PURPOSE OF THE POSITION The Duty Nurse Manager is responsible for the safe, effective and efficient management of resources for Counties Manukau District Health Board (CM Health) 24 /7, this includes the provision of clincal support for medical and nursing staff especially after hours, the leadership of the medical handover and the equal allocation of tasks at this handover.. One focus of this role is to provide clinical insight into the allocation of the right patient, right bed, right time working between the Patient at Risk team and the after hours. This role will work with MMC staff to provide senior assistance with proactive management of key tasks associated with acute Demand, Bed Management and to support improved patient care after hours. The role is also to ensure that there is improved communication and sharing of tasks after hours between medical and nursing staff through professional leadership and support. Duty Nurse Managers are the main point of contact for coordinating emergency responses, maintenance requests and bed and staffing management in line with the vision and values of CM Health. Clinical resource management/ professional practice Provide a visible single point of contact professional presence in the organisation that is associated with Resource Management beds, staffing and Emergency Management. Coordinate and manage inpatient bed allocation using bed management policies and procedures. Maintain the reporting mechanism associated with the CM Health Escalation plan and alerting system Coordinate and deploy nursing/midwifery staff to provide adequate and appropriate staffing numbers and skill mix on wards at all times Manage and deploy permanent and bureau nursing/midwifery staff by flexing staff within and across services in consultation with Service Managers, Women s Health Afternoon Coordinator and Paediatric Afternoon Coordinators as required to meet the needs of in patient services. Advise wards and inform person in charge of alternative nursing care delivery models if staffing shortage occurs(as per Escalation plan flow chart) Maintain Data integrity in Cap plan and ipms to reflect occupancy. Work with the Information Systems team of MMC to be predictive around patient flow. Ensure effective and efficient inpatient bed utilisation by identifying bed shortage triggers, promoting discharge planning, and communicating an organisational view of bed availability to charge nurses, ward staff, unit managers and medical staff and utilisation of the organisational Escalation plan. Manage efficiently the utilisation and deployment of nursing/ midwifery staff. Manage efficiently the utilisation of bed resources. Liaise with external bureau agencies, PAR, Service Managers, Afternoon coordinators and
charge nurses regarding skill mix and staffing requirements Promote cost effective nursing practice Participate in the daily inter-service Resource Management meetings. Identify trends with respect of bureau usage and roster shortfalls and report back accordingly Organise the inter hospital transfer of patients through the use of St Johns Ambulance Demonstrate key role in staffing resolution to situations involving challenging behaviours Coordinate the provision of locum medical staff between after hours. Ensure equal allocation of tasks for RMOs after hours using Task Manager after hours. Provide After Hours Pyxis support Coordinate and deploy terminal Cleaners Undertake other coordination role as directed. Clinical Coordination Visits all wards and departments and assesses clinical acuity, staffing requirements and liases with MMC to ensure appropriate staffing levels and bed management for clinical safety Collaborates with nursing and medical teams within Medicine and Surgical wards especially to ensure communication and coordination of bed availability. Supports and coordinates nursing staff within the wards to deliver appropriate nursing care by coordinating after hours resources. Identifies and reports clinical risk with both the PAR team and the. Works proactively with the MMC, the PAR team or CNM and medical staff to identify patients suitable for outlying taking clinical acuity, skill mix and nursing clinical workloads into consideration. Provides clinical coordination and support after hours between Emergency Care HDU, ICU,
CCU, SDU, NBC and MMC. Provides clinical coordination and support for staff and the PAR team after hours in response to emergency calls or other clinical incidents Emergency Management Liaise with after hours maintenance staff, regarding maintenance requests Liaise with police, fire service, media and on call manager as required. Initiate and coordinate first line response disaster situations eg. Utilities failure, communication failure, civil emergency and multi trauma. Take the lead using the CIMS model in all emergency response and manage on-going as required. Be familiar with the setting up and running of an EOC ( Emergency Operations Centre) Work with the Emergency Response Coordinator as required. Ensure that staff are familiar with Fire and emergency response and advise line manager/charge nurse of any shortfalls in knowledge Participate in training and exercises for internal and external disaster management. Leadership Takes the lead in allocation of tasks at 2200 hour RMO handover to ensure equity of tasks. Use initiative in proactive problem solving Acts as first point of contact for after-hours management. Acts as first point of contact for Media enquiries afterhours Communicate effectively with staff at all levels of organisation Deal effectively with conflict Role model excellence in communication, customer service and problem resolution

Consultation will be with the PAR, Team leaders and On Call Manager after hours with a professional reporting line to the Clinical Nurse Director, MMC Governance Group and operationally to the Manager Middlemore Central through the Operations Manager. COMMUNICATION The will be required to communicate with varied groups of staff at every level of the organisation and across services. They will also be required to liaise with colleagues and other staff from external organisations/agencies related to management of resources within CM Health.
