The coordinators agreed to appoint rapporteurs on both issues at their next meeting and to determining which report should be requested as and INI report and which as an implementation report. B.3. DECISIONS ON OTHER ISSUES C.1. Next ENVI committee meetings: - 27 October 2011 (additional meeting in Strasbourg) - 7 November 2011 (release from the reserve) The coordinators decided to (a) authorise an additional meeting has to be held on Thursday 27 October 2011 1 The aim of the report could be (i) to review current legislation including - the Environmental Impact Assessment Directive - the Ground Water Directive - the Water Framework Directive - the Drinking Water Directive - legislation on hazardous chemicals - legislation governing greenhouse gas emissions and (ii) to assess the necessity of adopting additional measures at EU level with a view to assuring an appropriate protection of the environment and human health in line with the precautionary principle. Adoption of ENVI meeting calendar 2012 The papers for the meeting included a proposal for ENVI committee meeting dates in 2012. The coordinators - - decided to place the following Monday afternoons in the reserve: o 7 May 2012 p.m. o 5 November 2012 p.m. o 17 December 2012 p.m. - - decided to adopt the draft calendar for 2012 as amended. C.3. 2012 programme for committee delegations outside the three places of work and for public hearings in committees Urgency: The coordinators have to inform the Conference of Committee Chairs of their decisions by Tuesday 11 October 2011 at the latest. A) Hearings The decision on the topics for ENVI hearings in 2012 would be taken at the next coordinators' meeting. The coordinators took note of the following two suggestions: Suggestion 1: The hearing on the revision of the Tobacco Products Directive should be postponed from December 2011 to mid-2012, when the Commission proposal is expected. Suggestion 2: Mr Sonik asked the chair to organise a hearing on maternal and neonatal health. countries and to international conferences. - Delegations should in principle take place only during committee weeks or weeks set aside for external activities ("turquoise weeks"). - Delegations to Agencies: 3 Members to every Agency every second year Decided to seek authorisation of the following ENVI delegation missions in 2012. 1. The following delegations shall be sent to EU Agencies: ECHA/Helsinki (maximum 3 MEPs, possibly plus chair, timing tbc) EFSA/Parma (maximum 3 MEPs, possibly plus chair, timing tbc) 2. The following delegations shall be sent to EU countries and countries which have applied to joint the EU: Croatia (spring 2012) Cyprus (at the eve of or during the Cypriot Presidency) 3. The following delegation shall be sent to an international conference "Rio+20" (Rio de Janeiro, June 2012 during the high-level segment of the Conference, maximum 10 MEPs) p.m. The traditional delegation to the UNFCCC COP18 will be requested separately as an EP ad hoc delegation. C.4. The detailed specifications shall be finalised by written procedure. C.4.2. Briefing papers for delegation to Calabria 1. The Coordinators decided to request written briefings ahead of the delegation to Calabria. 2. Groups who have not yet done so yet are kindly asked to appoint Members for this delegation according to their available seats following the D'Hondt system: 3 EPP, 2 S&D, 1 ECR, 1 GUE. C.4.3. Workshop on roadmap to low carbon economy by 2050 - request by Chris Davies The coordinators decided to request the organisation of a workshop on the above topic and agreed that the detailed specifications be finalised in a written procedure. C.5. Delegation to COP17, Durban C.5.1. Constituent meeting of the ad hoc delegation The Coordinators approved that the 1st constituent meeting of the ad hoc delegation to the COP 17 Climate Change Conference be convened at the end of September/beginning of October. C.5.2. Accreditation of additional participants in COP17 delegation, Durban The coordinators unanimously agreed that accreditation should be sought for all Members wishing to participate in COP17 and for support staff. The secretariat was instructed to forward, without delay, to the Commission services of the list of persons to be accredited. C.6. Urgency: The coordinators have to inform the Conference of Committee Chairs of their decisions by 11 October 2011. The coordinators agreed that the preparation of the "Rio+20" Conference should be proposed as a topic for an interparliamentary meeting with national parliaments in 2012. C.7. AGRI request for Rule 50 on Biodiversity Strategy The coordinators decided by a vote, with one group voting against, to object to this request from AGRI. C.8. Proposal by Mr Leinen - Oral Question for plenary on the implementation of EU legislation on GHG emissions (aviation, maritime) Following an exchange of views, the coordinators agreed to take a decision on the above proposal at their next meeting. C.9. Proposal by Mr Leinen - Exchange of views in committee on the 'GMO honey' judgment of the European Court of Justice The coordinators decided to hold an exchange of views on the "Bablok vs Bavaria" 1 judgment with Commission representatives in committee on 19 September 2011 together with the Commission presentation on the socio-economic impact of GMOs.
