Introduction The European Association LightingEurope representing the interests of the lighting industry in Europe has developed summary check lists and detailed EU Compliant Requirements Products Sheets for its major lighting products groups to support the Market Surveillance and Customs Authorities in the various EU Member States to identify compliance and/or non-compliance of the major lighting products groups with the applicable EU legislation requirements. These summary check lists and detailed EU Compliant Requirements Products Sheets for lighting products provide economic operators with a simple and immediate way to: Identify the product Identify the applicable legislation Check the label of the product and its markings Identify what kind of visual check may easily be done This document contains summary check lists and detailed EU Compliant Requirements Products Sheets for the following types of LAMPS: 1. LED retrofit lamps (mains voltage) 2. Self-ballasted non-directional lamps for general lighting services 3. Non-directional halogen lamps (mains voltage) 4. Non-directional incandescent lamps (mains voltage) 3 LIGHTINGEUROPE

Summary check lists for LED retrofit non-directional lamps, self-ballasted non-directional lamps for general lighting, and non directional halogen lamps Combined nomenclature (CN) Codes: 8539 or 8541: LED retrofit non-directional lamps (single capped) (LED) 853931: Self-ballasted non-directional lamps for general lighting (CFLi) 853921: Non-directional halogen lamps (HAL) Requirements only apply if declared voltage >100v Name of the product... If any of the grey boxes (NO) has been ticked, there is a need to contact relevant market surveillance authority. FORMAL REQUIREMENTS The conformity marking CE NO 1. Is there the CE marking? 2. Is there the CE marking affixed visibly, legibly and indelibly: on the product itself or on the packaging? (Only for 853931 and 854140) Marking required either on the product or on the packaging 7. Is there Energy labelling of household lamp (directive 98/11/CE) with the letter on the correct place? 8. Is there total luminous flux (in lumens) 9. Is there nominal life time of the lamp in hours? 10. Is there number of switching cycles before premature lamp failure? 11. Is there colour temperature (expressed as a value in Kelvin) 12. Is there warm-up time up to 60 % of the full light output (may be indicated as instant full light if less than 1 s.) 13. Is there a warning if the lamp cannot be dimmed or can be dimmed only on specific dimmers 14. Are there the Lamp dimensions in millimeters (length and diameter)? 15. Is there lamp mercury content?(only for 853931) 16. Is there Indication on which website to consult in case of accidental lamp breakage to find instructions on how to clean up the lamp debris? Other element to be checked 5

17. Is the lamp with the energy efficiency index allowed to be put on the market according to regulation 244/2009? - Only class A is allowed for non clear lamps (or class B in case of lamp with second envelope) all types. - Classes C & D are allowed for clear HAL lamp until 1 sept. 2016. After that date all lamp shall be classs B with the exception of R7s and G9 which can be class C - Only class A are allowed for CFLi (or class B in case of lamp with second envelope) - Only class A are allowed for LED lamp (or class B in case of lamp with second envelope) 18. Is the lamp with the energy efficiency index allowed to be put on the market according to regulation 244/2009? - Only class A is allowed for non clear lamps (or class B in case of lamp with second envelope) all types. - Classes C & D are allowed for clear HAL lamp until 1 September 2016. After that date all lamp shall be class B with the exception of R7s and G9 which can be class C - Only class A are allowed for CFLi (or class B in case of lamp with second envelope) - Only class A are allowed for LED lamp (or class B in case of lamp with second envelope) 19. Is the equivalence with an incandescent lamp is claimed on the packaging in a correct way? The claimed equivalent incandescent lamp power (rounded to 1 W) shall be that corresponding in Table 1 to the luminous flux of the lamp contained in the packaging. 6

