Auto Liability And Auto Physical Damage Auto Liability - provides coverage for bodily injury and property damage caused by negligent use of a covered auto. Auto Physical Damage provides Comprehensive and Collision coverage to a covered vehicle when involved in an accident: Collision - collision with another object or overturn Comprehensive - from any cause except collision with another object or overturn including glass breakage, hitting birds/animals, and hit by falling objects.

Coverage Enhancements, Optional Endorsements, & Changes Increased coverage option limits available All vehicle changes must be reported, but no contribution adjustment for additions or deletions during the coverage term. Auto Physical Damage now includes: Rental Reimbursement Coverage up to 30 days -$2500 limit Actual Cash Value up to $10,000 for unattached equipment used in course and scope and in a covered vehicle.

Workers Compensation Provide coverage for the cost of medical expenses and lost wages for workers who are injured in the course and scope of their duties.

Coverage Enhancements, Optional Endorsements, & Changes Experience modifier calculation uses TAC RMP pool data to be developed. Juvenile Detention Officers will have their own class code; previously in Law Enforcement code. Class codes available for election personnel and jurors. Class codes available for volunteer firefighters, law enforcement and emergency medical personnel. Optional coverage available for elected officials. 4% Credit for participating in the Workers Compensation Alliance. 2% Credit for each additional TAC RMP coverages: AL, GL, LE, PO and PR.

Exposure Reporting Based on county s payroll categorized by class code based on occupation. Estimated payroll used to develop annual contribution at the beginning of coverage period. Actual payroll used to develop final contribution at end of coverage period. Contribution charge or credit based on difference between estimated and actual payroll.

Risk Management Focus Review your loss runs to identify where your WC claims are coming from. Analyze your loss runs to determine frequency, severity and cost of claims. Provide risk control techniques to prevent and reduce WC claims. Manage WC claims throughout the full process to reduce claim costs. Gain management support for your risk control efforts.

Public Officials Liability Coverage Provides coverage for elected and appointed officials, employees and volunteers for claims arising from the performance of official county duties. Provides a defense for claims such as workplace discrimination, harassment, retaliation, wrongful termination, alleged malicious prosecution by county prosecutors and claims under the Americans with Disabilities Act.

Coverage Enhancements, Optional Endorsements, & Changes Increased coverage option limits available Back Wages - limits have been increased to $50,000 per claim and $100,000 aggregate at no additional cost. Defense costs are outside the limits which do not erode your coverage limit County Clerk and District Clerk Errors & Omissions coverage is included Optional Coverage to add District Judge and/or District Attorney

Coverage Enhancements, Optional Endorsements, & Changes Cyber Liability This coverage is being added at no additional cost for all Members in the Public Officials Liability program, effective May 1, 2015. Coverage is provided for cyber security events as outlined in the document and includes privacy response expenses, which include costs incurred for notifications and theft protection services; regulatory proceedings and penalties. The coverage limits are as follows: $1,000,000 per claim with a $1,000,000 aggregate $500,000 sublimit for Privacy Response Expenses $50,000 sublimit for Regulatory Penalties $100,000 sublimit for Regulatory Proceedings

Coverage Enhancements, Optional Endorsements, & Changes The new Cyber Liability program includes exclusive access to the TAC erisk Hub. This on-line portal provides a variety of free cyber security resources to assist in improving your county s information technology (IT) infrastructure against cyber breaches including: Self-assessment risk tools White papers on various cyber topics such as HIPAA, data protection, and cloud security Sample policies for acceptable use, incident response, mobile computing, etc. Breach preparedness guides, vendor due diligence and more!

Risk Management Focus Gain management support for Risk Management efforts (top down approach). Identify exposures and hazards your starting point in the RM process. Analyze the county s exposures. Control the county s exposures through Loss Control services, utilize Consultants (Safety, HR, Law Enforcement and Risk Management) and develop a plan to put into action. Implement and manage the RM plan and process. Keep employees and the county s resources safe.

Law Enforcement Liability Provides coverage for law enforcement officers, employees and volunteers for claims arising from the performance of law enforcement duties. Provides a defense for claims such as excessive force, wrongful arrest, failure to provide medical care in jails and inadequate or improper jail conditions.

Risk Management Focus Develop and implement a comprehensive Risk Management program that effectively and efficiently Identifies the Risk(s), Analyzes the Risk(s), Controls the Risk(s), and then Monitors the process for feedback and improvement. Texas Association of Counties Risk Management Pool (TAC RMP) has partnered with the Public Agency Training Council (PATC) to provide a set of critical task model policies to every county law enforcement agency in Texas. This service is available at no cost to all county law enforcement operations in an effort to help Texas counties reduce liability risks, lower claims exposure, prevent losses and enhance the performance of county officers and employees. Partner with your Law Enforcement Consultant to review claims losses; identify any possible patterns in loss history; implement an action plan and train law enforcement personnel on relevant topics

Sub-limit applicable to coverage has been increased to: $50,000 per occurrence with a $1,000 deductible.

Property Provides blanket replacement cost coverage or reproduction cost coverage for physical damage to buildings, contents, and site improvements. Provides coverage for mobile equipment.

Public Employee Dishonesty Forgery or Alteration Theft, Disappearance & Destruction Robbery and Safe Burglary Computer Fraud & Fraud Transfer Fraud Counterfeit Currency Increased coverage option limits available

Coverage Enhancements, Optional Endorsements, & Changes No contribution adjustment for adding or deleting property, mobile equipment, or fine art during the coverage term. Other coverage enhancements: Increase coverage for Law Enforcement Animals from $10,000 to $30,000 No additional deductible if cause of loss is wind or hail Professional Property Appraisal done every 4 years Blanket coverage with no margin clause or coinsurance Loss settlement contains a capital expenditure clause

Exposure Reporting Buildings, contents, or site improvements based on replacement cost value or reproduction cost value. Ratings factors include value, construction classification, square footage, year built, occupancy, and location. Mobile Equipment based on cost new or recent purchase price. Mobile Equipment (ie. Maintainers, Dozers, Backhoes) is separate schedule and deductible from Property Coverage.
