Frequently Asked Questions (FAQ) on Electronic Tourist Refund Scheme (etrs) Q1: Who is eligible for GST refund under the Tourist Refund Scheme? A1: A tourist is eligible for GST refund if he meets the following conditions: He is not a Singapore citizen or permanent resident of Singapore; He has not spent more than 365 days in Singapore in the last 24 months before the date of purchase; He has not been, at any time, employed in Singapore in the past 6 months before the date of purchase; He is 16 years old or above at the time of purchase; and He is not a member of the crew, of the aircraft or international cruise on which he is departing Singapore. If he is a student pass holder, he must have purchased the goods in the last 4 months before the student pass expiry date. Q2: What must the tourist do to qualify for tourist refund? A2: The tourist may qualify for tourist refund if the following conditions are satisfied: He must spend at least SGD100 (including GST). He may accumulate up to 3 same-day invoices/receipts from retailers bearing the same GST registration number to meet this minimum purchase amount; He must apply for his GST refund using his Token or etrs Tickets at the etrs self-help kiosk at the airport or cruise centre; He must depart with the goods via Changi International Airport Departure Hall/ Seletar Airport Passenger Terminal/ Marina Bay Cruise Centre Singapore/ International Passenger Terminal at Harbourfront Centre within 2 months from the date of purchase; If he is departing on an international cruise (excluding cruises-to-nowhere, round-trip cruise and regional ferry) from the cruise terminal, he must: - declare that he is exiting Singapore and will not return via the same voyage on the same ship, using his cruise itinerary as documentary proof of his departure; and - commit that he will not be returning to Singapore within 48 hours; He must depart with the goods within 12 hours after obtaining approval of his GST refund; He must claim the refund from the approved central refund counter operator within 2 months from the date of approval of the application; and If he is a student pass holder, he must have fulfilled all the above criteria, purchased the goods in the last 4 months before the student pass expiry date and intend to depart with the goods and remain outside Singapore for a minimum period of 12 months. 1

Q3: How long must the tourist stay in Singapore to qualify for GST refund? A3: There is no minimum duration of stay in Singapore to qualify for the refund. Q4: What types of goods are eligible for GST refund? A4: All goods (i.e. for which GST is charged at the prevailing rate) are eligible for GST refund except for: Goods wholly or partly consumed in Singapore; Goods exported for business or commercial purposes; Goods that will be exported by freight; and Accommodation in a hotel, hostel, boarding house or similar establishment. Q5: Are services eligible for GST refund? A5: No. Services that are consumed in Singapore are not eligible for refund e.g. car rental, entertainment and tour charges etc. Q6: I am visiting Singapore on a Social Visit Pass. Am I eligible for the tourist refund? A6: If you satisfy the tourist refund eligibility criteria and conditions and the goods are purchased from retailers who operate TRS, you are eligible for the refund. Q7: If I leave Singapore by land exit such as via the Causeway, can I apply for a refund of GST paid on my purchases under the tourist refund scheme? No, you cannot apply for GST refund if you are leaving Singapore via the Causeway as the tourist refund is not available to tourists departing Singapore via land exit. Currently, the Tourist Refund Scheme (TRS) is only available to tourists who are bringing their purchases out of Singapore via Changi International Airport or Seletar Airport subject to the eligibility and conditions of the scheme. However, from 21 January 2013, the TRS will be extended to international cruise passengers (excluding cruises-to-nowhere, round-trip cruise and regional ferry) leaving from the Marina Bay Cruise Centre Singapore and the International Passenger Terminal at Harbourfront Centre. 2

