IPO Procedure Applications for protection of trademarks are subjected to substantial examination, nationally and internationally. Trademarks registration certificates are granted after publication and passing of the opposition period. Applications for patents and industrial designs are examined procedurally. The patent certificate is granted under the responsibility of the applicant. Industrial design certificate is granted after the registration, on formal examination. 15

Opportunities Existing IP institutional setup (country level). Laws and regulations. Academic and Research institutions (experience, logistics, personnel, funds). 14 specialized research institutes, 32 public universities, 54 university colleges, 22 technical colleges and 11 private universities. (principal mandate: sustainable development). Reasonable level of IP awareness among researchers. 20

Opportunities (cont.) Good link with research and academic institutes for examination of candidate patents (networking). Patent protection is usually sought at the research and development (R&D) stage of the technology life cycle. IPR grants inventors certain exclusive rights over their creations to encourage creative activity for the benefit of society. Patents act as an engine for technological innovation. 21

Challenges Strengthening link between research and industry. Strengthening experience with IP different issues. Improving researchers and academicians skills of commercialization and promotion of research results (scientific publishing X patenting). Awareness (public, researchers and inventors). Generating revenues (from licenses). Encouraging synergistic partnerships. Creating a market advantage. 22

Future Perspectives Updating and complete the data base of (Trademarks, Patents, Industrial design). IP policy and strategy need to be developed. More focus on open source systems, publicly financed innovation and prizes. Promoting environmentally-sustainable development through the use of geographical indications. Capacity building and technical assistance for policy coherence and sustainable development to remove obstacles to efficient implementation of international agreements. 23
