ANNEX Q LOGISTICS ESF #7, #13 I. MNWALK REQUIREMENTS Item #: 1, 4 II. PURPOSE This annex was developed to ensure the Logistics function is carried out in the Emergency Operations Center in support of on-scene operations. This function includes providing support and coordination for communications, facilities, animal care, donations management, congregate care and logistics units. Logistics is responsible for acquiring equipment, facilities, services, supplies, personnel, food and services to support emergency operations both in the field and in the. III. SITUATIONS AND ASSUMPTIONS Situations 1. During an emergency, certain critical items will be in short supply due to disruptions in transportation corridors, manufacturers and supply depots. 2. During an emergency certain critical items will be in short supply because demands for goods will exceed the local supply. 3. Local governments will receive and distribute supplies and implement control procedures so that basic human needs are met during a disaster. 4. Personnel staffing the EOC will need supplies to effectively respond to a disaster. 5. Personnel staffing the EOC will need technical support to set up the EOC s physical equipment, technology and communications. 6. The EOC will need to be secured with access only to authorized personnel. Assumptions 1. Specific resources may be exhausted due to impacts of disasters. Extraordinary measures may have to be taken to provide needed supplies and resources for emergency operations. 2. Following an emergency or disaster, there may be a need to provide resources, goods and services to an affected area. 3. Fundamental resources/supplies such as water, food, first aid supplies, shelter, sanitation supplies, fuel, tools etc. may be needed. Q-1 Rev. 2014

4. There may be delays in all normal services such as police, fire, EMS, public works, transportation, water/sewer and utilities response due to damaged facilities and equipment as well as shortages of personnel. 5. Staging areas will be required for the receiving and distributing of equipment and other resources. 6. Each emergency function will determine its supply requirements and make requests to the Logistics Unit Leader. 7. Requests for supplies will be coordinated by the Logistics Unit Leader. IV. CONCEPT OF OPERATIONS The Emergency Operations Plan has been designed based on the NIMS model utilizing the Incident Command System. The Command Staff includes a Legal Advisor, Public Information Officer, Liaison, and Safety Officer. The General Staff includes the Operations Section Chief, Planning Section Chief, Logistics Section Chief and Finance and Administration Section Chief. The Command and General Staff all report to the Director. The Director is the Stearns County/City of St. Cloud Emergency Management Director. In the event where the primary impacts are health related, a unified command structure will be utilized in collaboration with Stearns County Public Health. In addition to these staff positions there are Branch Directors and Unit Leaders that represent the 21 annexes of this emergency operations plan. Branch Directors and Unit Leaders report to Section Chiefs, as outlined in the flow chart in the Basic Plan. A. General 1. Our resource management involves policies, guidelines, processes, and systems that allow for efficient resource allocations during an incident. Resources include personnel and facilities as well as equipment and supplies. In order to facilitate resource management, coordination activities will take place in the EOC during large scale operations. 2. It is the responsibility of local government to protect the lives and property of its residents. We will commit our available resources to do so. In the event of resource shortfalls during emergency situations, the EOC is responsible for establishing priorities for the use of available resources and identifying the need for additional resources. 3. As a basis for employing our resources to their greatest capacity during emergency situations, we will develop and maintain a current inventory of emergency resources that may be needed during emergency operations. A computerized resource database is maintained and kept on file with the Emergency Management Department. 4. In the event that all local resources have been committed or are insufficient, assistance will be sought from surrounding jurisdictions through pre-established mutual aid Q-2 Rev. 2014

agreements. When possible, we will execute agreements in advance with those groups and individuals for use of their resources. 5. Although many non-emergency resources can be diverted to emergency use, certain personnel, equipment, and supplies may be required to continue essential community support functions, such as medical care and fire protection. 6. If the resources available are inadequate or inappropriate for the tasks to be performed, the Logistics Unit Leader shall coordinate with the Director (or Liaison) to prepare a request for State resource assistance. 7. The Logistics Section Chief should be among those initially notified of any large scale emergency. When warning is available, key suppliers of emergency equipment and supplies should be notified that short notice orders may be forthcoming. The order of succession for the Logistics Section Chief is as follows: Stearns County Purchasing Director Buyer Purchasing Assistant City of St. Cloud Public Services Director Asst. Director of Operations & Maintenance When fully staffed the Logistics Section may include the following positions: Animals Unit Communications Unit Congregate Care Unit Donations Management Unit Facilities Unit Security Unit Logistics Unit Transportation Unit V. ORGANIZATION AND ASSIGNMENT OF RESPONSIBILITIES A. Organization 1. Our emergency organization is described in Section IV of the Basic Plan. 2. Incident Command System EOC Interface a. The Incident Commander is responsible for managing emergency resources at the incident site and shall be assisted by a staff commensurate with the tasks