Q8: Why is the Tourist Refund Scheme not extended to tourists departing from Singapore by ferry? A8: The Tourist Refund Scheme is not extended to tourists departing from Singapore by ferry as the high daily traffic flow of ferry passengers will impose administrative challenge, thereby imposing pressure on the checkpoints and creating inconvenience to all travellers. It is also to prevent any GST refunded goods brought out of Singapore from making their way back to Singapore for local consumption free of GST. Q9: Why should passengers with hand-carry purchases apply for their refund claims at the Departure Transit Hall (after immigration clearance)? A9: This is a measure to prevent any GST refunded goods brought out of Singapore from making their way back to Singapore for local consumption free of GST. Q10: Mr Smith is a crew member of a round-trip-cruise. Upon returning to Singapore, he will return to Europe by flight as a normal passenger. Can Mr Smith claim GST refund when he departs via Changi International Airport? A10: Yes. Mr Smith is eligible for GST refund since he is not a member of the cabin or flight crew of the aircraft on which he is departing out of Singapore. Q11: Mr Vishnu is travelling on a round-trip cruise and one of the destinations before returning to Singapore is Phuket. The items that he purchased from Singapore will be given to his friends/relatives in Phuket. Mr Vishnu s friend who is on the same cruise has also made some purchases in Singapore. He will disembark in Phuket and not return to Singapore. Can Mr Vishnu and his friend seek a refund for the goods which they purchased and brought out of Singapore? A11: Both Mr Vishnu and his friend are not eligible for GST refund. Tourists departing from Singapore via round-trip-cruise, cruise-to-nowhere and regional ferry passengers are not eligible. 3

Q12: Ms Hilary is travelling on a round-trip cruise. She purchased some food items in Singapore which she will consume during her journey at sea. She will not bring back these items upon her return to Singapore. Can Ms Hilary get the refund in this situation? A12: No. Tourists departing from Singapore via round-trip-cruise, cruise-tonowhere and regional ferry passengers are not eligible for GST refund. Q13: Mrs Miyoshi is travelling on a 10-day cruise from Japan and will disembark in Singapore on the 3 rd day and leave for Thailand on the same day. The ship will return to Singapore again on the 8 th day before leaving for Indonesia the following day. Mrs Miyoshi purchased a handbag while she is in Singapore on the 3 rd day. Mr Kapur is on the same cruise as Mrs Miyoshi, but he joined the cruise on the 3 rd day and will disembark in Thailand and not return to Singapore. Can Mrs Miyoshi and Mr Kapur get the refund on the 3 rd day for the goods they purchased and brought out of Singapore? A13: International cruise passengers departing on ships which will return to Singapore as part of the cruise itinerary can only claim for GST refund when the ship leaves Singapore and will not return on the same voyage. In Mrs Miyoshi s case, she can only claim the refund on the 8 th day as the ship will not return to Singapore after the 8 th day. Mr Kapur on the other hand, will not be eligible for GST refund on the 3 rd day as the ship on which he is travelling will return to Singapore. Q14: Ms Mary Koh fulfills all the criteria under Tourist Refund Scheme (TRS) except that she will be departing by ferry and will not be returning to Singapore in the near future. Can Ms Mary Koh claim GST refund under the TRS? A14: No. Tourists departing via regional ferry are not eligible for GST refund, similar to individuals leaving Singapore via land exits. Q15: Is there a limit to the amount of GST refund a tourist can claim? A15: No. There is no limit to the amount of GST refund a tourist can claim. 4

Q16: Do all shops in Singapore offer GST refund for their goods? A16: No. Participation in the Tourist Refund Scheme is voluntary. Only retailers who participate in the scheme will be able to issue etrs Tickets to tourists for goods purchased from them. Q17: What should the tourist do at the point of purchase if he wishes to seek a GST refund on his purchases? A17: The tourist should inform the retailer that he wishes to seek a GST refund on his purchases. He may be required to present his passport as proof of his eligibility under the scheme. The tourist can choose a credit/debit card as a token for tagging his purchases details that are eligible for refund. Payment can be made with any credit/debit card or cash. Regardless of whether a token is used, the retailer must issue an etrs Ticket and original receipt/invoice to the tourist. Q18: What is a Token? A18: A Token is a unique identifier (i.e. credit/debit card) used by the tourist to link the purchases made by him. The tourist will be able to use his identified token to retrieve all his purchases details at one go when applying for his refund claims at the self-help kiosk in the airport or cruise centre. Alternatively, the tourist can scan the etrs tickets individually to retrieve his purchase details. Q19: How does the tourist know which retailers participate in the Tourist Refund Scheme? A19: Retailers who participate in the Tourist Refund Scheme will display signages or logos e.g. Tax Free Shopping / Premier Tax Free / Tax Refund in their shop. Tourists are advised to check with the retailers if they are participating in the scheme. Q20: The retailer did not issue the tourist with an etrs Ticket. The tourist was told that he can get the refund at the airport/cruise terminal. Is this true? A20: No. The etrs Ticket can only be issued by the retailers at the point of purchase. No other agencies, including Singapore Customs, are authorized to issue the etrs Ticket. 5

