Balogh Project Manager Development Agency for the Szabolcs-Szatmár-Bereg County Ágnes Kiss Project Responsible SOP 97 Programme Agency Results: Preparation of the regional investment promotion strategy plan (30 copies, and CD version); investment promotion publications for five counties (Heves, Borsod-Abaúj-Zemplén, Szabolcs-Szatmár-Bereg, Hajdú-Bihar, Jász-Nagykun-Szolnok) in 1000 copies each; two conferences introducing the publication, with 100 participants on each, including micro-regional representatives, entrepreneurs, mayors and NGOs.
Innovation and Technology Centre to at the Eger Industrial Park The intention was to create a Centre that promotes and supports industrial ventures relying on the potentialities of the region and underpins a regional industrial development that is in line with the principles of the EU and makes no harm to historical values, tourism and health-related tourism. A further objective is to create new workplaces and thus, boost economic growth. The main mission of such Innovation and Technological Centre is to help creating and affirming innovative enterprises in a supporting environment. In addition, due to its location within the Eger Industrial Park, this Centre would be able to provide quality services and support incoming companies (this constitutes a preferential project for the Regional Development Programme for Heves County). The beneficiary of the tender is INNTEK Innovációs és Technológiai Központ (INNTEK Innovation and Technology Centre), whose majority owners the Municipality of Eger and Egri Ipari Park Kft. implemented an exemplary cooperation and provided extra funds (by means of repeated capital increases) to deliver the project. The overall budget of the project was EUR 1.8 million; the Phare Programme granted a support of EUR 800,000. This project implemented on an area of 8,000 m 2 a green-field capital investment to create an Innovation and Technology Centre comparable to western standards. Using a total area of 2414 m 2, the building includes 17 airconditioned office rooms, a large and a small meeting room, a café, and 12 workshops. The incubator house offers discounted rates for domestic and foreign SMEs in terms of both office space and office and technical services. The tenants are also allowed to provide services to each other and to the companies settled in the Industrial Park. The building as a kind of Centre for the Industrial Park would provide good opportunities for both existing and newcomer enterprises. On the other hand, such enterprises may provide workplaces and earning opportunities for the inhabitants of both the city and the region. 14 This is an innovative project since it has created a Centre to support the local and regional propagation of R&D achievements, innovations and information on transfer of technology. Model Projects of South-Transdanubian Region Establishment of an Innovation and Technology Development Centre Strengthening of the innovation potential of the region is included in the Complex Development Programme for South Transdanubia as a significant objective. In the late nineties the South Transdanubian Region was in lack of organisations which could have been acting as the intermediators between the university and entrepreneurial spheres, thus promoting the economic utilisation of the research and development outputs, and through this, the launching of an innovation-controlled development career in the region. Consequently, the establishment and operation of such an intermediary institution at Pécs, in the major centre of higher education, is of determinant importance, and may play an essential role in the management of innovation transfer processes between the university and economic participants. The intellectual capacity of the area exceeds the average in Hungary, however, the economic efficiency and the profit generating capacity is falling behind several regions. This is why the co-operation of theoretic researchers and economic specialists of the region within the frame of the Innovation and Technology Development Centre is of significant importance with regard to the economic progress of the region. (Innovation and Technology Development Centre, Non-profit Company), the operating organisation of the Centre, established within the frame of the Project. Arising from the nature of the Project, the implementation has been performed with the involvement of a wide range of partners; such partners were, among others, Pécsi Ipari Park Rt. (Industrial Park of Pécs, Co.), the University of Pécs, the Municipality of Baranya County, the Municipality of Pécs with County Right, the Hungarian Innovation Association, the Chamber of Commerce and Industry of Pécs-Baranya, the Association for Enterprise Promotion of Baranya County, as well as several local enterprises, interested in the successful operation of the Centre. The total budget of the Project was EUR 650,412, from which a support of EUR 540 thousand was provided by the Phare Programme. The architectural works, required for the construction and putting into operation of the Innovation and Technology Development Centre constituted the essential elements of the Project. In addition to the development of the Centre, the procurement of equipment and technical devices required for the operation of the Centre, as well as the design works required for the architectural works and the tasks of project management also formed a part of the project. 15 The established Innovation and Technology Development Centre is promoting the successful pursuance of the applied research activities on the one hand, and the utilisation of the research outputs in the operation of small and medium-sized enterprises on the other hand. Labour Market and Human Resources Development The objective of the sub-programme is to create and adopt economy oriented, market conform training forms and curricula, modern education levels, methods and tools, as well as to ensure human conditions of economic growth and to improve employability of people. Objectives were targeted at the most important problems of human resources: gaps in the contact system of economy and university education, difficulties of traditional education forms, employment problems of young people starting their career, the Romani people, people looking for job and population groups with altered working abilities under circumstances of high unemployment. The Programme offered appropriate and complex problem management meeting EU standards and principles. Parallel to that, it provided opportunities for implementing human projects through decentralised regional development tools for the first time, in a way that due to derogation, the beneficiaries themselves could implement the projects. While in the South-Transdanubian Region, the sub-programme was introduced as Human Resources Development, it was supplemented by Labour Market Measures in the North-East Hungarian Region because the size of risk population groups in a critical situation from the aspect of employment was much higher in the region to the North-East than in the Southern region. In addition to that, a joint programme entitled Special Programme for Risk Groups was implemented in co-operation of labour centres of the four counties constituting the South Transdanubian Region. The sub-programme provided EUR 200 thousand for this project. Beneficiaries could have maximum EUR 100-120 thousand for the applications at an own contribution of at least 10%. The Objectives and Results of the Component The higher education development component was targeted at the enhancement and development of the contact system of economic, industrial and business sectors. Within the frames of that creation of a multi-faceted university education, development of market conform training ; creation of long term co-operation among university education institutions of the regions and the production-servicing sector through the further development of existing education forms and the creation of conditions and curricula for new training types; enhancement of the role of university education played in the region in the field of adult training, re-training and further training. The 16 winning projects mobilised all university education institutions of the region. Practical co-operation was established or re-awakened affecting the most current fields of EU accession and economic development such as environment protection, rural development, tourism, marketing, information technology etc. The objective of the Development of distance learning systems and curriculum packages component was the following: enhancement of the role of distance learning and improvement of its recognition through the introduction of new, viable distance learning systems; support of distance learning training courses and curriculum packages, broadening regional distance learning offer; introduction and adoption of new information and communication technologies applied in the field of distance learning. This extremely modern, flexible and cost-effective education form is has not yet been widely used in Hungary however, it plays essential role in areas and in the target region as well where traffic is difficult and expensive because of nuclear settlement structure, certain groups of population cannot be easily mobilised but there is a strong demand and urge for life-long learning. In addition to current specialisation fields that are also popular among people with a secondary diploma, the development of curriculum packages for accession related, foreign language and other EU studies were also pregnant in the 12 winning projects. 20 The Special programme for risk groups component focussed on the realignment, integration and (re-) socialisation of the multiple disadvantaged young people as well as on the improvement of their employment chances. The objectives of the component were strongly related to the solution of actual and prospective problems occurring in employment crisis areas in the north-east regions: improvement of the special vocational training conditions and employment chances of risk groups, creation of regional and local social communication among education institutions and the economic sector, utilisation of joint benefits arising from co-operation, dissemination of operating European models, working out new curricula, education methods and complex pedagogic programmes, adoption of foreign methods, development of (further) training programmes for teachers. Projects implemented within the frames of the component had significant outcome in terms of the investigation of
employment opportunities of endangered groups (Romani people, young people, people with altered working abilities), actual and practical training facilitating employment customised according to the capabilities of the risk groups, the creation of family tutorial school model as well as the special training for teachers educating the groups in question. The justification for the Improvement of conditions of vocational training and higher level (accredited) vocational training component can be explained by the ever changing and developing economic demands. Training programmes flexibly adapting to labour market demands of the target regions struggling with crisis are crucial from the aspect of enabling the immediate employment of students and providing a basis for further university education studies following the principle of life-long learning. The accredited scholastic university education training courses address actual regional labour demands and produce competent specialists for bridge jobs within a short period of time. The 23 valuable projects implemented the objectives of the sub-programme on a wide spectrum: the education offer and capacity improved both in the field of secondary and university level vocational training; a new post-secondary sector was started and built up in the target regions, meeting European norms; long term co-operation evolved among representatives of secondary and university education institutions and participants of the economic sector. Through the dissemination of relevant experiences of EU Member States, stable international co-operation and target oriented programmes were implemented. The sub-programme provided specific experiences as the winning educational institutions themselves implemented the projects. This is different from traditional EU norms, consequently, a system ensuring maximum transparency had to be elaborated for the method. This could be achieved at a constant and very strict monitoring activity performed by participating experts selected with the consent of the European Delegation of the Republic of Hungary and the Ministry of Education. The most important outcome of the sub-programme was the dissemination of new approaches. As a result of the programme valuable co-operation evolved, education and training became more updated and effective and last but not least, through the implementation of actual measures, new attention was paid to outcasts of the labour market. 21
