Parking FAQs Staff Parking What are peak hours? Peak hours are determined as 0800 to 1700 Monday to Friday. What is the cost of a peak permit? Peak permits will be charged at 0.6% of gross salary payable by monthly instalments over an 11 month period. For car sharers the charge is 0.4% of gross salary of one sharer only. Reductions are made by payroll and by applying for a permit you are authorising such deductions. Any missed payments must be made in full before the end of the parking charge period i.e. 31 st July each year. I only use my car occasionally. Can I receive a permit at a reduced cost? No. We are unable to make reductions for occasional use. However you may wish to consider the Pay and Display option as an alternative. Am I guaranteed a parking space if I hold a peak permit? No. All spaces are subject to availability. However, by limiting the number of permits issued, we do not anticipate that the car parks will be oversubscribed very often, if at all. I had a peak permit last year. Will I automatically be entitled to a permit for the coming year? No. All applications will re-assessed according to the needs based criteria to ensure fairness. I had a peak permit last year and my circumstances have not changed, do I need to re-apply for this year? Yes, all applications must be submitted in full. I am a Blue Badge holder. Do I need to apply for a peak permit? Yes you do. A Blue Badge alone is not sufficient and you may be at risk of receiving a penalty. Blue Badge holders have been charged to park on campus since 1st September 2013. I received a peak permit on health grounds. Will I need to re-submit my medical information? This will be assessed on a case by case basis. You will be contacted if any additional information is required. Can I get a peak permit for more than one campus? No, permits will be issued for your base campus only. If you work at more than one campus you should apply for the one where you are based most frequently. This permit will be valid to park on the other campus.
If my application for a permit is not approved, can I appeal? There is no appeals procedure. All applications are thoroughly assessed according to the stated criteria; it is unlikely that a decision will be reversed unless your circumstances have changed. However, unsuccessful applicants will be retained on a waiting list and a permit may be offered at a later date if more permits become available. If I want to park during off peak hours only do I really need a permit? Yes. In the interests of general security we need to ensure that all vehicles are identifiable. Therefore off peak permits are required. The enforcement system operates 24/7 and vehicles not displaying a valid off peak permit are at risk of receiving a penalty at any time. If I have a peak permit, do I have to apply for an off peak permit as well? No, peak permits will also be valid for off peak parking on all campuses. I regularly use more than one vehicle. May I have a permit for each vehicle? You will only be issued with one permit containing two registration numbers. I occasionally use an alternative vehicle/i have a courtesy car. What do I do? You should obtain a temporary parking permit from Customer Services Reception for the vehicle on the day/s of use. Please note however that only one vehicle will be permitted on campus at any given time. If two vehicles which have been processed under this arrangement are found to be on campus simultaneously you will be liable for a penalty charge. I only wish to drive in to work occasionally. Can I book a visitor space? No. Staff members are not regarded as visitors and we do not issue single use peak permits. There are Pay and Display spaces at both Docklands and Stratford campuses for staff use. Docklands also has the Gallions Reach parking facility and shuttle bus service available to staff members. Please see the relevant information on the main parking page as you will require an off peak permit from Customer Services Reception. I car share with another staff member but occasionally we both need to drive to work. What should we do? On these occasions one of the sharers should use a Pay and Display bay and pay the relevant fee. The car sharer using Pay & Display will need to display an Off Peak Parking Permit in their vehicle. Please note that the car sharing option is intended to reduce the number of vehicles and is only available to staff members who share on a consistent basis. Where two car share permit holders are parked on campus at the same time, a penalty charge notice may be issued to both vehicles unless one of the vehicle displays a valid Pay & Display ticket in addition to the 1 day Pay & Display parking ticket issued by Customer Services or an Off Peak Parking Permit. If I obtain a peak permit and then decide that I no longer need it what do I do? You should inform us as soon as possible and return your permit to Reception. Your payments will be stopped on the next possible pay day after return.
