INFORMATION BOOKLET FOR THE PARTICIPATION OF HORSES IN THE XXXI OLYMPIC GAMES RIO 2016 AND PARALYMPIC GAMES RIO 2016 Versão 2.0 Cartilha disponível em www.agricultura.gov.br INTERNATIONAL TRANSPORT OF ANIMALS The international movement of animals and animal products has great potential for spreading exotic and emergency diseases worldwide. To reduce the risk of spreading there are determined health requirements such as testing, quarantines and several official certifications that must be met at the origin for the importation of animals. For importation of horses participating in the Olympic and Paralympic Games Rio 2016, the Ministry of Agriculture published on April 7, 2015, the Normative Instruction No. 8/2015 approving the specific animal health requirements for entering in Brazil. The operating procedures for animals, feed and veterinary products entering national territory, are described in Normative Instruction No. 9/2015 MAPA of April 23, 2015, approved the Agricultural Protection Regulations related to Horses High Health Status participating in the XXXI Olympic and Paralympic Games Rio 2016 and products related. INTRODUCTION The participation of competitor s horses during the XXXI Rio 2016 Olympic Games and the Paralympic Games is a fact that raises greatest care for logistics and for animal health. Being a sensitive operation that involves, mainly, a faithful compliance with health requirements and is relevant to consider even the animals residence in order to protect national equine herds and prevent them from infectious diseases through the entry of imported animal. And allow all participants to have the same health conditions so none will be infected with these possible diseases during their stay in Brazil and enable compliance with health requirements of return of these animals, allowing athletes to return to their country of origin without health order setbacks. This booklet aims clarification of main steps followed by persons in charge, importers and official veterinary services of exporting countries for sending horses to Brazil for participation in these events, the importers and the official veterinary services of the exporting countries. This document comprises information only regarding health issues involved in horse movement, not addressing operational, logistics, taxes, safety matters or regarding any other issues observed for proper internalization of animals, equipment, food and veterinarian supplies. Proceedings for entries of horses participating at the Rio 2016 Olympics and Paralympics Games We present a step-by-step of the main points to be observed by entities involved in the event (responsible for the horses, importers, organizers, foreign official veterinary services): 1) Knowing the Brazilian health requirements. For the Olympics, were developed specific requirements in order to facilitate temporary international handling of horses in excellent health status, on an exceptional basis, in accordance with the recommended concepts in chapter 4.16 "High Health Status Horse Subpopulation" of the Terrestrial Animal Health Code of the World Organization for Animal Health (OIE). These specific requirements were published on April 7 th. 2015 in the Normative Resolution MAPA No. 8/15. As this are modern requirements, supported by concepts recently approved by the OIE, and taking into account the possibility that some foreign veterinary services might need to adapt operationally for faithful compliance. Normative Resolution No. 8 has legal provision so exporting countries comply with the current regular health requirements that must met for temporary exports of horses to Brazil.