Presentation of Model Projects Model Projects of North-East-Hungarian Region The Establishment of Institution for the Education and Development of Tourism in Norden Hungary Training of tourism experts providing a college degree is limited to Budapest and a few countryside cities. No similar form of education existed in the North region of Hungary. This circumstance motivated the need for launching a training section dedicated to tourism. Tourism is one of the business sectors that develops with more dynamism throughout the world. For this reason, in addition to strengthening the physical infrastructure of tourism more emphasis should be placed on the training of human resources. The College of Farming and Agriculture of the Szent István University has created a basis to support training in tourism and develop the tourism sector. The co-operating partners Mátra-Tan Kht., the Chamber of Agriculture for Heves County, Energiahíd Kft. and Mátratej Kft. provided funding for the successful implementation of the project. The overall budget of the project was EUR 265,276; the Phare Programme granted a support of EUR 160,000. As a result of the project, a detailed curriculum has been developed for the college-level training in tourism and hotel management (normal, correspondent and remote training). Up-to-date training materials in line with the curriculum and suitable for remote training have been developed for several subjects including rural tourism, organisation and technology for tour operators, tourism-related marketing, and tourism-related geography. Short-term training courses have been developed for training agency officers, tourism managers, and specialised tourism managers. A co-operation agreement signed with German and Spanish training institutions helps exchanges of both trainers and trainees. In addition, the project produced an inventory of the tourism attractions of Heves, Borsod-Abaúj-Zemplén and Nógrád counties. By reconstructing and renewing an old building was created the Training Hotel Opál providing indispensable grounds for the practical training provided by the University. This Hotel houses the Tourism Department and a training travel agency. As expected, the revenues of the training hotel will reach the breakeven point and will provide resources for the development of human resources. In addition, the training hotel will increase the number of accommodations and travel agencies in the region. 22 The successful implementation of the project achieved the basic objective of the tender programme the training and extension training of tourism experts for North Hungary as well as the provision of support for their practical work by means of a facility related to the implementation of college-level training in economics providing consulting and market information. Postgraduate Training of Environmental Protection Advisors in Distance Educational Form The basic objective of the programme has been the full development of a form of training where the participants learn about the specific environmental problems of the region as well as the set of tools and the institutional and legal background helping to solve environmental problems. The professionals taking part in the training should get better communication skills including augmented levels of professional knowledge and an enhanced vocabulary in both Hungarian and English. This programme is in line with the current institutional strategy of the University of Debrecen, where the protection of the environment occupies a preferential place both in terms of structure (creation of new centre and a new department) and training offer. The Centre of Environmental Sciences of the University of Debrecen was the first beneficiary of the tender. Twentytwo university professors and practical experts developed the materials for remote training. A team of 8 persons reviewed the professional and methodological aspects of the manuscripts. Seven companies, societies and foundations made suggestions and provided their experiences to help the arrangement of the training materials and offered the venue for the training tour. The total budget of the project was EUR 80,000; the Phare Programme granted a support of EUR 68,400. From the total budget of the project, an amount of EUR 68,004 was used for purchasing tools and equipment and creating the technical bases of the project. This project developed the training material of a one-year remote training of environmental officials as well as the structure and requirements of training. A trial course was organised to test the feasibility of the training course. Trainees had to achieve 10 modules from the available 17 subject to the speciality chosen (general, industrial or international). According to the level of activity and the achievements of the trainees as well as a survey made among them, the modules can be easily assimilated and provide useful and practice-oriented knowledge. As a continuation of the project, there are plans for enhancing the programme and implementing a curriculum of at least two years offering an accredited diploma. This project has implemented a unique training of environmental officers. Remote training is a novelty and compared to conventional forms of training it enables a flexible accommodation to the needs of both the trainees and the companies. Trainees will attend mainly from the North-East Hungarian Region, where environmental problems are rather frequent and require highly trained professionals. 3H Programme Enhancement of the training and extension training of trainers and educators involved in the education and training of young people of multiply disadvantageous situation living in the North-East Hungarian Region; Extension training of officials communicating with risk groups The immediate goal of this project is to enhance the special knowledge of the experts having a direct contact with families of multiply disadvantageous situation; to increase the level of education by introducing new subjects; to provide alternative opportunities of breaking out to people of a multiply disadvantageous situation by means of the education. The target groups for this training include teachers and professors of primary and secondary schools operating in this County (in particular in the Szatmár and Bereg region), school psychologists as well as employees of municipalities and Labour Centres. The beneficiary of the project the College of Nyíregyháza developed the training materials and conducted a trial training. Partner institutions helped in recruiting and sending teachers and public officials. The overall budget of the project was EUR 42,400; the Phare Programme granted a support of EUR 37,312. The tender included 3 major sub-programmes: teacher risk programme, teacher Romani programme, and the employee programme. Fourteen training materials were developed under the programme including supporting materials (compilations of texts, extracts, test sheets, etc.) supporting the homework of the trainees and a deeper assimilation of the materials. After the successful admission exams, the training courses were tested (two semesters). These semesters were aimed at testing the training and supporting materials as well as the methods of extension training. In total 68 professors, teachers and public officers were trained. Each sub-programme was supported by the creation of the training infrastructure required for implementation. A training room equipped with modern technical devices was created under the programme. Some EUR 8,400 were dedicated to the purchase of equipment. This programme is still announced and offered for the teachers and public officers of the region among the compulsory specialised extension training courses. Training materials and trainers are available. The College of Nyíregyháza provides the infrastructure for further training courses. 24 This programme is reasonably practice-oriented, with grounds on the reality and training materials developed in line with the specific features of the region. The project could be implemented thanks to the co-operation of the College, other educational institutions and municipalities of the County, through continuous emphasis on quality assurance and upon regular professional consultations. Improvement of Special Professional Postgraduate Training on Environmental Protection and Jurisdictional Affairs The overall aim of this project has been to provide the region with professionals in the areas of ecology and law and enable them to react promptly and efficiently to the requirements posed by the EU. In possession of the knowledge acquired in the training courses for environmental technician and international law assistant, the relevant professionals may contribute to the reduction of environmental problems and expert control of ecological impacts. The implementation of training courses in two marketable professions in the North-East Hungarian Region improves the proportion of young people terminating the secondary school and accessing to a job. The project was implemented by a multiple consortium. The gestor of such consortium was the Eszterházy Károly College of Eger, the partners of the consortium included the Bay Zoltán Foundation of Applied Research (Miskolc), the Avas High School (Miskolc), the Secondary School of Construction, Wood Industry and Environment Administration (Szolnok), the Gábor Áron Secondary Vocational School (Miskolc), the Lehel Vezér High School (Jászberény), and the Secondary Vocational School of Agriculture and Boarding School of Eger. The total budget of the project was EUR 131,832; the Phare Programme granted a support of EUR 112,788. In the course of development of the training materials, the project elaborated the detailed subjects and accreditation materials of environmental and law training; a catalogue of problems and a regional environmental database plus twelve high-level lecture notes were created. The secondary schools involved in the programme set grounds for higher level training by means of consistent career orientation and specialisation activities matching the curriculum of each school. For this purpose, the curricula were amended. In the course of implementation of the project, environmental analytical instruments, office and didactic tools and specialised texts were purchased. The Chamber of Industry and Trade of Heves County acted as a bridge between the enterprises and market players of the region (end users) and the partners implementing the curricula developed under the project. In this way they pointed out and documented the real needs of the region. The foundations for the sustainability of the results achieved by the project was laid through the accreditation of training forms, ensuring their material and structural background, surveying the external training sites supporting the efficient implementation of practices and market researches conducted among the enterprises operating in this region. 25 The implementation of the project is a result of the co-operation of multicolour consortium enabling a plural approach to the development of the training courses. Both the training programs and the results achieved are innovative and their use goes well beyond the boundaries of the region. Model Projects of South-Transdanubian Region Open Training Towards EU accession Joining to the European Union makes indispensable the operation of regional administration, municipalities and non-profit organisations in accordance with the EU expectations. This requires an EU conform knowledge and capabilities on behalf of the participants of the public domain. According to the data related to the education in the region, the level of education of such participants is uneven and requires improvement. The objective of the Project is to provide a regional-approached education for the members of non-profit organisations in the form of open education (remote training) by utilising the characteristics of the module system. The managing agent of the Project is Regional Centre of Pécs for Manpower Development and Training, one of the most significant institution dealing with adult education. Due to its preparedness, wide range of professional strength, technical background and good connections, it can response to the recent challenge, thus it is especially suitable to perform such task. As a part of the Project, different programme packages have been developed including EU conform computer skills, as well as professional basic and supplementary modules related to the joining to the EU (9 module booklets). The latters have been elaborated by the Centre of Regional Research of the Hungarian Academy of Sciences (Scientific Institute of Transdanubia). Following the education of 10 tutors, the remote training has been commenced, in the course of which some 180 persons have taken a successful examination. A quality assurance system has been developed in order to provide for the long term utility of the education programmes. The total budget of the Project was EUR 57,044 from which a support of EUR 48 thousand was provided by the Phare Programme. The success of the Project proved that there is a general demand for the education, and the employers are willingly financing such education of the employees. The Project has been included in the remote training system of the Center, and the application of the prepared training materials, the systematic adjustment to the current requirements and the improvement thereof is pursued on a continuous basis. Another proof of the sustainability is that other regions also showed interest in such education programmes. Due to the comprehensive nature of such education programmes, the long term co-operation of the partners. 