Q21: Does the tourist apply for his GST refund claims before or after immigration clearance? A21: For bulky goods or goods to be checked-in, the refund must be claimed before check-in. For small and high-value goods (e.g. jewelleries) that can be hand-carried, the tourist should claim the refund after immigration clearance. Please note that in both instances, Singapore Customs reserves the right to inspect the goods before processing the refund. Q22: How does the tourist apply for his GST refund claims? A22: If the tourist has purchased goods from participating etrs retailers, the tourist will be issued with an etrs ticket. On the day of his departure from Singapore, the tourist must bring the etrs tickets, original receipts/invoices, goods and other supporting documents (e.g. passport and confirmed air ticket/cruise confirmation slip showing the itinerary or boarding pass) to the GST Refund Facility areas at Changi International Airport/Seletar Airport/Marina Bay Cruise Centre Singapore/International Passenger Terminal at Harbourfront Centre. At the Tourist Refund Facility area, the tourist can apply for his GST refund using any of the available self-help kiosks. Subject to the instructions printed on the notification slip generated by the kiosk, the tourist may be required to present his goods at Customs Inspection Counter for verification. The tourist will be issued with an approval slip by the kiosk or Singapore Customs if his purchases are deemed eligible for refund. Q23: How will the refund be made to the tourist? A23: For departure via Changi International Airport, the refund will be made to the tourist by either credit card or cash. For departure via Seletar Airport, Marina Bay Cruise Centre Singapore or International Passenger Terminal at Harbourfront Centre, the refund will be made to the tourist by either credit card or bank cheque. If the tourist chooses credit card refund, the refund will be paid to his specified credit card within 10 days. If the tourist chooses cash refund, he can proceed to Central Refund Counter at Departure Transit Hall to collect his cash refund. If the tourist chooses bank cheque refund, he is required to fill in the payee name and mailing address on the notification slip and drop it into the 6

designated cheque refund box for processing. The bank cheque will be mailed within 14 days from the date of deposit of the approved notification slip into the designated box. Q24: What if the tourist does not get the refund after the stated period? A24: If the tourist does not receive his refund after the stated period, you can advise the tourist to write-in to taxfree@global-blue.com. Q25: How much refund will the tourist be getting? A25: The retailers or its appointed agents will deduct a handling/administration fee from the 7% refund due to the tourist for its refund services. Hence, tourist will not be refunded the full 7% GST that he has paid for the goods. Q26: How much is the handling/administrative fee? A26: The details of handling/administrative fees will be shown on the etrs Tickets issued to the tourists. Q27: Does the tourist have to pay GST if he brings the goods back into Singapore on another trip? A27: GST is payable for all goods imported into Singapore. However, the tourist is entitled to GST relief of $600 (if he has been away from Singapore for 48 hours or more) or $150 (if he has been away from Singapore for less than 48 hours). The tourist has to declare to Singapore Customs if he is carrying goods exceeding this relief. Q28: If the tourist fails to get endorsement/approval for refund in Singapore, can he get the endorsement/approval from other countries authorities? A28: No. The tourist should get the endorsement/approval of his refund before he departs from Singapore. Endorsements from overseas authorities are not accepted and will not be processed for refund. 7

Q29: The tourist s refund claims for a television set has been approved. However, he has decided to give the television to his son who is working in Singapore. Is he allowed to do that? A29: No. Once refund has been approved, the tourist is not allowed to take the goods out of the departure hall or pass the goods to someone else. These acts constitute serious offences which attract penalties. Q30: The tourist is departing Singapore via Marina Bay Cruise Centre Singapore. The departure time is scheduled at 7pm. How soon can the tourist claim the GST refund? A30: If the tourist is leaving by international cruise, he may obtain his refund 4 hours before the scheduled departure time. Hence, in this case, he can claim the GST refund from 3pm onwards. Q31: The tourist is late for the cruise and may not be able to claim the refund after immigration. Can Singapore Customs give him the refund instead? A31: No. Singapore Customs does not process the refund, which is done by the appointed agent of the retailer. 8