These requirements are result from the MERCOSUR Resolution approving the handling sanitary requirements for the block. All are published by the Normative Instruction MAPA No. 10/2008 of March 28 th. 2008, for temporary imports of horses from third countries, and the Normative Instruction MAPA No. 9/2008, also of March, 28 th. 2008, for temporary imports of horses between Member States of MERCOSUR. We emphasize that the decision of which health requirements must attend, and consequently certificated, it is up to the official veterinary authorities of exporting countries. We clarify that reliable compliance with health requirements, based on scientific principles and international standards, aims to safeguard national horses from entries of exotic or emergency diseases. Mainly protect animal participants from infectious diseases during time of stay in the competition site, since horses from many countries and continents are expected. They are all managed in different ways in their place of origin and are exposed to a wide variety of health management systems. Finally, faithful compliance with health requirements allows proper certification for returning animals to their countries of origin. It should be highlighted that competition venues has been maintained with sanitary breaks since April 2015, only being allowed entries of animals that meet the same health requirements as horse competitors. Several prevention action and control measures are carried out on the venue and surroundings because is considered as the Olympic Equestrian Center, a negligible risk place for the occurrence of equine diseases. Additionally, and as an ALTERNATIVE, Brazilian authorities accepted a proposal of certification made by DG-SANTE, European veterinary authority, model of certification that fills different requirements, as set in Normative Instruction MAPA No. 40/2016. The use of certificates conceived based on this model is subject to MAPA evaluation and such model must be presented, for approval, in its whole content as the model published in this regulation, since there is no provision of equivalent measures in this case. 2) Contact the Official Veterinary Service of the exporting country. When health requirements for temporary imports of horses participating in the Rio 2016 Olympic Games were published, a broad international dissemination was done addressing all countries with which Brazil keeps diplomatic relations, so foreign official Veterinary Authorities had access to these regulations. Considering the constant need of dialogue among veterinary services of the exporting countries and responsible of animals, we strongly suggest that persons in charge and organizers contact the services in order to ensure to have all Brazilian requirements and know about the international veterinary certification to be sent. 3) To urge the official Veterinary Authorities of exporting countries to submit the International Veterinary Certification proposal to MAPA. The vast majority of the official services has numerous functions and normally attend on demand. They will not take on initiatives to lead health negotiations ahead if not urged by the party. So it is essential that those responsible and/or organizers clearly submit to the official Veterinary Authorities its intention to send horses to Brazil so those Authorities will send to MAPA the International Veterinary Certification proposal and will start the sanitary protocol process. This represents a routine activity of the official veterinary services and that can be completed quickly if there is proper communication between the services of the countries; 4) To attempt full compliance with the health requirements as agreed between the MAPA and Veterinary Authorities of exporting countries, as defined in the approved certification. All certifications are to be included in the System of Requirements

Information and Certification of the MAPA animal area (SISREC), as soon as they are agreed among MAPA and the official Veterinary Authorities of exporting countries. The section of SISREC that stores international veterinary certificates approved by MAPA is accessible to all interested parties, without restrictions at http://sistemasweb.agricultura.gov.br/sisrec/manterdocumento!abrirformconsultardocumento.acti on. The user must select "Tipo," the option "Requisitos de importação"; in "Grupo de Espécie:," the option "EQ - Equídeos" and choose "País:" the animal origin (country that will issue the international veterinary certificate for horse exports to Brazil). The remaining fields can be filled out with the option "TODOS". In the results screen will appear the certificates agreed for equine imports of countries in PDF format, and certificates approved for the Rio 2016 Olympic Games that are identified by file named CVI approved for Olympic Games Rio 2016, in addition there are internal codes and names in Portuguese. It is important to know that these certificates available at SISREC are for the interested parties. All models to be issued are in possession of the official veterinary service of the exporting countries, which are the entities that issue the specific document. Only those identified certificates will be valid for the entry of animals in Brazil for those events. For certificates approval, there will be dialogue with the Official Veterinary Service of the exporting country in order to answer any questions about compliance with the requirements. However, for specific questions on compliance will be solved by the Transit Coordination and Quarantine Division of Animal Health Department of MAPA, email ctqa@agricultura.gov.br. 5) Consider needs for compliance of health requirements for returning animals to their countries of origin. It is the responsibility of importers (responsible for the animals and/or organizers of events in Brazil) meet compliance of health requirements for returning animals to their origin, and for MAPA to issue return certificate as guarantee of full compliance. Official Veterinary Authorities must be consulted by interested parties regarding these requirements before traveling with the animals because it might need some additional procedures (medial examination, treatments, extra insulation etc.) to meet and might demand previous programming, for instance, a examination that should be repeated. When sending animal s export certification proposal to Brazil, Veterinary Authorities must send also return requirements for evaluation and the elaborate the certificate of return, as set forth in IN MAP No 8/2015. MAPA will negotiate the return veterinary certificates for horses, and a list of countries for which the return certificates are already set will be available in www.agricultura.gov.br/#adefinir#. 