26 The form of education, implemented in the Project, is original for itself, as well as will provide the flexibility required in adult education, maintaining the quality criteria at the same time, which are also guaranteed by the established quality assurance system (ISO 9001 MU-10-01-01). Market-oriented Human Resource Development in the South-Transdanubian Region The Project had two objectives; it provided assistance for the forming of education structure of the newly established University of Kaposvár, by launching supplementary training programmes to be implemented in addition to the regular education, thus improving the chances of university students in the labour market, on the one hand, and aimed at the integration of channels of supply and demand of the county and regional labour market, in a practical and institutional form, on the other hand. The total budget of the project was EUR 78 thousand, from which a support of EUR 65,756 was provided by the Phare Programme. A chartered accountants and tax consultants training, a skill and ability improving training aiming at the strengthening of the enforcement of interests in the labour market, as well as the training material and software development have been implemented within the frame of the Project. During the term of the Project two education programmes and three series of training courses have been performed. The skill and ability improvement to be performed within training groups has become a part of the regular curriculum in the meanwhile (included in the subject titled management skills). A regional-scale, up-to-date human-information database of service providers, meeting the requirements of the market, has been developed and is supplemented continuously. Some 20 companies and approximately 300 participants were present at the job fair and at the human resources management forums. In addition to the managing agent, the University of Kaposvár, Institute of Economics and Organisation, a partner, contributing to the financing (Penta Unió Training Centre), also was involved in the Project. Both institutes participated in the implementation as initiators and executors. Besides them, several organisations and corporations of the region participated in the project (labour organisations, chambers, municipalities of the county), mainly, without any limitation, as partners providing information and/or acting in the organisation. All these resulted in the establishment of an operable professional network. The outlined project has established a good foundation and may serve as a sample for the co-operation of an educational institution and a training enterprise with a market share (within a network comprising social organisations as well). Launching and Improvement of the Conditions of the Accredited Scholar High Level Training for the Electrical Engineer Assistant Profession The managing agent is Munkácsy Mihály Ipari Szakközépiskola (Munkácsy Mihály Specialised Industrial Secondary School), one of the largest schools of Zala County, having several decade-long educational practice and a wide range of partner basis. Launching and improvement of up-to-date training courses, meeting the current requirements of the market, as well as the making flexible of the educational structure are essential for the maintenance and strengthening of such position. The companies involved in the electronic business in the region require experts, with high-level and comprehensive qualifications, who are suitable to be managers on the medium level. The objective of the project is to meet such requirement of the region, which means the streamlining of the range of training courses and the facilities of the institution at the same time. The direct objective of the project was to launch the electric engineer assistants training and to improve the conditions thereof. Within the frame of this, Kandó Kálmán Mûszaki Fôiskola (Kandó Kálmán Technical College) has performed the development of training materials (4 textbooks in 100 counterparts each), the development of the system of entrance and final examination, as well as the provision of further education for the tutors of 10 relevant subjects. The material assets have been provided by the 3 procured training robots. The professional control of the on-the-job training has been performed by Flextronic Kft., and possibility for such on-the-job training also has been provided by it together with the Hospital of Zala County. The survey of the demand for specialists in the market of the region has been performed by the Chamber of Commerce and Industry of Zala County. The total budget of the Project was EUR 66,808, from which a support of EUR 52,000 was provided by the Phare Programme, in the frame of the Hungarian co-financing. The members of the consortium that has been established for the implementation of the Project have been participating in the implementation in compliance with the agreements on co-operation. Due to the nature of the education, the close co-operation with the College will be essential after the closing of the Project as well. 28 Since the electronic business is a key business in the region, the largest employer is the electronic sector. There is not any higher educational institution with electronic profile operating in the region, thus, based on the existing professional connections, the managing agent institution, maintained by the Municipality, can meet such requirements on a long term basis. The accredited scholar high level training is a relatively new form of education, thus the elaboration of the framework of such education comprises new elements in itself, considering the Hungarian system of education. Rural Development The target regions of the 1997 Phare Regional Development Programme included the most backward cross-border village regions in North-East Hungary and in South Transdanubia as well as traditional agricultural areas of the Nothern Great Plains. The collapse of the agricultural system of socialist co-operative farms, the decline of agricultural production as well as the fact of low skilled labour of industrial centres of target regions became superfluous all aggravated the problems of agricultural areas. The geographically, economically and socially marginalized population of small villages and the problem of economic re-integration of agricultural population losing job required the same concentrated and complex approach as problem management of industrial crisis areas. The rural development sub-programme focussed on developing of these regions, opening new jobs to prevent falling behind from economic aspects and creating new opportunities, and the approach proved to be successful and effective from the aspect of the regions. Regional concentration was one of the crucial elements of the sub-programme. This was observable even in the selection of components and regional aspects of the sub-programme. This latter principle was effected mainly in South Transdanubia: the primary target of interventions here was the region along the borderline and internal peripheries of the Ormánság, Zselic and Hegyhát. The other region had no constraints like that, i.e. the rural development sub-programme covered the entire region. In case of rural development and its five pre-defined components, complex problem management was ensured by the fact that the elements provided given economic segments with relatively new solutions of a creative content compared to former possibilities of Hungarian supporting system. The sub-programme re-introduced efforts for creating new forms of co-operation in the fragmented agricultural sector characterised by damaged production systems and supported up-to-date product development. Parallel to that, it also established the practice of rural development with a wide range social-political approach through the support of alternative profitable opportunities (development of village and rural tourism, measures of forestation, innovative community building). The objectives and results of the component The objective of product development was to improve product quality and processing levels, to development package technologies and to facilitate alternative earning activities. This component was targeted at the economic sector, but partnership and yielding benefits represented great demand just like in the case of the programme as a whole. The amount of available funds enabled the support of a relatively small number, only five projects, however, the selected projects ensured rich practical results: promotion of landscape production, creation of marketable and trademarked product quality, guarantee for product origin, easy identification of place of origin, introduction of new production procedures and methods, consequently, creation of new jobs. Although the component mobilised significant tendering forces, it clearly pointed out the well-known agricultural problem that new products require considerable market contacts, expertise and innovation capacities, and agricultural entrepreneurs are lacking these capabilities especially in crisis areas. The development of village and rural tourism component focussed on the extension of the number of accommodations as well as on the professional preparation of hosts of tourism. The enhancement of local and regional catering and hotel networks and the marketing of regional offer of tourism were major elements of the component. Some of the projects served as examples of good practice: they identified and created an offer of tourism even under hard conditions, based on wide-range co-operation never experienced by small villages, poor and backward areas of the target regions. Most probably, these projects could be implemented only upon the initiation of this Project, as the result of free and constructive interpretation of supporting objectives and their fostering effects. For instance, the small shipping project at the Dráva and the tourism development in Zemplén were projects like that. Another part of the projects in the North-East-Hungarian Region had a relevance to the utilisation of thermal springs and elements related to bathing tourism. This component attracted the greatest attention of applicants sometimes expectations far exceeded the opportunities. On the basis of the outcome of the winning project, we can say that it achieved the broadest co-operation of settlements while effecting an inter-sectorial partnership. As far as the component of promotion of new forms of co-operation in the field of production and sales is concerned, enabled capacity pf agricultural producers adapting to the market requirements of the European Union and the facilitation of entering markets stood in the focus. In addition to the declared objectives, the component also fostered new approaches in terms of co-operation and association. The projects covered a wide range of agricultural fields: wine-growing, fish-farming, milk-production, olericulture, pomology, rabbit-farming, the production of EU conform bio-products, wood processing etc. In addition to production related projects, modern, electronic forms of sales co-operation also appeared. Besides, the first Hungarian Agricultural Fair was also attempted. 35 The component of afforestation measures provided interesting experiences. There were not enough applications to use available funds and the maximum of support prevented the implementation of planned large-scale projects. Implemented projects were rather examples of community initiatives, community co-operation and efforts of regional and rural development except for one that was of environment utilisation character. Applicants were typically municipalities and associations of municipalities. The importance of the component must be stressed also from the aspect that it called attention to alternative area utilisation opportunities related to the European Union. The objective of the innovative community development component was to promote local and co-operation and co-operation of small regions, to activate the population, to identify local needs as well as to elaborate on development ideas. This form of support opened brand new horizons and it could excellently used in the target regions to develop existing traditional co-operation of the regions, to prepare the region for the SAPARD programme, to manage training facilitating co-operation and to generate effective co-operation among special professional groups (e.g. craftsmen, bee-keepers). As a summary, we can say that the most important outcome of the rural development component was to disseminate information in the rural population through a large number of projects and partners involved, because requirements of the European Union could have reached these groups only with a lot of difficulties and a strong delay.