to be performed and resources committed to the operation. The ICS structure includes a Logistics Section, which is responsible for obtaining and maintaining personnel, facilities, equipment, and supplies committed to the emergency operation. Commander will determine the need to establish a Logistics Section. This decision is usually based on the size and anticipated duration of the incident and the complexity of support. b. Not all emergencies require on-scene operations or the establishment of an Incident Command Post. For those emergencies that may be over a wide area (flooding, ice storm, winter storm) or are health based the Command Post and Emergency Operations Center may be co-located. c. If the EOC is activated, the Incident Commander shall continue to manage emergency resources committed at the incident site. The Logistics Unit Leader in the EOC shall monitor the state of all resources, manage uncommitted resources, and coordinate with the Incident Commander to determine requirements for additional resources at the incident site. Departments and agencies involved in emergency operations that require additional resources should use the request form to communicate their requirements to the resource management staff. B. Lines of Succession 1. Lines of succession for the Mayor, County Board Chair and Emergency Management Director are outlined in the Basic Plan. 2. Lines of succession for each department and agency director shall be done in accordance with standard operating guidelines and delegations of authority within each department. C. Responsibilities Stearns County Emergency Management Director The Stearns County Emergency Management Director (or designee) is responsible for carrying out the emergency management program for Stearns County/City of St. Cloud. The Emergency Management Director (or designee) will activate the as required or requested to coordinate/support the activities of all departments/organizations assisting with response and recovery efforts. The Emergency Management Director (or designee) will establish response and recovery priorities through the and will coordinate the resources needed to support emergency operations. Logistics Section Chief The Logistics Section Chief is responsible for the overall coordination of all of the units within the section. The Units that make up the logistics section include; communications, donations management, transportation, animals, facilities, logistics and security. The Logistics Section Chief reports directly to the Director and collaborates with Operations, Planning and Finance Section Chiefs to support all incident and EOC objectives. Until assigned all functions of the Logistics Section remain the responsibility of the Logistics Section Chief. Personnel assigned to the functional areas of communications, animals, donations management, transportation and congregate care are found below and in each annex respectively. The Logistics Chief retains responsibilities for the functions of logistics, facilities and security. Q-4 Rev. 2014

The Logistics Section Chief is responsible to initiate the set up for the EOC furnishings and equipment prior to staff arrival, providing EOC equipment and furnishings during a disaster and providing communications and network support to personnel working in the Emergency Operations Center. These functions will be supported through Stearns County Building Facilities, Stearns County IS and City of St. Cloud IT. Additionally the Logistics Section Chief must also make arrangements as required for securing the EOC in cooperation with local law enforcement. Logistics Unit The Logistics Unit is responsible for procuring resources required to support emergency operations. Resources include personnel, equipment, facilities and services. The Logistics Unit leader is also responsible for ensuring that all personnel in the field and in the have access to food and refreshments throughout each operational period. The Logistics Unit will work with the Finance and Administration Section for establishing spending authorities, developing procurement guidelines and documenting all purchases, contracts, agreements, etc. Facilities Unit Stearns County Building Facilities is responsible for setting up and supporting the Emergency Operations Center in accordance with plans established and documented in the EOC Floor Plan. In addition to the physical set up of the building facilities will work with Information Services/Technology to set up the technology portions of the EOC. Security Unit St. Cloud Police Department/Stearns County Sheriff s Office is responsible for establishing EOC security and allowing only authorized personnel into the EOC. Permanent records should be kept documenting all personnel that were granted access for the duration of the activation. The Security Unit will work in conjunction with the Personnel Unit to obtain list of EOC personnel. The Security Unit is also responsible for ensuring that a badging system has been set up to credential all personnel gaining access to the. Transportation Unit Transportation involves the coordinated effort to effectively move people, animals, cargo, supplies and equipment in support of emergency operations. When carrying out emergency transportation activities, immediate needs must be considered first, followed by continuing requirements. Immediate transportation needs normally involve the evacuation of people, including residents of special facilities and from risk areas. Continuing transportation needs typically involve the movement of relief supplies, equipment and emergency workers during response and recovery efforts. Congregate Care Unit Congregate Care Unit Leader is responsible for the coordination of sheltering, feeding, clothing, medical care, welfare/inquiry checks, and behavioral health support for community members affected by the emergency or disaster. Stearns County Human Services in coordination with the American Red Cross work together to meet the needs of the community. Donations Management Unit The Donations Management Leader will assign a Donations Coordination Team (made up of the Volunteer Resource Manager, Donated Goods Resource Manager, and Financial Contributions Q-5 Rev. 2014