6) Request an Import Authorization by the MAPA. To be requested at least thirty (30) days of the entry into Brazil, their importers have to be identified in the Regulation for Protection of Horses igh Health coming to the XXXI Olympic and Paralympic Games Rio 2016 (Rio 2016) and supplies linked to these animals (IN MAP No 9/2015) as the Rio 2016 Committee should request to the Federal Superintendency of Agriculture in Rio de Janeiro (RJ-SFA) for Import authorization presenting all information and forms determined in the Instruction. 7) Make sure with the organizers of the events (Rio 2016 Committee) that all the steps and regulatory procedures have been complied. In order to avoid any health and operational mishaps, we recommend that those responsible for the animals and their carriers to keep constant dialogue with the Rio 2016 so all the steps, documents and procedures of IN MAP No 9/2015 (Regulation for Protection of Horses High Health coming to the XXXI Olympic and Paralympic Games Rio 2016 (Rio 2016) and supplies linked to these animals) have been fulfilled. 8) Ensure that all documentation relating animal s import procedure is correct. To enter Brazil, animals must be accompanied by International Veterinary Certificate (CVI) issued or endorsed by the Official Veterinary Authority of exporting country, certified that it has b have International Veterinary Certificate (CVI) issued and endorsed by the Official Veterinary Authority of the exporting

country. The certificate must be approved by the MAPA and Authority, also must have the Import s Authorization with a valid expiry date issued by SFA-RJ. Animal must have also their Passport approved by the International Equestrian Federation, including all the treatments and vaccinations requested by Brazilian health requirements. Frequently asked questions related to horses imports for participation in the 2016 Olympic Games and Paralympic Games Rio 2016: Q: Regarding the participation of domestic horses or already in national territory, what are the procedures? A: First of all, it is essential immediate contact between those responsible for these horses and the organizers of the events in Brazil (Rio 2016) that will aware of all matters relating to operations to be carried out. All sanitary requirements must be met just as if they were imported animals since the entry of any horse in the competition venues should not bring any additional risk to the emergence and spread of infectious diseases of horses. The responsible person of these animals should contact the Federal Superintendence of Agriculture in the state where information is given regarding procedures of health requirements, at least 120 (one hundred twenty) days prior to transit for the events. Federal Fiscal will issue the international veterinary certificates from the MAPA. Q: May I choose at any time which health requirements must meet to send my horses to Brazil, among the specific requirements for the Olympic Games and current requirements for temporary export of horses to Brazil? A: We encourage compliance with the specific requirements for the Olympic Games, since such requirements allow, among other things, the animal's movement at any prior time if they comply with biosafety measures in IN MAPA No. 8/2015. Brazilians current requirements require the animal quarantine under official veterinary supervision for at least fourteen (14) days, and additional testing and certification. However, the alternative of compliance with the current requirements stated in the IN must be decided by the Veterinary Authorities of exporting countries prior to the submission of proposals for international veterinary certification to Brazil. It would not be possible the "hybrid" proposal of these requirements, that is, parts of one and part of another, since such requirements have been developed based on different epidemiological concepts, with necessary and sufficient sanitary measures to mitigate the risk of entry of horse diseases in Brazil and takes into account the situation where animals are kept, the areas where they are located and, above all, the biosecurity regimes. So the Veterinary Authorities of exporting countries, prior to its fulfillment, must make the choice of the requirements. Q: How far in advance before the Games should I contact the Official Veterinary Service of my country to start certification procedures for sending horses to Brazil? A: We suggest you get in touch as soon as possible, because each foreign Veterinary Authority has its modus operandi, which may result in higher or lower speed to conclude the negotiation of sanitary protocol and consequent international veterinary certificate with Brazil. We remind that the deadline for foreign Veterinary Authorities submit certificate proposals to Brazil is April 7, 2016. So it is highly recommended to those responsible for the movement of horses to Brazil to contact the official veterinary service of their country in time so Brazil will be already aware. "Achieving a safe event from the health point of view, using modern sanitary requirements and facilitate the international movement of high health status equine species, which become widely used. This is the great legacy of the Rio 2016 Olympic Games for the international veterinary community. "