Presentation of Model Projects Model Projects of North-East-Hungarian Region Production of Special Exportable Wines of Protected Origin in the Mátraalja Wine Region This project was aimed at creating a winemaking model plant for the North Hungarian wine region. This facility could be the basis for the continuation of the project and the implementation of college-level training in viticulture and enology. It could also lay the grounds for the creation of a regional centre of viticulture. The model plant will use the most advanced methodologies of processing and fermentation currently applied in Europe. The total budget of the project was EUR155,768; the Phare Programme granted a support of EUR 94,400. The own resources for the investment have been provided by the project gestor, Mátra-Tan Kutató-Oktató Kht. The stone of foundation of the fermentation and seasoning cellar described in the project was laid in November 2001. The building housing the technological equipment was handed over in a solemn ceremony on April 16, 2002. This building of a total area of 120 m 2 belongs to a set of existing training buildings. Similarly to those ones, it has been built with thatched roof, which offers a better thermal insulation and thus, less consumption of cooling energy and helps the building fit better in the view. In addition to a large equalising tank (20,000 litres) placed in the cellar there are 13 fermentation tanks of 10,000 litres each, two tanks of 5,000 litres each and 20 tanks of 1,000 litres each. All the tanks are made of stainless steel and provided with individual temperature control under computerised surveillance. Consequently, all of them are perfectly fit for conducting controlled fermentation processes in large or small volumes, making enological tests and perform training tasks. Consequently, our overall fermentation and storage capacity is 2,050 hl, which is the size required for a medium size winemaking plant. The technological trial operation shall take place after the vintage of 2002. This facility satisfies long-term needs and by developing and testing new fermentation technologies, serves the interests of the producers of the region. Development of Quality Tourism Flow to Hollókô Part of the World Heritage In 1999, the development of tourism in particular, rural tourism was given a special role in the long-term development plan of Nógrád County. The idea relied on some very favourable circumstances such as the small villages populating the hilly Cserhát region as well as the live folkloric traditions. The most outstanding tourism attraction of the county is Hollókô, part of the World Heritage. According to the evaluation of the national inventory of tourism attractions, Hollókô constitutes a first-ranking attraction as a whole with just a weak or medium level of exploitation. This project has set the objective of developing and improving the quality of the tourism flow to this small village. The gestor of the project was the Public Foundation Pro Hollókô and the Municipality of Nógrád County participated in the programme as beneficiary partner. The overall budget of the project was EUR 76,159; the Phare Programme granted a support of EUR 60,797. Under this project, the entire Phare grant was used to modernise the heating of Palóc (ethnic group) holiday houses at Hollókô, aimed in part at preserving the conditions of such monuments and in part at extending the tourism season. In addition, in the Old Village of Hollókô on the side of the way to the fortress a park was established. All the remaining funding of the project came from Public Foundation Pro Hollókô. Concerning marketing activities, Hollókô as part of the World Heritage was presented at the Travel Exposition and Tourism Fair of year 2001 and a new information package has been developed in Hungarian and foreign languages. A complex recreation programme was developed offering several days of stay for visitors with optional programmes. Based on a survey on Hollókô0 and surroundings, a regional inventory of tourism attractions was developed. With the purchase of some bicycles, a new service could be implemented (rent a bike) and the purchase of containers has solved disposal of the wastes in the village. The Tour Itinerary allows visitors to appreciate the natural beauties of this region. The implementation of the project may constitute grounds for a long-term development process ensuring the sustainable maintenance and development of this part of the World Heritage. The modernisation of local accommodations has created the opportunity to offer several days of stay and this may result in the extension of the tourism season. Development of Spa and Health-related Tourism at Túrkeve Since 1991, the thermal spa of Túrkeve has been fed with thermal waters of medicinal quality. However, the exploitation of such medicinal waters was not full and for this reason, the Municipality envisaged an option of enhancement by implementing an investment project to develop the tourism related to medicinal waters. Under the tender, the project wished to implement a central building to provide medicinal services to the standards of our age. No such services existed in the region. Upon the implementation of the treatments, the inhabitants of Kisújszállás, Mezôtúr and surroundings have received adequate medicinal options. The project gestor is the Municipality of Túrkeve. Beneficiary partners included Tiszainform Tourism Service and Region 2001 Kft., two entities that provided transportation and marketing activities to support the success of the project. The overall budget of the project was EUR 602,943; the Phare Programme granted a support of EUR 268,268. The Municipality involved other funds to provide the own resources required for implementation. The works performed with the Phare support constitute the first phase of development of the Spa of Túrkeve, where a new central building of 1000 m 2 was erected with showers and dressing rooms serving the overall facility. In connection with this project, the thermal pool was covered and completely renewed. The new building offers space for medical and medicinal treatment, physiotherapy, medicinal weight bath, tangentor treatment, and carbon dioxide treatment and provides a pool for medicinal gymnastics. Upon the implementation of this project, some medical treatments funded by the National Health Fund could be introduced. The available equipment and the thermal waters allow some 50 patients from the town and its surroundings enjoy the services. The building provides suitable services for persons of locomotive disorders as well. This project and the planned developments may be key for the enhancement of tourism in this town. Taking advantage of the medicinal waters available in this town, the project allowed implementing a multipurpose treatment building that offers services to every patient, including those with locomotive disorders. Thermal waters of medicinal quality and the seven different medicinal treatments available make the Spa of Túrkeve worthy to be called a medicinal bath. Creation of the First Hungarian Auction-based Agricultural Exchange The main objective of this project was the implementation of the first Hungarian auction-based fruit and vegetable exchange where a major part of the fruits and vegetables produced in this region could be sold in standard quality categories and using standard packing materials. A substantial part of the domestic production of fruits and vegetables comes from this region. Therefore, the enhancement of this sector is a key opportunity for the region to increase revenues and improve the rate of employment. By concentrating a huge volume of high-quality products, producers will not be exposed to the intermediaries and would have access to up-to-date market information. An important objective of the project is to implement a more harmonised co-operation between the entities involved in the development of the region. The exchange of agricultural products may facilitate the application of R&D results obtained by the research institutes of the zone upon the development of their technical and intellectual capacities. PRIMOM Foundation for Enterprise Promotion for the Szabolcs-Szatmár-Bereg County acted as gestor and prepared the rules of operation of SZEMA First Hungarian Auction-based Job Exchange Co-operative Society for Szabolcs County. In addition, organised training for managers and members, study tours to West-European exchanges and provided consulting to help establish the professional bases for the implementation of the Agricultural Exchange. It prepared the image, logo, slogan and marketing plan for the Agricultural Exchange. SZEMA undertook constructing the Agricultural Exchange and obtaining the sales equipment. The Research Institute of Nyíregyháza of the Centre of Agricultural Sciences of Debrecen provided laboratory instruments to support the production of high-standard seeds. The Fruit R&D Public Weal Company of Újfehértó provided a small truck as well as laboratory equipment for a mobile quality analysis unit to facilitate on-site sampling. The overall budget of the project was EUR 346,000; the Phare Programme granted a support of EUR 252,000. By establishing the co-operative society operating the Agricultural Exchange, a wide group of producers implemented a new form of co-operation and adapted one of the most advanced sales methodologies of the world. The Agricultural Exchange has created new bases for sales, and the exemplary co-operation of the partners in the implementation of the project has induced major changes in several areas such as quality production, switching to new varieties, production of marketable reproductive materials and quality control. The operation of the Agricultural Exchange creates a consistent unit composed of production, sales, innovation and marketing processes. Development of Debrecen Big Forest Recreational Park This project aims at restoring the welfare function of the famous Debrecen Great Woods. The existence of dry and dangerous trees, proliferating vegetation, old garden furniture, deteriorated pathways and the spoiled, mudded Békás Lake impeded the park to play such centenarian welfare role. It is of local and regional importance to restore and augment such welfare role, since it constitutes a centre for active relaxation, excursions and entertainment with a number of facilities such as the Medicinal Bath, the Zoo and Botanical Garden, the Park and several sports facilities. The Municipality of Debrecen was the project gestor, and the beneficiary partners involved in the project included AKSD Kft. and Euro-Region Ház Kht. two entities that provided professional support in the course of implementation. The overall budget of the project was EUR 87,912 ; the Phare Programme granted a support of EUR 65,033. The project included two interrelated components, which posed a need for co-operation to the general contractor of the construction sub-project and the supplier of the procurement sub-project. Under this project the dry, aged and dangerous trees were eliminated, the non-native vegetation was reduced, the area was arranged, walkways were renewed, the Békás Lake and its technical equipment were restored, some 6,372 plants were planted and 170 different pieces of furniture and a full play garden of wood were implemented. By creating a high-quality recreation centre, it was possible to raise the welfare function of the woods and this has contributed to develop the tourism. This purpose was achieved parallel to the protection of the natural values. The results of the project may be sustained on long term. The Municipality should provide funds for maintenance and further development. The Municipality has