Business Rule Standards: Overseas_Housing_Allowance_Without_Dependents_Computation_33_016_02 The military payroll system shall use Overseas Housing Allowance Without Dependents to compute allotable income Department of Defense 7000.14-R, Vol. 7A, Chapter 40 Overseas_Housing_Allowance_Without_Dependents_Computation_33_016_03 To support auditability, the military payroll system shall maintain a pay history by pay period showing Overseas Housing Allowance (OHA) Without Dependents payroll computation factors and results as follows: 1. Duty Status - Member Duty Status captures the state of a DoD Military Service member relevant to his or her availability for duty; (i.e. confinement, separated, deceased, Unauthorized Absence, desertion, excess leave, etc.). The member's duty status is used with the Tour Pay Type to determine if the member is authorized pay and allowances for such duty status and the number of days payable 2. Government Quarters Type - Code used to identify if the member or dependents are assigned adequate or inadequate family type government quarters 3. Inadequate Quarters Rental Percentage Rate - The inadequate quarters percentage when the member is assigned inadequate family type government quarters. Percentage is based on quarters location (military base or station) and maximum percentage is 75% 4. Overseas Housing Allowance Air Conditioning Utility Indicator - Used to indicate if the member's Air Conditioning utility costs are included in the Total Rent Amount (YES or NO) 5. Overseas Housing Allowance Electricity Utility Indicator - Used to indicate if the member's Electricity utility costs are included in the Total Rent Amount (YES or NO) 6. Overseas Housing Allowance Heating Utility Indicator - Used to indicate if the member's Heating utility costs are included in the Total Rent Amount (YES or NO) 7. Overseas Housing Allowance Locality Code - A specific location, area or region to which the member is assigned and used to (1) determine eligibility for pay, allowances, CZTE, taxes, or (2) identify locations with Page 1 of 10

similar costs or rates such as rental costs, utility costs, housing costs, foreign currency rates, etc. 8. Overseas Housing Allowance Number of Sharers - The total number of military personnel and US government employees residing in the same household and are authorized OHA allowances in their own right. 9. Overseas Housing Allowance Total Rent Amount - The total amount of monthly rent claimed for OHA allowances 10. Overseas Housing Allowance Total Rent Amount Currency Type - Used to indicate if the member's OHA Rent Amount is paid in Foreign Currency (FC) or US Dollars (US) 11. Overseas Housing Allowance Trash Disposal Utility Indicator - Used to indicate if member's Trash Disposal utility costs are included in the Total Rent Amount (YES or NO) 12. Overseas Housing Allowance Water Utility Indicator - Used to indicate if the member's Water utility costs are included in the Total Rent Amount (YES or NO) 13. Overseas Housing Allowance Without Dependents Amount - The total amount computed for a specific pay, allowance, debt, deduction, allotment, tax, etc. for the pay period 14. Overseas Housing Allowance Without Dependents Begin Date - The start date used to determine the member's eligibility for (1) pay, allowances, bonuses, debts and deductions, or (2) the member's election for tax withholding, allotments, addresses, EFT, etc. 15. Overseas Housing Allowance Without Dependents End Date - The end date used to determine the member's eligibility for (1) pay, allowances, bonuses, debts and deductions, or (2) the member's election for tax withholding, allotments, TSP, mailing addresses, EFT, etc. 16. Overseas Housing Allowance Without Dependents Monthly Adjusted Rate - The adjusted monthly rate derived on the actual rent amount, number of sharers, total utility points, Utility/Recurring Maintenance Allowance Rate and Maximum Rental Allowance Rate 17. Overseas Housing Allowance Without Dependents Segment Amount - The amount computed for a specific computation segment within a pay period. Computation segments are created when there's a change in monthly rates, computation factors or eligibility rules and the beginning and ending dates do not coincide with the pay period's beginning and ending dates 18. Overseas Housing Allowance Without Dependents Segment Begin Date - The start date used to determine the member's eligibility for (1) pay, allowances, bonuses, debts and deductions, or (2) the member's election for tax withholding, TSP and allotments used for payroll computation segments within a specific pay period. A computation segment is created when the beginning and ending dates for the computation factors (i.e., grade, location, tour pay type, duty status, eligibility, pay rates, deduction rates, etc.) do not coincide with the pay period's beginning and ending dates. 