Up to February 8th. 2016 Contact MAPA for beginnin the requirements compliance for participation of Rio 2016 horses in events Up to April 7th. 2016 Proposal of CVI (international Veterinary Certificate) sent to Brazil Aut.Vet. exp. countries 30 days before Até 30 dias antes do embarque Request of Importation Authorization Rio 2016 August, 5-21 2016 Olympic Games Rio 2016 September, 7-18 2016 Paralympic Games Rio 2016 PROCEDURES FOR FOOD SUPPLIES IMPORTATION OF HORSES PARTICIPATING IN OLYMPIC GAMES 1) Register Rio 2016 Committee in MAPA - To facilitate the entry of products to feed the horses participating in the event and centralize responsibility for entering the goods, monitoring and allocation of arising excess material from various countries. The Rio 2016 Committee shall appoint a legal representative with full powers to intercede with the MAPA. And the register of the legal representative will requested by MAPA in order to carry our further requests of imports of these products by the Agricultural Inspection Service at the Federal Agriculture Superintendence in the State of Rio de Janeiro, as provided in 1. Art. 1, Chapter I, of Normative Instruction Mapa No. 9, 2015. 2) Request import authorization at MAPA. To allow sufficient time to undertake the import allowance and avoid delays releasing products to feed the horses that will travel with technical teams, the legal representative of the Rio 2016 Committee shall submit to the Agricultural Inspection Service - SEFAG / DDA / SFA - RJ, the Federal Superintendency of Agriculture in Rio de Janeiro-SFA / RJ, at least three (3) days before date scheduled for the products shipment, the product import request for form animal food, in three (3) copies, already disclosed to the Biosafety Coordination of the Olympic and Paralympic Games Rio 2016 Organizing Committee. 3) Importation of hay for horses feed. Only hay produced from Medicago sativa (alfalfa), and with compliance with phytosanitary requirements established by Normative Instruction No. 04 of February 17 th., 2011, will be authorized by MAPA. 4) Make sure with the organizers of the events (Rio 2016 Committee) that all the steps and regulatory procedures have been met. To avoid any health and operational contretemps, we recommend that those responsible for feeding products keep constant dialogue with Rio 2016 so that all the steps, documents and procedures determined in the Normative Instruction MAPA No. 9, 2015 (Regulation Agricultural Protection related to the Food Products Import for Animals participating in the XXXI Olympic and Paralympic Games Rio 2016) have been fulfilled. 5) Labeling for animal food products. Shall be subject to the minimum requirements for the labeling of products for animal feed to be imported, allowing the federal agricultural inspection to identify the

nature and origin of the product. For this, the products must be packaged in suitable containers and individually identified at the origin with the trade name, name and address of the manufacturer, batch identification and date or expiration date, which could be in Portuguese, Spanish or English. 6) To request entry animal feed products. For releasing products intended for animal feed at the point of entry in Brazil, the Rio 2016 Committee should submit the application for inspection of agricultural products and a copy of the Air Way Bill (AWB) for MAPA federal control. The cargo must have two copies of the request form for importation of anima feed products. With all documentation ready, as well as the obligatory information on product labels entry will be authorized into the country. In cases of non-compliance of documentation or during physical inspection, goods will be immediate sent back to the country of origin of the products. 7) Destination of imported animal feed and not consumed. Use of feed products imported and not consumed. It is the responsibility of Rio 2016 as an importer of animal feed products of horses participating in the Olympic and Paralympic Games Rio 2016 to have a destination of products not consumed during the event. The Rio 2016 Committee shall inform the MAPA, by the end of competitions involving horses, if the exceeding products will return to the origin (within 24 hours before egress), or if there is intention of donation or if the product is unusable/destroyed, according to IN MAPA No 9/2015 (Agricultural Protection Regulations related to donation or Return to Country of Origin of Animal Food Products). 8) Imports not allowed. There is no permission to import products for animal feed containing animal proteins and live or inactivated biological agents, with the exception of probiotics additives and inactivated microorganisms biomass when used as components of animal feed and supplements for horses feed. A: Imports of animal feed and supplements for horses may be authorized if they do not contain animal proteins and active or inactive biological agents, with the exception of probiotics additives and inactivated microorganisms biomass, when incorporated into horses feed, as prebiotics used in the diet. Q: In the case of imports of feed products in bulk, such as hay, how do I supply mandatory labeling information? Regarding products imported in bulk, such as hay, mandatory information should appear in the commercial invoice, if not included imports will be rejected. Q: May I bring animal feed for my horses that were not specified in the importation of animal feed products form delivered to Rio 2016? A: If during the physical inspection is detected the existence of products not listed in the importation request form the shipment will be retained and will be released when documentation corrected.