What do I do if I lose my permit? You should report the permit to Customer Services Team/Security at the earliest opportunity. A duplicate permit will be issued and in the interim you will be able to obtain a temporary parking permit from Customer Services Reception. What is the Gallions Reach facility? This is a parking facility at Gallions Reach Shopping Centre with a shuttle bus service to Cyprus DLR Station. It is currently available free of charge to staff. Full details may be found on the link from the main security web page. What/where are the Pay and Display facilities? The Pay and Display facilities are for staff use only and are based adjacent to the East Building at Docklands and in the Ferns Road car park at Stratford and Duncan House. The cost is 2 for up to 4 hours stay and 4 for 4 hours or more. These charges apply during peak hours. Staff using the Pay and Display areas should display an off peak permit or a temporary 1-day permit (available from Customer Services Reception) in addition to the ticket obtained from the pay machine. Failure to do so may result in the vehicle receiving a penalty. What is the cashless payment system? The cashless payment system allows parking to be booked via a mobile phone and payable by a registered debit/credit card. Full details and information on how to register can be found in the Section 10.1 of the Parking Information Booklet. If I need to load/unload heavy items, am I permitted to park on a yellow line? We are able to make special concessions for loading/unloading for both staff peak permit holders and staff non permit holders at Docklands campus. To arrange this, you will need to speak to the Customer Services Reception in advance who will consider your request and if agreed, will notify you that your request has been approved and who will provide you with a short term parking permit for a period not exceeding 1 hour. Failure to display such a permit may result in your vehicle being subjected to a penalty. Due to the car park landscapes at Stratford there is no similar procedure in place. However, if you have a requirement to park other than in a designated bay for any reason, please ensure that you discuss your situation with Customer Services on campus to avoid the risk of receiving a penalty. How does the enforcement system work? Our car parking enforcement system is run by an external company, Car Parking Partnership on behalf of the University of East London. There is detailed signage displayed throughout the car parking areas stating the relevant terms. Vehicles in contravention of stated regulations are at risk of receiving a penalty charge. If I receive a penalty charge which I believe to be unfair, what do I do? You should check the terms of the enforcement system as stated on the car park signage and on the charge sheet issued. If you do not believe you were in breach of the parking regulations you should appeal directly to Car Parking Partnership - http://www.carparkingpartnership.co.uk/. Their appeals process will be stated on correspondence which they will send directly to your home address.
Am I allowed to leave my car on campus overnight/at the weekend? This is permitted but you are required to display a valid off peak permit (or peak permit if you have one) and advised to notify Security of your intention. Please note that the University of East London does not accept any liability for loss or damage to vehicles or its contents. You should also ensure that if you do not hold a peak permit, your vehicle is removed from the car park before the commencement of the peak hour period to avoid receiving a penalty. What do I do if my car is damaged or stolen in the car park? You should report the incident to the Police directly and also to Security at the relevant campus. Please note that the University of East London does not accept any liability for loss or damage to vehicles or its contents. How do I arrange a parking space for a visitor? Please contact Customer Services at the relevant campus Reception by e-mail. Reception.docklands@uel.ac.uk Reception.stratford@uel.ac.uk Visitor spaces will be allocated subject to availability. When you receive confirmation that a space has been booked you should inform your visitor that he/she must obtain a visitor parking permit from security on arrival (this may be provided in advance for Stratford campus only). Failure to display a valid permit may result in your visitor receiving a penalty. Student parking How can I obtain a peak permit? Peak permits are only available to students who are Blue Badge holders or who have a significant health condition (as verified by a UEL Disability Advisor/ UEL Health and Wellbeing Advisor). Students who fall into the above categories and who wish to apply for a peak permit will need to submit a completed Student Peak Permit application form and make an appointment to have it assessed and approved by a UEL Health and Wellbeing or Disability Advisor. This assessment will take place on a case by case basis. If the advisor confirms your need for a parking permit then he/she will endorse the form. This facility is limited and permits will be issued on a priority basis so many applications will not be successful. This facility should not be regarded as a permanent arrangement and the service or an individual s use of the service may be withdrawn at any time. Should this happen, students will be required to find an alternative method of travel. To apply for this service, please complete the Gallions Reach application form. How do I arrange a parking space for a visitor? Residential students may receive visitors during off peak periods. Ideally these visitors should be notified to Residential Services by e-mail in advance but in all cases students should ensure that their visitors report to Security on arrival to obtain a 1-day visitor permit. Failure to do so may result in a penalty charge. In exceptional circumstances it may be possible to arrange visitor parking during peak hours. Any requests to do this must be
addressed in the first instance to the Head of Residential Services Longbridge House. If parking is agreed your visitor will need to obtain a visitor parking permit from the Customer Services Reception. I am a residential student and I need to move in/out of my accommodation and load/unload my possessions. Am I allowed to park on campus to do this? If you wish to do this during peak hours you will need to speak to the Head of Residential Services staff initially who will liaise with Security. If parking is agreed, you must collect a short term parking permit from Security/ Customer Services Reception. If you wish to do this during off peak hours you must obtain a short term parking permit directly from Customer Services Reception/Security.