19. Overseas Housing Allowance Without Dependents Segment End Date - The end date used to determine the member's eligibility for (1) pay, allowances, bonuses, debts and deductions, or (2) the member's election for tax withholding, TSP and allotments used for payroll computation segments within a specific pay period. A computation segment is created when the beginning and ending dates for the computation factors (i.e., grade, location, tour pay type, duty status, eligibility, pay rates, deduction rates, etc.) do not coincide with the pay period's beginning and ending dates. 20. Payroll Calendar Date - Used to identify the pay period the entitlement or deduction was computed to determine the member's gross or net pay for the pay period. For example: BAH With Dependent Rate is processed on April 29, 2011 with effective date April 25, 2011. The transaction was input after the cutoff date for the end-of-month April 2011 pay period; therefore, monies were computed in the mid-month May 2001 Page 2 of 10

pay period. The Payroll Calendar Date is May 15, 2011. Note: Any date can be used as long as the date is unique and identifies a specific pay period. In this example, May 15, 2011 is used to identify the mid-month May 2011 pay period (May 1, 2011 to May 15, 2011) and May 31, 2011 is used to identify the end-of-month May 2011 pay period (May 16, 2011 to May 31, 2011). 21. Tour Pay Type - The tour pay type in conjunction with the member's Duty Status used to determine the number of days the military member is authorized pay and allowances for the tour period and if the member is due pay and/allowance during a tour period. For example, drill tour, short tour and long tour. Overseas Housing Allowance Without Dependents Maximum Rental Allowance Rate - The maximum without dependent rent allowance for a specific Overseas Housing Allowance Locality 3. Overseas Housing Allowance Without Dependents Maximum Rental Allowance Rate Begin Date - The start date for the maximum without dependent rent allowance for a specific Overseas Housing Allowance Locality 4. Overseas Housing Allowance Without Dependents Maximum Rental Allowance Rate End Date - The end date for the maximum without dependent rent allowance for a specific Overseas Housing Allowance Locality 5. Pay Grade - Used by the uniformed services of the United States to determine wages and benefits based on the corresponding military rank of a member of the services. While different titles or ranks may be used among the seven uniformed services, pay grades are uniform and equivalent between the services and can used to determine seniority among a group of members from different services. Pay grades are divided into three categories: Enlisted (E), Warrant Officer (W), and Officer (O). Enlisted pay grades are E-1 through E-9; Warrant Officer pay grades are W-1 through W-5; and Officer pay grades are O-1 through O-10. Not all of the uniformed services use all of the grades; for example, the Navy does not use the grade W-1, the Air Force discontinued use of the warrant grades in the 1960s, and both the Public Health Service and National Oceanic and Atmospheric Administration do not use any of the enlisted or warrant grades. Overseas Housing Allowance Locality Code - A specific location, area or region to which the member is assigned and used to (1) determine eligibility for pay, allowances, CZTE, taxes, or (2) identify locations with similar costs or rates such as rental costs, utility costs, housing costs, foreign currency rates, etc. Member Currency Type Overseas_Housing_Allowance_Without_Dependents_Computation_33_016_07 The military payroll system shall maintain an Overseas Housing Allowance Climate Code Utility Points table as follows: 1. Overseas Housing Allowance Air Conditioning Utility Number of Points - Number of points assigned to Air Conditioning utility when cost is not included in the total monthly rent 2. Overseas Housing Allowance Climate Code - The Climate Code used for overseas housing localities and used to determine utility points for each utility 3. Overseas Housing Allowance Climate Code Begin Date - The start date for the Climate Code used for overseas housing localities and associated utility points 4. Overseas Housing Allowance Climate Code End Date - The end date for the Climate Code used for overseas housing localities and associated utility points 5. Overseas Housing Allowance Electricity Utility Number of Points - Number of points assigned to Electricity