General comments The 56 th edition of the IATA DGR incorporates all amendments made by the Dangerous Goods Board in developing the 2015-2016 edition of the ICAO Technical Instructions as well as changes adopted by the IATA Dangerous Goods Board. Additionally, on January 8 th, 2015 the first addendum to the 56th edition of the DGR was posted. There are changes in all sections. Appendices A, B, D, E and F have been updated. 5

1. Applicability 1.2.11. Exception for lamps. The following lamps are not subject to IATA-DGR, provided that they do not contain radioactive material. o Lamps containing no more than 1 g. of dangerous goods and packaged so that there is not more than 30 g of dangerous goods per package, provided that: They are certified to a manufacturer s quality management system (e.g. ISO 9001:2008). They are either individually packed in inner packagings, separated by dividers, or sorrounded with cushioning material, and packed into strong outer packagings. 6

1. Applicability o Lamps containing only gases of Division 2.2 provided they are packaged so that the projectile efects of any rupture of the bulb will be contained within the package. 7

2. Limitations 2.2. Hidden Dangerous Goods. A note has been added to bring to attention that diamond-shape pictograms from the Globally Harmonized System for Classification and Labelling of Chemicals (GHS) on packages may indicate the presence of dangerous goods. 10

2. Limitations 2.3. Dangerous Goods Carried by Passengers or Crew. All provisions concerning portable electronic devices have been restructured: 1. Spare lithium batteries (in carry-on baggage only) are permitted with the aproval of the operator if: o Lithium content > 2 g but 8 g (lithium metal or lithium alloy batteries) o Watt-hour rating > 100 Wh but 160 Wh (lithium ion batteries) 12

Lithium battery powered electronic devices containing batteries (in checked or carry-on baggage) are permited with the aproval of the operator if: o o Lithium content > 2 g but 8 g (lithium metal or lithium alloy batteries) Watt-hour rating > 100 Wh but 160 Wh (lithium ion batteries) 13

Portable electronic devices (in checked or carry-on baggage) and spared batteries for such devices (only in carry-on baggage), are permitted without operator authorization if: o o Lithium content 2 g (lithium metal or lithium alloy batteries) Watt-hour rating 100 Wh (lithium ion batteries). 14

2. Limitations 2.4. Transport of Dangerous Goods by Post. The allowance for radioactive material in the post has been revised to limit the excepted packages to UN 2910 and UN 2911 only. The radioactive material must not have a subsidiary risk and the packages must be marked and labelled as specified. 15

3. Classification 3.0.3.3. A statement has been added to assert that articles are not assigned packing groups. Instead, requirements for specific packaging performance levels are addressed within the applicable packing instruction. 3.2.1.2. Class 2. A new definition has been added for adsorbed gases. A gas which when packaged for transport is adsorbe onto a solid porous material resulting in an internal receptacle pressure of less than 101.3 kpa at 20 ºC and less than 300 kpa at 50 ºC. 16

3. Classification 3.5.1.3.1. Class 5. Some alternative tests provisions have been added for the classification of solid oxidizers. 17

Identification 4.2 List of Dangerous Goods The packing group has been removed for all articles that had been assigned a packing group (e.g. UN 3480 Lithium ion batteries; UN 3506 Mercury contained in manufactured articles) 17 new entries for adsorbed gases have been added. o UN 3510 UN 3518: general, n.o.s. entries o UN 3519 UN 3526: named substances (e.g. UN 3520 Chlorine, adsorbed) 18

4.2 List of Dangerous Goods 4. Identification New entry added: UN 3507, Uranium hexafluoride, radioactive material, excepted package, less than 0.1 kg per package, non-fissile or fissile-excepted o Associated special provision: A194 (assigned to Class 8) o Associated Packing Instruction: 877 New entry added: UN 3508, Capacitor, asymmetric o Related entry UN 3499 renamed to Capacitor, electric double-layer 19

