Higher Education Fees and Financial Support This guide provides you with information on the College s fees for Higher Education study and financial support available in 2016/17. Release Date 10 February 2016 Version 2.0 Date 16 March 2016

Nothing to pay up-front You don t have to pay anything before you start your studies unless you are not eligible for a tuition fee loan or you choose to pay the fees yourself. The government will provide UK and EU students with a tuition fee loan which you only start to repay after graduation, once you are earning over 21,000 per annum. Your repayments are automatically deducted from your pay through the tax system and if you become unemployed your repayments stop until you earn 21,000 again. Finally, the balance of your loan is automatically written off after 30 years. All fees are in sterling and may be subject to revision. Annual Revision of Fees Students on programmes of study of more than one year should be aware that tuition fees are revised annually and may increase in subsequent years of study. C Additional Costs For all programmes you will need to purchase sufficient stationary. Printing charges are 0.02p per black and white A4 and 0.06p for a colour A4. On enrolment you are allocated 3.00 for printing costs on your student ID card. Additional credits can be purchased in the libraries. Programmes that include work placements may incur travelling costs. The expectation is that students arrange the work placements themselves so any costs will depend on where you arrange to work. Programmes that require work placements are listed in the table below. Some courses require a Disclosure and Barring Service application (DBS), these are detailed on page 3. Other additional costs are outlined in the table below. D Withdrawal or Intermission from a programme of study The College allows a cooling off period and therefore the first liability point for 25% of fees will apply if students are still enrolled as a student from 07 October 2016. The dates below show the liability for the payment of Higher Education tuition fees. E Payment Methods At the point of enrolment students are required to advise the College which payment arrangement applies to them: i. Tuition Fee Loan ii. Self-funding/part-funded/part-sponsored/third party to pay iii. Payment by instalments i. Tuition Fee Loan The college can charge a maximum of 9000 per year in tuition fees for full-time programmes. Please refer to page 3 for the fee for the programme of study you have applied for. A Tuition Fee Loan can be taken out to cover the first 3,900 of tuition fees, and you can apply for a Fee Grant of up to 5,100 to cover the difference. Tuition fee loans and fee grants are not based on your household income. Applications are made through Student Finance Wales http://www.studentfinancewales.co.uk/new-students.aspx. To complete your student finance application you will need your UK Passport number (or birth certificate if you do not have a valid passport), National Insurance number and your bank details. The Tuition Fee Loan and Grant are paid directly by the Student Loans Company to the College. You will then repay the loan when you have left the course and start earning over 21,000 per year. Part-time Higher Education Students can also access a tuition fee loan. Please refer to page 4 for the part-time fee for the programme of study you have applied for. The maximum loan available if you attend a Welsh university or college is 2625. You must repay your tuition fee loan including any interest. You could also apply for a Course Grant to help with course related costs such as books and travel. The Course Grant doesn t need to be paid back. The Course Grant is paid in one lump sum directly into your bank account at the start of term. Please contact Student Finance Wales: www.studentfinancewales.co.uk to apply for a part-time tuition fee loan and/or a Course Grant. ii. Self-funding/part-funded/part-sponsored/third party to pay (e.g. employer) Fees may be paid in full at enrolment by cheque, cash, debit or credit card. If not paid in full, details of invoicing need to be provided through a letter/purchase order within 30 days of enrolment. iii. Payment by instalments The College may permit the payment of enrolment fees by instalment where the total course fees are 100.00 or more. There are 2 payment options: a) Instalments by Sales Invoice: The initial payment of 1/3 of total cost (to include all examination and registration fees) must be paid at the time of enrolment. The second instalment of 1/3 of total cost will be invoiced on 1 December. The final instalment of 1/3 of total cost will be invoiced on 1 February. b) Instalments by direct debit: Students may pay by Direct Debit in up to 8 instalments from September to March at the end of each month. The first payment must be paid at the time of enrolment and a further 7 payments will be processed using the Direct Debit system commencing the 1 st November. Should a Student request paying by Direct Debit after September the number of payments will then reduce to 7 payments from October, 6 in November to 2 in March or full payment from April all of which can be processed through