Resource Manager) to work with public, private and faith based representatives to determine the initial needs for donated goods/services financial support and volunteers, when the situation warrants. The Unit Leader will oversee the three areas of donations management and will provide coordination as needed. Communications Unit The Communications Unit Leader for the is responsible for ensuring the operation of emergency communications and establishing and maintaining a link to the emergency response personnel on-scene. There are many systems for communications that may be utilized including public safety radios, cell phones, landline telephones, amateur radios, email, fax machines, etc. The coordination of this communication will be vital to ensure that clear and consistent messages, requests, reports, etc are clearly presented between the Emergency Operations Center, Incident Commander and any other response organizations. The 911 Communications Center is supervised and managed by the Sheriff s Office therefore requiring a link between the Communication Unit Leader and the Sheriff s Office Dispatch Supervisor. The Communications Unit Leader will also arrange for technical support in the Emergency Operations Center for phone and email communications. Animals Unit The Animal Unit Leader is responsible for the overall coordination of services regarding animal rescue, evacuation, sheltering, use of equipment, provisions for transportation and security, destroying of sick and diseased animals, as well as facilitating a system for companion animal/owner reunification. The Animal Unit Leader is responsible for coordinating efforts that apply to companion animals, livestock, poultry, and wildlife. The Unit Leader will work with support agencies and animal organizations to coordinate response efforts as well as donations of animal supplies and equipment, in cooperation with the Donations Management Unit Leader. Other coordination will be required surrounding the transportation and disposal of carcasses and the coordination of quarantines for diseased poultry and livestock. VI. ADMINISTRATION AND SUPPORT A. Records 1. Records will be maintained on the use of all equipment, whether owned, leased, rented or borrowed. These records/contracts will be used as basis for possible recovery of emergency operations expenses from a responsible party or for potential reimbursement from the State or Federal Government. All records/contracts generated by the Logistics Section should be provided to the Finance and Administration Section Chief for cost recovery and reimbursement documentation. 2. Each department, agency or service of government will provide for the maintenance of records during an emergency. These records include work hours, equipment hours, supplies and materials consumed, injuries to personnel, and damage to public facilities and equipment. All records generated during an emergency will be collected and maintained in an orderly manner so a record of actions taken is preserved for use in determining response costs, settling claims, and updating emergency plans and procedures. B. Resources 1. Local resources can be found on file in the resource database. Resources will retain confidentiality within the Emergency Management Department and sensitive information will not be released without prior approval. C. Post Incident Review 1. Following activations of the or use of the Emergency Operations Plan, Emergency Management will coordinate a review of each annex of the Emergency Operations Plan to identify needed improvements, procedure changes, personnel and facility changes or resource needs. D. Training and Exercises 1. Personnel identified in the Emergency Operations Plan and those who staff the Emergency Operations Center will receive National Incident Management System (NIMS) and Incident Command System (ICS) training. Although some personnel may receive more advanced training, everyone will receive IS-100, IS-200, and IS-700. A full list of personnel and required training can be found on file in the Emergency Management office. Personnel who staff the shall also receive appropriate training on their role in the and on the operations of the facility. This training should be arranged by the Logistics Section Chief or the Emergency Management Department. 2. Emergency Management follows the Emergency Management Performance Grant (EMPG) exercise requirements to exercise and evaluate the Emergency Operations Plan. Once every three years a functional exercise including all components of the Emergency Operations Plan is conducted. In the remaining two years of the cycle tabletop exercises and community wide exercises will include additional opportunities to exercise components of the Emergency Operations Plan. A more detailed explanation of the County/City exercise plan can be found as Attachment 2 of the Basic Plan. VII. ANNEX DEVELOPMENT AND MAINTENANCE The Stearns County/City of St. Cloud Emergency Operations Plan, including the Basic Plan and Annexes, is updated on an annual basis. Each annex representative is responsible for participating in the full review process every other year and for independently reviewing the annex on an annual basis. The overall responsibility for maintaining the Emergency Operations Plan is that of the Stearns County Emergency Management Department. Any standard operating guidelines, personnel directories, maps or other tools needed to support emergency operations should be developed and maintained by the responsible department. It is the department s responsibility to ensure access to this information during times of large scale emergency or disaster, to coordinate training for personnel in regard to these procedures and to inform Emergency Management of any changes that directly impact the Emergency Operations Plan.