4. Identification 4.2 List of Dangerous Goods Change to an entry: UN 3090 Lithium metal batteries are now restricted to Cargo Aircraft Only. o However, following new special provision A201, the State of Origin and the State of the Operator may authorize its transportation on passenger aircraft (they must inform ICAO of this exemption). 20

4.2 List of Dangerous Goods 4. Identification Changed Proper Shipping Names for a number of entries o UN 0503 Safety devices, pyrotechnic (was air bag inflators, air bag modules, seat belt pretensioners ) o UN 3268 Safety devices electricaly initiated (was air bag inflators, air bag modules, seat belt pretensioners ) o UN 2212 Asbestos, amphibole (was blue asbestos and brown asbestos ) o UN 2590 Asbestos, chrysotile (was white asbestos ). 21

4. Identification 4.4 Special Provisions A192 (new): allows to use a single Proper Shipping Name on Shipper s Declaration and package markings for packages that contain certain combinations of dangerous goods. Which ones? 22

4. Identification 4.4 Special Provisions A194 (new): UN 3507 (Uranium hexafluoride, radioactive material, excepted package) must be assigned to Class 8, with a radioactive material secondary risk. However, no Class 7 hazard labels are required. A196 (new): explains under which circumstances UN 3058 (Capacitator, assymetric) may be shipped as not restricted. 24

4. Identification 4.4 Special Provisions A197 (new): Environmentally hazardous substances (UN 3077 and UN 3082) may be shipped as not restricted when the net quantity doesn t exceed: o 5 L (liquids) o 5 kg (solids) A198 (new): UN 1327 (bhusa, hay and straw) is not restricted when wet, damp or contaminated with oil. 25

4.4 Special Provisions 4. Identification A199 (new): UN 3496 (Batteries, nickel-metal hydride) is only restricted for sea transport. Nickelmetal hydride batteries are exempt for air transport as long as they are protected against: o Short circuit; and o Unintentional activation Special provision A199 replaces A806, which has been deleted. 26

4.4 Special Provisions 4. Identification A200 (new): applied only to UN 3509 (Packaging discarded, empty, uncleaned). Packagings that still contain residues of dangerous goods and no longer meet the provisions of Section 6 are forbidden for air transport. A201 (new): allows the States of Origin and State of the Operator to authorize the transport of UN 3090 (Lithium metal batteries) in passanger aircraft, provided they inform ICAO of the conditions of this exemption: o Quantity limitations o Packing requirements 27

4.4 Special Provisions 4. Identification Revised special provisions o o o A32 and A115: the new Proper Shipping Name Safety devices is now used. A69: provisions for lamps have been removed, since there is now an exception for this articles (1.2.11). A78: added requirements for radioactive material with subsidiary risks: o On documentation and marking, the components that contribuite to the subsidiary risks must be added to the Proper Shipping Name. o Shipper s Declaration must indicate the subsidiary class as well as the packing group (if it s assigned). 28

5. Packing 5.0.1.5 Overpacks The previous restrictions applicable to overpacks containing packages bearing the Cargo Aircraft Only label have been deleted. 5.0.2.12.3 Supplementary packagings The use of supplementary packagings within an outer packaging, additional to what is required in the packing instructions, is now allowed as long as all relevant requirements are met. If necessary, suitable cushioning to prevent movement within the package will be used. 29

5. Packing Packing instructions PI 219 (new): Added for the new entries for adsorbed gases (UN 3510 UN 3526). PI 877 (new): Added for the new entry UN 3507 Uranium hexafluoride, radioactive material, excepted package. 30

5. Packing Packing instructions PI 203 and PI Y203: They apply to aerosols and UN 2037 (gas cartridges and receptacles, small, containing gas). Revised: Reformatted to conform to the format of the rest of the PI. These articles are all considered inner packaging for the purposes of these PI. Additional packing requirements for plastic aerosols have been added. The list of allowed packagings has been revised and expanded. 31

5. Packing Packing instructions PI 213: revised to include the criteria under which large fire extinguishers may be transported unpackaged. PI 457: applies to UN 3241 (2-Bromo-2-nitropropane- 1,3-diol). Revised to remove all metal outer and single packagings from the list of permitted packagings. 32