the Direct Debit system. If students have not taken out a tuition fee loan, set up an invoice or direct debit or paid in advance for their higher education tuition fees, they will usually be invoiced for the full tuition fee amount at the end of the first term. F Other Support Welsh students continue to benefit from additional financial assistance. Depending on your personal circumstances, you could be eligible for a range of grants, loans and allowances to help with the cost of tuition fees and living costs. The rates for 2017/18 are still to be confirmed by Welsh Government and students cannot assume if they are eligible in 2016/17 they will be in 2017/18. Other support includes: I. Maintenance Loan The amount you can get depends on where you ll be living during term-time. It is also affected by your income and that of your parents or partner. These figures don t include final year students whose figures are lower. The Maintenance Loan will need to be repaid. Welsh Government Learning Grant The Learning Grant is provided to assist with your living costs and the cost of studying (books, travel etc.) and does not have to be repaid. The maximum amount of Welsh Government Learning Grant is 5,161. You will get the full amount if your household income is 18,370 or less. No grant is available if your household income is over 50,020. If you re entitled to the Welsh Government Learning Grant, we ll reduce the amount of income assessed Maintenance Loan you re entitled to. III. Special Support Grant The maximum amount you can get for Special Support Grant is 5,161 per year. The Special Support Grant is based on your eligibility for income support or other means-tested benefits such as Housing Benefit. For example, if: you're a single parent; your partner is a student and one or both of you are responsible for a child or young person under 20 who is in full-time non-advanced education; or you have certain disabilities. The Special Support Grant won t reduce how much Maintenance Loan you may be entitled to. Additionally, it doesn t count as income when working out income related benefits. You ll only be entitled to either the Welsh Government Learning Grant or Special Support Grant. Name of Reviewer: Jo Ricketts/January 2016 10

IV. Additional Support You may be able to get extra help if you have adults or children who depend on you financially. This does not have to be repaid and includes: Childcare Grant Parents Learning Allowance Adult Dependent Grant. If you have any additional course related costs due to a disability, you might be entitled to additional help through the Disabled Students Allowances. All grants and loans are split into three instalments with an instalment paid at the start of each term. You can apply for these at the same time as the Tuition Fee Loan and Grant. G College Bursaries for Full-Time Students The purpose of the Higher Education Student Bursary scheme is to provide full-time Higher Education students with financial assistance towards the cost of studying their Higher Education qualification. Bursaries are awarded by the College on an annual basis. Students who are studying on a two or three year programme need to reapply for the second/third year if applicable. The Higher Education student bursary is not available for repeating students. Bursary categories are outlined on the College s Moodle site: http://moodle.nptcgroup.ac.uk/course/view.php?id=3318. Bursary applications for 2016/17 can be made from 1 September 2016. Eligible students can apply for more than one bursary and this requires separate applications. The closing date for bursary applications is 21 October 2016. Late bursary applications will not be considered. H Higher Education Hardship Fund The Higher Education Hardship Fund is a discretionary fund administered by Student Services to help Higher Education students who are experiencing genuine and unavoidable financial difficulties. The fund is available for those in receipt of the full student loan and maintenance grant only. Applications are means-tested and therefore some applications will be unsuccessful. I Non-payment of Fees If fees are not paid, the College will need to take necessary steps to recover the outstanding amount, which may lead to debt recovery action. In the event of the third party (e.g. employer, failing to pay), the student will become liable for the cost of the course. J Cancellation by NPTC Group All courses have minimum attendance levels and may be subject to cancellation in situations where insufficient enrolments are received. situation, should it arise the student will be entitled to a full refund of any fees paid or have the option to transfer onto a different course. The College will not be held liable however for any other losses incurred as a consequence. In the unlikely circumstances that an individual class has to be postponed due to staff illness or any other reason for which the College is responsible, it will make every reasonable effort to reschedule or add the missed hours onto the remaining classes in the course. K. Review The guidelines are to be reviewed by the Assistant Principal HE annually, and the next review date will be January 2017.