20. Is the term energy saving lamp, or any similar product related promotional statement about lamp efficacy, used in an appropriate way? Only if the lamp complies with the efficacy requirements applicable to non-clear lamps class A (or class B in case of non clear lamp with second envelope). 21. Is the nominal luminous flux of the lamp displayed in a font at least twice as large as the nominal lamp power? This is requires only when the nominal lamp power is displayed outside the energy label in accordance with Directive 98/11/EC Contact details of the competentt market surveillance authority.......... Detailed EU compliant requirements products sheet for LED retrofit lamps (mains voltage) 1.1 Minimum information to be marked on the product Mark of origin (trade mark, manufacturer's name or name of the responsible vendor/supplier). Rated voltage (V): 220V... 230V (*) (1) Rated Wattage (W): 9W (*) (2) Rated Frequency (Hz): 50 Hz (3) CE marking (4) Crossed out wheeled bin (WEEE Directive) (5) (*) Indicative data (**) According to EN 50419 the rectangle below the crossed out wheeled bin is not required in case the manufacturer indicates the date of manufacture/put on the market. The following information according to WEEE directive given either on the product, on instruction leaflet or on the packing: o The requirement not to dispose of WEEE as unsorted municipal waste and to collect such WEEE separately o The return and collection systems available to them encouraging the coordination of information on the available collection points irrespective of the producers or other operators which have set them up o Their role in contributing to reuse, recycling and other forms of recovery of WEEE o The potential effects on the environment and human health as a result of the presence of hazardous substances in electrical and electronic equipment o The meaning of the crossed out wheeled bin symbol (see marking) 11

1.3 Information to be visibly displayed prior to purchase to end-users on the packaging and on free access websites The following information is required for lamps having luminous output >60lm (EC Regulation 244/2009): When the nominal lamp power is displayed outside the energy label in accordance with Directive 98/11/EC, the nominal luminous flux of the lamp shall also be separately displayed in a font at least twice as large as the nominal lamp power display outside the label Nominal life time of the lamp in hours Number of switching cycles before premature lamp failure Colour temperature (also expressed as a value in Kelvins) Warm-up time up to 60% of the full light output (may be indicated as instant full light if less than 1 second) A warning if the lamp cannot be dimmed or can be dimmed only on specific dimmers If designed for optimal use in non-standard conditions (such as ambient temperature Ta 25 C), information on those conditions Lamp dimensions in millimeters (length and diameter) If equivalence with an incandescent lamp is claimed on the packaging, the claimed equivalent incandescent lamp power (rounded to 1 W) shall be that corresponding in Table 6 (see annex)to the luminous flux of the lamp contained in the packaging The term energy saving lamp or any similar product related promotional statement about lamp efficacy may only be used if the lamp complies with the efficacy requirements applicable to non-clear lamps in Stage 1 of Regulation (EC) n 244/2009 and modifications 1.4 Main aspects to be verified Visual inspection (see photographic Annex): o Identification data (see clause 1) o Checking of information as required in clauses 2 and 3 o Checking that the term energy saving lamp or similar statement is not used on products which do not comply with the efficacy requirements applicable to non-clear lamps in Stage 1 of Regulation (EC) n. 244/2009 and modifications (Energy class A or B for certain lamp with double envelope) Inspection of documentation: o Inspection of Declaration of Conformity (D.o.C). The D.o.C. shall contain all the reference to applicable legislation and applicable standards (see Applicable and Standards section (clauses 5 and 6) Verification of importer/producer registration for WEEE: o The importer, placing luminaires on the national market, shall be already registered to the National Register of WEEE Producers. A registration number should have been released and it can be verified on National WEEE Register websites. 12 LIGHTINGEUROPE

(2) Applicable to non-directional household lamps. (3) From 01/09/2013 applicable to directional and non-directional lamps. (4) 98/11/CE directive is in force till 31/08/2013. Starting from 01/09/2013 the energy labeling should be in conformity with Regulation 874/2012 13 LIGHTINGEUROPE

1.6 Applicable standards Standards listed in the table below have to be all indicated in the Declaration of Conformity (legislation allows to indicate measures adopted to respect essential requirements as alternative to harmonized standards. This option is rarely used). The reference year of listed standards have to be indicated. The D.o.C. shall contain all the reference to applicable legislation and applicable standards (see Applicable and Standards section (clauses 5 and 6) Verification of importer/producer registration for WEEE: o The importer, placing luminaires on the national market, shall be already registered to the National Register of WEEE Producers.
