South Bound Brook Board of Education 122 Elizabeth St South Bound Brook, NJ 08880 Instructions For Request for Proposal 1.0 Purpose The purpose of the Request for Purchase is to evaluate the qualifications of the submitting insurance broker and select the broker who will best serve the interests of South Bound Brook Board of Education. The Board intends to award this contract pursuant to N.J.S.A. 18A:18A-42. 1.1 All Brokers shall be currently licensed and authorized by the State of New Jersey Department of Insurance to do business in the State of New Jersey for the types of insurance maintained by the Board for which Broker services are being sought. 1.2 The Board of Education will exercise its right to review, revise and approve written and other communication material. 1.3 It is the Board s desire that the Broker agrees to the fee rate presently included in the insurance policies in place or a lower rate should the present rates be higher than the suggested rate of NJSBAIG. 2.0 Term The Broker for Property, Casualty, School Leaders Errors and Omissions, Workers Compensation, Student Accident and related lines of business shall be subject to annual renewal. Notwithstanding, the Board reserves the right to replace its Broker at any time subject to the terms and conditions of the insurance companies or Joint Insurance Funds in place. 3.0 Compliance with Laws The successful Broker shall comply with all local, state and federal directives orders and laws applicable to this agreement. 1.0 Submission of Proposal 1.1 Four (4) copies of the Request for Proposal (RFP) are due at the office of the Michael D. Steinmetz, Business Administrator, South Bound Brook Board of Education at or before 2:00 P.M. prevailing time on Wednesday, May 22, 2013 located at 122 Elizabeth St, South Bound Brook, NJ 08880 to be considered.
1.2 The proposal must be concise and clear. Elaborate brochures or other presentations are not desired. 1.3 The Broker acknowledges that he/she has read this Request for Purchase and agrees to be bound by its terms and conditions. Responses must be submitted prior to the time and date specified, by mail or hand delivered. No facsimile or email proposals will be accepted. 1.4 The South Bound Brook Board of Education reserves the right to reject any or all proposals in whole. 1.5 Any departures from the Request must be noted. Any conditions or terms to be considered must be included with the response to the RFP. 1.6 Proposed Brokers shall be licensed and authorized to transact business in the State of New Jersey and have a favorable record with the Department of Insurance. 1.7 Broker warrants that he/she is not restricted by any contractual agreements to serve as Broker for Board 2.0 Late Proposals 2.1 Proposals received in the office of the Business Administrator of South Bound Brook Board of Education after the date and time prescribed shall not be opened and will be returned unopened to the Broker. 3.0 Period of Proposal Validity 3.1 All proposals shall remain firm for a period of ninety (90) days after the date specified for receipt of proposals. 4.0 Basis of Award 4.1 The Business Administrator will review and evaluate responses to the Request for Proposal. 4.2 All Brokers are required to provide sufficient information in their proposals to permit evaluation. The Business Administrator shall conduct a preliminary evaluation of all proposals on the basis of the information provided in the proposal, the ability of the Broker to perform, on their past performance and understanding of the work to be performed.
4.3 The Business Administrator may arrange for discussions with Brokers submitting proposals, if required, for the purpose of obtaining additional clarification. Should proposals submitted require additional clarification and/or supplementary information, Brokers should be prepared to submit same in a timely manner. 4.4 Responses, which after discussion and submission of additional clarifications and/or supplementary information (at the sole discretion of the Board) are determined to meet the desired qualifications, will be classified as acceptable. Responses found not to meet the specifications will be classified as unacceptable and no further discussion concerning same will be conducted. 4.5 Based upon evaluation and review, the Business Administrator shall recommend to the Board appointment of the Broker with the highest qualifications of the Brokers classified as acceptable. 4.6 Brokers are advised that in the event of receipt of an adequate number of responses, which, in the opinion of the Business Administrator require no clarification and/or supplementary information, such proposals may be evaluated without any further discussion. Therefore, responses should be submitted initially on the most complete and favorable terms from a technical standpoint that are capable of being evaluated for recommendation to the Board. 4.7 Each submission shall be evaluated in accordance with the criteria set forth below: a. Qualifications and ability to act as Broker and New Jersey Public School market place experience. b. Services to be provided c. Recommendation of references 4.8 The South Bound Brook Board of Education reserves the right to make on-site visitations to access the capabilities of individual Brokers and to contact references provided with the proposal.
Submitting Broker Response Form* 1. Name of firm(s). Include brief description of firm including number of years firm has been in business (year formed). 2. Location of firm main office and branch office responsible for servicing the Board. 3. Total number of property & casualty clients. Indicate all public school clients in the State of New Jersey. 4. Specify the account representative or team who would be assigned to serve the Board s account. Include a brief description of each individual s background and experience as well as licenses held. Example include Certified School Risk Manager, Certified Insurance Counselor, Associate in Risk Management for public entities, Construction Risk Insurance Specialist, etc are preferred. Describe the proposed management of the account. Your response should indicate the overall coordination of the account and who will be the primary contact for insurance matters requiring consultative analysis and who will be responsible for more routine clerical issues. 5. Describe the services your firm routinely performs for its client, how your firm would review coverages for the district and evaluate the effectiveness and how your firm would develop specifications for purchase at the end of any commitment period. 6. Include samples of your work. 7. Include examples of your work improving the coverage available to your New Jersey Public schools clients. 8. Identify how your fee would be derived. 9. Identify five current client references with Contact information for the work you performed regarding broker services outlined in this Request for Proposal. 10.