Q: May I transport animal feed products for my horses together with treatment and training materials? A:. No. All animal feed products must have a Bill of Lading issued independently form animals and their treatment and training materials. Requests for inspection of agricultural products are handled by MAPA separately. This measure will prevent irregularities in the import document that might harm the entry. Q: May I donate animal feed products to a private individual or a corporate body? A: All animal feed products not consumed can only be donated to the Brazilian Army and cannot be used for feeding animals outside the Vila Militar-RJ facilities. Regarding hay, it can be donated to others: institutions or non-profit entities from public service. Beneficiaries will be responsible for use and consumption product analysis and the selling is forbidden. PROCEDURES FOR IMPORTATION OF VETERINARY PRODUCTS FOR HORSES PARTICIPATING IN THE OLYMPIC GAMES 1) Register the Rio 2016 Committee in MAPA, - In order to facilitate the entry of veterinary products for horses participating in the event and centralize responsibility for the entry, monitoring and allocation of exceeding material from various countries the Rio 2016 Committee shall appoint a legal representative with the powers granted to intercede with the MAPA. The Ministry must apply for registration so the legal representative officially requests imports of these products to the Agricultural Inspection Service at the Federal Agriculture Superintendence in the State of Rio de Janeiro, as provided in 1. Art. 1, Chapter I of Normative Instruction MAPA No. 9, 2015. 2) Request import authorization to MAPA. To allow sufficient time to undertake the import authorization and avoid delays releasing products for veterinary use for horses that will arrive with technical teams, the legal representative of the Rio 2016 Committee duly registered must do proceedings. As provided in 1. Art. 1, Chapter I of Normative Instruction MAPA No. 9, 2015, the legal representative shall submit to the Agricultural Inspection Service - SEFAG / DDA / SFA - RJ, Federal Agriculture Superintendence in the State of Rio de Janeiro - SFA / RJ, at least three (3) days from the date scheduled for shipment, the import request form, in three (3) copies, disclosed to the Organizing Committee Biosafety Coordination of the Olympic and Paralympic Games Rio 2016. 3) Make sure with the organizers of the events (Rio 2016 Committee) that all the steps and regulatory procedures have been met. In order to avoid any health and operational mishaps, we recommend to those responsible for the importation of products for veterinary use to keep constant dialogue with the Rio 2016 Committee to fulfill all the steps and procedures provided in Normative Instruction MAPA No. 9, 2015 which approves the Agricultural Protection Regulations Related to Horses High Health Status participating in the XXXI Olympic and Paralympic Games Rio 2016 (Rio 2016) and Products related. 4) Labeling of products for veterinary use. For releasing products for veterinary use entering must have minimum requirements for labeling provided in Art. 36, Normative Instruction MAPA No. 9, 2015. Products rejected when mandatory information provided in the previous article is not identified. 5) Requesting entry of importation of products for veterinary use. For releasing imported products for veterinary in Brazil, the Rio 2016 Committee should submit the application for inspection of agricultural products and a copy of the Air Way Bill (AWB) to the MAPA Federal Inspection Services. 6) Destination of products for veterinary imports and unused. To return products for veterinary use to the country of origin, even for empty containers they should be presented to MAPA, 24 (twenty four) hours before, with the return request form for veterinary use. MAPA will authorize transit to the point of egress, after the inspection of goods declared in the form. Products to be destroyed should be under MAPA supervision. All documentation must be presented at the egress as provided in Chapter IX of Normative Instruction MAPA No. 9, 2015.