plans in place to enhance the Zoo and Botanical Garden and implement a major development project concerning the Medicinal Bath. Model Projects of South-Transdanubian Region Development of the Tormás Beef-production Plant Utilisation of possibilities provided by the agricultural potential of South Transdanubia, that is significant in the Hungarian relation, is the essential interest of the region. The priority of the Complex Development Programme of the region set forth the integrated development of the cattle sector as a separate operative programme. In this respect, the strengthening of the integrated character of breeding, as well as the extension of such integration to the possible widest verticum may be mentioned as important aspects. The objective of the Project is to revive the culture of livestock breeding, characterising the region and to establish an integrator sample farm. The investment, in accordance with the EU expectations, will take into consideration the aspects of hygiene, animal protection and the improvement of the meat quality, thus aiming at the qualitative development of the meat yield of cattle. The managing agent of the Project is VENATTA Kft., acting as the integrator of the wide range of supplier and purchaser network at the same time. The managing agent will accomplish the buying up of calves through a supplier network, consisting of 252 members (mainly small entrepreneurs and primary producers). In addition to this, it will co-operate with the municipalities of Tormás, Baranyajen_, Baranyaszentgyörgy and Szágy, furthermore, with Béke Tsz of Gödre, concerned with the buying up, as well as with Agrover Rt, having branches at Pécsvárad and Szilágypuszta. The Veterinary University of Budapest and the Regional Agricultural Chamber of Baranya County also may be mentioned as co-operating professional partners (with regard to the technology of animal husbandry and the veterinary requirements of the EU). The total budget of the Project was EUR 364,686, from which a support of EUR 169,336 was provided by the Phare Programme. The developments of the project were made up of construction investments only. Within the frame of the reconstruction and improvement of the obsolete cattle farm, the reconstruction of the barn and the cowshed, as well as the development of service facilities have been performed. The livestock breeding activity, pursued here and now under up-to-date conditions is advancing not only the increase in the number of animals. A further output is, that cattle species, requiring up-to-date technology of animal husbandry and the meat yield thereof render possible to produce goods that are of good quality and in compliance with the EU standards. Last but not least, the Project will contribute efficiently to the strengthening of the suppliers circle and advance the marketing of the produced commodity stocks as well. The outdoor cattle breeding is a profession that is based on the traditional resources of Baranya-hegyhát. Through the utilisation of such traditional conditions and the application of a new technology of animal husbandry, aiming at new markets, it will show a good sample, furthering such activity to become a pulling power in the agriculture of the region. 41 Leonóra Becker Project Manager VENATTA Ltd. Establishment of the Conditions of the Small Boat Water Tourism alongside the River Dráva River Dráva is flowing past two counties Baranya and Somogy in the South Transdanubian region, offering a natural alliance for the inhabitants. Though the Dráva, due to its traditional isolation arising from the history of the region, is one of the last rivers of Europe, preserved in its original condition, the water tourism has not been a tourist facility of the region so far. By means of the Phare support four harbours have been developed by the bank of Dráva, at Drávaszabolcs, Drávasztára, Drávatamási and Barcs. The direct objective of the programme is to provide for the technical conditions of water tourism on the section of the Dráva between Barcs and Drávaszabolcs, and indirectly to widen the tourist facilities in the region and to increase the attractive force of the region. The Project has been co-ordinated by the Landscape Protection and Tourist Association of Dráva. Partners providing financial contribution for the implementation were: the municipalities of Barcs Town and Drávatamási, Drávasztára, Drávaszabolcs, as well as ÉPEX Kft., Pécs. The total budget of the project was EUR 284,779, from which a support of EUR 180,284 was provided by the Phare Programme. Within the frame of the Project, the harbours and the service buildings have been developed at Barcs, Drávatamási, Drávasztára and Drávaszabolcs, a pleasure boat has been purchased, the port of departure of which is at Barcs. The water infrastructure has been widened by a sportsboat-moving equipment and a boathouse, both located at Barcs. A theoretical and operative training course has been provided for water tour managers with the involvement of 30 persons. The brochure, including the route map, the relevant scenic spots and other useful information has been prepared. Primarily the four concerned settlements will take the advantages of the implementation of the Project, however, due to the uniqueness of the facility, developed by means of the project, it will have a beneficial effect on the entire tourism of the two counties and on the demands for catering and accommodation facilities. The Project, by means of showing the natural endowment in a competent and protective manner, making it marketable in the good sense, provides the possibility of development for a disadvantaged area that should be considered periphery both geographically and socially, which possibility may lay the foundation of the conscious development of tourism for the forthcoming years. The implemented development, by means of the service facilities of the water tourism, creates new development opportunities for the municipalities and entrepreneurs of the region. Following the completion of the programme, the managing agent and the partners will search for tender resources in addition to their own resources, and by means of such resources further investments may be realised and promotion devices may be prepared. Establishment of a Fruit-growing system, Processing Plant and Regional Centre in South Tolna The lack of storing, warehousing and packaging capacity have meant a problem for the farmers in the region, where fruit-growing was a traditional activity, since thus they have been at the mercy of the buyers. This necessitated to provide for the selling of the produced goods that have been collected and transported to a logistic centre. The project intends to provide solution for the uncertainty of fruit-growing and selling, the difficulties in the cooperation between the farmers, the problem of making such products unified goods, and the distance from the major processing plants. The managing agent of the project was Kisvejke Térségi Gyümölcs Termelô és Értékesítô Szövetkezet (Regional Fruit-growing and Marketing Co-operative of Kisvejke). The municipalities of Kisvejke and Závod also were involved in the implementation as partners who were providing the premises for the training. Technical assistance and Internet access was provided by Apponyi Sándor Technical School of Lengyeli. The total budget of the Project was EUR 343,584, from which a support of EUR 274,693 was provided by the Phare Programme, in the fram of the Hungarian co-financing. Within the frame of the Project, a regional centre has been established which will integrate the farmers of the region and their fruit-growing activities. Such centre, functioning as a cold-storage plant, on the one hand, is suitable for the storing and warehousing of produces, in connection of which a goods-moving and packaging equipment were procured, and it comprises premises, on the other hand, which provide room for the training courses and other programmes of small-scale producers. Within the frame of the educational element of the project, the farmers could get acquainted with the new methods of fruit-growing and a market research also was performed. It was a priority for the organisation to attain that the members do consider the selling of their produces in good quality and with a greater added value granted, and be professionally prepared for the production of the produces. Through the successful implementation of the Project the local cohesion and the co-operation of farmers within the frame of an organisation were strengthened. By means of the implemented investment, the farmers are not forced to sell their produces as basic material of the industry but as articles of food. An outcome of the implementation of the infrastructure is, that the farmers can obtain a price for their produces 10-50% higher than earlier. The Project serves as a model since it has carried the plant, providing a higher rate of processing, to the fruit-growing region, thus creating job for a small region afflicted with unemployment. Plantation of a Poplar Forest with Irrigation As the majority of Hungarian villages, Aparhant the location of the Project also has been wrestling with the difficulties of the disposal of Fluid Waste of Settlements (sewage). In order to remedy such problem, a sewage plant was established in 1989 at Závod, as the investment of eight neighbouring settlements, which has become unserviceable for today. From the year 1993, environment protection became of high priority at Aparhant and Nagyvejke, thus the efficient protection of the water base became a significant task with a view to health care, environment protection and economy as well. In 1997 Aparhant worked out a strategic plan for the disposal of sewage, thus throwing out the possibility to develop an expensive and uneconomical canalisation and to drain the sewage to other settlements. Such solution could have laid great burden on the population in terms of investment and operation as well. Following the assessment of the Study Plan, drawn up in four versions, the Municipality of Aparhant has decided in favour of the plantation of a flooded poplar forest, by which the cheap and environment friendly treatment, disposal and utilisation of sewage and the protection of surface living waters can be solved for the long term. The managing agent of the project was the Municipality of Aparhant Township, and the Municipality of Nagyvejke Township provided financial contribution for the implementation. The total budget of the project was EUR 95,654, from which a support of EUR 33,032 was provided by the Phare Programme. By means of the plantation of the flooded poplar forest, the sewage treatment and environment-close disposal will be realised in a complex system. The sewage drained from the sewer basins - following the appropriate treatment and disposal thereof - may be used for the flooding of the poplar forest planted in an area having advantageous environmental conditions. The project plan that has been submitted for the issue of the building permit, shows expressly, that the operating costs of the system - without taking into consideration the logging work - are far below the costs of any other solution. The period of operation of the plant may be determined in 25-30 years; during such period it will provide a very cheap and environment-friendly service for the impoverished population living in the environment thereof. 