5. Packing Packing instructions PI 966 and PI 969: They apply, respectively, to lithium ion and lithium metal batteries packed with equipment. Updated to clarify that the number of lithium batteries in a package must not exceed the number required for the equipment s operation plus two spares. + 33

5. Packing Packing instructions PI 968: Updated to reflect that lithium metal batteries are not allowed on passenger aircraft. Packages prepared in accordance with sections IB and II of this PI must bear a Cargo Aircraft Only label, in addition to the lithium battery handling label. Packages and overpaks prepared in accordance with section II must be offered to the operator separately from the goods in the consolidation that are not subject to DGR before being loaded. 34

6. Packaging Specifications and Performance Tests 6.4.2 Requirements for UN Cylinders and Closed Cryogenic Receptacles This subsection has been revised to bring in references to new ISO standars and to identify the period during which the ISO standards may be applied for manufacture. 35

6. Packaging Specifications and Performance Tests 6.4.4 Requirements for aerosol dispensers, small receptacles containing gas (gas cartridges) and fuel cell cartridges containing liquefied gas Requirements have been revised, particularly permitted leakage rates. 36

7. Marking & Labelling Size and dimensions for labels and marks have been more clearly specified. For hazard labels, the minimum width of the line inside the edge forming the diamond must be 2 mm (7.2.2.3.2) However, labels conforming to the specifications of the 55th edition of DGR where the line is not 2 mm in width are aceptable until December 31st, 2016 (Addendum 1). 37

7. Marking & Labelling Size and dimensions for labels and marks have been more clearly specified. 38

7. Marking & Labelling Size of the marking of the UN/ID number has been updated (7.1.4.4.1). o Packages > 30 L or 30 kg : 12 mm o Packages 30 L or 30kg, or cylinders < 60 L : 6 o mm Packages 5 L or 5 kg : an appropriate size 39

7. Marking & Labelling Size of the OVERPACK (7.1.7) and SALVAGE (7.1.4.3) markings has been updated: lettering must be at least 12 mm high. 12 mm The requirements for OVERPACK and SALVAGE markings apply as of January 1 st, 2016. 40

8. Documentation 8.1.6.11.6 When viscous flammable liquids are assigned to Packing Group III in accordance with 3.3.3.1.1, a statement must be included in the Additional Handling Information of the Shipper s Declaration. 41

8. Documentation 8.1.6.11.7 The additional information required for shipments of lithium batteries prepared under Section IB of PI 965 and PI 968 may be included on the Shipper s Declaration or on an additional document. 8.2.6.2 Recommendation to shippers to include the phrase not restricted on the air waybill for substances that do not meet the criteria for classification as dangerous goods, but whose packages bear the diamond-shaped pictograms of the Globally Harmonized System for Classification and Labelling of CHemicals. (GHS). 42

9. Handling 9.1.1.2 A note has been added to bring to the attention of cargo acceptance staff that the presence of the GHS diamond-shape pictograms may indicate the presence of hidden dangerous goods. 43

9. Handling 9.1.3.1 Acceptance Checklist o o o The acceptance check is only mandatory when the dangerous goods are first accepted for carriage by air. However, on transfers between aircraft or different operators, the operator concerned should still verify that the packages meet the requirements of the Regulations. An inventory of dangerous goods that are not subject to acceptance check requirements has been added (9.1.3.2). Deleted: loading restrictions for toxic and infectious substances with animals, foodstuffs and feed (9.1.3.2 and 9.1.3.2). 44

9. Handling 9.5.1.1.3 Information required on the NOTOC o Technical names (in association with the Proper Shipping Names) are NOT REQUIRED. o Number and content of overpacks and all packed in one packages are RECOMMENDED. 45

10. Radioactive material A number of modifications to Section 10 have been made to align to the new provisions in the IAEA Regulations for the Safe Transport of Radioactive Material, 2012 edition (SSR-6) 46
