B POD MISSION STATEMENT The mission of the State House complex Business Point of Dispensing (B POD) is to rapidly and safely distribute pharmaceuticals (vaccines and medications) to the SC State House complex employees and their families within a 48 hours of notification of a state of emergency, declared by the governor of SC, in the event of a natural (Pandemic Flu) or technological disaster.

STRATEGIC NATIONAL STOCKPILES SNS SNS is a federally owned and managed national repository of chemical antidotes, antitoxins, vaccines, pharmaceuticals and medical/surgical supply items. SNS was established by Congress and it s mission is to supplement and re supply state and regional medical supplies in the event of a major natural or technological disaster.

B POD COMMUNITY PARTNERSHIP The cities readiness initiative(cri) through the Strategic National Stockpile (SNS)plan is a federally funded effort to prepare major cities and metro areas to effectively respond to a large scale pandemic flu or natural disaster event by distributing pharmaceuticals to designated business or public POD sites throughout the SC DHEC region 3 within a 48 hour period

SCDHEC(CRI)/CDC(SNS) DHEC (Dept of Health & Environmental Control) SC region 3, in conjunction with the CDC will provide our State House complex location with pharmaceuticals from the Strategic National Stockpile(SNS). B POD DEVELOPMENT The State House complex B POD plan was developed by the SC Budget and Control Board (SC B&CB). The SC B&CB maintains the State House complex buildings and many other state buildings around the state. The pandemic B POD plan required the expertise and guidance of the Senate, Legislative Medical Services, SC DHEC (CRI) region 3 SNS plan and the support of our local metro agencies

B POD OPERATIONS SC DHEC region 3 will notify the State House complex B POD manager and the B POD will be activated. B POD staff will be alerted and receive (just in time training) B POD stations will be set up in the designated areas with agency maintenance support. IC Incident Command center will be initiated to assist B POD operations. B POD staff will work 12 hour shifts as needed Employees will process through the B POD and receive medications for self & family. Post B POD medication concerns will be handled by the SC DHEC pandemic flu hot line

B POD LOCATION CONSIDERATIONS Outdoor Setting (walk through) 1. Covered walkways 2. Easy entrance and exit routes 3. Available restrooms 4. Security issues Indoor Setting (walk through) 1. Sufficient space for B POD stations 2. Easy entrance and exit 3. Restroom Facilities

COMMUNICATION Emergency alert system activation through the Reach or Scserv notification message system to B POD management staff through the following: 1. Computer 2.Cell phone 3. Personal cell 4.Home phone 5.Work phone 6.E mail 7.800 radio system (used between B POD and IC)

B POD STAFFING Selected volunteer employees with training on B POD operations to staff B POD stations. Medical required to be a Nurse or EMT with B POD training and a contract/employee relationship with SC DHEC. They will address all medical issues Non Medical employee or DHEC volunteer with POD training. May work under the RN supervision and hand out medications at medical stations. They cannot administer vaccines.

B POD TRAINING Volunteer employees may work in the medical areas such as triage and medication dispensing if they have CPR, First Aid and B POD training on the B POD job action training sheets. Licensed medical staff (RN EMT s) partnership with DHEC in order to work under there medical control and guidance. MRO volunteer (Medical Reserve Officer) with B POD training under contract with DHEC. Just In Time Training occurs for staff at the time of B POD activation

BASIC B POD STATIONS Triage person requires medical assist or transportation Registration check in area to receive forms Forms Completion table areas to fill out forms Medical Screen medical questions and special needs Medication Dispensing employees receive medications for self & family Check Out return forms they have received that need to be returned to DHEC for tracking purposes. Medication Storage safe and secured area REQUIRE SECURITY & MAINTENANCE SUPPORT

B POD SECURITY SCBPS SC Bureau of Protective Services provides B POD site security, medication transportation and POD traffic control. House & Senate security support the B POD process as assigned by the Sgt At Arms. SCBPS secure the POD medication storage