44 The flooded poplar forest of Aparhant serves as a sample of the solution for the biological sewage treating procedure of settlements with a population below 2000 persons. The Municipality solved the up-to-date, economic and environmentally sound collection, treatment and utilisation of the sewage, thus providing for the protection of the surface living waters. Honey Phare Consortium The fundamental idea of the Project was the utilisation of the traditionally excellent Hungarian bee-keeping for the purposes of regional development. A special value of the Project was, that the joining of two regions has been realised, in the course of which a small region, that is the mostly developed in South Transdanubia with regard to agriculture, managed a project in the poorest, mostly underdeveloped small region, seeking for and utilising the mutual advantages involved in the co-operation. A most critical area of the South Transdanubian Region is Ormánság. The isolation thereof from the development centres and the permanent unemployment are narrowing down significantly the scope of development opportunities, while the region is in the possession of natural conditions favourable for bee-keeping and long traditions. Recognising it, the members of the Association of Bee-keepers of Bóly, has undertaken to try to find the breaking points of the region, and to prepare a feasibility study thereon. The objective of the Project was to improve the professional preparedness of the bee-keeping community of Ormánság, to make prepared them for the competition conditions of the approaching joining to the EU, as well to improve the means of subsistence in the backward region by means of promoting the establishment of new beekeeping enterprises. The managing agent of the Project was the Association of Bee-keepers of Bóly. In addition to the members of the Association, the Bee-keeping Co-operative of Duna-Dráva also was involved in the implementation as a partner, providing the professional background for the successful implementation. Ormánság Development Company was involved in the recruitment, while the Ormánság Fund supported the project by providing the premises for the training courses. The total budget of the Project was EUR 28,408, from which a support of EUR 25,567 was provided by the Phare Programme. Within the frame of the Project, a marketing study, a development plan, showing the production technologies of the EU and adapting thereof to the condtitions of the region; as well as a study on the production quality protection and assurance have been prepared; and bee-keeping devices, technical books, periodicals and videos have been purchased, that have been se5rving the basis for the basic level bee-keeping Alternative Income Supplementing education for 25 persons, and for a bee-keeping consultants training for 15 persons, that has been supplemented with a foreign study tour. As the output of the Project, a consulting office, provided with state-of-the-art equipment and high level bee-keeping skills has been established, supplemented by the activity of skilled consultants, thus providing competitive possibility for the professional improvement for the members of the Association, as well as for the population of the region intending to join to the bee-keeping business. The project approached the development of community as a sample, the Association implementing the professional improvement of the bee-keeping community provided a service that created a professional background that is unique at national level as well, on the one hand. Central Projects The Regional Micro-Credit Fund, the Venture Capital of North-East Hungary belonging to the industrial re-structuring sub-programme of the 1997 Regional Development Phare Programme and their related training as well as the Training for Regional Development Experts project belonging to the human resources development sub-programme strongly differ from other components in terms of management and characteristics, for this reason, they are described as central projects Training for regional development experts The general objective of the programme is to prepare a group pf experts in the regions of North-East Hungary and South Transdanubia who shall be able to apply regional development methods meeting Hungarian rules and regulations as well as the norms of the European Union. In addition to that, these experts shall be familiar with rules and regulations of the new regional policy of the Union. Another objective of the project was to clarify and enhance the role of institutions active in the field of regional development and to prepare them for the reception of Structural Funds and the Cohesion Fund after the accession. The necessity of the programme was explained by the fact that at the time the 1997 Regional Development Phare Programme was launched, the Hungarian institutional framework for regional development was not developed enough to perform accession related tasks. The task of the experts trained during the project is to define development directions of their region, to work out a coherent approach in terms of development priorities, strategy building, programming and planning documents and to apply that approach in practice as well. As part of this central task, a training programme was elaborated establishing a regional development related knowledge basis in line with Union norms and Hungarian rules and regulations. Practical examples related to programming techniques and the operation of regional development institutions were also incorporated in the programme structure. 52 The budget of the project amounted to EUR 600 thousand. The available amount was published by the Phare Regional Development Programme Management Unit of the Ministry of Agriculture and Regional Development within the frames of a pre-qualification service tender. The winning consortium had to implement the programme between December, 1999 and December, 2000. The training was provided for experts of the following organisations in the North-East-Hungarian Region and South Transdanubia: regional and county development councils and agencies, associations of small regions, chambers, local enterprising centres, labour centres, as well as media representatives, non-governmental organisations and civil servants. The training part of the project concentrated on know-how transfer in the field of up-to-date planning, programming, project design, tendering and communication, significantly contributing to the development of programming and implementation capacity of the Hungarian regional development institutional system especially that of regions and small regions, so that all levels of Hungarian regional development could rely on a pool of qualified and prepared experts and human resources. Several hundreds of experts participated in the training courses. In case of some specialisations, they could obtain a diploma accredited by the Ministry of Agriculture and Regional Development as well. The quality of the courses was assured by a strict evaluation system. Both curricula and trainers usually were evaluated as excellent. In addition to professional training and study tours, the project included events providing appropriate forum for people involved in regional development so that they could discuss all challenges of this field with all the participants. Interactive thematic workshops and conferences explored problems and gaps of the institutional system of regional development and development processes, as well as fields to be developed. As a result of joint work, participants traced options of solution and formulated recommendations to make Hungarian regional development more effective.
Although the programme involved only two of the Hungarian regions (North-East Hungary and South Transdanubia), representatives of other regions and related ministries, as well as partners from the European Union as experts of the topic also participated in the events. According to the experiences, these events played pivotal role in the field of co-ordination and communication among institutions of regional development, both from the aspect of vertical and horizontal contacts. The Regional Micro-Credit Fund The objective of the Regional Micro-Credit Programme is to increase resources of micro-credits available for small and medium sized enterprises of the target regions. The Micro-Credit Programme was initiated mainly to guarantee that small and medium sized enterprises not meeting the tendering requirements of the 1997 Regional Development Phare Programme could also receive support of smaller scale, in particular through an existing and operating institutional system. Consequently, the Regional Micro-Credit Fund that was very similar to the Hungarian Micro-Credit Fund operated by the Hungarian Association for Enterprise Promotion (MVA) and its country network was created within the frames of the Programme. Both the national and the regional micro-credit fund is regulated by the Micro-Credit Manual that experienced major modifications before the programme was started but right after the decision was made to initiate that. When revising the manual, collected experiences of the Micro-Credit Programme were included, assisted by the micro-credit managers working for the MVA network, foreign and Hungarian experts. As a result of the programme, the preferential loan scheme available for local small entrepreneurs in the target regions was increased by EUR 4.625 million. The 1997 Phare Regional Development Programme provided an amount of EUR 1 million for the South Transdanubian Region and another EUR 2.7 for the North-East Hungarian Region. The Ministry of Economy and Transport provided EUR 250 thousand for the South Transdanubian Region and another EUR 675 thousand for the North-East Hungarian Region from the economic development appropriation of the budget resources of 1999 for programmes of micro-, small and medium sized enterprises. The maximum amount of the preferential interest loan scheme is HUF 6 million that can be used by enterprises employing maximum 9 people, with an annual turnover of less than HUF 100 million, with no regard to industry. Applications for loan are evaluated by the micro-credit committees operating at Local Enterprising Centres, on the basis of the business plan of the enterprise. 53 Small and medium sized enterprises seem to be extremely interested in the micro-credit programme. This is demonstrated also by the table below. Priority but not exclusive industries of the Fund: mechanical-engineering, services, tourism, distribution (freight and logistic services), food industry, information technology, technology intensive industries and bio-technology. Within the frames of investment, market oriented and competitive production and servicing enterprises with appropriate return perspectives shall be of priority. The management body of the Fund concentrates mainly on viable quality businesses creating jobs, ensuring the application of high technology and know-how and providing further export opportunities. Owners of the capital notes of the Regional Venture Capital Fund (EUR 5 million) 54 The documents of the Venture Capital Fund of North-East-Hungary are under Completion Consultation programme for small and medium sized enterprises To facilitate the use of the Venture Capital Fund of North-East Hungary and the Regional Micro-Credit Fund, a training programme was initiated with the objective of assisting small and medium sized enterprises in re-alignment and development: Direct consultation and training for small and medium sized enterprises of South Transdanubia, Direct consultation and training for enterprises applying for venture capital in the North-East-Hungarian Region, Training programmes for the absorption of credits for small and medium sized enterprises in the North-East- Hungarian Region. All the three consultation and training programme was successfully completed by the end of 2000. During the programme, 200 entrepreneurs were trained and another 85 enterprises participated in consultation.