utility when cost is not included in the total monthly rent 6. Overseas Housing Allowance Heating Utility Number of Points - Number of points assigned to Heating utility when cost is not included in the total monthly rent 7. Overseas Housing Allowance Locality Code - A specific location, area or region to which the member is assigned and used to (1) determine eligibility for pay, allowances, CZTE, taxes, or (2) identify locations with similar costs or rates such as rental costs, utility costs, housing costs, foreign currency rates, etc. 8. Overseas Housing Allowance Trash Disposal Utility Number of Points - Number of points assigned to Trash Disposal utility when cost is not included in the total monthly rent 9. Overseas Housing Allowance Total Utility Number of Points - Total number of points for Air Conditioning, Electricity, Heating, Trash Disposal and Water utilities when costs are not included in the total monthly rent 2. Overseas Housing Allowance Utility Percentage Rate - The percentage rate assigned based to the Overseas Housing Allowances Total Utility Number of Points 3. Overseas Housing Allowance Utility Percentage Rate Begin Date - The start date for the percentage rate assigned to the Overseas Housing Allowance Total Utility Number of Points 4. Overseas Housing Allowance Utility Percentage Rate End Date - The start date for the percentage rate assigned to the Overseas Housing Allowance Total Utility Number of Points DoD Military Pay Entitlement Rate Start Date DoD Military Pay Entitlement Rate Stop Date Member Overseas Housing Allowance Utility Type Overseas_Housing_Allowance_Without_Dependents_Computation_33_016_09 The military payroll system shall create separate computation segments for Overseas Housing Allowance (OHA) Without Dependents Amount when the beginning and ending dates for the following elements do not coincide with the pay period's beginning and ending dates: 1. Member's Overseas Housing Allowance Without Dependents entitlement 2. Member's pay grade 3. Overseas Housing Allowance Climate Code 4. Member's Government Quarters Type (Adequate or Inadequate) 5. Member's Overseas Housing Allowance Locality Code 6. Foreign Currency Rate 7. Overseas Housing Allowance Locality Code Without Dependents Maximum Rental Allowance Rate 8. Member's Duty Status 9. Overseas Housing Allowance Locality Code Utility Percentage Rate JFMIP SR-99-5 Human Resources & Payroll Systems Requirements, Chapter 12 Overseas_Housing_Allowance_Without_Dependents_Computation_33_016_10 The system shall compute the Overseas Housing Allowance (OHA) Without Dependents Monthly Adjusted Rate for each computation segment: Overseas_Housing_Allowance_Without_Dependents_Computation_33_016_10_01 Step 1: Determine the Member's OHA Total Rent Amount in US Dollars: 1. Using the Foreign Currency Rate Table determine the Foreign Currency Rate applicable to the member's OHA Entitlement (Begin and End Dates) and OHA Locality Code Page 6 of 10

2. If the OHA Total Rent Amount Currency Type is FC (foreign currency), then convert the OHA Total Rent Amount to US Dollars based on the Foreign Currency Rate 3. If the OHA Total Rent Amount Currency Type is US (US dollars), then use the OHA Total Rent Amount 4. Divide the result by the OHA Number of Sharers 5. The result is the Member's OHA Rent Amount Overseas_Housing_Allowance_Without_Dependents_Computation_33_016_10_02 Step 2: Determine the Member's OHA Total Utility Number of Points: 1. Using the Climate Code Utility Points Rate Table determine the Climate Code applicable to the member's OHA Entitlement (Begin and End Dates) and OHA Locality Code 2. If the member's OHA Electricity Utility Indicator is NO (not included in Rent), then use the OHA Electricity Utility Number of Points 3. If the member's OHA Heating Utility Indicator is NO (not included in Rent), then use the OHA Heating Utility Number of Points 4. If the member's OHA Air Conditioning Utility Indicator is NO (not included in Rent), then use the OHA Air Conditioning Utility Number of Points 5. If the member's OHA Water Utility Indicator is NO (not included in Rent), then use the OHA Water Utility Number of Points 6. If the Member's OHA Trash Disposal Utility Indicator is NO (not included in Rent), then use the OHA Trash Disposal Utility Number of Points 7. Total all utility points 8. The result is the Member's OHA Total Utility Points Overseas_Housing_Allowance_Without_Dependents_Computation_33_016_10_03 Step 3: Determine the Member's OHA Utility Percentage Rate: 1. Use the OHA Utility Point Percentage Rate Table and OHA Percentage Rates applicable to the member's OHA Entitlement (begin and end Dates) and OHA Locality Code 2.
