We make dental software smart EHR Incentive Program & Meaningful Use Introduction To encourage uptake among clinics and hospitals, the Centers for Medicaid and Medicare Services (CMS) has started incentive programs for eligible professionals, who can demonstrate meaningful use through certified EHR technology. The programs do not offer reimbursements only for purchasing EHR application suites. To claim incentive payments, participating professionals must be able to demonstrate the following: 1 They use certified EHR systems and 2 They are utilizing all the capabilities of the software to achieve meaningful use benchmarks Meaningful use involves using EHRs to improve public health, positive health outcomes and patient involvement in health care. Providers should store health patients data electronically which can be easily exchanged with other professionals to improve care coordination, while preserving the privacy and security of such data.

What is a certified EHR? CMS and the Office of the National Coordinator for Health Information Technology (ONC) have established standards and other criteria for structured data that EHRs must use in order to qualify for this incentive program. To get an incentive payment, you must use an EHR that is certified specifically for the EHR Incentive Programs.Certified EHR technology gives assurance to purchasers and other users that an EHR system or module offers the necessary technological capability, functionality, and security to help them meet the meaningful use criteria. Certification also helps providers and patients be confident that the electronic health IT products and systems they use are secure, can maintain data confidentially, and can work with other systems to share information. (Source: http://www.cms.gov) You probably think there is a lot of information you re going to have to keep track of in order to get an incentive payment, but that s where your certified EHR will help you meet the requirements for meaningful use. - All certified EHR technology adheres to the standards and criteria of the EHR Incentive Program which means it is certified to include functionality that will help you accomplish the core and menu objectives you must meet. - Certified EHR technology includes the ability to calculate the numerators and denominators for all of the objectives based on the patient information you enter as part of your everyday workflow. Are you eligible? What are the eligibility criteria? To qualify for participation in the Medicaid EHR Incentive Program, an eligible professional must meet one of the following criteria: - Have a minimum 30% Medicaid patient volume* - Have a minimum 20% Medicaid patient volume, and be a pediatrician* - Practice predominantly in a Federally Qualified Health Center (FQHC) or Rural Health Clinic (RHC) and have a minimum 30% patient volume attributable to needy individuals * Children s Health Insurance Program (CHIP) patients do not count toward the Medicaid patient volume criteria Can practices participate? Practices cannot participate in the Medicaid EHR Incentive Program. Incentive payments for the Medicaid EHR Incentive Program are made to individual providers, not to practices or medical groups. Although a provider can designate a practice to receive the incentive funds on their behalf, it is up to the provider to make this decision the practice or medical group cannot claim the money or make the decision for the provider, even if the EHR belongs to the practice. Who are eligible professionals? The following are considered eligible professionals who can participate in the Medicaid EHR Incentive Program*: - Physicians (primarily doctors of medicine and doctors of osteopathy) - Nurse practitioners - Certified nurse-midwives - Dentists - Physician assistants who furnish services in a Federally qualified Health Center or Rural Health Clinic that is led by a physician assistant. Number of dental practices eligible to participate in the EHR Incentive Program in the US 12,000 SOURCE: American Dental Association (ADA) Any practice whose patient volume is at least 30% Medicaid-based 30% is eligible to receive Medicaid incentives of up to $63,750

How does the program work? The incentive programs have three stages and providers have to meet certain objectives under each stage to qualify for payments Stage 1 This stage focuses on entering and storing patient data in a properly structured format. This ensures easy retrieval for later use as well as facilitating exchange between various medical professionals to improve overall patient care. All doctors have to meet the objectives of stage one to be eligible for the second stage of the program. Stage 2 This stage involves improving health outcomes through greater involvement of patients in care management and using EHRs to support advanced clinical processes. It includes e-prescribing, providing patients with clinical summaries during each visit and giving them the ability to download and view their health information online. Stage 3 This stage focuses on improving overall population health, decision making support for high-priority conditions such as cancer and heart problems and access to self management tools for patients. What is meaningful use? Providers have to show CMS that they are using their EHRs in ways that can positively affect the care of their patients. To do this, providers must meet all of the objectives established by CMS for this program. Then they will be able to demonstrate MEANINGFUL USE of their EHRs and receive an incentive payment.

How can I meet the program requirements? What are the requirements? CMS has established objectives that all providers must meet in order to show that they are using their EHRs in ways that can positively affect the care of their patients in other words, so that providers can demonstrate meaningful use. Some of the objectives have a minimum percentage that providers have to meet. Other objectives specify an action that must be taken or a functionality of the EHR that must be enabled for the duration of the reporting period. First year of participation: In their first year of participation, providers can adopt, implement, upgrade to, or demonstrate meaningful use of certified EHR technology. Second year and subsequent years of participation: In their second year of participation and subsequent participation years, providers must show that they are using their EHRs in a meaningful way by meeting thresholds for a number of objectives. The program s objectives and measures Eligible professionals have to meet the following measures in order to receive a meaningful use incentive payment: 15 CORE OBJECTIVES These are objectives that everyone who participates in the program must meet. Some of the core objectives have exclusions that could exempt you from having to meet them, but many of them do not. You have to report on all 15 core objectives and meet the thresholds established by those objectives. 15 MENU OBJECTIVES You only have to report on 5 out of the 10 available menu objectives, including at least one public health-related objective. You can choose objectives that make sense for your workflow or practice. Again, some of these objectives have exclusions that could exempt you from having to meet them.

How much could you receive? Your incentive payment is a fixed amount each year and will remain constant as long as you meet all eligibility requirements for program participation. These requirements include adopting, implementing, upgrading to, or demonstrating meaningful use of certified EHR technology in your first year of program participation, and achieving the meaningful use requirements for the remaining years you participate. There is no payment threshold for participants in the Medicaid EHR Incentive Program. The total maximum incentive amount that you can be paid under the Medicaid EHR Incentive Program is $63,750 over six years of program participation. Distribution of the payment throughout the 6 years of the program is as follows: Medicaid EHR Incentive Program payment calendar 2014 2014 $21,250 2015 2016 Program Application Deadline = 2016 2015 $21,250 2016 2017 $21,250 2016 2018 2019 2020 2021 Apply before 2016 to be eligible to receive your 6 year incentive payments TOTAL MAXIMUM INCENTIVE = $63,750 *Participation in the program does not have to take place across consecutive years. As you can see, you can receive the maximum Medicaid incentive payment as long as you begin participating in the program by 2016.