Cross-border CBC Projects between Romania and Hungary The programme started in 1996 with the title Economic and social development of the cross-border regions to Romania defined the general objective of promoting the development of cross-border contacts between Hungary and Romania free of politics. Another objective was to facilitate economic growth on both sides of the border exceeding the national average. As a continuation of the 1996 programme, the 1997 Phare CBC Programme between Hungary and Romania launched tenders in fields as follows: regional planning an development, development of infrastructure, economic development and co-operation, human resources development, the protection of the environment and nature. 46 applications were submitted for the call to tender published by the Phare Regional Development Programme Management Unit in June, 1997, in the value of EUR 42 million in total. Soon it became obvious that despite former expectations Phare did not provide a dedicated supporting framework for the 1997 Phare CBC Programme between Hungary and Romania. For this reason, it was decided at the beginning of 1998 to allocate EUR 4 million from the National Phare budget for 1997. Due to the decision, the CBC Programme between Hungary and Romania could be continued. Submitted applications were evaluated by a group of experts. The Group submitted its proposals to the decisionmaking committee. On the Hungarian side, ten projects with cross-border effect were selected for support. Grant contracts covered EUR 3.077 million until the end of 1999. By the end of 2000, projects were all implemented and disbursement was completed. Similar to the practice of former CBC programmes, a so called Small Project Fund was also created from the allocation of the CBC programme in the value of EUR 200 thousand. 157 proposals were submitted for the tender announced on 18th February, 1999. During its meeting of 16th April, 1999, the decision-making body of the Small Project Fund selected 24 projects for support in the value of EUR 199.767. All the 24 projects were contracted by the deadline. The positive results of the CBC programme can be well perceived. Cross-border regions experience strong and peaceful economic development; implemented projects established high level co-operation among institutions. County municipalities involved on both sides of the border meet quite frequently. The same can be said about local governments and major economic actors. New organisations were also born such as the Joint Cross-Border Partnership Committee between the small regions of Makó and Nagyszentmiklós (Sannicolau Mare). Joint Co-operation Committees and their Joint Working Groups were also established. In Békéscsaba and Arad, a Phare CBC Regional Office was created. In addition to direct local or regional outcomes of the implemented projects (e.g. roads, information technology systems, Business Centres etc.), we can say that the programme is a well-known and popular initiative, generating a large scale of activities and interest concerning the participation of the cross-border development programme. 56
Institutions participating in implementation European Delegation to the Republic of Hungary The European Delegation to the Republic of Hungary was opened in Budapest in 1990. The Delegation is the representative of the European Union and it actively assists Hungary in the accession process, for instance in the field of the use of pre-accession funds (Phare, Ispa, Sapard). The Delegations of the European Communities play pivotal role in the implementation process of Phare programmes of the candidate countries. Although in the current system, the Hungarian Government represented by the Programme Authorising Officer (PAO) and the National Regional Development Agency is responsible for contracting and disbursement in terms of Phare regional development programmes, the Committee must supervise and control the use of Phare funds as specified by financial regulations. Accordingly, projects were selected and grant contracts were made with the prior approval of the Delegation. In case of contracts above EUR 100 thousand, a public purchase procedure had to be followed. In case of purchase contracts under EUR 100 thousand, the Delegation delegated the right of ex-ante control of pilot projects to the National Regional Development Agency. This act means that the Delegation allowed the National Regional Development Agency as well as Regional Development Agencies of the target regions to acquire know-how and experiences necessary for the future reception of Structural Funds. The responsibilities of the Delegation, the National Regional Development Agency and the Regional Development Councils are specified by the Co-operation Agreement signed in June, 2000. The Financial Agreement of the programme was signed in December, 1997. Constant adaptation to the everchanging process of accession was a crucial task of implementation. As a result of dynamic processes, the planned duration of the programme was prolonged. Hence, the expiration deadline of the programme is 31st December, 2002, since the Committee prolonged the deadline by 24 months to facilitate pilot projects to achieve their objectives. To implement the large number of pilot projects and related tenders, all parties involved governmental and regional organisations, beneficiaries and partners had to pursue close and long term co-operation. The programme also contributed to the enhancement of partnership among the participants and tested the absorption capacity of the target regions in terms of funds from the European Union. Experiences collected during the programme can significantly assist Hungary in receiving the Structural Funds and in the preparation phase for proper use. 57
National Agency for Regional Development The National Agency for Regional Development (NARD) and its new organisational units were created by the fusion of the Phare Regional Development Programme Management Unit and the National Regional Development Department. As a result of the organisational re-structuring, an effective workshop of experts applying European procedures, based on partnership and transparency in terms of programming and implementation was created a body i.e. National Agency for Regional Development that can most probably act as a competent centre event after the accession. Its range of tasks: effecting regional development objectives according to the Act XXI/1996 on Regional Development and Physical Planning; performing planning and research works related to the National Regional Development Concept; professional support for governmental tasks of regional development participation in the preparation of the National Development Plan planning, preparation, management and co-ordination of regional development programmes in national and Union financing; management, organisation and monitoring of programme implementation The co-ordination of Phare regional development programmes is performed under the aegis of the above criteria. One of the most important programme, the 1997 Phare Regional Development Programme is almost completed now. In the operating system of the programme, the National Agency for Regional Development represents the Programme Authorising Officer (PAO). The PAO is responsible for the due and orderly consumption of the grants. It plays a central role, as the programme bifurcates here to the target regions, as determined by the decentralised mechanism. From the aspect of the regions, this structure means a supervisory function operating on the basis of the co-operation agreement specifying competencies, at the same time, it has a role in effecting interest on the other hand, especially in connection with the EC Delegation. The Agency also manages contacts to other central organisations involved. Parallel to that, the Agency also manages large scale projects (above EUR 100 thousand) significantly contributing to the collection of direct experiences and practice in terms of programme implementation. Now, getting closer to the end of the programme, these experiences make possible a wider interpretation of the programme objectives beyond the difficulties of the daily project management, for example the acquirement and application of the principles of the EU Structural Funds within the Phare programmes. It became evident, that it was certainly difficult to apply them in the everyday Phare programme implementation practice, in fact, some of them were contradictory - at least at the present circumstances. 58 The partnership, i.e. the higher number of co-operating partners was an advantage at the project selection. On the other hand later it became a disadvantage as regards the feasibility since the Phare procurement procedures ensuring the transparency and equal chances resulted in more difficulties and extra work in those cases where a high number (even more than 20-25) of beneficiaries were integrated in one project. In line with the principle of coordination and additionality, 25% Hungarian contribution was added to the Programme fund. However, the implementation had to follow a different system, according to the local procurement procedures, which was against the feasibility. The cost efficiency hardly can be in line with the tendering since it resulted in higher cost for the beneficiaries. Furthermore, it did not encourage the competition, as it could be underpinned by a large number of unsuccessful tenders. Consequently, one of the lessons learned was a basic condition of a "Phare economics of scale" in other words, "not everybody can afford to receive Phare grants. In spite of this, most of the selected projects could be successfully completed as a result of the hard work and efforts of the involved partners. Once they are in operation, they will contribute to the economic and social development of the target regions. Those being involved in this work could gain such skills and experiences, which will be certainly provide a competitive advantage when applying EU funds later on, since there will be more and more opportunity of that kind in the near future.
József Rácz programme-director and his team The SOP 97 Programme Agency The Regional Development Council of North-East Hungary (further referred to as RDC-NEH) created the SOP 97 Programme Management Unit on 1st May, 1999 to serve as Regional Development Agency in 6 counties of the North-East Hungarian Region during the implementation of the 1997 Phare Regional Development Programme. Prior to the establishment of the Unit, tenders, applications and works preparing decisions were managed by employees of the Presentation of NARD in Eger and the Regional Development Office of the Municipality of the County of Heves. Excellent contacts were established with the Regional Development Agency of South Transdanubia and the Regional Development Agency of the Northern Great Plain that was created somewhat later. Initially, the organisation located in Eger worked with 2 employees. The staff increased to 4 employees in August, 1999 and to 8 employees in January, 2000. In the spring of 2000, a Co-operation Framework Agreement was made between the Regional Development Directorate of the Ministry of Agriculture and Regional Development and the RDC-NEH, specifying the decentralised implementation and management of about 120 supported projects. According to the agreement, the SOP 97 Programme Agency shall be the Programme Authorising Office for tenders under EUR 100 thousand. In addition to management of project supported by the 1997 Phare Regional Development Programme, the Agency as working body of the RDC-NEH performs administration tasks of the Council and promotes the Great Plain eco-region development programme as well. The majority of the activities of and the SOP 97 Programme Agency are completed. Sup-programmes of the 1997 Regional Development Phare Programme were in line with facilities, conditions and points of development of the six counties. Within the frames of the industrial re-structuring sub-programme, industrial parks established in the place of former industrial centres received support especially for the development of infrastructure. In the rural development sub-programme, the most popular projects were targeted at the development of tourism, with special regard to projects related to medicinal and thermal springs. Projects of the production co-operation component focussed on the quality improvement of agricultural products and the promotion of marketing. Within the frames of the human resources development sub-programme, major university centres and institutions of vocational training had the opportunity to start new training courses, develop curricula and purchase required tools and equipment. In the field of central projects, more than 100 experts of small regions, counties and regions of North-East Hungary obtained a certificate after finishing the Training for regional development experts. 59 Apart from some exceptions, partners participating in the programme i.e. beneficiaries of the projects as well as suppliers and contractors applied for and implemented their very first Phare project. For this reason, beneficiaries and contractors had to learn more about the rules of the European Union concerning public purchase and administration tasks of project implementation the programme just provided appropriate opportunities for that. As a result of the share of work between NARD and the SOP 97 Agency, the beneficiaries established daily working contacts with the PMU in the first line, as the number of projects under EUR 100 thousand was quite high. As a benefit of cooperation, the majority of the projects could successfully be implemented or it is almost implemented. During the Programme, participants of the management of Phare projects could collect useful experiences as beneficiaries, contractors or agencies. This know-how and experience is a major achievement of the Programme, consequently, it can considerably promote the professional development of the region in the future as well.
László Sitányi managing director and his team The Regional Development Agency of South-Transdanubia After its creation the Regional Development Council of South-Transdanubia had to organise the implementation of two tasks essential from the aspect of the development of the region: the preparation of the mid-term Complex Development Programme of the South Transdanubian region and to prepare for the reception of the HU9606 Regional Devlopment Phare programme. The professional and effective performance of these large scale task called for the creation of a regional working organisation of well-trained employees, that could be the token of coherent co-ordination of regional development tasks. In the light of the above, the Regional Development Council of South Transdanubia created the separately operating Public Non-profit Company for the Regional Development Agency of South Transdanubia by single person foundation. As far as the professional proficiency of employees of the Agency and the successful management of development programme of the European Union were concerned, it was very important that the Agency performed co-ordination tasks related to the HU9705 Regional Pilot Programme Fund as well. The EU Phare HU9705 Regional Pilot Programme Fund significantly contributed to the fact that the group of experts of the Agency established during the implementation of the previous programme met more specialised programme management tasks and challenges ensuring further professional development of colleagues already proficient in the co-ordination of development programmes. Due to the implementation of the 1997 Regional Development Phare Programme, the Regional Development Agency of South-Transdanubia could acquire rich experiences in the following fields: preparation of the tender programme, information of regional actors; successful implementation of administration, registration, financial management and professional evaluation tasks related to the implementation of the programme; integrated implementation of regional development programmes with a wide range of topics (rural development, industrial re-structuring and human resources development) according to uniform principles; performance of project and programme monitoring tasks in line with the regulations of the European Union. 60 As the implementation of regional Phare programmes proceeded, the rang of task of the Agency was also extended. At the moment, it also performed co-ordination and management activities in a larger scale of regional development related tasks. Key activities of the Agency are as follows: Management of international programmes implemented in the South Transdanubian Region Organisation, co-ordination and monitoring of regional programming tasks Implementation of development projects in national and EU financing, initiated by the Public Non-profit Company for the Regional Development Agency of South-Transdanubia Enhancement of internal and external contacts of the region Performing secretary tasks for the operation of the Regional Development Council of South-Transdanubia The increasing number of tasks especially the two Phare regional development programmes required the rapid increase of staff. 22 employees work for the Agency at the moment (13 people in the office in Pécs, 7 in Kaposvár and 2 in Szekszárd). All the employees of the Agency are fluent in English (several of them can speak another language like German, Italian, French or Russian). The majority of the employees is young, so, these qualified persons represent considerable resources for the region. As a summary we can say that the Public Non-profit Company for the Regional Development Agency of South Transdanubia is a stable organisation of qualified employees with a wide range of experiences in the field of regional development that can perform further and larger scale development agency tasks as well.
Summarised Evaluation of the Programme The quality and character of regional development can be the major indicator of the way of involvement, democracy and social cohesion of a country. The level of differences of living standards within the same territorial entity county, country or continent and the pace of leveraging is an important indicator of the quality of living. For this reason, it is not accidental that a decisive part of the community resources of the European Union are targeted at the reduction of those regional differences. Deriving from its nature, regional development is a complex activity involving numerous actors, where participants can create co-operation based on actual interest, establish contacts and solve joint problems in an efficient way. Consequently, regional development can serve as an excellent field for effecting principles formulated by the European Union. In Hungary standing pre-eminently among other candidate countries waiting for accession, the implementation of regional development involving many actors has been an everyday practice from the beginning of the nineties. From this aspect, the 1997 Regional Development Phare Programme wan be viewed as a logical continuation of previous programmes. Just like in the case of the very first regional development programme, the principles of decentralisation, partnership, programming, subsidiarity and additionality were predominant in this programme as well. The actual projects targeted at social-economic problems played pivotal role as they allowed realistic field for the collision of interests, the formulation of compromises and the practice of participating, responsible, professional and transparent programme implementation. The reduction of differences among regions, counties, small regions and settlements of the country has been a crucial objective. In these terms, the 1997 Phare Regional Development Programme concentrated on the most backward and disadvantaged regions. In addition to the Euros brought to the region, we must also notice that human resources of the target regions the knowledge and experiences of people living there showed amazing development due to the implementation of these programmes and that was maybe one of the key factors determining long tem competitiveness of a region. 61 During the implementation of the programme, several unexpected problems occurred that could not be calculated with in advance. Well, the experimental character always bears dangers like that, however, solutions found yield a great deal of new knowledge and experiences. We can state that organisations from national to settlement level participating in Hungarian regional development have acquired considerable know-how and experiences and that shall be an important pre-condition of the accession of the country to the European Union. The outcome of the project can be measured by economic indicators of the region. At the same time, experiences also offer long term potentials that can and must serve as basis for further tasks. Developments promoting the re-structuring of the industry resulted in new facilities and products capable of accommodating, disseminating and improving technical renewal. Their multi-faceted character can be observed in the fact that they affected a rich pool of tools necessary for economic and industrial development such as indus-
trial parks, innovation centres, investment promotion techniques and too, funds to support enterprises. On the other hand due to their complexity, they created new types of co-operation and measurable experiences that can be further developed. The sub-programme targeted at the development of human resources launched changes on a wide horizon. Projects in the field of university education promoted the actual connection of the institutional system and the economic sector and this new relationship promises flexibility and sustainable programmes in the future. The emergence and enhancement of new distance learning systems must be evaluated in the light of their complexity. The new training programmes could prove their suitability during the first trials. The curricula created, the new knowledge of teachers, favourable technical conditions and the flexibility of training methods provided new and excellent basis for human resources development founded on and co-operating with existing organisations. The special programmes for the disadvantaged people represent good examples and future models for other regions. Programmes of rural development have an important message in several fields. On the one hand, it became reality for people living in backward regions falling behind that activities meeting regional capabilities and stressing local characteristics can indeed contribute to the in situ creation of appropriate quality of living. On the other hand, results of the new types of co-operation also demonstrated that local collaboration and joined forces can provide enough power to find our place even under circumstances of the modern market. In connection of this sub-programme, it must be underlined that it provided the possibility of locally experiencing challenges an opportunities of the accession to the European Union and to create a well-founded basis of practical knowledge. The greatest merit of the so called central projects i.e. not managed by the regions is that a common knowledge, a common language is developing here in Hungary as a result of training programmes involving a large number of actors, and that can make joint work much easier. The ever increasing number of study tours ensure that one can also experience what was heard, consequently, what was seen and heard can be effectively utilised. 62 An essential outcome of the programme was that it could indeed enhance the co-operation among organisations of various levels. The management activity of national organisations responsible for the implementation of the programme, the up-to-date presence of regional decision-making and management organisations as well as working contacts of project managers and the wide group of beneficiaries all resulted in an achievement oriented common goal, while co-operation and mutual tolerance became key-factor of successful implementation of the objectives. Experiences, knowledge and results all help us to meet major challenges of the coming years. Now, we more or less get used to work on our objectives in a continued planning logics and adapt to new requirements. All this yielded measurable results already during the implementation of the Phare programme of 2000 and in the better acceptance of new challenges brought by 2002 and 2003. The Future The European Union bestows special attention to reduce the differences in the level of development between the different regions. The essential objectives drawn up in the support policy are the realignment and putting on a growth path of the regions falling behind in development in order to strengthen the economic and social cohesion. The Structural Funds and the Cohesion Fund are serving as the devices for the attainment of such objectives. Within the frame of the support policy of the EU, the co-financing by the Union of programmes initiated by the beneficiaries and elaborated in accordance with the requirements will be performed. For such purposes, a comprehensive development conception for several years shall be elaborated, that will determine the programmes and projects intended to be implemented from the support of the Structural and Cohesion Funds of the EU. The strategic planning will be a process lasting for several months and legitimated by a wide range of social negotiations. Considering 2004 as the expected date of joining, the first programming period for Hungary will be the period between 2004 and 2006, with regard to which the elaboration of the National Development Plan was commenced in 2001. The measures to be supported will be determined in five Operative Programmes, subject to five major priorities, these will be: the Operative Programmes for Economic Competitiveness; Human Resources Development; Environment Protection and Infrastructure; Agriculture and Rural Development; and Regional Operative programme. The National Development Plan will determine the utilisation targets of a EU support of approximately Euro 3 to 3.5 billions and the relevant 25 to 50% national financing for the period between 2004 and 2006, consequently, this will have significant effect on the economic policy of the forthcoming years in almost every sector. In addition to the determination of the strategic guidelines, it is of fundamental importance that we shall be really in the possession of a large number (several thousands) project-plans prepared completely for the implementation with regard to technical and financial aspects. Such preparatory works have been commenced, a programme with a total budget of approximately Euro 27 million, titled Project Preparatory Fund, has been commenced within the frame of the Phare Programme for the year 2002. However, the utilisation of resources of the Union is regulated by strict EU requirements. The realisation thereof postulates the provision of significant human resources. The availability of institutional structures necessary for the management of the Structural Funds and the Cohesion Fund, as well as for the implementation of the supported programmes and projects also shall be provided for parallel with the programming process. All these shall mean the establishment of central, regional, local administration and other organisations and institutions, involved in the implementation, as well as the education of the relevant employees. The Phare programme has provided and is providing assistance in this field as well. When establishing the institutions managing such funds we could involve several foreign experts coming from almost all member countries of the Union; first of all from France, Great Britain, the Netherlands, Ireland and Italy. From such experts some twenty have spent a period exceeding one year in Hungary working together with the concerned Hungarian experts. Several study tours have been organised abroad, very important studies have been made, and approximately 250 persons could participate in the really full range education programme so far, that has been covered all major fields of the Structural Funds. 63 In addition to the institution system of implementation, special attention shall be bestowed to the development of the control system. With regard to the financing matters of developments, the transparency of the budget is of great importance also in case of programmes and projects co-financed by the Union, and possibility shall be provided for the flexible redistribution. Consequently, to make prepared the Hungarian supporting systems and the budgeting systems for the challenges of the supporting policy of the Union is of great importance. On the approach of the date of joining to the Union the length of time available for the preparation is shortening. Consequently, we should use the remaining period as efficiently as possible in order to be able to utilise all resources to be provided by the Union for the implementation of development programmes serving the strengthening of economic and social cohesion as of the first day of our membership in the European Union.
